SEPTEMBER 9.2009 CALL TO ORDER - 6:00 P.M. Vice-Chair Dailey called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Commissioner Stewart. ROLL CALL PRESENT: VICE-CHAIR DAILEY COMMISSIONER FAIRCHILD COMMISSIONER STEWART COMMISSIONER CUMMINGS (arrived at 6:15 p.m.) ABSENT: CHAIRMAN NORKIN Also present were: Information/Communications Manager Dennis, Public Works Manager Payne, Assistant City Attorney Mann, Deputy Wheeler, Deputy Morales, Building and Safety/Code Enforcement Manager Chipman, Traffic Engineer Basubas and City Clerk Thomsen. PUBLIC COMMENTS None. COMMISSION APPROVES CONSENT CALENDAR ITEM(S) 1. Minutes from the regular Public Safety Advisory Commission (PSAC) Meeting of August 12, 2009. Recommendation: Approve MOTION by Commissioner Stewart and seconded by Commissioner Fairchild to approve the August 12, 2009 Public Safety Advisory Meeting Minutes. Citizen Corps Prooress Update Information/Communications Manager Dennis provided an update to the Commission regarding the Citizen Corps and introduced Public Works Manager Bill Payne. Public Works Manager Payne provided status on the Citizen Corps budget and goals for Fiscal Year 2009/2010. He provided a detailed outline of the progress to date of the three measurable goals set forth by the Citizen Corps Council which include: • Recruiting 100 Lake Elsinore Citizens into the Lake Elsinore Citizen Corps • Train each Citizen Corps member to become a CERT trained participant • Obtain grant funding under Emergency Management Performance Grant (EMPG) and State Homeland Security Grant Program (SHSGP) fund. Commissioner Stewart asked Public Works Manager Payne if he was successful in obtaining the statistics on the total of volunteers. Public Works Manager Payne replied by saying a list of 56 volunteers has been established. Commissioner Fairchild asked if there is an age limit to those who volunteer. Public Works Manager Payne replied by saying the age limit is set at 18 years of age and above. He stated staff is currently looking at implementing a program for minors. Vice-Chair Dailey thanked Bill Payne for his presentation and explained to the audience how to become a volunteer. Review and Discuss Status of Ongoing PSAC/Community Requests Information/Communications Manager Dennis provided the status of the ongoing tasks that are being followed up by staff as a result of the Public Safety Advisory Committee and requests from the community. He reviewed each of the following tasks to the Commission which included: • Abandoned and foreclosed properties • Graffiti Outreach Program • Lake Elsinore Unified School District (LEUSD) School Traffic Safety Committee • Palomar Street Safety Enhancements • Study Session on Property Rights vs. Safety Enforcement Information/Communications Manager Dennis outlined each of the tasks and introduced Building and Safety/Code Enforcement Manager Robin Chipman, Ed Basubas who is the Traffic Engineer for the City, Deputy Morales and Deputy Wheeler who work with the County COPS Team. He stated he would be available for any questions the Commission may have. Vice-Chair Dailey suggested meeting with the school district's board members to address the City's Graffiti Outreach Program. Deputy Morales stated he attended a meeting at the school district regarding graffiti and gang activity and stated that he could provide information to the Commission on the discussion. Traffic Engineer Basubas provided an update of the Traffic Safety Committee and stated that at the next City Council meeting it is being recommended to install a four- way stop sign at the intersection of Canyon Hills and Sage Lane (entrance into the middle school). He spoke of providing a crosswalk and posting a high intensity sign for the Railroad Canyon Elementary. He also provided status of the Palomar Street Safety Enhancements and the proposed traffic signal and illuminated street sign 3 Agenda Item No. 1 Public Safety Advisory Commission September 9, 2009 Page 4 of 7 adjacent from Lakeside High School. Mr. Basubas also spoke about traffic engineering recommendations that are pending as a result of community outreach meeting requests for stop signs in the Tuscany Hills area at Via Scenica and Summerhill Drive and on Summerhill Drive at La Strada. Rochelle Ceballos, Chairman of the Canyon Hill HOA spoke of the traffic issues near the school and the foreclosures in the area. Commissioner Cummings asked if the City conducts a traffic survey on a yearly basis. Traffic Engineer Basubas replied by saying the School District would hire a consultant to review all the schools however, he has not received a final report. Commissioner Cummings expressed her concerns with the traffic issues and requested to see the assessment that was conducted by the traffic consultant for the school district. Commissioner Stewart asked if it would be recommended having a Commissioner from PSAC attend the school district meetings. Traffic Engineer Basubas responded the school district would welcome a PSAC Commissioner to attend, however, there has not been a meeting in over six months. Vice-Chair Dailey stated she appreciates all the steps that Traffic Engineer Basubas has done to help out with the Commission to move some of the improvements. She spoke of the Palomar Street improvements and asked if the developer would be picking up the cost for the improvements. Traffic Engineer Basubas responded by saying the developer would provide the road improvements including the sign and two pedestrian ramps. He stated the improvements should start next week. MOTION by Commissioner Stewart and seconded by Commissioner Cummings to receive and file the Ongoing PSAC/Community Requests. PSAC Community Outreach for September Information/Communications Manager Dennis indicated at the last PSAC meeting staff was directed to plan a community outreach meeting in the Alberhill Ranch area. He stated a meeting has been arranged to take place on September 17, at 6:00 p.m. located at the Terra Cotta Middle School. Commissioner Cummings noted there are many issues in the Alberhill community and this would be a good stepping stone for the residences who are feeling frustrated. Vice-Chair Dailey commented on how great the flyers looked and stated she hopes there will be enough room to accommodate everyone. MOTION by Commissioner Stewart and seconded by Commissioner Cummings to ratify the PSAC community outreach meeting scheduled for September 17, 2009 at the Terra Cotta Middle School at 6:00 p.m. AYES: VICE-CHAIR DAILEY COMMISSIONER CUMMINGS COMMISSIONER FAIRCHILD COMMISSIONER STEWART NOES: NONE ABSTAIN: NONE ABSENT: CHAIRMAN NORKIN 5. Cancellation of the November 11. 2009 PSAC Meeting Information/Communications Manager Dennis stated the next PSAC meeting falls on a national holiday (Veterans Day) and the City offices will be closed. Because of this it would be necessary to cancel the next PSAC meeting. MOTION by Vice-Chair Dailey and seconded by Commissioner Fairchild to cancel the regular PSAC meeting of November 11, 2009 and post notice of meeting cancellation due to Veterans Day holiday. Vice-Chair Dailey noted for the record that the Citizen Corps meeting scheduled for November 11, 2009 (Veterans Day holiday) would also be cancelled. CITY STAFF COMMENTS Traffic Engineer Basubas commented on the following: He provided status on the 1-15 street improvements and indicated the project is almost complete. He spoke of installing a yield sign at the intersection of Dexter Avenue and 3rd Street. He stated City staff would prefer having a stop sign posted, however, this is in the County's jurisdiction and they requested a yield sign. Information/Communications Manager Dennis commented on the following: He stated on September 17th the Chamber of Commerce would hold the EDC luncheon at 11:30, and if any of the Commissioners would like to attend, to contact Susan Reid in the City Manager's office. PUBLIC SAFETY ADVISORY COMMISSIONER'S COMMENTS Vice-Chair Dailey commented on the following: • She advised the Commission on September 22"c recognition will be made to the first ten (10) volunteers for Citizen Corps. Commissioner Cummings commented on the following: • No comments. Commissioner Fairchild commented on the following: • No comments. Commissioner Stewart commented on the following: 6 Agenda Item No. 1 Public Safety Advisory Commission September 9, 2009 Page 7 of 7 • He pointed out that all residents are invited to the Alberhill outreach meeting and that it is not just for the residents of Alberhill neighborhood. • He complimented Information/Communications Manager Dennis on how well he put together the State of the City program. PUBLIC COMMENTS None ADJOURNMENT It was the consensus of the Commission to adjourn to a regular meeting on October 14, 2009, at 6:00 p.m. in the Cultural Center located at 183 North Main Street, Lake Elsinore, California, CA 92530.
