C. alickerd in the Chair., Councilmen: F. H. Smith, 0., B. Sheane, F. A. Roach, N. Matich and E. C. Thereupon the Bldg. Supt's monthly and annual reports were presented to Council and. on motion duly:made and carried were,.aecepted.and ordered placed-on file. ~ u'Jhereupori the Treasurer's monthly report v/as presented i to Council and on motion duly made and carried was accepted and ordered,placed..on file. Thereupon the ..Clerk ore sented to.Council a communication frgm C. A. Lovejoy with an,.enclosed bill in the amount of :6.80 - covering meals and lodging furnished by. authority,of the local `Jdelfare Assn. to worthy and needy transients and reporting that there were no funds on hand to meet said obligation and therefore requesting the C;ity,to,authorize the payment-of said bills. _ Whereupon it was moved by Councilman Roach and seconded by Councilman Sheane-that it be authorized to approve the`. pa~nnent of X6.80 and that in the future the 0ity Clerk and _ the Chief of...Foliceupon.recommendation of the `,aelfare.,,l~ssn. be authorized to issue 25¢ tickets to needy and worthy transients, which motion upon vote was carried. Collatz offering for-sale to the .City 180.~cres-of fresh water bearing land for the sum of,~5000. ,hereupon it v/as duly move d, and carried that said cornmuni- eation be received and placed on-file for future consideration. Thereupon a communication from the PLarion Natl. Bank of T~arion, Kansas was. presented to Council, advising .that .they, were owners of a number of Elsinore 1920 ~uater Imp.,Bonds:and if any Bond House or other party purporting to be selling " said .bonds-for a-price below 95¢_on the-dollar,. that they„,have no such..agreement v/th them and they they feel-that.:-said bonds will be paid. in full and are worth every cent-that they paid ;_for-them.. ~'Jhereupon;it waa moved by Councilman I12atich:and.seconded by CouneilmanrSheane that said letter. be referred to.the Cty^ . REGULAR 2~~ETING OF THE CITY COUNCIL January 14, 1°35 attorney for his files, which motion upon vote was carried. - Thereupon the Clerk presented to Council a communication from E. Q. Sullivan, District Engineer advising that the So. Calif. Gas Co. have.. requested authority to replace 33 feet oP main on Graham Ave. near Riley St.'and that they have no objection to this work if. they City wishes to-`issue a.permit for this installation. NJhereupon it was moved by Councilman itatich and seconded by Councilman Roach that the So. Calif. Gas Co. be granted a permit, authorizing them to`eeplace a portion of their gas'main an Graham Ave. which motion upon tote was carried. ° Thereupon a communication from the So. Calif. Gas Co.'was presented to Council advising that the repairs recently domplcted on the '60 H.P. Gas`Engine'cost'them a'total`of X35511 instead of the :400 originally estimated and that they propose-to pass this' saving to the City, and have accordingly arranged to bill this sum in four monthly-installments of X88.78. Nhereupon'it was moved,by Councilman Match and seconded by- Councilman Smith that said communication bc''received and 'that - terms of payment as stipulated be approved and accepted which motion upon'votc was carried. Thereupon a letter addressed to Pdiayor ';Vickerd`from-Harold Pomeroy, Field Representative of the Calif. League of Mumicpalitics was presented to'Council,"in which he'tiirged that the City=of Elsinore become 'a member Oity of the: `League and approvethe en- closed statement and order`payment of'~;~35.00'annual service charge. whereupon it was`moved'by'Councilman PJlatich and seconded by' Councilman Roach that the Chair appoint a committee to • investigate the; benefits to be received from a membership in the Calif: League of`Municipalities`'and to-report--back to Council, which motion upon vote was carried., ,The Chair appointed Councilman P,iatich and Sheane to serve' '- on ths`committee. Whereupon it was moved by Councilman Roach and seconded by Councilman Natick that Resolution No. 286 be passed and adopted which motion was carried by the following vote: dyes: Councilmen: Smithy Roach, Natick and ',Tickerd. Minutes of the previous meetings held on Jan. 14th and 21st were then read by the Clerk and. there being no corrections or omissions were approved as read. Thersupon'e`communioation from A."Y.'Loyd, Secretary Tax Payers League was presented to Council expr'essing'on behalf of 'the League their thanks and appreciation to Council for their economy"program. Whereupon it was duly moved and carried that said communication be received. and placed on file. Thereupon a'telegram was presented to Council, received by the Mayor from Hollis R.` Thurston, Chairman of Gas Tax Committee advising that legislative bill is being introduced', providing'-for 'one-half cexit gas tax to cities and that attitude of administration and'legiehtora is encouraging. Moved and carried that said telegram be received and _filed. Whereupon`the Clerk presented to Council a"communication from Faulkner, Oakes., and Faulkner, certified public accountants, stating that they would appreciate the courtesy of Councils consideration in connection with the, 1934-35 City audit. Fund advising that they have mailed to M. $armon a check°in the amount of $14.25 representing compensation for one week„from Jan. 18th to Jan. 24th inclusine`as first payment for-lost time arising out of:an injury sustained on Jan: lOtti while n''the City's"employ. Board to fill. he existing vacancy. whereupon it was suggested-by the~Chair and agreed to by Council that the Chair appoint a committee to contact the-three remaining members of 'the Libraxp Board, also the f~oman's Club `regarding the appointment of Library . _ _, Board members to fill existing vacancies. Whereupon it was duly moved and carred.that said bulletin be received and. ordered placed on file. Thereupon the. Clerk presented to Council a communication from the heague of Calif. Nunicipalitiea.directing Councils attention ,to Governor Merrams proposal of eliminating personal property taxes on motor vehicles and levying fees in lieu thereof and stating that the Executive Committee of the League ie unanimous in opposing any such action on the part of the state government and requested if Council approve of the position taken by the League, to please so advise them promptly by resolution. Whereupon it was moved by'"Councilman Roach and seconded by Councilman Sheane that the Clerk be instructed to forward a letter to the League of Calif. Municipalities, expressing Councils opposition to the proposal eliminating personal property taxes on motor vehicles, which motion upon vote wee unanimously carried. `Bhereupon the Clerk presented to Council a communication from A. Ins. Fund acknow]:edging receipt of'a'srippl'emented'"report-'"regarding=the injury of`M. Whereupon it was moved bq Councilman Smith and seconded by Councilman Matieh that it be authorized to turn. the $14.25 Camgenaation check to Mr. Harmon with the understanding that if anp,refund is demanded by the Insurance_Co. that Mr. Harmon be required.to take care;.of;same, which motion upon vote was carried.-: Thereupon the Clerk presented to Council a petition from the Tax Payers League of Elsinore, signed by a large number of citizens and taxpayers expressing their endorsement and commending the Citq Council for the economy program which they have adopted. Whereupon it was duly moved and carried that said petition be received and ordered placed on file. Thereupon Joe L. Walker electrical Contractor, appeared before Council and reported that the automatic control switch and one pump at the City Sewer Plant were giving a great deal of trouble and suggested to Council that the matter be investi- gated and some action be taken. Whereupon it wsa moved by Councilman Aoach and seconded by Councilman 6Tatich that the Chair appoint a Committee to investigate conditions at the City Sewer Plant and to report to Council at-the next regular meeting, which motion upon vote was ., carried. The Chair appointOd Councilmen Smith and Roach to serve on this committee. Thereupon Councils attention was called to the matter of enforcing the Citq dog license ordinance, it being reported andaeveral persons complained that a large number of stray and unlicensed dogs were running at large and are a public nuisance. Whereupon it was moved by Councilman Roach and seconded by Councilman Matich that the Chief of Police be instructed to have a notice published that all. dogs not licensed by March 1st and allowed to run at large, will be disposed of as pn~+vided by law, which motion upon vote was carried. Thereupon the Clerk reported to Council that as per instructions he has made a demand upon Tom Boyle former Fire Chief to turn over all books and records and render an accounting of all money received and disbursed and cash on hand, but that REGULAR ATEETING OF THE CITY COUNCIL gebruary 11th, 1435 the demand has not.been complied with. 7lhereupon it aes agreed bp. Whereupon it was moved by .Councilman 3heane an)d seconded by Councilmen Roach that said dividend check be accepted and 'placed to the credit of the general"fund, which a!otion upon vote was carried. Thereupon the Clerk presented to Council, a communication from A.-:D,,Earl, cSaiining three days wages due him for collection of garbage on Nov. 21st to„23rd, 1934 for which he stated he has not been paid. ' `" - Upon Councils due consideration of the matter it ,was duly-moved and carried that Mr,=Earl's bill for"three days 'wages be allowed and paid. The purpose of the special edition being to advertise hlsinore and thereby attract many visitors to this community. He stated that such an edition would have to be Financed by the sale of advertising space and solicited the Council. for financial aid by subscribing for several pages of descriptive advertising of Elsinore. Upon Councils ecnsideration of the matter it was agreed that the matter be laid over for further consideration at the next meeting of Council. Thereupon Councilman Roach called to Councils attention the need of entrance signs to the City of Elsinore and upon Councils consideration of the matter it was agreed that the Chair appoint she Council as a committee of the whole to investigate the purchase and placing of three signs at the entrances to the City. Thereupon the chair reported to Council that he has secured a one ton Yellow Cab truck from J. R. Thereupon the Chair called to Councils attention that a new state law now in force and effect provides for parallel. parking along all state highways-and stated that parking:,elong A7aan,St. and Graham Ave, was subject to said law and therefore suggested that necessary action be taken to provide for parallel parking along said streets in compliance with said law, Whereupon it was moved by Councilman Mills and-seconded by Councilman Smith that said matter be referred to the Police Commissioner with authorization to take such ~ action as-is.necessary, which motion upon vote wee carried, The Chair then reported to Council on the.. progress being made. on the W.P.A.
