FOR CIVIC CENTER DESIGN COMPETITION
BACKGROUND
As part of the Civic Center Design Competition, Council directed staff to create a
seven member jury made up of two City Council members, three technical
members, one local business owner in the construction profession, and one
community representative.
DISCUSSION
Attached are the applications for 16 individuals who applied for the community
representative.
FISCAL IMPACT
There is no fiscal impact.
RECOMMENDATION
It is recommended that City Council select one of the 16 applicants to sit as a juror
on the Civic Center Design Competition.

Application for Community Representative Juror Position on the
Competition Jury for the Civic Center Design Competition
Thank you for your interest in serving on the Competition Jury for the Lake Elsinore Civic Center Design
Competition. The seven-member Competition Jury selects the winning design for the civic center campus
to be located in the heart of downtown Lake Elsinore. The City seeks a great deal of public involvement
in the design competition process and desires one community representative to be selected from this
application process to serve on the Competition Jury. The Jury is scheduled to meet two times for the
review of the Competition submissions, once on July 14th, and once on September 9th. There will also be
a dinner and reception starting at 4pm on July 13th. Again, thank you for your interest.

Why: I believe that I can make a meaningful and positive contribution to the Civic Center
Competition Jury given my five years of residency in the City of Lake Elsinore and 18
years of experience in land use planning and urban design.
Skills: I hold a bachelor's degree in Urban Design and have 18 years experience in
planning and development. My experience includes the previous management of the the design
review process for the 45,000 sq/ft City Community Development building in Gilbert,
Arizona. I have managed numerous other design approvals, including the development of
approximately 3 million sq/ft of new office, retail and industrial development for the
March Joint Powers Authority located on the former March Air Force Base. Current March
Joint Powers Authority projects include the design approval of transportation oriented
development adjacent to the Moreno Valley/March Field Metrolink Station, located southwest
of Allesandro Boulevard and 1-215. I have experience and familiarity in the design
approval of Leeds certified buildings (Leadership in Ehergy and Environmental Design).
Other: I am currently the Planning Manager of the March Joint Powers Authority and
previously worked as an Assistant Planner for the City of Lake Elsinore. I have extensive
experience in working with City Councils, Planning Commissions, citizens groups, and am
knowlegable in the design and environmental approval process. I am a member of the

It would be an honor to help contribute to the legacy of the new City of Lake Elsinore
signature landmark Civic Center in over 119 years. I believe the time is now for the city

Why: I moved to Lake Elsinore in 1983 by choice because I liked the towns atmosphere and
the rich history the valley itself has. I would very much like to be a part in the
decisions that will help the city grow into its potential as a city that honors its past
but can embrace the future.
Skills: 1. I love living in Elsinore. 2. I am an artist and have a good sense of the
aestheticts, design and purpose. 3. I am a business owner in the city and like to see the
Civic Center to be a model for other cities to admire.

Elsie Museum and initial current Historical Society.

Why: I own and operate the largest permit expediting firm in the Southwestern US. Our
corporate office is located in Lake Elsinore and I live and play in Lake Elsinore. Our
new Civic Center should be the center in which our Community revolves thus making the
design and function of the complex vital to residents, business and people visiting from
other communities. A well designed and implemented complex will greatly increase the
positive view of our city from outside entities.
Skills: As a permit expediter I have the opportunity to visit about 8 different City Halls
on a weekly basis. My employees visit another 40+ per week. In total my firm works with
over 800 different municipalities per year. Having seen most of the City Halls in
California, Arizona, and Nevada I know what works and what doesn't work at each. Owning a
permitting business also gives me access to many different types of commercial and
industrial architecture. I also have the opportunity to sit in on at least two Planning
Commission/Architectural Review Hearings each week thorughout our service territory. I
have been exposed to many different types of architecture.
Other: Currently, I am the Vice President of the Southern California Association of
Miniature Pot-bellied Pigs (SCAMPP). I donate my time to work with the Riverside County
Shelter system. I am a season ticket holder with the Lake Elsinore Storm. My company is
a member of the Lake Elsinore Chamber of Commerce. Both my company and I donate to
various local charities and sports programs. I am a member of the currently forming
Kiwanis Club in Lake Elsinore.

years. I served on the WAEA Annual Conference Committee for 15 years and 7 years as
Chairman.
