OCTOBER 14, 2009 CALL TO ORDER - 6:00 P.M. Chairman Norkin called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Information/Communications Manager Dennis. ROLL CALL PRESENT: CHAIRMAN NORKIN VICE-CHAIR DAILEY COMMISSIONER CUMMINGS COMMISSIONER FAIRCHILD (arrived at 6:03 p.m.) COMMISSIONER STEWART ABSENT: NONE Also present were: Information/Communications Manager Dennis, Public Works Manager Payne, Assistant City Attorney Mann, Sergeant Rose, Public Works Director/City Engineer Seumalo and Office Specialist Porche. PUBLIC COMMENTS None. COMMISSION APPROVES CONSENT CALENDAR ITEM(S) None, BUSINESS ITEMS Chairman Norkin requested to have Item No. 2 presented before Item No. 1 to accommodate residents in attendance who have submitted speakers requests on this item. Request for Traffic Analysis and Enforcement: McVicker Canyon Park Road Information/Communications Manager Dennis indicated an email was received regarding traffic issues on McVicker Canyon Park Road, which is at the north end of the City. He stated he wants to make sure that citizens' concerns were brought to the attention of the Commission. Chairman Norkin requested comments from the Engineering staff. Public Works Director/City Engineer Seumalo advised the Commission that he wants to be open-minded to any solutions that might be suggested. He spoke of how speed bumps are not the City's practice, especially on hills as they are more of a hazard. Chairman Norkin requested comments from the public. Charles Almiron, resident of Lake Elsinore, stated he lives at the top of McVicker Canyon Park Road. He stated when he first moved to the area, construction was not an issue because of the declining economy. However, over the past six months he has seen construction traffic increase with trucks speeding over 40 mph. Tricia Almiron, resident of Lake Elsinore, thanked the Commission for responding to her email messages. She stated her two concerns are the speeds of the construction trucks and the time of day the traffic issues start. She thought that construction was not supposed to begin until after 7:00 a.m. She stated the construction crews start around 6:00 to 6:15 in the morning and requested Code Enforcement look into the situation. Teri Derichsweiler, resident of Lake Elsinore, stated she is at home most of the 'day and, has observed the speeding of construction trucks between 6:00 a.m. and 6:15 a.m. either going up or coming down the hill. Chairman Norkin asked Sergeant Rose if the Police Department has responded to any tickets or accidents for that area. Sergeant Rose replied by saying, "No". Chairman Norkin asked staff when the last speed survey was conducted. Public Works Director/City Engineer Seumalo replied by saying there hasn't been a speed survey conducted in that area. He stated he could assign the survey to the new Engineering Traffic Consultant. He stated it would take approximately two (2) weeks to complete. 2 Agenda Item No. 2 Public Safety Advisory Commission October 14, 2009 Page 3 of 8 Chairman Norkin suggested to staff to speak with the developer and would advise them of the concerns with speeding. Public Works Director/City Engineer Seumalo responded by saying the Engineering Inspector can speak with the contractor and remind them the beginning and ending times of construction. Chairman Norkin asked Public Works Director/City Engineer Seumalo what could be done to slow down the traffic. Public Works Director/City Engineer Seumalo replied by saying he would have the Traffic Engineer provide any suggestions that could be taken in order to help slow down the traffic. Vice-Chair Dailey stated she has driven down the road herself and it is difficult keeping speeds below 25 mph because of the lack of striping in the center of the road and the road is very wide. Public Works Director/City Engineer Seumalo stated he is not opposed to adding striping down the center of the road. He stated he would mention it to the Traffic Engineer. Commissioner Cummings noted the increase of development coming to the area and hopes that staff and the Commission can take it to another degree. Public Works Director/City Engineer Seumalo stated construction and related noise should not start before 7:00 a.m. He stated the start times are made very clear and are stated in the Conditions of Approval. MOTION was made by Chairman Norkin and seconded by Vice-Chair Dailey to have the Request for Traffic Analysis and Enforcement at McVicker Canyon Park Road brought back to the Public Safety and Advisory Commission in December to review the results of the traffic study. Presentation: Swine Flu (H1N1) An Update on Public Health Emergency Preparedness and Response for Riverside County. Agenda Item No. 2 Public Safety Advisory Commission October 14, 2009 Page 4 of 8 Information/Communications Manager Dennis provided an introduction regarding the presentation which was delivered by the Riverside County Public Health Department. James Atkins and Marie Weller spoke of the H1N1 (swine) flu strain and what public agencies should know about coping with pandemic Influenza. Marie Weller, Registered Nurse V with the Riverside County Department of Public Health, provided a presentation providing an update on the H1N1 flu strain, encouraged vaccination and spoke of prevention methods. She targeted ways to prevent the flu such as: • Frequent hand washing • Covering coughs and sneezes • Proper disposal of tissues • Staying home from work/school if ill • Utilization of appropriate personal protective equipment • Vaccination She stated the seasonal flu vaccine campaign is in progress. It is their goal to vaccinate at least 300,000 people with 2009 H1N1 vaccine and to offer prevention methods through media and public outreach. In addition to the City's Web site, further updates may be available including breaking health news at www.flu.gov. Chairman Norkin asked if there were any known deaths in the City as a result from the H1 N1 flu. Marie Weller R.N. responded by saying she is unaware of the any deaths in the City, only the County. Chairman Norkin asked if everyone should be vaccinated or should it just be the very young and elderly. Marie Weller R.N. stated if more healthy people were to get vaccinated it would protect the elderly as the young respond better. She stated 85-95% of the population should be vaccinated based on the current CDC (Center for Disease Control) recommendations. She stated children under the age of six (6) months cannot receive the vaccine. Commissioner Cummings suggested getting the information to the schools districts. 4 Agenda Item No. 2 Public Safety Advisory Commission October 14, 2009 Page 5 of 8 Marie Weller R.N. replied by saying the County is working very closely with the school on ways to implement school-based programs and the school nurses have an alert system where they can receive available information. Vice-Chair Dailey asked if there should be a backup plan in the event of an increase in pandemic outbreaks. Marie Weller R.N. replied by saying there is the Medical Reserve Corp. She stated volunteers are needed to help screen and process the paperwork involved. Chairman Norkin pointed out that there are a large percentage of residents in the City that cannot afford flu shots and suggested that staff work with the County on locating a suitable venue within the City for a flu shot clinic and that City staff would be able to offer suggestions and support. MOTION by Commissioner Stewart and seconded by Vice-Chair Dailey to receive and file the Presentation of the Swine Flu (H1N1), An Update on Public Health Emergency Preparedness and Response for Riverside County. AYES: CHAIRMAN NORKIN VICE-CHAIR DAILEY COMMISSIONER CUMMINGS COMMISSIONER FAIRCHILD COMMISSIONER STEWART NOES: NONE PUBLIC SAFETY SUBCOMMITTEE REPORTS Vice-Chair Dailey apologized for not attending the last Citizen Corps Council meeting and requested Public Works Manager to give a brief overview of the meeting. Public Works Manager Payne provided an update on the Citizen Corps meeting which was held earlier. He informed the Commission that a CERT Class would be held this weekend; that a Grant award was received from Homeland Security in the amount of $6,573.00 which would be used for the purchasing of items for the CERT courses and the Citizen Corps approved a job description for a program administrator. He recognized three members of the CERT Team members that were in the audience including Helen Jeong, Janice Powers and James Brown. Chairman Norkin asked if the City would be participating in the Great Shake Out to be held on October 15`h. Agenda Item No. 2 Public Safety Advisory Commission October 14, 2009 Page 6 of 8 Public Works Manager Payne replied by saying "Yes, the City is participating yet it is a surprise to staff members." Vice-Chair Dailey asked if the Citizen Corps Committee selected a slogan. Public Works Manager Payne responded by saying, there were a total of 103 votes, and 41 votes selected "Volunteers in Action for a Safer and Stronger Community." Information/Communications Manager Dennis provided an update to the Commission regarding the Crime Free Multi-Housing Subcommittee. He stated they are having their kick-off meeting this Friday at 8:00 a.m. at the City Hall in Conference room B. CITY STAFF COMMENTS Assistant City Attorney Mann commented on the following: • He provided to the Commissioners a memo regarding the City's Code Enforcement Department and an overview of their powers and authority levels. Information/Communications Manager Dennis commented on the following: • He spoke of the Community Outreach meeting held in the Alberhill Community and indicated the City's Planning Division has scheduled a follow-up meeting which will take place on October 21, 2009 at 6:00 p.m. in the City's Cultural Center. • He thanked the County Health Department for the presentation regarding the H 1 N 1 (swine) flu update. PUBLIC SAFETY ADVISORY COMMISSIONERS' COMMENTS Chairman Norkin commented on the following: • He spoke of a graffiti incident that occurred in his neighborhood and requested the Sheriffs Department to look into the incident. Sergeant Rose stated he would pull the report and follow up with his department. • He wished everyone a fun and Happy Halloween and Thanksgiving. Vice-Chair Dailey commented on the following: • She requested information regarding the Alberhill property that was discussed a few weeks ago. Assistant City Attorney Mann replied by saying there would be 6 Agenda Item No. 2 Public Safety Advisory Commission October 14, 2009 Page 7 of 8 an update shortly. Vice-Chair Dailey requested to have the item put on the agenda before December 2009. • She apologized for not being able to attend the Alberhill outreach meeting. • She wished everyone a Happy Thanksgiving. Commissioner Cummings commented on the following: • She thanked Marie Weller R.N. and James Atkins, Pandemic Influenza Coordinator, for their presentation. • She stated she has been in communication with Deputy Liebrand and stated she would be heading the neighborhood watch for the Alberhill community. Commissioner Fairchild commented on the following: She requested information on how to start up a Community Watch for her neighborhood. Sergeant Rose replied by saying she would need to speak with Deputy Liebrand and Deputy Sinz with the Sheriffs Department could help her out with the procedures. Commissioner Stewart commented on the following: • He thanked Public Works Director/City Engineer Seumalo for his attendance. PUBLIC COMMENTS None ADJOURNMENT It was the consensus of the Commission to adjourn to a regular meeting on December 9, 2009, at 6:00 p.m. in the Cultural Center located at 183 North Main Street, Lake Elsinore, California, CA, 92530.
