Thereupon the chair reported to Council that attention should. be given to
the matter of providing proper street drainage at the corner of Riley and
Heald Sts stating tliat in .times oirainthe property 'of 14Irs. I,icDonold-recently
improved vaith a-drinking fountain and bldg vans being flooded.

of Parks of tb.e City of San Diego, ackncvrledging ieceipt of inquiry regarding
acaia trees and advising that .they do not have any of the -trees to spzse in
their nursery and could not furnish then,

The chair then brought up for Councils consideration the matter of having
the City's boobs and records audited a-t this time or in the near future a.nd
upon due consideration of said platter by Council, cit vras ;iioved by Councilman.
Rice., and second:;d by Councilman Sheane, that the CierY, be instructed to reuuest
bids by certified public accountants for zn audit of the City's books and records
to be ;cede on or about the 18th day of April, subject to Councils reservation to
reject any or all bids received, c=rhich motion upon vote t~ras carried.
The Committee on City Hall -then submitted for Councils consideration their
sketched plans of -the proposed City Hall building and upon Councils consideration
of said plans, it gas agreed that the Committee be continued L.~ith instructions to
submit said plans to builders to figure the estimator: and probable cost of such a
building.

does call a special meeting of the Bity Council of said City, to be held
at the time and place; end for the purposes hereinafter set forth, and
does notify your that a special meeting of the City .Council of the City
of Elsinore, California will be held in the Council chamber of said

Chamber of Commerce reporting that Geo. Kellogg Secretary of the Imperial Highvra+
Association Baas in Elsinore last week in the interest of the Imperial Highway and
had solicited some financial assistance from Elsinore for the expense of this
nrork.

called by a committee from Riverside Chamber of Commerce and held on April .5th, for
the prupose of considering the advisibility of organizing a County wide Tax Assn,
to study certain phases of the Taxation problem. It was reported that it wa:? plan-
ned to hold a subsequent meeting after representatives had reported to their local
organizations,-said meeting to be held for the purposs of perfecting a permanent.or-
ganization if favorable action was taken.
Whereupon it was moved by Councilman Sheane and seconded by Councilman Rice,
that Council go on record as .favoring .the organization of a County-wide Tax Asan,
and that it be authorized to apply for membership in said Assn and that the Pdayor
and Clerk Ue named as permanent representatives of the City of Elsinore and that 1.__,
they be allowed reasonaHle expenses incurred in_the attendance of meetings which

The chair then reported to Council that. he had been-interviewed by the mana-
ger of the Amsbury Hotel regarding. the matter of the -0ity granting them the use of
the City's equipment for oiling their drive,ray and requested that Council take some
action on the. matter.

that it be authorized to cooperate v+ith the Amsbury Hotel by granting them the free
.use of the City's oil spray. and pumping equipment for applying oil on their drive-

A regular meeting of the Gity Council of the City of Elsinore was held on
the above date. The meeting was called to order at the hour of 7 O'clock
P. M. with Mayor C. A. Lovejoy in the chair.
Councilmen: H.'Gallagher, C. B. Sheave, S, fd. Rice and C..A. Lovejoy
answered the roll call.
Absent: Councilman George H. Morton, Jr.
Minutes of the previous meeting held on May 9th were then read by the Clerk
and there being no corrections or ommissions were approved as read.
Thereupon the Clerk presented to Council a copy. of letter written_by City
Atty. Eugene Best and forwarded to ~lcock abd Martin Atty's, ~Richita, Kansas
in response to their communication to Council making demand for the immediate
payment of X9000,00 of delinquent .1926 ;Y'ater Imp. Bonds and expressing their
intention of filing suit if said bonds ~~ere not paid.
Flhereupon it ~,~as duly moved and carried that said copy'of letter be ordered
placed on file.
Ordinance '213, an ordinance providing for regulating the disposal of garbage
rubbish and ,,rite matter in the City of Elsinoro and establishing a garbage
department was then presented to Council on second reading.

Rice that Ordinance '213 be passed and adopted which motion mras carried by the
following vote:

The Street Committee then reported to Council that upon investigating the
work requested by J. R. Scott to be done on E, Flint Street, they were of the
opinion that it is justified that this work be done and upon Council's further
consideration of the matter it was agreed that it be ordered that the work be
done by day labor, under Gouncilman Shean's supervision.
Thereupon Councilman Gallagher asked to be informed by the Clerk if the City
License Ordinance provided for licensing all motor delivery trucks making sale
and delivery of merchandise at wholesale within the City and upon being advised
that the License Ordinance nouv in force does not provide for such license it Isas
the expressed opinion of Gouncilman Gallagher that the License Ordinance should
be amended to provide for licensing all motor delivery trucks from which sale and
delivery of merchandise at wholesale eras made within the City and requested
Council to give the matter their consideration.

After Councils consideration of the matter it evas moved be Councilman
~IGallagher and seconded by Councilman Sheave that the chair appoint a committee
~~to investigate the license ordinances of the neighboring tovms with reference
to licensing wholesale delivery trucks which motion upon vote v:as carried.

expansion joint at the City Water reservoir had settled and suggested that
it be repaired:
Vdhereupon it was agreed by Council that Mr. Harmon be instructed to
secure the necessary supply of material for'repaeking she expansion joint
at the City Water Reservoir and that the work be done as soon as possible.

Council and on motion. duly made and carried was accepted-and ordered placed on

Council then took up for further consideration the matter of amending the
City License Grdinahce to provide for a license for covering all trucks from which
sale or delivery of mdse, is made within the Gity and upon due consideration
of said matter it vas moved by Councilman Gallagher and seconded by Councilman
Shsane that the City Atty, be instructed to prepare an Ordinance amending the
present license ordinance regulating and providing for a license fee for all
wholesale delivery trucks operating in the City of Elsinore which motion upon vote
mras unanimously carried. '
Thereupon Councilman Gallgher again expressed his desire that an application
be filed with the Railroad Commission requesting that they make ah investigation
of the fairness of the light and ?tower rates in the City of nlsinore and upon
Councils further consideration of the matter it eras moved by Councilman Gallagher
and seconded by Councilman P,?orton that the Clark be instructed to file a written
application with the Stai,e Railroad Commission requesting that they investigate
the fairness of the light and power rates of the So. Sierras Foa-er Company
applicable to the City of °;~lsinore, which motion upon vote ~:ras unanimously
carried.
Thereupon Councilman Gallagher reported to Council that he considered it
advisable at this time to install a 10" pipe line at the City P~iater Plant from
point of discharge and to r';eliver water over the weir into the City water reservoir
and upon Councils discussion and consideration of the matter it was moved by
Councilman 1'siorton and seconded by Councilman Rice that it be authorized to
purchase and install 75 ft, of 10" pipe to connect from point of discharge over
the weir at water reservoir vrhich motion upon vote areas unanimously carried.
G. R. Gough then appeared before Council and reported that Lieutenant
Waldorf and associate of March Field yore considering to lease what is knor;n as the
Yu?unicipal Airport and operate it as a commercial flying field and stated that he
would be glad to have an expression from Council as to their attitude on the
matter.
It was agreed by Cot3ncil that they express their friendliness to the proposition
and agree to lend it their moral support.
1~3ayor Lovejoy then reported to Council that the PRunicipal Bond had recently.
IIf incurred an obligation by the purchase of uniforms for the band and suggested
that as the band was an asset to the community he was favorable to Council
_ ( authorizing a nominal contribution to the Band to help them satisfy their obligation.

Bohds and requesting to be advised as to the exact amount of money that will be
ava-ilable to apply on said delinquent bonds.
Whereupon it was duly moved and carried that said comrranication be received
and ordered placed on file.
Thereupon the Clerk presented to Council a communication from Congressman
Phil D. String addressed to ft{ayor C. P.. Lovejoy in response to his telegram,
advising that the Garner Bill was passed without his .being able to offer an
amendment to include :asinore, but that he would keep the City of Elsinore in mind
and. do what he can to see that it gets consideraticn if possible.
Whereupon it was duly moved and carried tha-t said communication be received
and ordered placed on file.
The Clerk then presented to Council a copy of written agreement executed
by and between the Committee in charge of the municipal airport at Lake Elsinore
and L. C. Waldorf and W. D. Davis crho are to be managers and sole operators of
the asEport said agreement being subject to the terms and conditions set forth
ih that `certain laase dated 6{arch 1st, 1928 and which expires on March 1, 1933•
Upon Councils consideration of eaid matter it v:as agreed. that the City should
cooperate tc the extent of helping to level the landing field.
Whereupon it ~~as moved by Councilman Rice and seconded by Councilman Gallagher
that the chair appoint Councilman Skeane as a Committee of one to solicit the
Clevelin Realty Corporation also Mr. A. J. Delaney for donation of the use of
their Tractor and grader for leveling the Airport landing field with the unr'erstand-
ing that City will furnish men to operate, which motion upon vote mas carried.
Council then took un for consideration and discussion the matter of granting to
the Elsinore P~'.unicipal Band the use of the Band Stand building-in the City
Park.
Whereupon it x~as moved by Councilman Gallagher and seconded by Councilman
Rice that the tourist kitchen at the City Part. be discontinued and that the
building be turned over to the Municipal Bank, providing ho~~cver, that the

equipment in the building be kept intact and also that one locker be-reserved

economic standpoint it would be advisable to order that where it ie pn~actical

Upon Councils consideration of the-matter, it was moved by Councilman
Gallagher snd seconded by Councilman Rice that rE. Earmari,'t~ater Supt. be
instructed to change over water connecticns"from the high to the low water
reservoir where it is practical and not objected to by the property owner
which motion eras carried upon vote.
Thereupon Council took up for consideration the matter of reducing the
present vaage schedule for common labor and upon discussion of said matter,
it was moved by Councilman Rica and seconded by Councilman Gallagher that the
wage schedule for common labor for City w(irk be reduced from 40~ per hour to
30¢ per hour, which motion upon vote was carried.

Council and on motion duly made and on call vote carried were ordered paid and

and in which they advised that they would give this question their serious
consideration and that Council might expect to be advised of their progress
in the matter during the latter part of July.

be accepted.
Thereupon it was moved by Councilman Rice and seconded by Councilman
Gallagher that P. C. Graham be appointed on the Library Board to serve for a
term of one year, C. S. Merrifield and Henry Perret to serve on the Library.

D. R. Crane, City engineer, then reported to Council that the City would
need about 2 barrel-of Petrolastic for Billing,the expansion joints at the City
Water Reservoir and that if they would purchase l bbl, that Mr. Coogan has
agreed. to take z bbl.
whereupon it was moved by Councilman Gallagher and seconded by Councilman
Sheane that it be authorized that City .purchase one barrell of.petrglastic to
be divided with Pdr. S. H. Coogan which motion upon vote cas carried.
The chair then reported to Council That Dr. Cope had called his attention
to the condition of Sumner St. between Spring and Riley Sts. and had requested
that Council order that said street be cleaned up.,
Phereupon it was moved by Councilman Iviorton and seconded by Councilman
Sheane that the Street Committee be authorized to have Sumner .Street pavement
between Spring and Riley Streets cleaned off which, mot ion upon vote v;as unani-
rcously carried. .

Minutes of the previous meeting :held. on July 11th were-then read by the
Clerk and there being no corrections or omissions were approved as read.
The Glerk then presented to Council a coxnmuni.catiorx-from the League of
Calif. Municipalities advising thaw the-League .was considering the: organization
of a permanent department to carry on a work with reference to rate matters
affecting cities, and submitting a proposed schedule bf charges to be made to
all cities desiring to avail themselves,of this service „ranging-,from ~§0.00 ,
to ~§00.00 per annum according to population, said matter being submitted
wholly ir. the nature of an ineuiry and requesting an early reply stating
whether our city desires to participate, if it is;,found practicable_to establish
this service.
P.'hereupon it was moved by Councilman Rice and seconded by Councilman
Sheane that the communication from the Calif. League of Municipalities be
received and ordered filed for futmre reference, which motion upon vote
was carried.
Thereupon the Clerk presented to Council a communication from the So.
Calif. Gas Co. advising that they have filed with the State Railroad Comunission
a revision of Gas Engine Schedule N0. C-6 and an optional Gas ;engine Schedule
No. G-5 both being effective on and after July 8, 1932. Copies of said
schedules were enclosed vrith notice that their engineers i,-ill gladly eohfer
with Council regarding to these revised schedules upon request to do so.
Whereupon it was moved by Councilman Gallagher and seconded by
Councilman Morton that the So. Calif. Gas Co. be notmfied that a representative
of their Co, is invited to confer with the City Gouncil regarding to their
revised Gas Engine Schedules, which motion upon vote was unanimously carried.
Thereupon Mrs. Farker appeared before Council stating that she desired
to have water connection installed at her property in the Elsinore Heights
Tracts but that the present service line v:as several hundred feet from her
property and therefore requested that Council grant her some aid in bringing
the line to her property.
Upon Gouncils due consideration of the matter it was agreed and authorized
that the main service line be extended the usual 100 feet.
Thereupon dir. Johnson, representative of the Temescal `A+ater Co. appeared
before Council stating that they have a water leak in their pipe line which is
laid underneath the concrete f~.oor of the abandoned pump house and requested
that they be granted permission to break through said floor for the purpose of
repairing their pipe line.
Whereupon it was moved by Councilman Rice and seconded by Councilman Morton
that the Temescal Water Co. Be granted permission to cut through the cement
floor at the abandoned pump house in the Country Cu`1ub Heights Addition, providing
that they agree to repair said floor, if the City ever has any use for same
and that Councilmen Gallagher and Sheane be appointed on committee to oversee
the work, which motion upon_sote was carried.

Thereupon Council discussed and further considered the acoption of proposed
Ordinance #214 amending License Ordinance # 161.

the next regular meeting of Gouncil which notion upon vote was carried.
The Clerk then reported to Council that he has baen informed by all
Architects who have submitted tentative plans for a proposed City Hall baiiding
that they are vrilling if their plans be selected, to draft and prepare plans and
specifications without cost to the City in the event of failure to finance the
proposed .work and Council upon [further discussion and consideration of the matter
agreed that an informal meeting be called prior to the next. regular meeting for
the purpose of considering and deciding upon some one of the plans on file..
Councilman Morton then reported to ,Council that Fire .Chief Tom Boyle had
applied to him for a two weeks vacation and requested that Council take some
action on the matter.
Upon Councils consideration and discussion-.of the matter it v;as moved by
Councilman Rice and seconded by Councilman .Gallagher that all .City Employees
be granted one eaeeks va_eation with pay and two weeks if desired, the second week
without pay, crhich motion upon vote was unanimously carried.
Bills as audited by_the Auditing committee were then presented to Council
and. on motion duly made and on call vote carried .were ordered paid and the Clerk
was instructed to issue warrants in payment. of same.

Thereupon the Clerk presented to Council the County Auditor's report on
the assessed valuations of the Gity of Elsinore for the year 1932-33 which was on
motion duly made and carried accepted and ordered placed on file.
The chair theH recuested the Clerk to present to Couhcil a copy of an
opinion received by him and rendered by Mr. Garleten to State Highway District
~,ngineers ruling that the State Highc,ay authoritje's::have no legal povaer to enter
into a city and expend State funds for street repairs except where accompanied.
by the taking over of the streets as units in the State highway system.
.Upon Councils discussion of the matter it'l~as reported that Graham Ave.
a.nd Main Street was not legally takeh over as a unit-of the State highway system
and it being the expressed desire of Council that this be done, it was
therefore moved by Councilman Gallagher and seconded by Councilman Sheane. that
the Clerk with the City Attorney be instructed to forward a letter to Mr.
9.'etley, State Highway Commissioner, expressing Councils desire that the State
take over Graham Ave, and A4ain Street in Elsinore as a unit of the State
Highway system and also to express Council's willingness to accept back said streets
in the event that in the future the. State highuaay should be re-routed, which
motion upon vote was unanimously carried.
Thereupon the Clerk presented to Council a communication from the League of
Calif. fl?unicipalities giving notice that an advanced meeting of the A4ayors
and Councilmen's Department of the League is to be held a.t Santa Ana oh August 13
for the purpose of considering matters to be presented at the annual convention of
the League which will b e held in San Diego, September 26th to 29th inclusive „
and urging Council to delegate some of its members to attend this meeting.

Councilman Gallagher then reported on his inspection of the cork done by the Ii
Temsscal water Co. stating that a hole had been drilled in their pipe line and ~
plugged with a redwood plug possibly at the time the city well i%~as being drilled f
which now caused a leak in their line underneath the floor of the abandoned
pump house and that said leak has been repaired.

Thereupon at the request of the Chair the Clerk reported on a meeting of a
majority of the members of Council v,ith a representative of the So. Calif . Gas ~

and it appearing that under the mew schedule the-Citycwould: save about X300.00 ~
per annum on power bills at the city eater Plant and that it s;as therefore - t _

street signs on Graham Avenue, have been destroyed and suggested that they be replaced. f I

The Chair then reported to Council that a majority of the Council members
have held~a meeting with Orvill L. Clark Architect for the. purpose of further
considering his tentative plans for the proposed City Hall Bldg. and that it was
agreed and authorized that Mr. Clark be instructed to draft a set of plans and
specifications to cover said proposed Bldg. subject to minor changes and vaith the
understanding that said work is to be done without cost to the City and that in
the event the construction of said Bldg. can be successfully financed that it is
understood that Mr. Clark will be awarded the contract for architectural supervision.
whereupon it was moved by Councilman Gallagher and seconded by Councilman
Rce that the action taken by Council members regarding to authorizing Architect
Clark to draft plans and specifications for the proposed City Hall Bldg. be
approved, which motion upon. vote was unanimously carried.
whereupon proposed Ordinance 214 mras presented to Council for further

Rice and on vote carried said Ordinance 214 was laid over to the next meeting of

the License Ordinance to provide that all persons starting a new business in the
City be required to pay in advance an annual license for the first year, which

The chair then reported to Council that complaints have been made to him on
the condition of the sewer line on Granite Street and suggested that perhaps
an investigation should be made of the existing condition of said line.
Phereupon it was agreed by Council that the matter be laid over for in-
vestigation by Council as a whole on Wednesday, Sept. 14th.
The Chair then reported to Council that Insurance Coverage for Public
Liability and Property Damage on City ovrned and non-owned cars had expired this
date at noon and handed to the Clerk a bid submitted by Yd. w. H. Beach for a
renewal of this insurance.

Thereupon it eras reported to Council that the City Band was contemplating
the rendition of a series of weekly band concerts in the business district of the
city and Council considered the matter of authorizing a financial contribution to
the band for said concerts. .
yhereupon it was moved by Councilman Sheane that the city contribute~'1§.00
per month to the Sand for ®our concerts per month and the motion receiving no
second v-as lost. Thereupon it was moved by Councilman Puorton and seconded by
Counoi,lman Gallagher. that it be authorized that the city contribute to the City
Band w5'.00 for each weekly band concert for a period of two months providing that

Thereupon Council further considered the matter of doing some work in leveling
the airport field and it ~a~as reported that the Clevelin Realty Corp.and Mr. Delaney
have offered the use of their road equipment providing the city eaould furnish gas
and, oil. and. men. to operate the tractor and grader.
Whereupon it was moved by Councilman Gallagher and seconded by Councilman
Morton that it be authorized to do two days work on the airport field the city
agreeing. to. furnish. gas and oil and three men to operate the equipment which
motion upon vote vvas carried.

A regular meeting of the City Council of the City of Elsinore was held on
the above date. The meeting was called to order at the hour of ~ o'clock P. M.
with Mayor C. A. Lovejoy in the chair.
Councilmen: H. Gallagher, 0. B. Sheane, S. LR. Rice, Geo H. Morton, Jr. and
C. 9. Lovejoy answered the roll call.
Absent: None.
Minutes of the previous meeting held on Sept. 12th were then read by the
Clerk and there being no corrections or omissions were approved as read.
Thereupon-the Clerk presented to Council a communication from the Clerk of
the City of Pionterey Park v~ith enclosed copy of a Resolution passed by the Council
of said City regarding to the allocation of the gasaline tax by the Boards of
Supervisors of Counties requesting Ghat a portion of the proceeds from this Tax
be used for the relief of Improvement District bonded under the 1525' Maltoon
Aet and to help this cause along requested that the City Council adopt a similar
resolution and forward it to .the County Board of Supervisors:
Whereupon it eras agreed by Gouncil that since Elsinore does not have any
Improvement Districts under the 1925 Pdaltoon Act-that such a Resolution would not
be applicable to our City and it was therefore moved and carried that said
communication be received and ordered placed on file.
~idhereupon the Clerk presented to Council a cormnunication from City Attorney
Eugene Best addressed to Ddayor Lovejoy and reporting that pursuant to his request
he attended the hearing before the Railroad Commission in Los Angeles, held for
the purpose of investigating the gas .rates of the So. Calif. Gas Co, and stated
that he entered appearance for the City of Elsinore and represented the City at the
hearing, and reported further that said hearing v%as continued over to Tuesday
October 11th at which time further evidence in the case would be submitted by the
Cities and the Gas Co.

be received and ordered placed on file.
Thereupon the Clerk presented to Council revised bids of ";. W. H. Beach
and Jack Green for Public Liability and Property Damage insurance on City owned
cars and contingent liability on non-owned cars used by city employees as follows:

which operates the street lighting in the Country Club Heights Addition.
Councilman Gallagher then reported on .the investigation made of tha Granite
Street sewer line stating that in order to serve all property on said street south
of Pottery it would be necessary to relay and lovaer said line and that several
of the property owners nova being served by said line have expressed their
unwillingness to pay any part of the cost of the work.
Upon Councils consideration of the matter it was agreed to lay it over for
Further consideration.

P,ealty Corp. reporting that flagrant acts of vandalism were being perpetrated by
Elsinore boys of school age, chiefly the breaking of light globes installed on
ornamental street lights in Country Club Heights e.nd requesting Councils cooperaticn
in combating this serious situation.
~Rahereupon it was moved by Councilman Gallagher and seconded by Councilman
Sheave that the City Council go on record in supporting the movement to supr;ress the
destruction of light glcbes and other. personal property and authorize the rublica-
tion of a Notice of s.%'arning and offering a ~`§0.00 reward for' information leading
to arrest and conviction of, anyone malicicusly destroying perscnal property which
motion upon vote was unanimously carried.

the names of Forty persons conta.eted.by him who vrere subject tb the payment of
this license and that all of them v ere billed for license due and furnished with
a copy of said Ordinance, of which Number nine had paid'ther_license fee and
the balance having failed to respond.
t4thereupon it was moved by Councilman Gallagher and seconded by Councilman
Morton that the Chief of Police be instructed to take such action as was necessary
to enforce the collection of license fees due the City under the provisions of
Ordinance X214 ~+rhich motion upon vote was unanimously carried.
Thereupon the Chair reported to Council that the bridge on Chaney Street was
badly damaged a.nd uuon Councils consideration of the matter it vas agreed by
Council that the matter be referred to the Street Committee -ith authorizatic_:
that they have said bridge repaired.
Thereupon it was moved by Councilman Rice and seconded by Councilman Morton
that the Clerk be instructed to forward a letter -to P,lattick Bros. and express
to them on behalf of Council their sincere thanks and appreciation for their
contribution cf the use of their tra.etor and other equipment for leveling of the
airport landing field, which motion upon vote was unanimously carr-ied.
Council then took up for consideration the request of the manager of the
Amsbury Hotel for the installation of tvo street lights, one on eack~ of Franklin
and Heald Avenues.
Whereupon it r=as moved by Councilman Rice and seconded by Councilman Gallagher
- that it be authorized to have tmro 60 watt street lights installed, one on Franklin
Street between Main and Spring Streets and one on Heald Ave. betv.een Main and
Spring Streets, which motion upon vote was carried.
Thereupon Architect Orville L. Clark appeared before the Council and submitted
for their consideration a tabulated financial set-up covering the amounts reeuired
annually to retire a proposed X10,000 City Hall Bond-issue over a period of 20
years and showing that said bond issue can be repaid ~aith interest from rental
savings and showing in addition thereto a saving of ~46~6.50 over a period of 20
years.
Whereupon after Councils further consideration of the proposed City Hall matter
it was agreed by Council to hold a meeting on Friday Dec. 2d at 7 o'clock P.M.
to further consider plans and advisable action in the City Hall matter.
Bills as audited by the auditing committee ~>:ere then presented to Council and
an motion-;duly made and on call vote carried were ordered paid and the Clerk
~uas instructed to issue warrants in payment of same.

_ Realty Corp. expressing their thanks to Council for their cooperaticn by authorizing

arrest and conviction of anyone destroying light globes and other personal property.

Principal of the ~'lsinore Union High Schcol reporting that his attention has been

Whereupon it was moved by Councilman Rice and seconded by Councilman Gallagher
that .the matter be referred to ?+:. Harmon and the ?•"ater Committee with instructions
that they make an investigation of the feasibility of serving cater to the. high
school from the low water reservoir and if the school Board are c.illing to bear the
expense of same that the vrater Committee be authorized to order that the necessary
connection be made, which motion upon vote v: as carried.
Thereupon the Clerk presented to Council the report cf the State Boar .of
-Equalization regarding the ratio of assessed to true value o~lfiw and stating t
the ratio so appearing on said schedule be used for the purposes oR a certain
act designed to limit the amount of special assessments for public improvements
of property said schedule to be used for t~=o years beginning Jan, lst, 1933•

Whereupon the Clerk presented to Council a communication from the League of
i Calif. TL',unicipalities stating that as its major project for this year the League
has undertaken to secure for cities a direct return of gasoline tax monies for use
in the construction and maintenance of city streets and enclosed there ith a
uniform copy of a Resolution which they requested Ccuncil to adopt.

a permit to operate a pool hall, filed in accordance vvith the provisions of

Whereupon it vans moved by Councilman Gallagher and seconded by Councilman
Sheave that the application of H. Happe for a permit to operate a Wool hall be
laid on the table for, future consideration, vrhich motion upon vote was carried.

Whereupon D. R. Crane appeared before Council and on behalf of the American
Aerial Reserve Class, requested of Council that they be granted the free use of
the City Park Band Stand for holding their meetings.

that the American Aerial. Reserve Class be granted the use of the City Band

Jameson and Stanfield that it has been agreed that the County appropriate the sum of
X500 to the City of Elsinore for unemployment relief on condition that the City
match said said amount and that said fund be used for man labor on streets.

that the City Council accept the County's offer of :500 for unemployment relief
in Elsinore and agree to match said sum and that said fund be expended for labor

The Chair then brought up for Councils consideration the matter of a reduction
in the salaries of city employees; and upon discussion of said matter it as agreed
to lay the matter over for further consideration at the next meeting of Council.

Whereupon the Chair reported to Council that-the ~,'elfare Associatrion fund
was very low and that there is need zfor added funds for carrying on emergency
relief in the city and requested that Council give consideration to an.thorizing a
further contribution to said fund.

that it be authorized-to contribute 351§ to the "elfare Association relief fund
which motion upon vote vas unanimously carried.
