HomeMy WebLinkAboutCouncil Policy No. 100-06 - City Council Meeting Tapes CITY OF LAKE ELSINORE, CALIFORNIA COUNCIL POLICY MANUAL SUBJECT: City Council Meeting Tapes Policy No. 100-6 Effective Date: 10/14/86 Revised: 9/22/92 Revised: 9/12/06 Page No. 1 of 2 BACKGROUND The practice of tape recording City Council Meetings is engaged in to ensure efficiency and accuracy in the preparation of the Minutes. The City Clerk’s Office utilizes audiocassette tapes to record City Council meetings. The City Council desires to maintain the tapes as a public record for a period of four years. PURPOSE To insure that the cassette recordings are retained as a public record for a period of four years and to encourage the use of technology to provide a permanent record of City Council meetings. POLICY All regular meetings of the City Council shall be tape-recorded. Open and public meetings of other legislative bodies of the City may be tape recorded upon request of the chairperson or pursuant to any procedural rule or by law adopted by the legislative body. The term legislative body shall be defined as specified in § 54952 of the Government Code. Any tape recording of any open and public meeting made by or at the direction of the City shall be subject to inspection pursuant to the Government Public Records Act (§ 6250 of the Government Code). Notwithstanding the provisions of § 34090 of the Government Code, any tape record of any open or public meeting of a legislative body of the City will be retained by the City for four years. Once the City Clerk’s office has obtained the proper technology, the City Clerk shall transfer all agenda information, tapes and minutes for each meeting onto CD-ROM and shall maintain the CD-ROMs indefinitely. Any person may inspect a CD-ROM or a tape recording without charge on a recorder made available by the City.
