A regular meeting of the City Council of the City of Elsinore was ;'_..
held on the above date,
The meeting was called to order at the hour of 7o'clock P.P~. with
Mayor C, A, Lovejoy in the chair:
Councilmen: H. Gallagher, S.B~i. Rice, and E.A, Lovejoy answered
the roll call,; '
Absent Councilman: H. 0, Langstaff
Minutes of the previews meeting held on Dec. 22nd, were then read b
by the Clerk and fihere being no corrections or omissions, were approved as
read.

Tk~ereupon:George Crouch, Atty for the Brown Crunmer Co, purchased
of the Elsinore 1826 Water Bonds appeared before Council and called to their
attention that'at the present time the City was delinquent in the payment of
more than 010,000;00) of said bonds and interest coupons, which delinquency
he stated, was caused principally by-the non-payment of taxes on propertp
in the bounty Club Heights and Elsinore Heights and suggested that the mattar
could be taken care of by Councils authorization of a re-assessments on the
entire district and placing increased assessments on the more valuable pro-
perty. .He also stated that on behalf of the Bro~Frn Crummer Co, he l*/as making
a demand upon the Council to take necessary steps to liquidate the existing
delinquency or that they would be forced to file lega$ action against the
City with the view of reducing their claim to a judgement.
Whereupon after Councils due consideration of the matter, it was
moved by Councilman Mills, and seeondEid by Councilman Gallagher, that matter
of Water Improvement Bond delinquency be referred to -0ity Atty. Best, for ha
opinion as to the City's responsibility in the matter which motion upon
vote was unanimously carried.
The ~ldg Supt's monthly report was then presented to Council and on
motion duly made any carried, was accepted and ordersd~pla:ced on file,
< Whereupon, the Clerk presented to Council the Water Supt's
monthly report which on motion duly made, and carried accepted and ordered o
on file.
The Clerk then presented to Council the following communications:
A Communication from the State Dept. of Public 'Works,~advising tha
that the permit grantedto the Temescal Water Go, for the appropriation of
Waters Prom the San Jacinto .River was cancelled at the request of the'
applioant.
A communication from the Lake iasinore Hot. Springs Cd, suggesting
that if- Riley Street is to be re-named, that it be named Hot Springs Ave, -
A Corrmunication from City Atty Best, stating that in accordance
with the request of Council, he had looked up the Aet# concerning the quali€
ication~of members of the-Library Board, and that 'it was his opinion-that
the members of the Board were not disqualified by the fact that they reside
outside the Citv limits.

Whereupon it was duly moved and carried that said comrnunicati.cns be

!t communication fro the Morton Clay Co, was then presented'to
Council in which they stated that they were about to commence some develop-
ment,wark on their North Elsinore property which would make available
many yards of material suitable for the filling of Ailey Street or any other
necessary. fills and which they would be willing to make at a very low cost,
and requesteyl councils'consideration of the matter.
Whereupon, it was moved by Councilman Gallagher and seconded by
Councilman Rice, that the chair appoint a. committee to further investigate
the proposafl submitted and to ascertai3i ~lefgifit~®t~catue~~nthis vrork,.which.
motion upon vote was carried.
The chair appointed Councilman Gallagher and Rice to serve on said
committee...
The Clerk then presented to Council the written opinion of City
Atty. Best, .concerning the refund by the County of certain .tax penalties, Here-
tofors:collected and thought to .belong to .the City of Elsinore; and fcr reasons
set out ,at,lenght it was his. opinion that the City of Elsinore. is entitled to
all penalties collected by the County officers on delinquent municipal taxes,
which have not hertofore been accounted for and paid to the.City apd.-that. the
County could be compelled by appropriate action, to account to the City.for
such penalties and. subject however to the statate of limitations, and further
advised t}iat.if the City contemplates any action that it should be preceded _
by a.demand upon the County Auditor and County Board of Supervisors and that he
woull be glad to furnish forms for such demand if the Council so desired. .
Whereupon it was moved by Councilman Gallagher, and seconded by
Councilman Riee that tY~e City Atty's,written opinion concerning the refund of
deliquent tax penalties be received and orderd placed on file; and further
that the City Atty be instructed to prepare the necessary demand forms to be
served upon the County for a refund of delinquent Tax penalties vrhich raotion was
carried by the following vote: -

Thereupon Bob Ruskauff representative. of the Cleuelin Realty Corp,
appeard before Cpuncil and submitted a proposal for Councils consideration, in
the interest of improving conditions of Lake Elsinore for the benefit of„pro-
posing game gish, stating that by seining the lake and getting rid of the carp
much Qould be accomplished in .the way of improving conditions for the pro-
pogation of bass, which had been placed in the lake.
He advised that his company was very much interested in this .work,.
and would agree to contribute up to the sum of ($500.Op~ providing that a
like amount was raised from other sources to cover the expense of the Rork.:
Council agreed that the proportion eras worthy rof consideration and
that an ,investigation would be made to see what can be done in the matter:`
Water Supt M, Harmon hen reported to Council that the Elsinore
Garage was advertising for ,sale for storage and garage vrork a Chevrolet
Coupe with box back, which he thought could be bought dor about, ($50,00).

Page #3 The chair then appointed Councilmam Gallagher to check up on said car
car, and if found satisfactory for use by the Water Dept, that he be authori
zed to gurchase same at a price not to exceed (50,00).
Council then took up for consideration the matter of purchasing
' necessary equipment forr used in the application of Bethumuls on street
work.
Whereupon it was moved by Councilman :?ills and seconded by Council-
man Gallagher, that the Clerk be instructed to get definite price quotations
on small mounted equipment alson the hand purip and tank equipment, which
motion upon vote was carried.
The Chair then called to Councils attention that on San, 19s:nd 20th
there would be an encampment of Army Cffieors and soldiers from Fort P~cArthu
stationed at Elsinore, andrequested that Council as a whole, take it upon
thenselvea to sooperate with the Army officers during their stay in the City
The chair then called to Councils attention that a meeting of the
Imperial Highway Association is to be held in Elsinore on Jan. 31st, and
requested that-all Councilman lend their support to make the meeting a
success.
D,, R, Crane t~sen appeared before Council and reported that the
Directors of the Elsinore Plater Association were ccnsidering the forma-
tion of County Water District and extended to Council and invitation to
attend the next meeting to be held on Friday San. 16th at which time,
the matter would be further considered and discussed.
Bills as audited by the auditing committee were then pre-
rented to Council and on motion duly made and on call vote carried evere
ordered paid and the Clerk was instructed to issue warrants in payment
of same.
Thereupon, there being no further business to come l6efore
Council on motion duly made and carried, Council adjourned to meet in
regular session on ktonday Jan. 26th at the hour of 7o'cloek P,Nf. in the
City Hall, the usual meeting place.

A regular. meeting of the Ciiy.Council of the City of Elsinore was
held on the above date.
The meeting was called to order at the hour of 7o'clock P;M,
with Mayor C.A, Lgvejoy in t$e chair..
Councilmen: H. Gallagher, H.O, Langstaff; S.M. Rice, J.E. Mills,
and Ca4. Lovejoy answered the roll call.
Absent: .None.
.Minutes of the previous meeting held on don, 12th, were then read
and approved there being no corrections or ommissions.
The clerk then presented to Council the written resignation of
City Engineer, Glenn Graham, in yrhich he stated that his plans for the
future required .this actiott and requested that Council take immediate.
action on the. matter. ,
Whereupop it was moved by Councilman Pdills az~d aeconded by Council
man Langstaff that the resignation of City Engineer Graham be accepted and t
that the Clerk be instructed to write to Mr. Graham expressing Councils
appreciation of services rendered, which motion upon vote was unanimously
carried.. ,
The 81erk then read a communication from the State Dept if In-
dustrial Relations requesting a report on estimated amounts to be expended
on construction work by the City during the calendar year 1931•
thereupon, it was duly moved and carried that the communication
be received and that the Clerk be instructed to reply to same,
The City Treasurers' monthly report was then pres@nted to
Council, which was on motion duly made and carried accepted and orderd
placed on file.
A demand upon the County Boardodf Supervisors for a refund of
penalties collected on delinquent municipal taxes from 1j319 to the present
time, prepared by City Atty. Best, abd submitted by him For the Clerks.
signature, was then presented to Counoil for their approval.
- Vhereupon the .chair suggested that the demand be amended to
read - less collection fees legally ours.
It was thereupon moved by Councilman Gallagher and aeconded
by Councilman Rice,-that the Clerk be authorized to sign the demand sub-
ject to amendment suggested, if approved by City Atty, which motion upon
vote was carried.
Mayor Lovejoy then requested Councilman Mills to take the chair.
thereupon he addressed the Council on the matter of recall pe-
titions.being circulated agaittst_two of the Councilman, stating that it was
hiB belief that said action was started because of protest to-the appoint-
meat of R,~. Ferrell as ~i~t policeman and further atated that he felt

it the duty of the Council to take such aciton as might possible prevent
the filing of said petitionse
Whereupon it was moved by Councilman Lovejoy, and seconded by
Councilman Gallagher that the officer of night policeman be de-
clared vacant and that both Mr.-Ferrell and Mr. Dunwoodie be
notified to see$ employment elsewhere which motion was serried by the -
following vote:
Ayes: Councilmen: Gallagher, Langstaff, Rice and Lovejoy.
Noes: Councilmen: Mills

Thereupon Roy Macy, who holds contract with the City for the
City Garbage, appeared before the Council and reported that for some
time, the quality of garbage collected has been reduced to such an
extent, that .he did not feel justified in paying the original price
agreed upon and requested that Council grant him a reduction.
Whereupon after due consideration of the matter it was
moved by Councilman Mills and-seconded by Councilman-Langstaff that
Mr. R. Macy by granted a reduction in the price to be paid to the
City for garbage from (~2§0,00) to ($125.60) per year. Said change-
to be effective for a period of six months to date from Jan.lst 1931
to Julp lst, 1931, which motion upon vote tivas carried.
Council then took up for fuilhharcennsddepatdnn the matter of
seineing the Lake for the purpose of getting-rid of the carp and
helping to gropogata geris fish. :cur. Younv, ~rino .~;as present pro~'-
posed to Council to do the wrork agreeing to furnish all wquipment
and help necessary on the--basis that he receive all the merchantable
carp and 0125.00) per month salary.
Whereupon it ~uas moved by Councilman Langstaff and seconded
by Councilman Mills that it be authorized by Council~Lo aasum~ lia-
bility for .the payment of 062.50) per month for a period of four
months toward the payment of Mr. Ypungs scary which motion upon vote
was carried.
Councilman Gallagher then reported the purchase of Chevrolet
Coupe for Water Dept, at the sale advertised by Plainore Garage,
Whereupon it was duly moved and carried that the report be -_
accepted and purchase approved.
Thereupon it was moved by Councilman Rice and seconded by
Councilman Mills and that it be authorized to maintain a petty cash
Yund in the amount of 050,00) to be disbursed by the .City Clerk. -
which rnotion upon vote was carried.
Councilman: Gallagher and Rice appointed an<committee to
investigate Mr. Geo. Mortdns proposal to furnish dirt for street fills
reported that Morton would furnish dirt on the basis of..30eents a cubic
yard.
Whereupon it was moved by Councilman Langstaff and seconded
by Councilman Gallagher that it be authorized to expend 075,00) for
dirt fill on Riley Strset providing that Mr. Morton would agree 'to
furnish said dirt on the basic of .25eents per .cubic yard, which
motion., upon vote was carried. •'~

Council then considered the matter of placing a.drain pipe across
Riley Street, and it was agreed that the chair appoint a committee to iiivesti;'?
the type of pipe to be used , with authority to purchase same:
The chair appointed Councilman Langstaff and Rice on said Corr~nittee.
Thereupon, Council considered the replacement of a 6inch defectior
water line on Kellogg Street and it was agreed that the chair appoint s com-
mittee to investigate pipe prices.
The chair appointed Councilmen Langstaff and P3ills to servo on
said committee.
The chair .then reported to Council that his attention had been call-
ed to the matter that some of the sewer service lines wera still connected to
the old outfall line and suggested that ac'bon should be taken to have all
services transferred to the new line as soon as possible,
Whereupon it was moved by Councilman Rice and seconded by Council-
man Langstaff, that the chair appoint a committee to investiagate the sewer
matter and report back to Council which motiog upon vote was carried.
The chair appointed Councilmen Gallagher attd Rice to serve on
said committee.
D, R. Crane then appeared before Council and on behalf of the
Elsinore ~Pomans Club requested Council to authorize a 020.00) donation
to the Club to help defray the expense of entertaining the Fort MacArthur
soldiers, during their stay in Elsinore,
Thereupon it was moved by Councilman Mills and seconded by
Councilman Langstaff that it be authorized to donate 020:00) to the
Elsinore Womans Club, which motion on vote carried.
Whereupon it was moved by Councilmam Rice and seconded by
Councilman Mills that the City Atty be instructed to prepare the necessarg
form for the City of Elainores application to join the hdetropolitan Water
District which motion upon vote was carried.
Bills as audi$ed by the auditing committee were then presented
to Council and on mention duly made and on call vote, carried were ordered
paid and the cler was instructed to issue warrants in payments of same.
Thereupan there being no further business to come ~Sefore

Minutes of the previous meeting held on Jan. 26th were then read by
the Clerk and there being no eorree~.ions or omissions were approved as read.
The Bldg Supt's monthly report-for the month of January was then
presented to Council and on motion duly made and carried, was accepted and
ordered placed on file.
Thereupon the Treasurers monthly report was presented to Council and.
on motion duly made and carried was accepted and ordered placed on file.
Thereupon the Clerks annual detailed report of the financial trans-
actions of the City of Elsinore was presented to Council a copy of said re-
port being furnished to ea eh councilman.
whereupon, it i~as moved by Couneilman•Gallagher and seconded by
Councilman Langstaff that the Clerks annual report be approved and accept-
ed, and that same be ordered published in the Elsinore~Leader Press, which
motion upon vote was carried. ^
The Clerk. then presented to Council a communication from the clerk
of the City of San Jacinto tivith enclosed copy of a resolution adopted by
said City and designed to assist a movement instituted by the dairymen of
Southern California in their effort to prevent the marketing of fluid milk.

uthern California and urvged Council to consider the adoption of.a similar ~s
resolution.

A communication from the American Bitumuls Co, quoting a price of
(98.00) complete for a portable, small air displacement unit for Bitumuls

A copy of communication adredded to Matich Bros by the So. Calif.
Gas Co, authorizing them to repair street pavement at a number of stated
locations was then presented to Council, ^
whereupon Council also took up for consideration the matter of
lxaving repaired the damaged places in street pavement caused by the in-

stallation of sewer lines, and it-was agreed by Council that the matter
be referred to the fitreet Committee vrith authority to have said places
repaired,

in regard to`Srenate Bell No. 86 raising the tax limit from.~1,00 to

Councilman Langstaff that Senate Bell ~~6 be disapproved which
motion upon vote was carried.
Legislative Bulletin {~ from the league of Calif. rc~unicepa~.ites
in regard to Senate Bell ,¢`386 which provides that~those~city streets
that happen to be a continuation of a state highway should be im-
proved and kept in repair out of the State .gasoline tax fund ; was
then presented to Council for their approval or disaproval.
Whereupon it was moved by Councilman Rice and seconded by
Councilman P6ills that the Clerk be instructed to natify the League
of Calif. Municipalities that Council endorses and approves the
passage of Senate Bell 386 erhich motion upon vote was carried
unanimously.
- Therapon the Clerk presented to Council the written application
_ of D, ~, Crane for the office of City Engineer,
:4hereupon it was moved by Councilman Langstaff and seconded by `
~ "" Councilman Rice that D.R. Crane be appointed City Engineer and that
th. City Atty be instructed to prepare a suitable contract for ex-
acgtion with Mr. Crane mihich motion was carried by a vote of four
ayes, Gallagher voting no.,

to inquiry made concerning the method of entry into the Metropolitan
-Water District:.

Councilman Rice that the report of Auditor Frazier be appaoved.and
accepted which motion upon vote was carried. `
Thereupon on moticn by Councilman Mmlls and seconded by
Councilman Langstaff and on vote carried, The Clerk was in-
strutted to prepare demands for the refund of any money trans-
- fered to other funds from the General and tfater Funds.
Thereupon Council took up for consideration the matter
of leasing the old City Hall-Bldg. to Atty A, D, McGuire.
T~ihereupon it Baas moved by Councilman Gallagher and
seconded by Councilman Langstaff that it be authorized tm
execute a lease covering the rental of the old City Hall Bldg
to Atty A.D, McGuire for a period of one year at a rental of
020,00) per month said lease to be subject to termination in
in the event of sale or required use of .said premises by the City
_ and in the event that lease be terminated in less than one. year an
adhjustment be allowed to the lesser for any improvements made, which
motion upon vote was carried.

Thereupon it was moved by Councilman Langstaff and seconded by Councilman
Aice, that auditor Fraziers recommendation.regarding to a monthly check of
securities deposited, by the Bank to cover-the .City's deposits, and that the
key to the Treasurers deposit box be left in charge of the City Clerk be
carried out. Which motion upon vate was carried.
Bills audited by the auditing committee were then presented tc Council
and on motion duly made and on call vote carried were ordered paid out and the
clerk was instructed to issuo warrants in payment of sage,-

The meeting was called to order at the hour of 7o'oclock P.M. with
Mayor C. A. Lovejoy in the chair.
Councilmen: H. Gallagher, H.O. Langstaff, S.I. Rice, J.E. Pdilla and
C.A. Lovejcy amsuvered the roll call.
Absent: None.
- Pdnutes of the previous meeting held on the Feb.. 9th, were then read
by 'the Clsrk and there being no corrections or-omissions were approved<-
as read.
The Clark then presented to Council, Calif. League of Municipaliter
Legislatior Bulletin #3 calling attention to Senate Bill 126 a pro-
posed new recall law and requesting Councils approval or dissaproval
of said bill,
thereupon it was moved by Councilman Gallagher and seconded by
Councilman Rice, that said bulletin #3 be received and placed on file
for further consideration whcih motion was lost by the folio+~ring cote:
Ayes: Councilmen Gallagher and. Rice.
_ Noes: Councilmen Langstaff, Mills and. Lovejoy.
Thereupon it was moved by Councilman Mills and seconded by Council
man Langstaff, that Senate Bill 126 be endorsed by Council and that the
Clerk be instructed to forward notice to the League of Municipalities of
Councils approval of said Bill which motion was carried by the following
vote:
Ayes: Councilmen Langstaff, Mills, and Lovejoy:.
Noes: Councilman Gallagher
Councilman Rice not voting.
The Clerk then presented to Council for their approval a contract
prepared by City Atty Best for,execti'kion by and between the Gity of
Elsincre and City Engineer Crane.
Upon Councils consideration of the terms of said contract it
was moved by Councilman Mills and seconded by Councilman Langstaff that
said contract read to provide that the City Engineer be paid not to ex-
coed 75~ of the normal amount due him, in the event that for any reason
a work is ordered cancelled which motion was carried by the following
vote:
Ayes: Councilman Langstaff, Rice Mills, and Lovejoy.
Noes: Councilman Gallagher
Absent: : None.
Whereupon it was moved by Councilman Rice, and seconded by
Councilman Gallagher that the contract with the City Engineer be laid
over to the next rnaeting for further consideration; which motion upon ,
vote was carried,

The Glerk.then presented to. Council a communication for the Controller
of the I~detropolitan ;later District received in response to'Councils request 8
for certain information affecting the A4etropolitan :"ater District and in which
there is set out a statement .showing the information desired; to r.,it-,
1. Amount of bonded or other indebtedness.
2. The assessed value of .taxable property according. to the most recent
assessment.
3. The names of all municipalities, the area of which are. included with-
in said district.
9hereupon it cas duly moved and carried that said. communication be
received and .ordered placed on file for further consideration.
Council then considered the terms set out in a certain lease prepared to
cover the rental of the old City Hall Bldg to Atty A.D. McGuire and after due
consideration of same, it was moved by Eouncilman Mills that said lease approve
in all respects, excepting .that it be changed to,prowide that in the event the
',lease, is terminated by the City, within one .year, the adjustments to be allow-
'ed for any improvements made be limited to not exceed the sum of 050.00) which
!.motion upon vote was carried.
The. Clerk then submitted to Council recall petitions filed with the City
Clerk of the .City of Elsinore, demanding the removal of J.E. Mills and
H,O, Kangstaff Councilmen of said City, containing a statement of the grounds
on which the removal or recall is sought and demanding the election of their
successors as members of the. Council of said City, to which petitionsthere was.~.-
attaehed the certificate of the said City .Clerk dated Feb.,24, 1931, certifying
that said petitions wrere signed by the requisite number of qualified voters of
said City, and are sufficient and compilod in alT respects with the laws of the
State of California.
thereupon it .was moved. by Councilman bills and seconded by Councilman
Langstaff, that City Atty Best be instucted`to,prepare an Ordinance calling
and providing for the holding of said special re call 'a lection which motion upon
vote was carried.
Thereupon it was moved by Councilman Mills and seconded by Councilman
Langstaff, that the heading of said recall petitions containing a statement of
the grounds on which the recall is sought, together writh the number of names.

The Committee appointed at the previous meeting to make an investigation of
Lakrshore properties that might be secured for City Park purposes. Reported'
that they-..discussed the matter with Mr. Binzley of the Mariposa Co ot~mers of
considerable La:ceshore frontage, 'but that he was not in a. posit ion. to submit any
definite proposition.
Whereupon after some discussion and further consideration of the matt sr it
was duly moved and carried that the Clerk be instructed to write to Mr. Ferand
of the Sariposa Co, and request that he submit a definite proposition for
Councils consideration.
The Park Committee then submitted their report of progress made in the
installation of a tourist kitchen in the room underneath the bandstand, also
of their plans for making further plantings in the City Park.
Whereupon it was duly moved and carried that -the report of the Park
Committee be accepted.
Council then took up for consideration a matter regarding the advisability
of nst~.~ling a standby pumping equipment at the City Water Plant and after
considerable discussion on the matter it vras agreed that the Council as a t*rhole
meet on Sat. P;Ia.r. 28th for the purpose of maY,ing an investigation of matters at
the City Pumping Plant.

California had given notice that policy covering insurance on the police, car
vrould expire on April 18th, and asked to be advised regarding the renecral of

on the police car carried with the Auto Club of So Calif be renewed which motion
upon vote was unas:imeusly carried.
League of Calif Idunicipali'c.ies, Legislative Bulletin ~~7 was then
presented to Council, calling attention to Assembly Bills ~11 and'1188 and
Senate Bill 283 all of which relate to the taxation of motor vehicles, and
urging Councils opposition to Assembly Bills ~ll,and 1188 and endorsement of
Senate Bi11 X283.
Whereupon after Councils due consideration of the matter it eras
moved by Councilman 1Jiills, and seconded bgt Councilman Rice, that assembly Bills
~11 and 1183 by opposed and that the passage of Senate Bill 233 be endorsed wh
which motion upon vote was unanimously carried.
A conununication from the Riverside County Planning Commission waa
then presented to Council, advising that the Clevelin Realty Co are willing to
dedicate for Public park purposes a parcel of lots in Units 1 and T ofCCountyy
Club Heights and do some planting providing that the public will maintain the
Park, and further advised that the County .Board of Supervisors may be twilling
to assume a part of the burden if the City cJil1 co-operate,

Whereupon it was moved by~Councilman Gallagher and seconded by -
Councilman Mills that said communication be received and ordered placed

The Clerk then read a conununication'fxom the Syron Jackson Co,
regarding certain bills covering an emergency repair job on the City
Water pump, which wets considered excessive and payment on same held up ,
in an effort to secure an adjustr:ent on same and in which they set forth
the conditions under vahich the job eras done, and stated that they con-
sidered said bills fair and requested Councils favorable action on same,..

City Engineer Crane then reported to Council that he was circulating a
petition to be submitted to.T.C. Jameson, chairman of the County Soard of
Supervisors, requesting that the next contract let on the Ortega highway be for
uaork from the floor of the valley to the summet_of the Elsinore mountains and
presented same to Aouncil for. their signatures.
The petition was approved and signed by all members of the Council.
The Chair then reported to .Council that. he .had been solicited by the
Lake Elsinore Yacht Club for a donation from the City for advertising the speed
boat races to be held on Lake Elsinore on MaylOth, and asked Council vahat they
wished to do in the matter.

et al, and reporting, that on May .4th, he had appeared in Court, being the
return day of the alternative writ of mandate. and filed motion for a dismissal
of the action on the grounds .that the .Ordinance providing for the holding of a
special recall election had already boen passed and further reported that the
motion was granted and that the Court discharged the alternative writ of man-
date.

Boulder Dam Assn, enclosing six different publications of .the U.S. Reclamation

lamp over the present cost for 60 watt lamps. ,

the"receipt of Resolution passed by. Council. relative to a tax reduction and'in-
forming Council that the School Board had decided to effect a reduction in the
tax rate for the ensuing and expressed their pleasure that the. City Council:was
joining with them in this program,

Crouch Attorney: for the Brown-Crummer Ao.enclosing`a copy of demand made upon
the Tax Collector of Riverside County to sell those certain. properties in, the
.City of Elsinore that are delinquent because of .non-payment of assessments
under the Improvement Bond Act of 1915, levied pursuant to Resolution of In-
tention No. 117 of said. city and demanding that the City Council take the
necessary steps to enforce a compliance by the_said County Tax Collector of the
demand made upon him:
Whereupon it was moved by Councilman Langstaff and seconded by Councilman
Nulls that the. matter be referred to the Bity Attorney for attention and that he
be instructed to reply to Atty Crouch's letter., vrhich motion upon vote ores

&f. Harmon Water Supt, then reported to Council that the installation of
the standby boaster pump at well ~2 has .been completed and was ready for the
installation of electric service for power.
Whereupon it vvas moved by Councilman Mills and seconded by Councilman
Langstaff, that it be authorized to enter into .a contract 4vith the So. Sierras
Fower Co for the installation of electric power service at well #2 and that
the Mayor and Clary, be authorized on behalf of the City to execute and contract
on terms as previously submitted by said Company which motion upon vote was
unanimously carried.
The Mayor then reported to Council that the floor in pump house a~ caell
No. 2, had been laid vrith bitumul product and .that the experiment.-.had proven
satisfactory and urged that the street committee now proceed to repair the
broken pavemsnt along Graham Ave.
Whereupon it vras moved by Councilman P.Iills, and seconded by Councilman
Langstaff that the Street Committee bs instructed to proceed to repair the
broken patches in pavement on Graham Ave, which motion upon vote was carried.

Dept of the Automobile Club. of So. Calif, calling. attention to the. new speed
limit laws to i7h~¢o~e effective Aug. 14, 1937., which will necessitate the
erection of .new speed limit signs, in order to enforce the law and submitted
quotations for the. erection of these signs.
Whereupon. it was moved by Councilman Gallagher, and seconded by Council-
man R4orton that the communication be received and that the Clerk. be. instruct ed
to rsply.to same,. and to request-that they have cne of their representatives
get in touch vrith us, with the vieaw of collecting necessary data as to where
signs should. be placed, which motiom upon vote eras unanimously carried.
The Chair then appointed the new Councilman Riorton and Sheane to serve
on the .same committees filled by the former Councilmen.
S~hereupon the Clerk presented to Council a commurnication from A. E.
Bottell County Agricultural Commissioner stating that it has been .reported
to him that our City Streets are infested with puncture vine and .other.
noxious. weeds and requesting that Council take immediate. action .to eradicate
said noxious. weeds.
After .some discussion on the matter it cuss agreed that it vrauld be ad-
visable.to have the County take care of this work. '

noxious weeds from our- streets at the expense of the. City which motion upon

Ordinance providing for the cleaning of City lots and charging .the expense of

Councils attention was,then called to the matter of certain bath houses
in the City running water into the Temescal ditch and that same was becoming
a nuisance.
Whereupon the Nayor appointed Councilman Norton and Gallagher as a
committee to confer with the owners of said bath houses with the view of
...getting them to discontinue the practice of running water into the temescal
ditch.
Thereupon_it was called to Councils attention that .the Treasurer vras in
need of a filing cabinet for the filing of cancelled Bond and coupon folders
and after Councils consideration of the matter it eras moved by Councilman
Sheane and seconded by Councilman Gallagher that it be authorized to purchase
for the Treasurer a two section steel .filing cabinet which motion upon vote

attention to a charge made to the City of Elsinore in the-:sum of {~22.j0) on
May 31st, 1929 for the examination rnade of the propo ed assessment for the
Improvement of Graham Ave and Kellogg St and requesting that Council pass upon
the bill and authorize the payment of wane.
Upon Councils consideraaion of the matter it was disclosed that ,this eras
a matter between Former City Engineer, Mr. Graham and Pdr. Crouch and that it
vas not a proper charge against the City and the CD:erk was instructed to so
inform tSr. Crouch.
The Clerk then`,presentad to Council a report of the chemical analysis of
`'the City vrater, made by the State Dept of Public Health, on P.4ay 20th, 1931, of
sanples of vaatertaken from City :'Pater Plant; i'lells No's land-2, and it
appearing that this analysis was made at the request of City Health Officer
Dr. S.J. Brimhall it was crdered that the matter be refered to him,
Thereupon H,C. Scott a member of the Grammar School Board, appeared
before Council and reported that tke School board were contemplating on en-
larging their school play-grounds vrhich ,ould require the moving of a large
quantity of dirt and proposed to Council that they would move any quantity
of dirt required for the fill on Riley Street between Graham ave and Heald ave
at an expense to the City of .15'¢ per cubic yard.
Upon Councils due consideration of the matter it was agreed tkat the offer
made i=.~as attractive and that it is advisable to hone the fill grade at. this time.
i~'nereupon it vuas moved by Councilman Gallagher and seconded by Councilman
Skeane; that it be authorized to have the Grammar School Board move (2000) cubic
yds of decomposed granite on the Riley St fill for the agreed price of ,15~ per
cubic yard and that in case any additional yardage is necessary to tkake a proper
fill, the matter be left to the action of a majority of the City Council vrhich
motion upon vote was unanimously carried.
Thereupon Ordinance. 213 was introduced and presented to Council on first
reading being an Ordinance requiring t;?e removal of dry grass, vaeeds, etc, From
improved or unimproved lots in said city and providing a procedure for the asses-
ment and collection. of the cost ofsuch-removal vrhen done by the .City, and making

nation, but.they reported that further action!vaould be necessary,to,correct the
sewer condition at-the Lake Viaw Bath House.
