Thereupon the Clerk presented to Council the Treasurer's monthly report, which on moticn duly made and carried i=ras acceptod and ordered placed on file. 4*Thereupon the Glsrk presented to Council the monthly reports of F.T.Roach covering the ccllectiohs of the water'Department for .the month of_p]overnber in the amount of ~79'~,~l,the License Departrnc;nt in December, ;`65.39, Building Departmant,?~1.5 and court_fines,none,which reports on motion duly made and carried were accepted and ordered placed do file. Thereupon the Clerk reported to Council that the City Attornay has drafte a ieas<:;covering the rental of the City Sewer Farrn to H.S T~"Jagner for a period of five years ;end that a Resolution has been prepared for Council's adoption e;hich authorizes the Prlayor and the Clerk to execute said lease for and on behalf of and in the name of the City of Elsinore, ' '.9hereupon Resolution Sdo.302 was introduced anri read,being a Resolution authorizing and directing the h4ayor and City Clerk to execute for and on behalf of and in the name of the L`ity of Elainore,a lease of the City Sewer Farm to H.S.:'agner for a period of five years. Vhereupon it was moved by Councilman Pdills and seconded by Councilman Perret:that Resolution No,3C2 be passed and adopted which motion z:,as carried by the following votes:- Ayes:- Councilmen Smith ,Burnham,Perret,i?ills and .T;iatich. Thereupon Councilman Smith reported to Council that C4rs,Horton es chair- man of the local Red Cross Organization,has requested that they be granted the use of the se~;ring room for evening meetings. Thereupon the Clerk presented to Council a"communication giving Notice of a meeting of the Imperial Highway association to be held in the dining hall of the Lake ilsinore Naval and P.4ilitary School on Saturday,Jan,30tli,at the hour of 7:30 P,PIr, and urging Council to attend said mec;ting. 'UThereupon it was agreed by Council that the'card be returned making r•eservati~ f>Dr'fcur at said meeting, Thereupon the Clerk presented to Council a communication fron E.C.COllatz, a'local director of the Imperial High~bay 9ssoeiation,advising that the committee in charge of arrangements for the coming meeting of-the Imperial Highcaa}i 4ssociation, mill be to some expense and .therefore requested that Council authorize a donation of ,"yl§,OO to: help defray the expense of said meeting. Officials hale refused to grant the local Red Cross Committee the use of the sewing room for eveningrameetings, 7Jhereupon it was moved by Councilman Burnham and seconded by Councilman Perret that the local Red Cross Committee be granted permission to use the City Council Room for their lectures and their meetings which motion,upon vote,tiaas uhani- mously carried. Thereupon the Clerk presented to Council a report from the Division oi' State Highvrays submitting as ±^bulation shoving the appor'tionrnent of the Sanuary,l937 quarter- ly payment of one-quarterz cent gas tax funds for City streets,the City ofrlsinore - being credited with the sum ofi u291~95. ~`7hereupon it caas duly moved and carried that report be received and placed on file, ~ ~ Thereupon the Clerk presented to Council legislature bulletins numbers 2,3, and 4 of the League of California II[unicipalities with reference to "In Lieu Tax on Automobiles Re-enacted", "Proposed passage of Franchise Statute" and "Limitation on City Liability",with attached questionaire to be completed covering statistical infor- motion desired by the League, u 'e"Jhereupon it eras moved by Councilman I,?il~s and seconded by Councilman Smith that said bulletins be received and filed and that the Clerk be directed to furnish the '. iLeague ~.vith the requested information which motion upon vote was carried, Thereupon Councilman :fills reaorted to Council that the High School Board ~ have called to his attention that -the driveway into the School Ground from Silver Stre r ! his in bad .condition and requested that it be repaired, Upon Council's consideration of the matter,it eras agreed that this driveway is their private driveway and therefore that the school should maintain it themselves. ~~ ~ ~ lirhereupon Councilman Smith called to Council's actention -that the i?,ity Server Plant is subject to a flood condition c^rhich is a menace and suggested that this matter be looked after ~--without delay. Whereupon it vdas agreed that Council make an inspection of the plant on "Pednesday evening at 7P.?.?. and at said tune decide on action to be taken, I ti Thereupcn Coucil took up for discussion and consideration the condition of _ pumps and equipment at the City ~ater Plant and it ~^~as agreed 'that a'decision should be-first made as to the proposed change of poy:er from gas ,to elecvric.so that it may be determined just ~~rhat changos or repairs must be made. Thereupon Mr. Kennedy,a resi:9ent of Poi~iona,appeared before ~^ouncil and informed ^ouncil that he is in the business of collecting dog licenses and disposing of stray and uh-licensed does rand. th~.t he is fully equipped to do this v!ork and is at present under contract veith a number of the neiozboring cities doing this ~:rork for them on a. percent- €ige basis,vahich is proving very satisfactory a.rd that he would be glad to enter into a contract wib'r.
