Chairman Norkin called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by foreign exchange student Anton Hellberg. ROLL CALL PRESENT: CHAIRMAN NORKIN VICE-CHAIR DAILEY COMMISSIONER CUMMINGS (arrived at 6:05 p.m.) COMMISSIONER FAIRCHILD COMMISSIONER STEWART ABSENT: NONE Also present were: City Manager Brady, Information/Communications Manager Dennis, Public Works Manager Payne, Assistant City Attorney Mann, Fire Chief Hendershot, Sergeant Rose, Public Works Director/City Engineer Seumalo and Office Specialist Porch6. PUBLIC COMMENTS None. COMMISSION APPROVES CONSENT CALENDAR ITEM(S) 1. Minutes of the September 9, 2009 Public Safety Advisory Commission 2. Minutes of the October 14, 2009 Public Safety Advisory Commission Chairman Norkin asked if there were any corrections to the Minutes. There being no comments, Chairman Norkin called for a motion. MOTION was made by Vice-Chair Dailey and seconded by Commissioner Stewart approving the Consent Calendar. Safety Communications Strategies-Presentation by Jose Carvajal, LEUSD Chairman Norkin introduced Jose Carvajal, Public Information Officer of the Lake Elsinore Unified School District. Jose Carvajal provided a presentation regarding the school districts new mass communication capabilities which includes a new Web site, automated dialing and email blasts and texting. He stated the new communications capabilities would provide students and their parents any information regarding emergencies and/or suspicious activity. He pointed out ways to communicate with some of their stakeholders including: • Increased and improved Web presence • Email notification system • Quarterly print newsletter • Automated phone messaging system • Flyer/letters home through students • Presence on social networking Websites • Strong relationships with local media outlets • Other outreach strategies when necessary He indicated the system serves three cities including Lake Elsinore, Wildomar, Canyon Lake and some surrounding communities in the incorporated areas of the County. Commissioner Cummings commended the school district for implementing this program as it is essential for parents to receive immediate notification of any potential danger/issues. Chairman Norkin asked staff how the City notifies the public of any potential danger or issues. Information/Communications Manager Dennis stated staff can send out messages to the public if they have signed up for the City Web service known as e-subscribe. He asked Jose if their Web site has the service known as Constant Contact which is a separate email blast marketing system. Public Safety Advisory Commission December 9, 2009 Page 3 of 11 Jose Carvajal replied by saying their system does have Constant Contact address which is also built into their Web site. Public Works Manager Payne added the City also has access to the County's automated phone contact system. If ever an incident arose, the County would be notified and they would send out an alert message. Chairman Norkin asked if the automated phone contact included cell phones. Fire Chief Hendershot stated the County's Early Warning Notification System (EWNS) uses land phone numbers listed through Verizon which has been downloaded into the system. However, if a resident wishes to have their cell phone number added, they could log onto the County's Web site and there is a link that would enable you to add your cell number. Vice-Chair Dailey suggested adding information regarding the City's Graffiti Ordinance onto the school district's quarterly newsletters which would send a message out to the students and their parents of the consequence if caught tagging. Chairman Norkin asked if the Citizen Corps Task Force has collected information from the residents for the City's database. Public Works Director Payne replied as citizens are participating in CERT classes, the information given is added into a database which the City Hall has on record. Commissioner Stewart spoke of a recent incident in the County where a suspect had been reportedly near schools and neighborhoods. He asked if the system has the capability to upload a picture of a suspect onto cell phones. Jose Carvajal replied by saying he is not sure. Commissioner Cummings asked if school principals speak with the students regarding incidents that occur. Jose Carvajal responded by saying, it depends on the situation that has occurred. He stated it is left to the discretion of the principal. There being no further comments, Chairman Norkin called for a motion. MOTION was made by Chairman Norkin and seconded by Commissioner Stewart to receive and file the Safety Communications Strategies-Presentation by Jose Carvajal, LEUSD. McVicker Canyon Park Road Update. Public Works Director/City Engineer Seumalo reported to the Commission that the contractor has submitted the striping plans to the McVicker Canyon Park Road and have been approved. He indicated signs have been posted at the intersections of McVicker Canyon Park and Grand Avenue reminding contractors of the speed limit and the working hours. Information/Communications Manager Dennis provided an update to the Commission of what staff has accomplished to mitigate the excessive speeding on McVicker Canyon Park Road. He stated staff has notified the developer to obey the conditions of approval by not starting any loud activity until 7:00 am; a warning sign has been posted addressing the approved working hours and construction noise; and the City would implement a new speed reduction strategy, including a striping plan. Chairman Norkin asked staff when the striping of the road would commence. Public Works Director/City Engineer Seumalo met with developer and noted staff would be speaking with the field representative this week to coordinate a schedule. Chairman Norkin requested any speakers who wished to comment on the item. Charles Almiron, resident of the City thanked the Public Works Director for assisting him with this issue. He stated he is pleased to hear the issues are being mitigated. Chairman Norkin brought the discussion back to the dais for Commission comments. Commissioner Cummings thanked Mr. Almiron for his patience while staff worked with the developer on resolving the issues. Chairman Norkin suggested to staff adding this community to the outreach schedule for 2010. Public Works Director/City Engineer Seumalo suggested addressing the issues at the HOA meetings, as the developer is usually on the board. Public Safety Advisory Commission December 9, 2009 Page 5 of 11 Charles Almiron noted the HOA is not as effective as suggested. He stated only five people attend the meetings. Public Works Director/City Engineer Seumalo suggested staff could use the radar trailer to advise vehicles their speed along McVicker Canyon Park Road. There being no further comments, Chairman Norkin called for a motion. MOTION was made by Commissioner Stewart and seconded by Vice-Chair Dailey to receive and file the McVicker Canyon Park Road Update. Crime Free Multi-Housing Subcommittee Update Information/Communications Manager Dennis provided an overview of the activity of the Crime Fee Multi-Housing subcommittee. He advised the Commission he would be available to answer any questions the Commission may have. Commissioner Stewart pointed out that there would be a meeting this Friday and would have more information for next month. Information/Communications Manager Dennis stated the subcommittee would present the draft to the Public Safety Advisory Commission in January and then to the City Council in February 2010. Chairman Norkin asked if there is an estimated cost for the program. Information/Communications Manager Dennis responded by saying it is unknown of the cost at this time, however, would be included in the draft recommendations which would include a preliminary understanding of the budget. Vice-Chair Dailey suggested looking into other cities and what they are doing for funding. Chairman Norkin requested a motion to receive and file. MOTION was made by Vice-Chair Dailey, and seconded by Chairman Norkin to receive and file the Crime Free Multi-Housing Subcommittee Update. Citizen Patrol Subcommittee Formation Chairman Norkin stated when he first became a Commissioner for the Public Safety Advisory Commission, he wanted to consider and evaluate the cost and benefits of creating a Citizens' Action Patrol. Information/Communications Manager Dennis provided some of the duties that "Citizens On Patrol" would provide. He recommended the Commission discuss the scope of work and appoint two subcommittee members. He pointed out that he asked Police Chief Cleary on what his thoughts were regarding this volunteer program and Police Chief responded by saying, his approach is different from his predecessor and is a good program to look into. However, if the program needs the Police Department to add additional staffing or support, then further discussion would be necessary. Commissioner Stewart asked if any research on the costs would be. Information/Communications Manager Dennis responded by saying he is unaware of the costs of the program. He stated he has an article from the City of Temecula which has a similar program. He stated part of the subcommittee's tasks would include researching the cost of the program. Commissioner Cummings and Chairman Norkin volunteered for the subcommittee. In addition, Steve Manos, a Citizen Corps volunteer, was also appointed to the subcommittee. Chairman Norkin requested the first meeting to be held at the end of January 2010. MOTION was made by Chairman Norkin and seconded by Vice-Chair Dailey to establish the Citizens' Patrol Subcommittee and have Chairman Norkin and Commissioner Cummings serve as members on the subcommittee. Alberhill Ranch/Pacific Aggregates Community Meeting Report Information/Communications Manager Dennis provided to the Commission an update on the Alberhill Ranch Community/Pacific Aggregates meeting which was held on October 21, 2009. Chairman Norkin spoke of the Alberhill outreach meeting which was held at the Terra Cotta Middle School. He stated some of the residents spoke of the noise & dust in the area and if this meeting helped resolve any issues. Information/Communications Manager Dennis responded by saying 60 to 70 residents attended the meeting. He stated the developer outlined some steps that they would look into in order to help mitigate the issues. He pointed out that the developer has many safety improvements including a new road and implementing a "no operations" rule during midnight and 3:00 a.m. Vice-Chair Dailey asked if the current road would remain a single lane or would it eventually become a two-lane road. Public Works Director/City Engineer Seumalo stated ultimately the road would have two lanes going in each direction, however, would take approximately two years to be completed. Commissioner Fairchild asked when the four lanes would be completed. Public Works Director/City Engineer Seumalo replied by saying it is a Condition of Approval and depends on the current market. He stated the improvements of the road way are a result of the impact of the development, so the more houses that are built would require the roadway improvements. Commissioner Fairchild spoke of the Alberhill Ranch Community Park and how there isn't a left hand turn lane and asked if this would be resolved. Public Works Director/City Engineer Seumalo responded by saying he spoke with the City's Traffic Engineer and part of the discussion was to limit that entrance to a right in, right out and have a left turn at Nichols. Commissioner Cummings thanked the City staff for all their help in mitigating the issues for the community. Chairman Norkin asked if there were any further comments. There being no further comments, Chairman Norkin requested a motion. AYES: CHAIRMAN NORKIN VICE-CHAIR DAILEY COMMISSIONER CUMMINGS COMMISSIONER FAIRCHILD COMMISSIONER STEWART NOES: NONE PUBLIC SAFETY SUBCOMMITTEE REPORTS Commissioner Stewart spoke of the Crime Free Multi-Housing Sub-Committee stated there is a meeting scheduled for this Friday morning in which City Attorney Mann would be providing a draft report regarding Crime Free Multi-Housing Ordinance. Vice-Chair Dailey spoke of the Citizen Corps meeting and stated Jim Brown, Steve Manos, John Larson and Jan Powers attended the meeting and provided a presentation on CERT. CITY STAFF COMMENTS City Manager commented on the following: • He thanked the Commission for allowing him the opportunity to be part of the meeting and how he appreciates how well the Commission addressed all the issues that are presented. Fire Chief Hendershot commented on the following: • He spoke of the annual "Spark of Love" toy drive and requested those who would like to donate a toy to any Fire Station or CVS Pharmacies. • He stated the Fire Department has joined together with Cops for Kids and the toys that are collected would be distributed at the Diamond Stadium on December 19, 2009. • He stated CALFIRE will transition to the winter staffing schedule on Monday, December 14, 2009. He stated one state type-3 fire engine would remain staffed in Lake Elsinore during the winter period. • He advised the Commission that the Martin Mars left for Canada earlier today. Public Safety Advisory Commission December 9, 2009 Page 9 of 11 Public Works Manager Payne commented on the following: • He spoke of the Citizen Corps meeting and how the meetings are becoming very popular with the residents. • He congratulated Jim Brown on becoming the new Program Administrator for the Citizen Corps. • He thanked John Larson for his presentation regarding the CERT program which is also being shown on U-Tube and the Facebook page. • He advised the Commission that the Citizen Corps has joined with the Red Cross and would offer a shelter management training class to be held on January 23`d at the Cultural Center. Public Works Director/City Engineer Seumalo commented on the following: He spoke of the stop sign that has been installed at the intersection of Summerhill and La Strada and how well it is working. He reported to the Commission of the damaged signal that was replaced at the I- 15-Hwy 74 interchange today. Information/Communications Manager Dennis commented on the following: He congratulated the new re-organization of the City Council and advised the Commission that the new Mayor is Melissa Melendez, the new Mayor Pro Tern is Amy Bhutta, Bob Magee is now the RDA Chairman and Tom Buckley is the RDA Vice Chair. Assistant City Attorney Mann commented on the following: He advised the Commission that he would be giving a Code Enforcement presentation at the next meeting. PUBLIC SAFETY ADVISORY COMMISSIONER'S COMMENTS Chairman Norkin commented on the following: He wished everyone a Happy New Year. He was requested to address having a shelter for the homeless to go to when temperatures dip below freezing. Public Works Manager Payne suggested having the Citizen Corps speak to the local churches in the area and see if they could offer any assistance. Vice-Chair Dailey commented on the following: • She advised the Commission that she took the CERT training course and advised those who have not completed the course to consider taking it. Public Safety Advisory Commission December 9, 2009 Page 10 of 11 She spoke of being sworn in as a CERT Volunteer. She asked Public Works Manager Payne on the procedures. Public Works Manager Payne stated you could go onto the City's Web site and complete the application or call Marlene Paltza in the City Manager's office. She thanked John Larson for his assistance on recording the video for CERT training. Commissioner Cummings commented on the following: • She asked about the squatters on Fir Circle. City Manager Brady responded by saying the mortgage company has signed all of the necessary documents regarding the ownership and title clearance should be coming shortly. Once they have the title clearance, the eviction process can begin. He stated the City will do whatever is necessary to assist the process to move forward. Commissioner Fairchild commented on the following: • She wished everyone Happy Holidays. Commissioner Stewart commented on the following: He advised the Commission of a vendor selling fruit at the Lake Street off-ramp on Sundays between 12:00 and 2:30 in the afternoon. He addressed the danger and requested any assistance from staff. Public Works Director/City Engineer Seumalo responded by saying he would address the situation with the Director of Community Development, CHP and the County. He asked staff to look into arranging a study session between City Council and PSAC. Information/Communications Manager Dennis stated he would bring some proposed dates to the next meeting. He asked Fire Chief Hendershot why the Martin Mars did not assist with the local fires. Fire Chief Hendershot with the US Forest Services jurisdiction over the aircraft.
