A regular wdjourned meeting of the City Council of the City of Elsinore was
held on the above date. The meeting was called to order at the hour of 7 o'clock
P.M..with Mayor C. A. Lovejoy in the Chair.
Councilmen: H. Gallagher, 0. B. Sheane, S. M. Rice, Geo. H. Morton and C. A.
Lovejoy ansivered the roll call.
Absent: None
Thereupon it being the expressed desire of Mayor Lovejoy and Councilman Rice
that the meeting be adjourned to a later date, it "as moved by Councilman Rice and
seconded by Councilman Morton that Council adjourn to meet in regular adjourned
session on Jan. 4th at the hour of 7 o'clock P.M. in the City Hall the usual meeting
place.

REGULAR P:ZEETING CF THE CITY COUNCIL January 4, 1933
A regular adjourned meeting of the City Council of the City of Elsinore
was held on the above date. The meeting was called to order at the hour of
7 o'clock P.M. with Mayor C. A. Lovejoy in the Chair.
Councilmen: H. Gallagher, C. B. Sheane, S. M. Rice, Geo H. Morton, Jr.
and C. A. Lovejoy ans Bred the roll.call.
Absent: .None. , ,
Minutes of the previous meeting held on Dec. 27th and Jan. 3d were then
read by the Clerk and there being no corrections or omissions sere approved
as read.
Thereupon Council proceeded to canvass the result of the post -card straw
vote returned on the proposed matter of-the issuance of bonds in the sum of
X9500 for the purpose of building a City Hall.
Upon tally and check of said straw vote the canvass resulted as follol's:

Whereupon Council took up for consideration the matter of cost of Attorney's
fees for preparation of necessary legal proceedings for calli)z a special Bond
Election and it was agreed tht some reduction should be made from the usual
cost of such proceedings on account of present depressed conditions.
,Thereupon it was moved by Councilman Morton and seconded by Councilman
Gallagher that the Clerk be instructed to ascertain from City Attorney Best the
total cost of Attorney's Fees for the preparation of the necessary legal pro-
ceedings and to report on same at the next meeting of Council, which motion
upon vote was carried.
Whereupon it was moved by Councilman Morton and seconded by Councilman
Sheane at 8 o'clock P.M. that Council adjourn for a recess of two hours to
privately consider proposed salary adjustments, which motion upon upon vote
was carried.
At the hour of 10 o'clock P.M. Council returned to the Council Chambers
and Councilmen Gallagher, Sheane, Rice, Morton and Lovejoy being present.
'Whereupon it was moved by Councilman Rice and seconded by Councilman Morton
that Ordinance ,''217 amending Ordinances 201 and 212 provide for the following
change in salaries:

REGULAR 1rTETING OF THE CITY COUNCIL
January 9, 1933
A regular meeting of the City Council of the City of Elsinore Baas held'
on the above date. The meeting was called to order at the hour of 7 o'clock P.M.
with mayor C. A. Lovejoy in the Chair.
Councilman: H. Gallagher, 0. B. Sheane, S. M. Rice, Geo. H. Morton, Jr.
and C. A. Lovejoy anscered the roll call.
Absent: None.
Minutes of the previous meeting held on Jan 4th were then read by the Clerk
and there being no corrections or omissions were approved as read.
Thereupon the Clerk presented to Council the Treasurers monthly report
which was on motion duly made and carried,: - ..accepted and ordered placed on file.
Whereupon the Clerk presented to Council a communication from the League of
Calif. Municipalities requesting Councils cooperation by the adoption of enclosed
cony of Resolution protesting any Federal Taxation nahich imposes a burden upon
States, State Agencies, and /or publicly owned utilities.
Whereupon after Councils due consideration of said matter Resolution No.
259 was introduced and read being a Resolution of the City Council, protesting
any Federal Taxation which imposes, or may be interpreted to impose, a burden
upon States, State agencies and /or publicly owned utilities.
Whereupon it was moved by Councilman Gallagher and seconded by Councilman
Sheane that Resolution ;259 be passed and adopted v;hich motion was carried by the
following vote:
Ayes: Councilmen: Gallagher, Sheane, Rice, Morton and Lovejoy.
Noes: None.
Absent: None
Thereupon the Clerk reported to Council that he was in receipt of a bill
from the Elsinore Lumber Co. for the amount of x;5.22 unpaid balance due for
material furnished for tables placed at the public camp grounds in. the
Cleveland National Forest, and that the fund raised by popular subscription for
said purpose has been exhausted and requested that Council take some action
on the matter.
Thereupon it was moved by Councilman Rice and seconded by Councilman Sheane
that it be authorized that the City donate the sum of 15.22 to cover the balance
due the Elsinore Lumber Co, for material furnished for tables placed at the
public camp grounds in the Cleveland National Forest -:�hich motion upon vote was
unanimously carried.
Thereupon Ordinance #217. was presented to Council on first reading being
an Ordinance Amending Ordinance #'201 fixing salaries of City officials and
City appointees of the City of Elsinore.
Whereupon it was moved by Councilman Rice and seconded by Councilman Sheane
that Ordinance ;`217 be passed to its second reading vrhich motion %as carried by
the following vote:
Ayes: Councilmen: Sheane, Rice, Morton, and Lovejoy.
Noes: Councilman Callagher.
Absent: None.
Thereupon the Clerk presented to Council a communication from City Atty.
Eugene Best referring to the proposed Bond issue for the erection of a City
Hall and enclosing therewith a form of Resolution which ma;; be adopted at the

Council meeting, January 9th and further advising that he has talked with Mr. Schwab
of the firm of 0lMelveny, Tuller and Myers concerning the fees to.ba charged for the
supervision of the legal proceedings and the certification of their regularity
upon completion and ths'.t they have agreed to do this work for a fee ad "125 and
that he will prepare the necessary papers and conduct the proceedings far the same
amount, making a total of 250.00.
Whereupon it was moved by Councilman Rice and seconded by Councilman Sheane
that it be authorized to engage the City Attorney Eugene Best and the law firm of
C'Melveny, Fuller and Meyers to prepare the necessary legal proceedings for the
proposed Bond issue for the erection of a City Hall at the agreed upon total fee of
X150 And that they be instructed to proceed with the work which motion upon vote
was unanimously carried.
Thereupon Resolution $260 was introduced and read being a Resolution of the
City Council of the City of Elsinore determining and declaring that the public
interest a d necessity demand the acquisition, construction and completion by said
City a certain municipal improvement tohit: "The erection and construction of a
City Hall Building for Municipal use."
Whereupon it was moved by Councilman Sheane and seconded by Councilman Rice
that Resolution 74260 be passed and adopted which motion -ras carried by the
following voter
Ayes: Councilmen: Gallagher, Sheane, Rice, Morton and Lovejoy.
Noes: None.
Absent: None.
Thereupon Councilman Gallagher reported to Council th,�,t his attention has been
called to the dangerous condition of some tall eucalyptus trees located on Chestnut
Street near Prospect and requested that Council take some action on the matter.
Whereupon it was agreed by Council that the matter be referred to Councilmen.
Gallagher and Rice with authority to have said trees tnoped if for safety they
deemed it necessary. <
Whereupon Council took up for consideration the matter of adjusting the Present
wage scale for common labor on City Streets to conform with the County scale and it
was agreed th t such an adjustment is advisable.
Whereupon it was moved by Councilman Rice and seconded by Councilman Morton
that the wage scale for common labor on City Streets be changed to conform -ith the
County scale of 25¢ per hour, said scale to prevail until further change is made,
which motion upon vote was unanimously carried.
Bills as audited by the auditing committee were then presented to Council and
on motion duly made and on call vote carried -,-ere ordered paid and the Clark 7�as
instructed to issue warrants in payment of same.
Thereupon there being no further business to come before Council on motion
duly made and carried Council adjourned to meet in regular adjourned session on
P.ionday, Jan. 16th at the hour of 7 o'clock P.M. in the City Hall the usual meeting
place.

A regular adjourned meeting of the City Council of the City of Rlsinore

Minutes of the previous meeting held on Jan. 9th-were then read by the
Clerk and there being no corrections or omissions Tare approved as read.
Thereupon the Clerk presented to Council the Bldg. Supt's monthly
report for the month of Dec, and his annual report for the year of 1932 which
were on motion duly made and carried accepted and ordered placed on file.
Whereupon the Clerk presented to Council a communication from the League
of Calif. Municipalities regarding to proposed legislation agreed upon by the
Legislative Committee of the State Supervisors Association and the Gasoline Tax
Committee of the Leage of Calif. P•iunicipalities which would provide for allocation
and distribution of Gasoline Tax money to be divided 509 to the County and 50r
to the City based on the registration of automobiles in each city and requesting
Councils cooperation in the matter by the adoption of a Resolution authorizing
payment of Y.15.00 to the League of Calif. Municipalities for furnishing assistance
and information ojith reference to Gas Tax allocation.

introduced and read being a resolution of the City Council.authorizing payment of
1415 to the League of Calif. Municipalities for furnishing assistance and infor-

Thereupon ''s. C. Collatz appeared before Council and on behalf of the
Elsinore Booster Club reported that they ivere sponsoring the entertainment
program for Imperial Higheray Association meeting to be held in Elsinore on Jan.
28th and solicited Council for a donation to help defray the expenses of said
meeting.

that it be authorized to donate r10 to the Elsinore Boosters Club to help to
defray expenses of the Imperial 3igh�ay Association Seeting to be held in

Thereupon Councilman Gallagher reported to Council that lie has been questioned
by citizens regarding the matter vrhether or not under the law the Council,[ould be
obliged to levy an aided tax_ to create a sinking fund for the payment of the
proposed City Hall bonds and interest and suggested th.t the City Attorney be
instructed to render a written.opinion on the matter.
Whereupon it was moved by Councilman Gallagher and seconded. by Councilman
Sheane that the City Attorney be instructed to render a iritten opinion as to
v.- hether or not it will be mandatory under the lar that Council levy a speciall or
added tax for the purpose of payment of the proposed City H.-11 bonds and interest,
which motion upon vote was carried.
Thereupon Ordinance ;'218 seas introduced and presented to Council on first
reading being an Ordinance of the City of - Isincre calling and providing for the
holding of a special election to be held in the City of 'slsinore on the 7th day of
February, 1933 and submitting to the oualified voters of said city a certain
proposition for the incurring of bonded indebtedness for the acquisition,
construction and completion of a certain municipal development tc•r ' it:- -The erection
and construction of a City Hall Building for municipal use.
Thereupon it s, -as moved by Councilman Morton and seconded by Councilman Sheane
that Ordinance X1218 be passed to its second reading which :notion was carried
by the follovfing vote:

Thereupon the Cleric presented to Council a conununication °rom Jack Green

'hereupon it was moved by Councilman Morton that Jack Green be a- Yarded
the Fire Insurance on the La France Fire Truck, policy to be written for the
amount of s3500 and dated Feb. 7, 1933 v:hich motion upon vote gas carried.
Thereupon the Clerk presented to Council the, written opinion of City
Attorney Best concerning the levy of a tax to oav installments of principal
and interest on the proposed City Hall Bonds and in vlhich he statedd that the
Act under which it is proposed to issue these bonds requires that aa, tax be levied
for their payment. Ho,seve.r if other funds are available to pay installr:ents
on the bonds failing due, it eras his opinion that the requirements that the City
levy a tax would not be mandatory.
Guhereupon it ras moved by Councilman Gallagner and seconded by Councilman
Sheane that the City Attorney's v;ritten opinion concerning a tax levy on the
proposed City Hall Bonds be received and ordered placed on file which motion
upon vote was carried.
Thereupon Council took up for consideration the matter of street drainage
at the Amsbury Hotel, complaint having b,�en made that cater coming down Franklin
Street i,as flooding their property.
':'!hereupon it was moved by Councilman Morton and seconded by Councilman
Rice that it be authorized that street drainage on Franklin Street at Amsbury
Hotel be oermanently repaired which motion upon vote leas carried.
Thereupon Council took up for consideration the matter of fixing the
salary of the is'lection Board.
',',hereupon it was moved by Councilman Gallagher and seeccnded by Councilman
Sheane that the compensation for service on the Election Board be fixed in
the sum of $1.00 plus one cent for each ballott cast, which motion upon vote
was carried.
The folio-ing persons names vere then submitted to Council for consideration
for appointmert to serve on the Election Board at the Special Bond Election
to be held on Feb. 7, 1933•

Whereupon as a result of Councils Ballot on the names submitted the following

that Neal Lansing be appointed to serve as Inspector, Wm. P,eidler as Judge and Iary
D. I:ersey and Charlotte Kirkpatrick as Clerks of the -Election F,oard and that Gladys
J. Clark be appointed to substitute for anyone not qualifying to serve, which
motion upon vote vas unanimously carried.

Ordinance of the City of Elsinore calling and providing for the molding of a special
election to be held in the City of -Elsinore on the 7th day of Feb., 1933 and submit-
ting to the qualified voters cf said City a certain proposition for the incurring
of bonded i-ndebtedmess for the acquisition, construction and. completion of a certain
municipal improvement, towit:- -The erection and construction of a City Hall
building for municipal use.

Thereupon the Clerk reported to Council that it vas Iv;r. A. v:. Ste =;art's request
that the credit of 6,35 for the Burroughs Adding Machine be applied on his �ater
delinquency instead of delinquent rental license.

Minutes of the previous meetings held on Jan. 23 and Feb. 13 were then read by
the Clerk and there being no corrections or omissions ! .,ere approved as read.
The Bldg. Supt's monthly report for the month of Jan.was then presented to
Council and on motion duly made and carried A as accepted and ordered placed on file.

Whereupon the Clerk presented to Council a communication from the 50th year
Anniversary Celebration Committee requesting that a. representative of the City
Council be present at a meeting to be held in the �Vomans Club House on Feb. 27th
at 7:30 P.M. to discuss plans for said celebration.
f4lhereupon the Chair appointed Councilman Rice to represent Council at said
meeting.
Thereupon the Clerk read a communication from Hollis R. Thompson, Chairman
Gasoline Tax Committee, League of Calif. t;unicipalities acknov,ledging receipt of
the City's appropriation, to be used for the purpose incident to carrying on
the work of the Gasoline Tax Committee in acquiring information to affect a proper
allocation of the Gasoline Tax fund to the cities and emDressing their sincere
appreciation of Councils prompt action in recognizing this valuable service.
Whereupon it as duly moved and carried that said communication be received and
placed on file.
This being the time fixed by law fer canvassing the returns of the Special
Municipal Election, held on Tuesdav, the 7th day of February, 1933, in the City of
Elsinore, California., for the purpose of submitting to the qualified voters of said
City, the folloi -ing proposition; to -rit:
"Shall the City of Elsinore incur a bonded debt of Ninety -five
Hundred Dollars ($.9500.00), for the purpose of the acquisition,
construction and completion by said city of Elsinore of a
certain municipal improvement, to -wait: The erection and con-
struction of a City Hall Ruilding for municipal use."
as provided in Crdinance No. 218, passed and adopted on the 23d day of January, 1933,
by the.City Council of the City of Elsincre.
It eras moved. by Councilman Sheane and seconded by Councilman Rice th -t
Councilman Gallagher and Councilman Rice be appointed Tellers of the Council to
officially canvass the returns of said Special Municipal Election.
This motion was carried by the following vote:

7'HEREAS, a Special Municipal Election was held in the City of Elsinore,
California, on Tuesday, the 7th day of February, 1933, in accordance with the
provisions of law and as designated and provided in Ordinance No. 218 of said
City, for the purpose of submitting to the qualified electors of said City the
following proposition to -wit:
"Shall the City of Elsinore incur a bonded debt of Ninety -five
Hundred. Dollars 0`9500.00) for the purpose of the acquisition,
construction and completion by said City of :Elsinore, of a
certain municipal improvement, to -wit: The erection and
construction of a City Hall Building for municipal use."

NERWAS, it appears from the report of the Tellers of the Council, appointed
to officially canvass the returns of said Special Municipal Election, which
report is hereinabove recorded in full, thr -t the total votes cast at said
election in the City of Elsinore eras 427 votes: that the number of votes cast
in Consolids.ted Voting Precinct A for the proposition was 300 votes, and against
the proposition was 127 votes, and that the number of votes cast in the entire
City for the said proposition was 300 votes and against said proposition was
127 votes; that the proposition received the necessary two- thirds affirmative
vote of all the voters voting at said Election.

authorizing the issuance thereof.
`Thereupon it was moved by Councilman Rice and seconded by Councilman Sheane
that Ordinance 4, -'219 be passed to its second reading which motion was carried by
the following vote:

Councilman Gallagher then reported to Council that upon inspection of the trees
on Ellis Street in front of the Elsinore Court he found that due to excavation to
bring street to proper grade when paved the trees were left high above Grade and
dangerous and suggested that they either be trimmed back or replaced with other
trees.
Whereupon it was agreed by Council th -t Councilman Gallaghers suggestion be
carried out.
Bills as audited by the auditing committee were then presented to Council
and on motion duly made and on call vote carried were ordered paid and the Clerk
was instructed to issue rarrants in payment of same.
Thereupon there being no further business to come before Council on motion

A regular meeting of the City Council of the City of Elsinore iras held on
the above date. The meeting eras called to order at the hour of 7 o'clock P.M.
with Mayor C. A. Lovejoy in the Chair.
Councilmen: P. Gallagher, C. E. Sheane, S. M. Rice, Geo. H. Morton, Jr.
and C. A. Lovejoy anse!ered the roll call.
Absent: None.
Minutes of the previous meeting held on Feb. 14th were then read by the
Clerk and there being no corrections or omissions,zere approved as read.
Thereupon the Clerk presented to Council a cormiunication from G. H. Morton
and family gratefully acknowledging and thanking Council for their kind expression
of sympathy which was on motion duly made and carried, received and ordered
placed on file.
Thereupon the Clerk presented to Council communications from the League of
Calif. Municipalities and the Los Angeles County League of Municipalities,
regarding the proposed legislation, to allocate a portion of gasoline tax revenues
directly to the cities and requesting Councils support in this matter by the
adoption of a Resolution endorsing and pledging their support to the Gasoline
Tax program of the League and opposing all other measures proposed regarding
same.
Whereupon it was moved by Councilman Rice and seconded by Councilman Sheane
that said communications be received and that the Clerk be instructed to draft a
resolution to be submitted to Council at the next Council meeting which motion
upon vote vaas carried.
Whereupon G. R. Gough addressed Council on the matter of petitions which he
filed with Council, said petitions being three in number and were signed by sixty -
nine property owners and taxpayers requesting that the new City Hall for which
a bond issue was recently approved by the voters, be erected in the City.Park.
`'hereupon it was moved by Councilman Norton and seconded by Councilman
Sheane that said petitions be received and read which motion upon vote v,as carried.
The Clerk then read the petitions and the names of sixty -nine persons whorse
signatures vere subscribed thereto,
Whereupon Councilman Gallagher moved that said petitions be received and
taken under consideration with the vies+, of changing the proposed City Hall location.
The motion receiving no second-as declared lost.

that the petitions requesting a change in the City Hall location be received and

on the City lot on So. Main St. said bids to be received and opened at the next
meeting of Council which motion upon vote iva.s carried.
Thereupon Architect Orville L. Clark appeared before Council and presented
in detail plans and specifications drafted for the proposed City Hall building
and requested if satisfactory that Council approve same.
Whereupon it *as moved by Councilman Morton and seconded by Councilman Rice
that Plans and Specifications for the proposed City Hail Bldg. as prepared and
drafted by Architect Crville L. Clark be approved and accepted and that the 1:ayor
be authorized to sign said Plans and Specifications.for the approval of same which
motion caas carried by the foilowing vote:
Ayes: Councilmen: Sheens, Rice, Morton and Lovejoy.

Thereupon Architect Clark requested of Council that he be granted a #300
advance payment on account of work done.
Whereupon it vas moved by Councilman) Sheane and seconded by Councilman IM -orton
that Architect Crville L. Clark be advanced 000 to apply as payment on contract
for plans specifications and supervision of the construction of the proposed
City Hall Bldg. and that it be agreed and understood that he be awarded a fee for
said work based on a 5% commission on the contract price of said building,,which
motion was carried by a four- fifths vote of the Council, Councilman Gallagher
voting no.

Thereupon the Bldg. Supt's monthly - report ,as presented to Council and on
motion duly made and carried was accepted and ordered placed on file.
Thereupon Resolution #263 was introduced and read being a Resolution of the
City Council pledging their support to the Gasoline Tax Program of the League
of Calif. Municipalities providing for the direct allocation of a portion of the
gasoline tax revenues to the cities of the State, as set forth in Assembly Bill
No. 1172.
Thereupon it was moved by Councilman Morton and seconded by Councilman
Sheane that Resolution #263 be passed and adopted which motion was carried by
the following vote:
Ayes: Councilmen: Gallagher, Sheane, Rice, Morton and Lovejoy.
Noes: None.
Absent: None.
Thereupon the Clerk presented to Council a communication from W. L. Roderick
stating that he had discussed with Mr. Harmon and some of the Council members
the matter relative to a trade of his Buick Delivery Tractor and advised that he
was willing to consider an even trade.
Council upon consideration agreed that the matter be laid over and it was
duly moved and carried that the communication be received and placed on file.
Thereupon the Clerk reported to Council that he was advised by Mr. LaBree
receiver for the First State Bank of Huntington Beach that he was in possession
of a written offer to take out and deliver to Elsinore the Bank Vault door for
the sum of $30 and if Council is interested in purchasing this vault door that
he would be glad to consider your offer.
`.Thereupon it was moved by councilman Morton and seconded by Councilman
Sheane that 't be authorized to submit to Pair. LaBree, Councils offer of x"180
for the vault door in the First State Bank of Huntington Beach to be delivered
in Elsinore, said offer to be subject to the sale of authorized City Hall Bonds
and the construction of the City Hall Building, which motion upon vote%,tas
carried.
The Clerk then reported to Council that he received from the City Attorney
the Notice of Sale of Municipal Improvement 5z% Bonds of the City of Elsinore
and that said Notice ivas being published in the Elsinore Leader Press.
Whereupon it was moved by Councilman Sheane and seconded by Councilman
h1orton that the action of the Clerk in publishing the notice of sale of Municipal
Improvement 5% Bonds of the City of Elsinore, be ratified by Council,
which motion was carried by the following vote:

seconded by Councilman Morton that Sewer, City Park and Street Improvement Projects
be submitted with request for an allocation of funds from the R. F. C. relief fund,
which motion upon vote was unanimously carried.
The Chair then presented for Councils consideration F. H. Shauls request for a
refund of e3.00 which amount he expended for plumbing work on his sever line.
Whereupon it was duly moved and carried that the matter be laid on the table.
Thereupon it was moved by Councilman Sheane and seconded by Councilman Rice
that it be authorized to publish a notice inviting bids for the construction
of a City Hall building, which motion upon vote was carried.

or business to pay a'gross receipts tax and requesting Council to forward a
protest to said legislation.
The Mayor reported that he had received a copy of this communication and on
behalf of Council had entered a protest to said proposed legislation.
Thereupon the Clerk presented to Council a writted application from F. C.
Collatz for a permit to sell beer.
Whereupon it was moved by Councilman Rice and seconded by Councilman Sheane
that the application of F. C. Collatz be 'received and placed on file for future
consideration which motion upon`wote' was carried.
Thereupon the Clerk reported to Council that he was in receipt!of' two ' proposed
Ordinances drafted by the City Attorney, one providing for the absolute repeal of
Ordinance #188 and,the other amending said Ordinance to conform to a recent Act of
Congress legalizing -sale of _3.2% beer.
Whereupon it was moved by Councilman Gallagher that Ordinance #188 be repealed.
The motion receiving no second was declared lost.
Thereupon proposed Ordinance #220 was introduced and read being an Ordinance
of the City of Elsinore prohibiting the Manufacture, sale, transportation and
possession of intoxicating liquors for b =verage purposes and providing penalties
for the violation thereof.

that Ordinance #220 be passed to its second reading which motion was carried by

Dr. S. J. Brimhall, City, Health Officer then appeared before Council
and reported on his investigation of the recent•appearance of a certain
larvae in the City Water supply, stating thr;t he has been informed that the
larvae develops from eggs laid on the water by a certain fly and while
objectionable said condition is not harmful „ and suggested that with the
cooperation of the Water Supt. they would keep a check on the matter.
Thereupon the Chair reported to Council that he had been requested
by C. F. Iviiller of the Lake Elsinore Ice Co. that the City transfer his
water connection at the ice plant to the low reservoir supply.line and upon
Councils consideration of the matter it was moved.by Councilman Gallagher
and seconded by Councilman Morton that it be authorized to instruct Mr.
Harmon to connect the Lake Elsinore Zce Plant to the low reservoir water
line, which motion upon vote, was, carried.

The Bldg Supt's monthly report was then presented to Council and on motion
duly made and carried was accepted and ordered placed on file.
Thereupon the Treasurers monthly report was presented to Council and on
motion duly ,made and carried was accepted and ordered placed on file.
The Clerk then presented to each member of Council a Copy of his annual report
for the fiscal year from Feb lst;. 1932 to Feb..lst, 1933 covering a detailed
statement of the financial transactions of the City for,said year.
Whereupon the Clerk reported to Council that he was in receipt of notice
from the Auto Club of So. Calif. that,the Public Liability Ins., on the City's
Police car would expire on April 18th and requested they be informed regarding
the renewal of same.
Upon Councils consideration_ of said matter it was duly moved and carried
that the,Clerk be instructed to,notify the Auto Club that said.insurance will be
placed locally and that the Chair appoint a< committee to take care of the matter.
Councilmen Gallagher and Morton were appointed to serve on said committee.
Upon the request of Father Kiley who appeared before Council it was moved
by, Councilman Race and seconded by Councilman Sheane that the Mayor be instructed
to issue and publish a proclamation for the observance of Good Friday ,which
motion upon vote was carried.
Thereupon Dr. J. S. Brimhall City Health officer appeared before Council
and presented a communication received from the State Board of Health regarding
the matter of rat - proofing buildings and ,urged upon Council the adoption of an
Ordinance providing for the rat- proofing of buildings as a health measure and the
prevention of the spreading.of disease.
Upon Councils consideration of the matter it was duly moved and carried
that said communication be received and placed on file for future consideration.
Whereupon Ordinance #220 was presented to Council on second reading being
an Ordinance of the City of Elsinore prohibiting the manufacture, sale transporta-
tion and possession of intoxicating liquors for beverage purposes and providing

Morton that the Clerk be instructed to prepare a blank form for the application
for a permit to :sell legalized beverages containing not more than 3.2% of
alcohol by weight and in accordance with the provision of Ord #221, which
motion upon vote was unanimously carried.
Thereupon the Clerk presented to Council the written application of F.
C. Collatz requesting that he be granted a license to operate a pool hall with
the installation of one billiard table and two card tables said tusiness to
be located at 115 So. Main Street, Ylsinore.'
Whereupon it was agreed by Council that said application be received
for further consideration.

Sheane that the office of assistant Water Supt, be declared vacant to take
effect on May let, 1933 and that the Water Supt. be authorized to hire help
as needed which motion was carried by the following vote:

Whereupon it was duly moved and carried that said Franchise Tax

The Chair then reported to Council that the Citrus Belt Branch of the
League of Calif Municipalities will hold their monthly meeting in Elsinore
at the Amsbury Hotel at 6:30 P.M. on Friday April 28th and urged the members
of Council as well as other City Officials to attend said meeting.
Thereupon Councilman Gallagher reported that he has made an effort to
place the Public Liability insurance on the City Police Car with a local
agent but was unsuccessful as it is a hazardous risk and all companies
had declined to write the insurance as it was on their prohibited list, and
as the City was without protection that he took it upon himself to instruct
the Clerk to order a renewal of this insurance with the Auto Club of So.
Calif.
Whereupon it was duly moved and carried that the action of Councilman
Gallagher be approved.
Thereupon the Clerk presented to Council the applications of the follow-

Whereupon it was moved by Councilman Rice and seconded by Councilman Sheane
that said applications be received and placed on file for further consideration
at the next meeting of Council which motion upon vote was unanimously carried.
Thereupon Council further considered the application previously filed by F.
C. Collatz for a permit to operate a pool hall at-115 So. Main Street.
whereupon it was moved by Councilman Rice and seconded by Councilman Morton,
that the application of F. C. Collatz be approved and that.he be granted a'permit
to .operate a pool hall at 115 So. Main Street, subject however to his compliance
with the City Ordinance regarding to any delinquent license fees, which motion
upon vote was unanimously carried,
Whereupon the matter of delinquent_ rental and business license fees was
considered by Council and it-was agreed and authorized that a concession be made
to all delinquents by granting them a. 30% discount on all delinquent rental and
business licenses, if paid by not later than May 15th and the Chair was instructed
to publish a notice to this effect.
Whereupon it was moved by Councilman Rice and seconded by Councilman Sheane
that the Clerk, be instructed to mail bills to all. delinquents for amounts due,
with enclosed notice that if said delinquent bill is paid by May 15th a 30%
discount will be allowed which motion upon vote was carried.
Thereupon it was moved by councilman Sheane and seconded by Councilman Rice
that the Clerk be instructed to forcard a letter to the County Board of Super-
visors and to Mr. Stanfield, expressing to them on behalf of Council their,
sincere thanks and appreciation for their assistance and cooperation in the matter
of cleaning up,and' disposing -of the.dead fish around Lake Elsinore, which motion
i:on -vote was carried. _
Upon suggestion by Councilman Sheane it was agreed by Council that since gas
is not being used at the City Park that it be ordered turned off.
Bills as audited by the auditing Committee were then presented to Council
and on motion duly made and on call vote carried ere ordered paid and the Clerk
was instructed to issue warrants in payment of same.

Thereupon the Clerk presented to. Council a communication from Supervisor
Stanfield, acknowledging the receipt of -the letter of appreciation in behalf
of Council expressing their thanks for his support and cooperation in the
matter of cleaning up the Lakeshore and suggesting that whenever he can be of
further-service to Elsinore, Council, have but to call on him.
Whereupon it was duly moved and carried that said communication be received
and placed on file.
Thereupon the Clerk presented to Council a copy of letter addressed to
Dr. W. B. wells, County Health Officer, from C. G. Gillespi, Chief of the
State Bureau of Sanitary Engineering reporting on the analysis of the sample
of water taken from the lake and advancing possuble theories which may have
caused the sudden death of fish in Lake Elsinore.
Whereupon it was duly moved and carried that said communication be ,received
and placed on file.
Thereupon the Clerk presented to Council the applications of F. Curt
Miller, H. G. Stevens and W. A. Card requesting that they.be granted a permit
to sell beer in the City of Elsinore.

that he has been served with complaints in two actions which have been commenced
in the United States District Court, one by the Security Bank of Blackwell,
Oklahoma and one by the Brown, Crummer Investment Co. Of Kansas Plaintiff vs City
of Elsinore and its officers Defendants, said actions filed account nonpayment of
delinquent Bonds and interest issued for 1926 Mater supply and Distributing system.

Calif. Gas Co. with reference to bond filed, dated May 27, 1930, in the
amount of $1000 with Independence Indemnity Company as surety and stating
that instead of renewing the premium on the bond of said Company it vas
their desire to file a new bond in the same amount, under the same terms,
but with the Associated Indemnity Corp. as surety, which bond was enclosed
and request made that Council pass a resolution cancelling the old bond
and releasing the principal and surety on the same and approving the new
bond.
Whereupon it was moved by Councilman Morton and seconded by Councilman
Sheane that the old bond filed by the So. Calif. Gas Co. with the Independence
Indemnity Co, as surety be cancelled and the principal and surety released
on _same and that the new bond filed with the Associated Indemnity Corp.'
as surety be accdpted and approved which motion upon vote was unanimously
carried.
Thereupon Ordinance #222 was presented to Council on second reading,
being an Emergency Ordinance of the City of Elsinore regulating the sale
of beer, ale, porter and other beverages, providing a license therefor and
a tax thereon.
Whereupon it was moved by Councilman Morton and seconded by Councilman
Rice that Ordinance #222 be passed and adopted which motion was carried by
the following vote:
Ayes: Councilmen Sheane, Rice, Morton and Lovejoy. Councilman Gallagher
voting Yes on all but Sec. 4'of said Ord.

The chair then reported to Council that Assemblyman Phillips had
published a notice requesting those interested, to support certain legislation
measures in % which he was interested and helped to pass, by writing or wiring

without any penalty or interest if redeemed v;ithin a period up to Dec. 31,

that the Volunteer Firemens Accident Insurance be awarded to Jack Green 4Ihich

Thereupon the Clerk presented to Council a communication from City Attorney
Eugene Best in regard to claim of J. Pope Boynton and Mrs. ^illie Boynton Vs
City of Elsinore, stating that after conferring with claimants attorneys he
secured their offer to accept $1,0.00 in full settlement of their claim and
advised that it is a matter of policy for the Council to determine whether or
not they will accept the proposition which he had obtained -or reject the claim.
Upon Councils consideration of the, matter it .was agreed that the
communication be received and fil d and thrt the damage claim of the Boynton's

Thereupon City Engineer Crane presented for Councils approval Profile

ye<r upon ell sums of principal thereof unpaid at such dates.
Whereupon it vas moved by Councilman Rice and seconds( by Councilman Sheane

number - of property owners of the City of Elsinore requesting that Council
repeal Sec. of Ordinance # 161 which provides for a license tax on all rentals
in the City of Elsinore.
Upon Councils consideration of said petition it !as moved by Councilman
Sheane and seconded by Councilman Rice that the petition received be laid on
the table for future consideration, which motion upon vote was carried. The
Chair then reported to Council that algea in the Lake was again causing the fish
to die and that this condition would probably be corrected by blue- stoning the
Lake and that financial aid for this work had been promised by the County Board
of Supervisors and the Clevelin Realty Corp. and requested that Council take
some action on the matter.

Gallagher that it be authorized to have the Lake blue- stoned and that the City
assume not to exceed. $100.00 of the exp nee and that Councilman Sheane be

date of this legislation and that approximately $730.000.00 will be allocated
to the cities on Oct..lst 1933•
Whereupon it was duly moved and carried that said bulletin be received and
placed on file.
Councilmen Sheane then reported - to.,'Council,that the work of bluestoning the
Lake has beem completed, stating:that`3 tons of.blue -stone was: used and that he
had secured - nine °men.who volunterred their service for the work and that fourteen
row boats and;two.pov:er boats were used to distribute the bluestene in the lake.
whereupon it was duly moved and carried that the report of Councilman Sheane
be accepted:

that the Mayor be directed to issue a. proclamation declaring July 3rd during the
Golden Jubliee parade a legal holidr:y and requesting all business houses to close

Thereupon the Clerk reported to Council that J. 7'. George, H. E. Bruce and
L. T. Byerly had each filed an individual signed petition requesting Council
to repeal the rental license.
Whereupon Councilman Gallagher brought up for Councils further consideration
the matter of petitions filed requesting the repeal of the rental license and
upon Councils further discussion and consideration of said matter.
REGULAR MEETING OF THE CITY CCUNCIL June 26th, 1933
It was moved by Councilman Gallagher and seconded by Councilman Morton that the
City Attorney be instructed to prepare and Ordinance amending Ordinance # 161
repealing Sec. 36 thereof, providing for e. rental license.
The vote on said motion resulted as follows:
Ayes: Councilman Gallagher and Morton. .
Noes: Councilmen Sheane?_and Lovejoy.
Absent: Councilman Rice.
The motion failing to receive the necessary vote to carry was declared lost.
Councilman Morton then reported to Council that because of a forced absence
from the City he would be,unable to attend Council meetings for a period.of sixty
days and requested that he be granted a leave of absence for this period.
Whereupon it was moved by Councilman Sheane and seconded by Councilman
Gallagher that Councilman Morton be granted :a sixty day leave.of absence which
motion upon vote was unanimously carried.
Thereupon the Chair reported to Council that he.was informed that begining
July let there -could be a new set up for R. F. C. funds and suggested the
submission of a street improvement project for aid from said fund and requested
Councils consideration of the matter.

that the Chair be authorized to make application for R. F. G Funds to be used for

Minutes of the previous meeting held on June 26th were then read by the
Clerk and there being no corrections or omissions were approved as read.
Thereupon the Bldg Supt's monthly report was presented to Council and an
motion duly made and carried was accepted and ordered placed on file.
Whereupon the Treasurers monthly report was presented to Council and on
motion duly made and carried was accepted and :ordered placed on file.
Thereupon the Clerk presented to Council the Library Boards annual report
covering receipts and disbursements for the year from July 1, 1932.to:June 30th,
1933, also their tentative budget for the ensuing year was submitted for Council
consideration and approval.

Whereupon it was moved by Councilman Sheens and seconded by Councilman
Gallagher that the application of the Golden Glow Beverage Co, for an Off Sale
beer license be- approved and that they be granted a license to sell beer in the
City of Elsinore, which motion upon vote was carried.

Councilman Rice, requesting thathe be granted a sixty day leave of absence.

The Clerk then presented to Council a communication from the Calif.
Municipal Utilities Assn. calling attention to proposed State legislation
providing for taxation of Municipal receipts and urging.Council to file a-
protest to said legislation with the legislators of their district.
Thereupon it Las moved by Councilman Gallagher and seconded by Councilman
Sheane that -the Clark be instructed to forward to Senator Difani and Assembly-
man Phillips Councils protest to the proposed legislation of taxation of
municipal receipts Which motion upon vote was carried.
The Clerk then reported to Council that Mrs. D. A. Seward had requested him
to call to Councils attention the dangerous condition of the street trees in

that same be trimmed.
Council referred the matter to Councilmen Gallagher, and Sheane with

of Calif. Municipalities giving,notice that on June 5, 1933 Govenor James Rolph I
Jr. affixed his signature to S. B. 563 which provides for the allocation for
expenditures within cities of one- fourth cent per gallon tax on motor vehicle
fuel, and enclosed therewith a statement in explanation of the provisions of
the bill and the method of procedure to be followed.
Upon Councils consideration of the njatter, it was moved by Oouncilm•n
Gallagher and seconded by Councilman Sheane that the City Council elect to
expend the one- fourth cent per gallon from gas tax allocation for local
maintenance of state highway, which motion upon vote was carried.

advised that it will be necessary for the City to make formal application
to the Railroad Commission: for this ch-nge. and ,.stated.that if the City vould
file the application he would agree to absorb all costs in connection with
this work.
Whereupon it was moved by Councilman Sheane that the City Atty. be
instructed to make formal application to the Railroad Commission for a
re;pcation of the railroad gre- dercrossing leading to the Pepper Brove Auto
Camp, providing that Mr. Thompson does absorb all expense :created in con-
nection with this work, which motion upon vote was carried. . .
Council then took up for consideration and discussed the matter of dog
tax.
Whereupon it was moved by Councilman Gallagher and seconded by Council-
man Sheane that Chief of Police Barber be instructed to make a thorough.
canvass of the City and collect all dog license tax due the City or carry out.
the provisions of the City Ordinance relative thereto, -which motion upon

repealed.

the Peace Ordinance and Council considered the advisibility of the passage and
adoption of such an Ordinance.,

agent for the Fidelity and Casualty Co. of N. Y. giving Council notice that the

Thereupon Council further considered the previous appointment of L. I^aniels'
as official City Pond keeper, it being reported that City Crd. "# 175 provides,
that the Pond - keeper shall receive a fee of $1.00 for each dog disposed of and
50¢ per day for food and it being previously understood by Mr. Daniels that his
appointment was authorized on condition that the City would be at no expense.

that the Clerk be instructed to secure from Mr. Daniels a vaiver of the provis-

accordance with the provision of the Beer License Ordinance, syid parties are
entitled to a refund of $33.34.
Whereupon it was duly.moved and carried that said communication be received

Thereupon the Clerk presented to Council a communication from the State
Camp Ins. Fund eith enclosed endorsement in duplicate for the purpose of amend-
ing policy J- 25176 -33 to show the increased rate for volunteer firemen in
compliance with the.recent amendment to the Compensation Lav :, and requesting
signature and return of the duplicate copy for their records.
Whereupon it was moved by Councilman Rice and seconded by Councilman Sheens
that the Mayor be authorized to sign, the endorsement showing the increased rate
for Volunteer Firemen's Compensation Ins. which motion upon vote zwas- carried.
Thereupon the Clerk -presented to.Gouncil a communication from Haight and
Trippet Atty -'s for the administratrix of the estate of C, H. Morris, deceased,,-
offering to sell to the City the property known as the Brennecke Amusement
Park for the sum -of $5000.00 cash subject..to confirmation by the-Court.
Thereupon it vas duly moved and carried that said communication be received
and placed on file and that the Clerk be instructed to reply to.same.
Thereupon the Clerk presented to Council a communication from F. C. Collatz
giving Council notice that it is his desire to recind a previous order given.
to Council to pay to Clarence Holt, the refund due him on cancellation of his
beer license and instructed Council that siad refund due be mrde payable, to
himself.
Upon Councils consideration of said matter it was agreed that no refund
-be made untill said matter of license refund, in dispute, is settled by parties
involved as to who is to rightfully receive same.

agent for the Firemen's Fund Indemnity Co. submitting a bid for Public

Thereupon the Chair reported to Council th,t he was in receipt of a com-
munication from the League of California Municipalities calling attention to the
City having dropped its membership and urging a, reconsideration of the matter and
soliciting the City for a renewal of its membership, which matter was presented by
the Chair for Councils consideration,
Whereupon it was agreed by Council th -t said matter be laid over for further
consideration and that the Chair be instructed to reply to said communication
giving them notice that the matter is being considered. Council then took up for
consideration the matter of purchasing a supply of engine oil for the City later
Dept, it being reported that the Union Oil Co. submitted a price quotation of
15z� per gallon.
Whereupon it was moved by Councilman Sheane and seconded by Councilman Gallagher
that it be authorized to place an order with the Union Oil Co. for 10 bbls of ;
heavy engine oil for-the water Dept, at a price of 15z¢ <per gallon, ashich motion

Thereupon Council took up for consideration.the matter of delinquent v:ater
bills and upon discussion and consideration of said matter,'it was moved byCRice and
seconded by Councilman Gallagher that the Clerk be instructed and authorized to
allow a 30`x' discount on all delinquent water bills if paid in full on or before
Nov, lst, 1933, also that it is hereby ordered by Council that all current bills'
must be paid including one months delinquent bill or water service is ordered
to be turned off, which motion upon vote was unanimously carried.-

A regular meeting of the City Council of the City of Elsinore vas held on
the above date. The meeting was called to order at the hour of 7 o'clock P.M.
with Mayor C. A. Lovejoy in the Chair.
Councilmen H. Gallagher, 0. B. Sheane, S. M. Rice,:Geo. H. Morton Jr. a.nd
C. A. Lovejoy answered the roll call.
Absent: .None.
Minutes of the previous meeting held on. Sept. _llth were then read by the
Clerk and there being no corrections.or omissions were approved as read.
Thereupon the Clerk presented to Council a communication from F. C..Collatz
giving Council notice not to pay Clarence Holt any more than $25.00 of the re-
fund due on.rhis cancelled beer license and that previous order filed authorising
refund to be paid Clarence Holt be considered cancelled and void.
Whereupon it vras moved by Councilman Rice and seconded by:Councilman Sheens
that the Clerk be instructed to issue a demand to cover a refund. of 125.00 in
favor of Clarence Holt and that the balance due of $8.34 be held up until said
matter is settled by parties in dispute, which motion upon vote was,cRrried.
Thereupon the Clerk presented to Council a communication from L. B. Taylor
calling attention to the dangerous, condition of the sidewalk at the Sterling
Pharmacy corner, also in front of the barber shop on Main St. and suggesting
that proper steps be taken to have the necessary repairs.made. for safety.
Whereupon it was agreed by Council that the matter be referred to the Street
Committee for investigation and that they be authorized to have dangerous places
in sidewalks repaired.
The Clerk then reported to Council that his attention has been called to
there.being>no sign on N. Main St. indicating a left hand curve on Minthorn
St. and that it was suggested that Council take some action on the matter.
Thereupon it was moves by Councilman Rice;: and seconded by Councilman Sheane
that the Clerk be instructed to write to the Auto Club of So. Calif. and request
them.to install e:. sign on N. Main.St._indicating a left hand _curve to Minthcrn
St. which motion upon vote ;as unanimously carried.
Thereupon the Clerk reported to Council that he was requested by J. T.
Crackle to call to Councils attention that because of the lack of proper
drainage on Hill St. flood - waters cross and damage his property and requested
that Council take action to remedy this situation.
rhereupcn it was agreed by Council that this matter be referred to the Chair
for his attention.
Thereupon the Clerk presented to Council a communication from Arthcur D.
Earl, with a sealed bid for a one year contract covering the collection of
garbage and rubbish in the City of Elsinore.
Upon Councils consideration of said matter it was moved by Councilman Rice
and seconded by Councilman Sheens that the sealed bid of Mr. Earl be laid over
for future consideration and that the Clerk be instructed to ascertain the

the expiration.date of the existing garbage cotract and to report on the matter to
Council at their next meeting which motion upon vote was carried.
The Chair then called to Councils attention that the first allogation of
gasoline tax money would likely be received by the city during the coming months
and suggested the consideration of the proposed improvement of Graham Ave. with,
oiled shoulders.
Whereupon it.was moved.by Councilman Rice and seconded.by.Councilman Sheens
that the Chair be instructed to ascertain from the State Highway -rept: what.their
requirements v.ill be regarding oil shoulders on Graham Ave. and to report on same
at the next meeting of Council, which motion upon vote was carried.
Thereupon the Chair presented for Councils consideration the proposed
improvement of Heald Ave. approved for R. R. C. aid and suggested that said street
be improved with a desert mix, R. F. C. money to be used for labor and funds to
be raised for oil, from property owners benefited by the improvement.;:
Whereupon it was moved by Councilman Sheane and seconded by Councilman Rice
that the proposed project of improving T`: Heald Ave, by applying a desert mix for
EL width of thirty feet and a distance as far as available funds will go, be
approved and authorized, which motion upon vote was carried.
Thereupon it was reported to Council that certain parties from Los Angeles
equipped with seines, had requested Councils permission to seine the Lake for Carp
and it was suggested that Council take action on the matter.
Thereupon it was moved by Councilman Rice and seconded by Councilman Sheane
that it be authorized to grant said L. A. parties permission to seine the Lake
for carp for a period of t-o weeks, providing that they agree to also take care
of all the small fish, which motion upon vote was carried.
The Chair then appointed Councilman Sheane to serve permanently on the
Auditing Committee.
Bills as audited by the Auditing Committee were then presented to Council and
on motion duly made and on call vote carried, were ordered paid and the Clerk was
instructed to issue warrants in payment of same.
Thereupon there being no further business to come before Council on :motion
duly made and carried Council adjourned to meet in regular session on UTonday'Cct.

Thereupon the Clerk presented to Council the written application of Lucille
Coleman for an On Sale Beer License, business to be conducted at corner of Lowell
and Pottery Streets.

that Lucille Coleman be granted an On Sale Beer lie.nse and that the Cl =rk be
instructed to issue same, rhich motion upon vote was unanimously carried.
Thereupon the Clerk presented to Council a communic-:tion from the State
Railroad Commission with reference to past correspondence relative to the rates of
the So. Sierras Power Co. reporting that studies of th. ^ir rates are being made
which should be completed 'ithin approximately one months time and that it is their
hope that as a result of these studies and the commissions informal negotie.tions
with the Company which •ill follow, a reduction in rates can be made shortly there-
after.
Whereupon it was duly moved and carried that said communication be received and
placed on file.
Thereupon the Clerk presented to Council a communication from the Clevelin
realty Corp. stating th =,t they can sacure a reduction in their present insurance
rate providing that the City will furnish them with a letter to the effect that
in the event of any fire in their subdivision they will respond io any alarm and
endeavor to put out any fire ehich may occur.
Upon Councils consideration of the matter it was agreed to cooperate ith the
Clevelin Realy Corp. to the extent that they are willing to respond to any fire
alarm from their Club Bldg, pier or nearby homes but that they cannot agree to
cover their entire subdivision,

Thereupon tha Clerk presented to Council a new bond filed by the So. Calif. Gas
Co. with the %assachusetts Bonding and Ins. Co, as surety, said bond covering franchise
granted by Ord. # 198 llnd requesting Councils approval of the new bond and cancellation
of the old'bcnd, releasing both the principal and surety on the old bend.
Thereupon it was moved by Councilman Rice and seconded by Councilmen Sheane that
the ne; bond filed by the So.,Calif. Gas. ,Co. ,with the Massachusetts Bonding and Ins.
Co. as Surety , covering franchise granted by Ordinance # 198 be approved and
accept -d an th-<t the old bond with the Indep;ndence Indemnity Corp. as Surty be
canceled, releasing both the .principal and surety on said bond, .hich motion vra.s carried
by the following vote.

considered by Council at their next meeting Oct. 23rd, said b ds to be submitted to
cover collection and disposal of garbt�ge either combined or separately, which

Thereupon Resolution 1 26", vias introduced and read being a Resolution of the
City Council aprroving Route 77 and Route 78 designated by the California Highvay
Commission as State Highways passing through the City of Elsinore and agreeing
that upon the relinquishment of said streets, or any portion thereof the City till
resume jur sdiction over said streets.

Thereupon the Clerk presented to Council a communication.fromrRaymnnd Boone,
General Manager of the Elsinore Unemployment Association, ,ho on.behalf of said "c -
as'soeiation, proposed to the City Council, that since it was.understood that the
City did not intend to operate a Brood yard this coming minter, they would be willing
to pay 10; of the total advanced for meals to transients, providing they would be
required to work a reasonable length of time on the •ood pile provider,' by the
Association and said labor to be under their supervision and further that they be
allowed to designate the place where these meals shall be served.
Thereupon it was moved by Councilmen Gallagher and seconded by .Councilman
Sheave that sr-,id communication be received and placed on file for future consider-
ation which motion upon vote was carried.
The Clerk then re<.d a communication from Mayor E. B. Criddle, of Riverside
addressed to Mayor Lovejoy, giving notice that the next regular meeting of the
Citrus Belt Branch of the League of Ca -lif. Municipalities ;-ill be held on Friday
evening, Oct. 27th, at Holmstrom's Cafe, 3757 Seventh St., Riverside and urged
that as many Elsinore officials, as possible would attend this meeting.
Thereupon it vas agree,: by Counc_1' that the communication be received and that
as many as could go v:-ould attend said meeting.
The Chair then reported to Council that Chief of Police Barber had called to
his attention that it would be necessary to provide for extra police on Hallooeen
night and requested that Council take some action on the matter.
Thereupon it Bas moved by Councilman Morton and seconded by Councilman Sheane
that the Chief of Police be authorized to appoint the necessary number of extra,-
P64cemen to properly police the City on Halloween night, Which motion upon vote
gas unanimously carried.
Thereupon it was called to Councils attention that the gutter on Test Heald
:ve. at the bridge, has not been completed and that it is advisable, before the
rainy season sets in that this ork be taken care of.
Thereupon it was moved by Councilm,°n Morton and seconded by Councilman Rice that
it be ordered that the gutter on the north side of Heald Ave.. be. carried through the
bridge with a 20 inch serer or cement pipe, which motion upon vote was carried.
Thereupon the Clerk reported tlr,t a number of sealed bids were filed, submitting
proposals for the collection and disposal of garbage and rubbish and proceeded to
open said bids.

A regular meeting of the City Council of the City of
Elsinore was held on the above date. The meeting was called to

Upon report by the Clerk.that the minutes of the.previous
meeting were not written up. it was ordered by the Chair that
the reading of the minutes be dispensed with.
Thereupon Orville L.•C1ark, Architect, reported that sealed
bids or proposals received for the= construction -of -the. - proposed
City Hall building would be opened and read at the hour of
7:30 P.M. as advertised and a number of interested bidders
being present, he requested that if any one present had any
reason for objecting to the opening of said bids received, at
the appointed time, he would give them the opportunity of stating
their object -ions at this- -time. No one answered.
The Clerk then'read a copy of 'the published notice. inviting
bids for the construction of the proposed City Hall building
and thereupon presented and read an affidavit of publication.of
said notice.
Upon Councils attention being drawn to the matter ._that the
published notice provided that each_bid_.be accompanied by a cashiers
check for 10% of the amount of the bid and that some of the
bidders had attached certified checks instead, it was requested
that Council declare their attitude on this matter before the
open ug;.of bids.
Whereupon it was moved by Councilman Morton and seconded
by Councilman Sheens that either cashiers or certified checks
be accepted, which motion upon vote was unanimously carried.

ceived and that the Clerk be instructed to forward certified
copy of said bids to the Engineer, Public Works Administration for

the lowest responsible bidders that we secure from the two
lowest _bidders ,on each unit,of the work a financial and reference
statement,to be submitted to his office for-the purpose of
determining the ,lowest responsible bidders and that we would be
obliged to defer the award of contracts until the required
agreement was executed with the Federal Government.
