HomeMy WebLinkAbout11-03-2009 NAHMINUTES PLANNING COMMISSION MEETING CITY OF LAKE ELSINORE 183 NORTH MAIN STREET LAKE ELSINORE, CA 92530 TUESDAY, NOVEMBER 03, 2009 CALL TO ORDER Vice-Chair Gonzales called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE Commissioner Mendoza led the Pledge of Allegiance. ROLL CALL PRESENT: VICE-CHAIRMAN GONZALES COMMISSIONER MENDOZA COMMISSIONER O'NEAL COMMISSIONER ZANELLI ABSENT: CHAIRMAN FLORES STAFF PRESENT Also present were: Acting Community Development Director Weiner, Public Works Director/City Engineer Seumalo, Associate Planner Coury, Associate Planner Carlson and Office Specialist Porche. PUBLIC COMMENTS None CONSENT CALENDAR ITEM(S) 1. Minutes a. October 20, 2009 Recommendation: Approval Regular Planning Commission Meeting November 3, 2009 Page 2 of 6 MOTION was made by Commissioner O'Neal and seconded by Commissioner Mendoza approving the October 20, 2009 Regular Planning Commission Minutes. AYES: VICE-CHAIRMAN GONZALES COMMISSIONER MENDOZA COMMISSIONER O'NEAL COMMISSIONER ZANELLI NOES: NONE ABSENT: CHAIRMAN FLORES PUBLIC HEARING ITEM(S) 2. Residential Design Review NO. 2009-03: The Design and Construction of One Planning Area 30A) Recommendation: Adopt a Resolution making findings that the project is exempt from the Multiple Species Habitat Conservation Plan (MSHCP) and adopt a resolution approving Residential Design Review No. 2009-03. Vice-Chair Gonzales opened the Public Hearing at 6:01 p.m. Acting Community Development Director Weiner introduced City Planner Coury who would provide a brief summary of the project. City Planner Coury provided an overview of the project to the Commission. He entered into the record a list containing signatures from the residents in the area who are in favor of the project. He stated the applicant is requesting approval to construct 145 single-family homes including a model home complex. The project would be known as "Living Smart" and would offer three architectural styles and treatments from each of the seven plans including Spanish, Traditional and French. He stated the proposed residences would feature a comprehensive approach to earth-friendly and energy-saving designs. He indicated the applicant is a certified California Green Builder and would incorporate Living Smart features and improvements into each of the constructed residences. Living Smart would be defined as being "EnergySmart," "EarthSmart," 'WaterSmart," and "HealthSmart," and are intended to promote health, and conserve energy, water, and other vital resources. City Planner Coury advised the Commission that the applicant and their team would be providing a PowerPoint presentation to the Commission and would be available to answer any questions. Mike Taylor, representing Pardee Homes introduced his staff to the Commission. Regular Planning Commission Meeting November 3, 2009 Page 3 of 6 Matt Sauls, Marketing Director for Pardee Homes stated he manages the Inland Empire and San Diego offices and this is the first time Pardee Homes has offered this type of home to the area. He pointed out some features included in the homes such as recycled cabinets in the kitchen, carpet made of recycled materials, energy smart appliances, water efficient features and offer front yard drought-tolerant landscaping. Vice-Chair Gonzales requested any speakers to speak either for or against the project. There being no public speakers, Vice-Chair Gonzales closed the Public Hearing at 6:14 p.m. and brought the discussion back to the dais for Commissioner's comments. Commissioner Mendoza pointed out to city staff and the Commission that it is refreshing to see the developer taking steps towards helping the environment and is setting a good example. Commissioner O'Neal pointed out for many years he has requested the developers to go "green" with their designs. He suggested to staff to offer an incentive to the developer such as having their product advertised on the City's Web site. This would let the public know of a developer that offers energy smart housing and may encourage other developers to follow the same direction. Commissioner Zanelli commended Pardee Homes for setting the lead on conservation. Vice-Chair Gonzales requested clarification on Condition No. 25 where it discusses grass coverage. Mike Taylor replied by saying there are new landscaping standards that are being introduced in Riverside County. He stated that this would be demonstrated in the model home complex. He stated Pardee Home's standard is to have 25% of the front yard landscaped with turf and the remaining with drip irrigation and drought tolerant material. Ron Nugroho, representing Pardee Homes stated within the Canyon Hills community they have installed an everyday weather satellite that would control all of the irrigation in the area of Pardee Homes. He stated the Water District has encouraged all homeowners and builders to use smart irrigation which is connected to a weather satellite. He stated the design of the front yard landscaping would not exceed 25% of turf area. Commissioner Mendoza asked if the model homes would have the solar panels and when would the models be ready. Ron Nugroho, replied by saying the single story model would have the solar panel added and the models would be available in February 2010. Regular Planning Commission Meeting November 3, 2009 Page 4 of 6 MOTION was made by Commissioner Mendoza and seconded by Commissioner Zanelli to adopt Resolution No. 2009-52, adopting findings that the project is exempt from the Multiple Species Habitat Conservation Plan (MSHCP). AYES: VICE-CHAIRMAN GONZALES COMMISSIONER MENDOZA COMMISSIONER O'NEAL COMMISSIONER ZANELLI NOES: NONE ABSENT: CHAIRMAN FLORES MOTION was made by Commissioner Zanelli and seconded by Commissioner Mendoza to adopt Resolution No. 2009-53, approving Residential Design Review No. 2009-03 for a Four-Plan Model Home Complex identified as the Living Smart within Tract Map No. 30494. AYES: VICE-CHAIRMAN GONZALES COMMISSIONER MENDOZA COMMISSIONER O'NEAL COMMISSIONER ZANELLI NOES: NONE ABSENT: CHAIRMAN FLORES BUSINESS ITEM(S) None STAFF COMMENTS Public Works Director/City Engineer Seumalo commented on the following: • He provided an update on the Machado Park Restroom installation. • He spoke of the award regarding the gravel road paving which would be going before City Council on Tuesday, November 10tH Acting Community Development Director Weiner commented on the following: • He advised the Commission that Walgreens has officially submitted their application to construct a Walgreens Pharmacy at the corner of Mission Trail and Diamond Drive. • He stated staff processed a CEQA contract approving environmental review of a commercial development to be located on the vacant parcel across from Chili's Restaurant at Central and Cambern. Regular Planning Commission Meeting November 3, 2009 Page 5 of 6 • He thanked Vice-Chair Gonzales for his participation in the Census Count Committee, which had there kick off meeting last week at the City Hall. • He advised the Commission that the Water Efficiency Ordinance would be coming before the Planning Commission on November 17th. • He advised the Commission that the Community Development Block Grant Funding (CDBG) would be presented before the City Council to recommend sidewalk improvements near Elsinore Elementary School, upgrades to the Senior Center, upgrades to the Lake Community Center and funding for the City's Code Enforcement programs. PLANNING COMMISSIONER'S COMMENTS Vice-Chairman Gonzales commented on the following: • He provided a brief status on the Census meeting that was held last week. Commissioner Mendoza commented on the following: • He asked Acting Community Development Director Weiner to provide status regarding the proposed Fresh & Easy. Acting Community Development Director Weiner responded by saying the project is still in litigation. Commissioner O'Neal commented on the following: • He asked Acting Community Development Director Weiner if Pardee Homes could advertise their product known as "Living Smart" on the City's Web site. Acting Community Development Director Weiner replied by saying he would present the idea to Information/Communications Manager Mark Dennis. Commissioner Zanelli commented on the following: • He asked the Public Works Director/City Engineer Seumalo if the Lake Street improvements include a bike lane. Public Works Director/City Engineer Seumalo replied "yes, but not in this phase." • He asked if the Landscape Ordinance that is coming before the Planning Commission would tie into the State's Ordinance. Acting Community Development Director Weiner replied by saying "Correct, it is the Regional Ordinance that was drafted to be consistent with the State Ordinance. The City could make further changes to that Ordinance and we actually may refine it after the New Year." ADJOURNMENT It was the consensus of the Commission to adjourn to the November 17, 2009, Regular Planning Commission meeting at 6:00 p.m. located at 183 N. Main Street, Lake Elsinore, CA. 92530.
