BACKGROUND
In order to construct Public works and capital improvement projects, the City, from time
to time, advertises for written bid proposals and awards contracts to companies for
services, for which funds were allocated by the City Council during annual budget
approval. In the past this action has required consideration of one item three times:
• At budget development
• At authorization to advertise for bids
• At award of contract
PURPOSE
To streamline the public works and capital improvement project process by deleting one
step of the approval process.
POLICY
1) Public Works and Capital Improvement projects shall be proposed through the
budget development process annually.
2) The approval of the annual budget shall constitute the authorization to advertise
for bids, when appropriate to do so.
3) City Council will award the final contract based on results of bids submitted.
