BACKGROUND
In order to address the public safety/traffic concerns within the City of Lake Elsinore, the
City Council has determined the need to include traffic signalization in the original
condition of approval for development projects.
PURPOSE
To provide City Council direction on the provision of traffic signals and accomplish
installation of traffic signals in the most expeditious and cost effective manner possible.
POLICY
There shall be included in the Conditions of Approval for development projects
consideration of traffic signalization, either through fees in effect at time of issuance of
building permits or through the formation of assessment districts.
In all cases, signalization shall occur in the first phase of each project, unless on the
advice of the City Engineer, the Planning Commission and City Council determine that
such timing is not warranted and that postponement of the installation of signalization
will not impair traffic flow or present a safety hazard.
