MEETING HELD ON THE 13th DAY OF January 1930 X19

A regular meeting of the City Council of the City of Elsinore was held
on the above date. The meeting was called to order at the hour of 7 o'clock
p.m. with Mayor A. G . Keck in the chair.
Councilmen H. Gallagher, H. O. Langstaff, C. S. Merrifield, and
A. G. Keck answered the roll call.
Absent: Councilman A..S..Burnham.
Minutes of the previous meeting held on Dec. 30th were then read
by the-Clerk and on motion duly made and carried were approved as read.
The Building Superintendent's monthly report for the month of December
and annual report for the year 1929 ,were then presented to Council and on
motion duly made and carried, were accepted and ordered placed on file.
The City Treasurer's monthly report was then presented to the Council
and on motion duly made and carried, was accepted and ordered placed on file.
The- clerk then. presented. to Council Mr. Geo. Peterson's application
for the position of City Park caretaker at a salary of 112.50 during the
winter months and $25.00 per month during the balance of the year.
Whereupon, it was moved by Councilman Langstaff and seconded by Council -
man Gallagher that the application of Mr. Peterson be received and ordered
placed oh file for future consideration, which motion upon vote was carried.
Council then took up for consideration the matter of enforcement of
the City License Ordinance against all who are delinquent in the payment of
their 'license fees and also considered a proposed change in the ordinance to
provide that all Building Contractors' license shall be due and payable an;,
nually.instead of quarterly.
Whereupon after due consideration of the matter it was moved by Coun-
cilman Gallagher and seconded, by Councilman Langstaff that the City Clerk
be instructed to enforce collection of all delinquent licenses and that change
in ordinance regarding annual payment of Contractors' license be deferred
until all were paid up to date which motion upon vote was carried.
In. the absence of Councilman Burnham of the Auditing Committee, the
chair appointed Councilman Langstaff to audit bills.
Bills as audited by the Auditing Committee were then presented to
Council and on motion duly made and on call vote carried were ordered paid
and the Clerk, was instructed to issue warrants in payment of same.
Thereupon there being no further business to come before Council,
on motion duly ,made and carried, Council adjourned to meet in regular session
on Monday Jan. 27th, at the hour of 7 o'clock p.m, in the City Hall the usual
meeting,place.

Jan. 27, 1929.

A regular meeting of the City Council of the City of Elsinore .
was held on the above date. The.meeting was called to order at the hour of
7 o'clock p.m, with Mayor A..G..Keck in the chair.
Councilmen H. Gallagher, C. S. Merrifield, A. S. Burnham and A. G.
Keck answered the roll call.
Absent: Councilman.H. 0. Langstaff.
Minutes of the previous meeting held on Jan. 13th were then read by the
clerk, and on motion duly made and carried were approved as read.
The Clerk then presented to Council the written application of B. D.
Robinson for:the. position of caretaker of the City Park at a salary of $10.00
per month, during the winter months and $20,00 per month for the balance of the
year.
Whereupon it was duly moved and carried that said application be
received and ordered placed:on file for future consideration.
The clerk then read a communication from City Attorney Best to Coun-
cil in which he reported that he attended the hearing on Jan. 9th before the
Division of -Water Rights in reference to the proposed allocation of water in
the San Jacinto River,* and. had entered an appearance for the City, thus pro-
tecting the rights of the City as a protestant to the applications of the upper
users.
Whereupon it was duly moved and carried that said communication by
received and ordered placed on file.
The clerk then read a communication from the G. Id. Duntley Co, with
reference to the damage done to the curb at the corner of Main and Library Sts.
by one of their trucks backing into it and advising that the bill covering the
cost of. repair of said curb be forwarded to them.
Whereupon it was moved by Councilman Burnham and seconded by Coun-
cilman Merrifield that it be ordered to have the damage to curb repaired and
that the bill for same be forwarded to the G. M. Duntley Co., which motion upon
vote was carried.
The Clerk then presented to Council F. Curt Miller's written request
for permit to remove two palm trees from the parkway in front of his property
on Peck St.
After due consideration of the matter it was moved by Councilman
Gallagher and seconded by Councilman Merrifield that Mr. Miller's request
for permit to remove two palm trees be granted which motion was carried by
the following vote:
Ayes: Councilmen Gallagher, Merrifield, Burnham and Keck.
Noes: None.
Absent: Councilman Langstaff.
The Clerk then read a communication from the Neptune Meter Co.
regarding the shipment of a meter which was left with them by one H.
Fambro, who stated he found it near Elsinore and that from their records

they found that it was sold by them to the City of Elsinore and therefore
being returned with request that if any reward was offered, that it be sent
direct to Mr. Fambro.
Upon Council's consideration of the matter it was deemed unwise to
offer any reward for the return of the meter as it might encourage the theft
of other meters.

Wb ereupon it was duly moved and carried that the communication be received
and that -the Clerk be instructed to reply to same.
Resolution #222 was then introduced being a resolution of the City
Council in the matter of Acquisition and Improvement District #1, providing
for the filing of application with the State Board of Health for permit to con-
struct trunk line sewers and authorizing and directing the Mayor of City to
sign and file such application with the State Board of Health.
Whereupon it was moved by Councilman Burnham and seconded by Councilman
Gallagher that Resolution #222 be passed and adopted which motion was carried
by the following vote.
Ayes: Councilmen Gallagher, Burnham, Merrifield, and Keck.
Noes: None.
Absent: Councilman Langstaff.
Bills as audited by the Auditing Committee were then presented to Council
and on motion duly,made and on call vote carried, were ordered paid and the
clerk was instructed to issue warrants in payment of same.
Thereupon there being no further business to come before Council on
motion duly made and carried, Council adjourned to meet in regular session on
Monday Feb. 10th, at the hoar of 7 o'clock p.m, in the City Hall the usual
meeting place.

A regular meeting of the City Council of the City of Elsinore was held
on the above date. The meeting was called to order at the hour of 7 o'clock
p.m. with mayor A. G. Keck in the chair.
Councilmen H. Gallagher, H. 0. Langstaff, C: S. Merrifield, A. S.
Burnham and A. G. Keck answered the roll call.
Minutes of the previous meeting held on Jan. 23rd were then read by
the Clerk and on motion duly made and carried were approved as read.
The Building Superintendent's monthly report for the month of January
was then presented to Council and on motion duly made and carried was accepted
and ordered placed on file.
The Treasurers montfly report was then presented to the Council and on
motion duly made and carried was accepted and ordered placed on file.
The Clerk then read a communication to Council from the Banning Al-
mond Blossom Committee of the Banning Chamber of Commerce extending a personal
invitation to each member to visit Banning during Almond Blossom time; said
communication was duly received and ordered placed on file.
A communication from County Tax Collector C. R. Stibbens was then pre-
sented to Council in which he called attention to delinquent taxes for the year
1924 against Lot 31, Block 14, Unit #3, Country Club Heights and which appears
to have been assessed to the City of Elsinore and advised that unless it was
redeemed it would be necessary to offer-it for sale in the near future for de-
linquent taxes.
Whereupon it was moved by Councilman Langstaff and seconded by Coun-
cilman Merrifield that the Clerk be instructed to ascertain the amount of the
delinquent tax 'against said lot and that same be ordered paid which motion upon
vote was unanimously carried.
The Clerk then read a- communication to Council from C. G. Gillespie,
Chief of the Bureau of Sanitary Engineering,State Dept. of Public Health in
which he.reported on his inspection of the City's Water and Sewer Systems and
stressed the importance of further sanitation improvements.
::'hereupon after due consideration of said matters, it was moved by
Councilman Gallagher and seconded by Councilman ffierrifield,that immediate action
be taken to prevent surface water from entering th& City well,.which motion was
carried by the following tote:
Ayes: Councilmen,Gallagher, Merrifield, Burnham and Keck.
Noes: Councilman.Langstaff.
Absent: None.
Council then took up for consideration the matter of using metal
traffic buttons instead of paint for marking off parking spaces on the street
and after due consideration of said matter, it was moved by Councilman Galla-
gher and seconded by Councilman Merrifield that the metal traffic buttons be
used and that the Clerk be instructed to place an order for 415 of said buttons
which motion upon call vote was unanimously carried.
Resolution of the City Council #223 was then introduced being a Reso-
lution approving and accepting Plans and Specifications; for the Improvement and

Acquisition in the matter of a certain Sewer Improvement District #1.
Whereupon it was moved by Councilman Gallagher and seconded
by Councilman Langstaff that Resolution #223 be passed and adopted
which motion was carried by the following voter
Ayes: Councilmen Gallagher, Langstaff, Merrifield,
Burnham and Keck.
Noes: None.
Absent: None.
Resolution #224 was then introduced and read, being a Resolution of In-
tention of the City Council in the matter of the Improvement and Acquisi-
tion providing for a certain sewer improvement, District #1.
Whereupon it was moved by Councilman Gallagher and seconded by Coun-
cilman Langstaff that Resolution of Intention #224 be passed and adopted
which motion was carried by the following vote:
Ayes: Councilman Gallagher, Langstaff, Merrifield, Burnham
and Keck.
Noes: None.
Absent: None.
A _'U_,:Stewart owner of property in Block 83 of the City of Elsinore
then appeared before Council and expressed his opinion on the importance of
providing an alley through Block 83 and recommended that an effort be made to
secure deeds to a strip of land 15 feet wide through said block for alley pur-
poses.
Whereupon it was moved by Councilman Langstaff and seconded by Coun-
cilman Gallagher that the City Attorney'be instructed to prepare a joint deed
conveying to the City !a 1$ foot strip of land through Block 83 for alley pur-
poses and that an effort be made to secure a joint execution of same, which
motion upon call vote was unanimously carried.
Mr. Chas. Randolph then appeared before Council and complained
of crowing roosters being kept in the City, stating that they didturbed
the peace of his guests at the Lindbergh Hotel & Apartments, and requested
that Council consider, the adoption of an Ordinance ni probhibiting the keeping
of crowing roosters in the city.
Whereupon a previously prepared Ordinance covering said matter was pre-
sented to Council and Councilman Langstaff moved its adoption, but receiving
no second, he withdrew his motion.
Councilman Gallagher then moved that said Ordinance be adopted with
change to also include zone 3 of the city but said motion receiving no
second was lost,
Health Officer Dr. S. S. Brimhall then addressed Council regarding
the present ordinance providing for a dog tax and recommended that said
ordinance be amended to provide for the vaccination of all dogs against
rabies.

Whereupon after Council's due consideration of the matter, it was
moved by Councilman Merrifield and seconded by Councilman Langstaff that the
Clerk be instructed to notify the City Attorney to prepare an amended ordi-
nance to provide for the vaccination of dogs against rabies, which motion
upon call vote was unanimously carried.
Bills as audited by the Auditing Committee were then presented to the
Council and on motion duly made and on call vote unanimously carried, were
ordered paid and the clerk was instructed to issue warrants in payment of same.
Thereupon there being no further business to come before the Council
on motion duly made and carried, Council adjourned to meet in regular session
on Monday Feb. 24th at the hour of 7 o'clock p.m, in the City Hall, the usual
meeting place.

A regular meeting of the City Council of the City of Elsinore was
held on the above date. The meeting was called to order at the hoar of 7
o'clock p,m. with Mayor A. G. Keck in the chair.
Coumcilmen H. Gallagher, H. 0. Langstaff, C. S. Merrifield,
A. S. Burnham and A. G. Keck answered the roll call.
Absent: None.
Minutes of the previous meeting held on Feb. 10th were then read by
the Clerk and on motion duly made and carried were approved as read.
The Clerk then presented to Council a copy of a communication addressed
to Mr. L. Thom by Walter S. Clayson,. Attorney, representing a number of prop-
erty owners residing at the head of Lake Elsinore and organized under the
name of West End Protective Assn., advising him of their objection to his
negotiations and actions regarding to the disposal of surplus water from
his well to be used on adjoining lands and stated that any necessary legal
procedure would be instituted if further action was taken to dispose of any
water in such a manner.
Whereupon it was duly moved and carried that said communication be re-
ceived and• ordered placed on file.
The Clerk then presented each member of the Council with a copy of
his annual report covering in detail a complete financial statment of the
years' receipts and disbursements and an itemized statement of departmental
expense.
Whereupon it was moved by Councilman Burnham and seconded by Councilman
Merrifield that the Clerk's annual report be accepted and that the Clerk be
commented for preparing such a neat and complete report, which motion upon
vote was unanimously carried.
The Clerk then reported to the Council that Mrs. M. A. Gardner had re-
quested him to call Council's attention to their promise to her to grade
and clear the streets in the district west of the High School.
Whereupon after Council's further consideration-of the matter it was
moved by Councilman Gallagher and seconded by Councilman Langstaff that
that the Street Committee be authorized to have the streets in the district
West of the High School corner staked, brush cleared and graded which motion
was carried by the following vote:
Ayes: Councilmen Gallagher Langstaff, Merrifield, Burnham and
Keck.
Noes: None.
Absent: None.
Council then took up for consideration matters regarding to the care
of the City Park.
Whereupon it was moved by Councilman Langstaff and seconded by Coun-
cilman Gallagher that the position of City Park care -taker be declared vacant,
and that the Park Committee notify Mr. Heckman of his dismissal, and that sup-
ervision of the City Park be left with the Committee which motion upon vote
was unanimously carried.

Ordimnce #201 was then introduced and read .being an Or-
dinance of the City of Elsinore, fixing the salaries of City Of-
ficials and City appointees.
Thereupon it was moved by Councilman Merrifield and second-
ed by 'Councilman Gallagher that Ordinance #201 be passed to its
second reading which motion was carried by the following vote:
Ayes: Councilmen Gallagher, Langstaff, Merrifield,
Burnham and Keck,
Noes: None..
Absent: None.
Council then took up for consideration the matter of lending
financial aid to the support of the recently established tourist room
and after some discussion on the matter, it was duly moved and car-
ried that action be laid over to the next meeting of the Council.
Council then took up for consideration the matter of appoint-
ing an election board for the coming City election.
Thereupon it was moved by Councilman Langstaff and seconded
by Councilman Merrifield that G. Z. Hess be appointed Inspector, Ethel
Johnston and Adeline Neblett Clerks, and Frank Yocum Judge of the
Election Board and that their salaries be fixed at $4.00 and 1 cent
per each ballot cast and that the polls be open from 8 a.m. to 7 o'clock
p.m, which motion was carried by the following vote:
Ayes: Councilman Gallagher, Langstaff, Merrifield, Burn-
ham and Keck.
Noes: None.
Absent: None.
Bills as audited by the Auditing Committee were then presented
to the Council and on motion duly made and on call vote carried, were
ordered paid and the Clerk was instructed to issue warrants in payment
of same.
Thereupon there being no further business to come before the
Council on motion duly made and carried, Council adjourned to meet in

A regular meeting of the City Council of the City of Elsinore was
held on the above .date; The meeting was called to order at the hour of 7:30
with Mayor A. G. Keck in the chair.

Minutes of the previous meeting held on Feb. 24th were then read by
the Clerk and on motion duly made and carried were approved as read.
The Building' Superintendent's monthly report was then presented to
the Council and.on motion duly made and carried was- accepted and ordered
placed on file.
The Clerk then presented to the Council the Treasurers$ monthly re-
port, which was on motion duly made and carried, accepted and ordered placed
on file.
A communication to Council from the Auto Club of Southern California
regarding their change of policy with reference to furnishing traffic signs
was then read by the Clerk and on motion duly made and carried, was received
and ordered placed on file,
Resolution #225 was then introduced and read, being a Resolution of
the City Council providing for the acceptance of a deed from the Mariposa
Company executed in favor of the City of Elsinore conveying to said city an
easement and right of way, for a sewer pipe nine.
Whereupon it:was moved by Councilman Burnham and seconded by Council-
man Gallagher that resolution #225 be passed and adopted trhich motion was car-
ried by the following vote:
Ayes: Councilmen Gallagher, Merrifield, Burnham and Keck.
Noes: None.
Absent: Councilman Langstaff.
Whereupon Resolution #226 was introduced and read, being .a resolution
of the City Council providing for the acdeptance of a.deed from A. M. Brown
executed in favor of the City of Elsinore conveying to said City an easement
and right -of -way for a sewer pipe line.
Whereupon it :was moved by Councilman Merrifield and seconded by
Councilman Gallagher that Resolution #226 be passed and adopted which motion
was carried by the following vote:
Ayes: Councilman Gallagher, Merrifield, Burnham and Keck.
Noes: None.
Absent: Councilman Langstaff.
The hour of 7:30 p.m. having arrived, being the time fixed for hear-
ing of protests in the matter of Acquisition and Improvement District No. 1,
and the Clerk reported that no protests had been filed.-
Whereupon the chair inquired if anyone present wished to be heard in
the matter and none answered.

Whereupon Resolution #227 was introduced and read, being a
Resolution of the City Council f%nding that the owners of more than
one -half of the property included in the assessment district have
made no written objections to the things. proposed to be,done and
determining the extent and boundaries-of the assessment district
and determining the grades for the improvement.
Whereupon it was moved-by Councilman Gallagher and seconded
by Councilman Burnham that Resolutioh #227 be passed and adopted
which motion was carried by the following.vote:
Ayes: :Councilmen Gallagher, Merrifield, Burnham and
Keck.
Noes: None.
Absent: Councilman Langstaff.
Whereupon Resolution #228 was introduced and read, being a
Resolution of the City Council ordering that the improvements and
work described in Resolution of Intention #224 passed and adopted
on Feb. 10th, 1930, and in the plans, profiles, detail drawings
and specifiecations therein referred; to, be done and made, and
that Monday the 24th day of March at the hour of 7:30 p.m. of said
day, is hereby fixed as the time for receiving bids for the doing
.:of said work, and improvements and directing the City Clerk of said
City to publish a notice inviting sealed bids for the doing of same.
Whereupon it-was moved by Councilman Merrifield and seconded
by Councilman Gallagher that Resolution #228 be passed and adopted,
which motion was carried by the following vote:
Ayes: Councilmen Gallagher, Merrifield, Burnham,
and Keck.
Noes: None.
Absent: Councilman H. 0. Langstaff.
Ordinance #201 being an Ordinance fixing the salaries of City
Officials and City appointees was then presented to the Council on
.second reading.
Whereupon it was moved by Councilman Merrifield and seconded
by Councilman Gallagher that Ordinance #201 be passed and adopted
which motion was carried by the following vote:
Ayes, Councilmen Gallagher, Merrifield, Burnham and
Keck.
.Noes: None.
Absent: Councilman Langstaff.
Map of Country Club Heights, Unit F was then presented to
Council for their approval and acceptance.
Whereupon it was duly moved and carried that map of
Country Club Heights Unit F be approved and acdepted, said motion
was carried by the unanimous vote of Councilmen present.

does not have an American Flag and that the present laws provide that there

shall be an American Flag on display at all elec -Uon polling places.
Whereupon it was duly moved and carried that the Clerk be authorized
to purchase a 4 x 6 American Flag for the City Hall.
M. Harmon, Water Superintendent then called to Council's attention
that the welding outfit which he was using was about worn out, and asked
that he be authorized to purchase a new outfit.
Whereupon after Council's due consideration of the matter, -'it was
duly moved and carried that the chair appoint a committee to investigate
with Mr. Harmon the kind of outfit best to buy and that they be authorized
to purchase same.
The chair appointed Councilmen Gallagher and Merrifield to serve
on said Committee.
Bills as audited by the Auditing Committee were then presented to the
Council, and on motion duly made and.on call: vote carried were ordered paid
and the clerk.was instructed to issue warrants in 'payment of same.
Thereupon there being no further business to come before the Council,
on motion duly made and carried, Council adjourned to meet in regular session
on Monday, March 24th at the hour of 7 o'clock p.m. in the City Hall, the
usual: meeting place.

REGULAR MEETING OF_ THE _CITY COUNCIL OF ELSINORE
March 24, 1930•
A regular meeting of eh City Council of the City of Elsinore
was held on the above date. The meeting was called to order at the hour
of 7 o'clock p.m. with Mayor A. G. Keck in the chair.
Councilman H. Gallagher, H. 0. Langstaff, C. S. Merrifield,
A.. S. Burnham and A. G. Keck, answered the roll call.
Absent: None.
Minutes of the previous meeting held on March 10th were then
read by the Clerk and on motion duly made and carried, were approved
as read.
The Clerk then presented to the Council a communication from
A. H. Loyd with reference to the killing of a dog near his home and the
remains being-left uncared:for, which - matter he Maimed was reported to
the proper authorities for their attention and for which act he had been
subjected to considerable criticism by a member of City Officials, and it
was his desire that these criticisms be established officially and of
record.
Whereupon it was duly moved and carried that said communica-
tion be received and ordered placed on file.
Fire Chief Tom Boyle then appeared before the Council, report-
ing that the Fire Department was in need of about 400 feet of 22 inch fire
hose and requested that the Council give the matter their consideration.
. [thereupon after some discussion on the matter it was decided
to lay the matter over to the next meeting of the Council, end that Fire
Chief Boyle be instructed to arrange crith a number of Fire Hose Companies
to submit samples and price quotations, for Council's consideration at
said meeting.
The hour of 7:30 p.m. having arrived, being the time fixed
for the opening of sealed bids or proposals filed in the Matter of
Acquisition and Improvement District #1, of the City of Elsinore.
The Clerk reported that a number of bids had been f fled and
proceeded to open same and presented the following bids to Council:

Whereupon it was moved by Councilman Merrifield and seconded by Coun-
cilman Burnham that the bids received be referred to the City Engineer for
checking, and that the awarding of contract be laid over to an adjourned meet-
ing of Council to be held at 7 o'clock p,m. on Monday, March 31st, which
motion was carried by the following vote:
Ayes: Councilmen Gallagher, Langstaff, Merrifield, Burnham and Keck.
Noes: None.
Absent: None.
The clerk then presented to the Council the report of C. G. Gillespie,
Chief of the State Bureau of Sanitary Engineering covering a Sanitary Engin-
eering Survey of the City of Elsinore Water and Sewer systems.
Whereupon it was duly moved and carried that the report be received
and ordered placed on file.
In response to Mrs. R. H. Kirkpatrick's appeal to Council for financial
aid to the Elsinore Tourist Room being sponsored and managed by the Fortnightly
Club.
It was moved by Councilman Merrifield and seconded by Councilman Galla-
gher that it be authorized that the City donated $10.00 per month for six
months to the Fortnightly Club's fund for the upkeep of the Elsinore Tourist
Room which motion was carried by the following vote:
Ayes: . Councilmen Gallagher, Langstaff, Merrifield and Keck.
Noes: Councilman A. S. Burnham.
Absent: None.
Bills as audited by the auditing Committee were then presented to the

- desire to withdraw their bid if acceptable to Council,: with understanding
that no demand be .made for .forfeiture of bidders' bond.
Whereupon Resolution #229 was introduced and read, being a Resolu-
tion of the City Council accepting the withdrawal of the C. G. Willis & Sans
Inc. bid on sewer project in the matter of Acquisition and Improvment

The matter of purchasing 400 feet of 21 inch Fire Hose was then
brought up for Council's consideration.

E. J. Nevibegin representative of the American Rubber Mfg. Co. of
Oakland, Calif. was present and submitted for Council's consideration samples
of fire hose and quoted a price of $1.00,per foot oh same, with a special
concession of a credit memo of $40.00 to apply on the purchase of 400 feet
of hose. Proposals in writing fa- supplying said fire hose at above terms
and under two contracts covering the purchase of 200 feet of hose each, were
also submitted to Council for their acceptance and execution.

Fire. Chief, Boyle suggested to Council that they delay in
acting upon the matter with the view of securing samples and price
quotations from other Fire Hose Companies in.competiti.on with the
proposal filed.
Upon Council's due consideration of the matter it was moved by
Councilman Burnham and seconded by Councilman Gallagher that the pro -
ppeals for supplying _fire hose, quoting prices and terms submitted by Mr.
Newbegin for the American. Mfg. Co. be accepted and that the Mayor
and the Clerk be authorized''to execute two contracts pith the American
Rubber Mfg.:Co. covering the purchase of 200 feet of hose each, as per
prices and terms quoted which motion`was.carried by the following vote:

Mr. Burrell then appeared before Council and reported that the
Building Superintendent has refused to grant him a permit to repair
his building with corrugated iron as the work did not comply Vrith the
provision of the Building Ordinance, which action would work undue hard-
ship on him and therefore he requested of Council that he be granted per-
mission to repair his building with corrugated iron.
Upon Council's consideration of the matter it was moved by Coun-
cilman Langstaff and seconded by Councilman Burnham that Mr. Burrell
be granted permission to repair his building with corrugated iron,
vdiich motion was carried by the following vote:

held on the above date.
The meeting was called to order at the hour of 7 o'clock P.M. with
Mayor A. G. Keck in the chairr.

Minutes, of the previous meetings held on March 24th and March 31st
were then read by the Clerk and on motion duly made and. carried were approv,
ed as read.
The Building Superintendent's monthly report for the month of
March was then presented to the Council and on motion duly made and car-
ried, was accepted and ordered placed on file.
The Treasurer's monthly report was then presented to the Council
and on motion duly made and carried was accepted and ordered placed on
file.
The Clerk, then presented to the Council the South western Home
'Telephone Co.'s annual statement for franchise taxes for year ending
Dec. 31, 1929. Gross rentals $7825.63 with check enclosed for $156.21
to cover a 2% Franchise Tax.
Whereupon it was duly moved and carried that the report from
the South western Home Telephone Co, and check for Franchise tax be ac-
cepted.
The Clerk then presented to Council communications from the
California League of Municipalites and the State Dep- irtment of Public
Health who were joining in support of a municipal cleantup campaign
throughout the State and earnestly solicited Council's assistance in
this campaign.
Whereupon after Council's due consideration of the matter it was
moved by Councilman Langstaff and seconded by Councilman Gallagher that one
man be hired with instructions that he clean up the Tenescal ditch by
burning all dead wood and weeds and piling up all cans and rubbish for
hauling away by the garbage man which motion was carried by the following
vote:
Ayes: Councilmen - Gallagher, Langstaff, Merrifield, Burnham,
and Keck.
Noes: None.
Absent: None.
The Clerk then presented to the Council a communication from
the State Department of Public Health calling attention to a meeting of the
California Sewage works Assn. to be held at Sacramento April 21st and
22nd, and urgently requested that Council send a representative to attend
said meeting.

cation be received and ordered placed on file.
Chief of Police Barber then reported to Council that he
was having difficulty with street lighting in the Country Club Heights
District because of frequent burning out of lamps due to defective
wiring and suggested that Power Company be instructed to check the
trouble.
Whereupon after some discussion on the matter it was reported that
the matter had already been called to the attention of the Power Co.
and that they had promised to make an investigation of the trouble and
correct it.
Bills as audited by the auditing committee were then presented
to the Council and on motion duly made and on call vote carried were
ordered paid and the Clerk was instructed to issue Warrants in payment
of same.
Thereupon there being no further business to come before

The clerk then presented to the Council a communication from
J. F. Reimer, Deputy Clerk of the County Board of Supervisors enclosing an
agreement for execution betweeh the City and County providing for certain
compensation to be paid to the County for assessment and collection of the
City's taxes.,
Whereupon it was moved by Councilman Gallagher and seconded by
Councilman Langstaff that :said communication and agreement be laid over for
consideration by the incoming Council which motion was carried by the follow-
ing vote:
Ayes: Councilman Gallagher, Langstaff, Merrifield and Keck.
Noes: None.
Absent: Councilman A. S. Burnham.
Thereupon the Clerk presented to Council a communication from
W. C. Seccombe who was awarded the work in Acquisition and Improvement Dis-
trict #1, enclosing therewith an opinion by Attorneys Crouch and Crouch on
the validity of the proceedings and in consideration of the findings in said
opinion, gave Council notice that he declined to sin said contract and re-
quested that certified check for $2000.00 deposited with his bid, be returned
to him.
Whereupon after Council's due consideration of the matter, Reso-
lution #231 was introduced and read being a Resolution of the City Council
providing tkat Resolution of Intention #224 adopted on the 10th day of Feb.
1930, and all subsequent proceedings had in the above entitled matter, be, and
the same are hereby repealed and set aside.
Whereupon it was moved by Councilman Langstaff and seconded by
Councilman_ Gallagher that Resolution #231 be passed and. adopted which motion
was. carried by the following vote:
Ayes: Councilmen - Gallagher, Langstaff, Merrifield and Keck.
Noes: None.

Thereupon the Clerk presented to the Council a communication from
City Engineer Glenn Graham with enclosed statement for $2194.50 to cover work,
done under the Acquisition and Improvement District #1, City of Elsinore
Sewer job, which amount would be due him in the event that said work was en-
tirely abandoned and requested that Council examine said statement and pass
upon it and make their findings of record in the minutes.
Whereupon after Council's due consideration of the matter it was
moved by Councilman Gallagher and seconded by Councilman Langstaff that the
statement submitted by City Engineer Glenn Graham for $2174.50 to cover work

Resolution of the City Council declaring the result of election.

The retiring Council then adjourned sine die, and the new officers
took charge of their respective offices when .the . following proceedings were
had.
Upon roll call the following Councilmen were found present: H. Galla-
gher, H. 0. Langstaff, S. M. Rice, J.. E. Mills and C. A. Lovejoy.
S. M. Rice then nominated C. A. Lovejoy for the position of Mayor of
the City and presiding officer of the City Council.
Whereupon Councilman Langstaff moved that nominations be closed and
that Councilman C. A. Lovejoy be. unanimously declared elected to said office,
which motion was seconded by Councilman Mills, and upon vote said motion
was unanimously carried.
Mayor Lovejoy then took the chair and in a few well chosen words,
paid fitting tribute to the retiring councilmen and expressed his apprec-
iation of 'the honor conferred upon him by the new Council
The appointment of standing committees by the Mayor were delayed to the
next meeting of the Council.
Upon the request of the chair the Clerk then presented to the Council
the Treasurer's last monthly report of the City's finances.
The clerk then presented to the Council a communication from J. F.
Reimer, Deputy Clerk of the County Board of Supervisors with an enclosed
agreement to be executed between the City and the County providing for cer-
tain compensation to be paid to the County for assessment and collection of
the City's taxes, which matter had been laid over by the retiring Council
for consideration by the new Council.
Upon due consideration of said matter it was moved by Councilman
Langstaff and seconded by Councilman Rice that the Mayor and City Clerk
be authorized to execute the agreement providing for certain compensation
to be paid to the County for assessment and collection of the City's taxes,
which motion was carried by the following vote;
Ayes: Councilmen- Gallagher, Langstaff, Rice, Mills end Lovejoy.
Noes: None.
Absent: None.
The Clerk then reported to the Council that the retiring Council had
passed and adopted Resolution #231, thereby repealing and setting aside
Resolution of Intention #224 and all subsequent proceedings in the matter
of Acquisition and Improvement District #1, because of a certain omission
in the publication of the Resolution of Intention, which invalidated the
proceedings and that the retiring Council had laid over for consideration
by the incoming Council, the matter of ordering new proceedings or aban-
doning the work.
Whereupon after some consideration of the matter by Council it was mov-
ed by Councilman Mills arL seconded by Councilman Langstaff that matter of
ordering new proceedings or abandoning the work, in Acquisition and Im

and all other schools be metered for all water. used, and the
"motion receiving no second was lost.
It was thereupon agreed that the school could install a
.connection on their own line which is metered aril in i�.hich case no
action on the part of Council was necessary.
The chair then reported that a p4ber of persons had called c-k:
to his attention the advisability of Council's passage of an Ordinance to
provide for the elimination of electric interference to radio reception.
After some discussion on the matter it was agteed that it be laid
over for further consideration and that copies of ordinances passed by
other cities be secured for investigation.
Council then took up for consideration the matter of proposed
sewer installation and upon consideration of the matter it was sug-
gested by the chair and agreed to by Council that a Committee be ap-
pointed to make a further investigation of the matter and to ascertain
if present system cannot be made to take care of sewage satisfactorily.
The chair appointed Councilmen Mills, Laxgstaff and Gallagher
and City Engineer Graham to serve on said Committee with instructions
that they make report with recommendations at the next meeting of
Council and that they be authorized to spend what money was necessary to
make a satisfactory investigation.
Thereupon there being no further business to come before the
Council, on motion duly made and carried, Council adjourned to meet
in regular session on Monday May 5th, at the hour of 7 o'clock p.m, in

High School Senior Class requesting that they be granted a permit
to hang a banner advertising their class play across the street at Main
St. and Graham Ave.
whereupon'it was moved by Councilman Rice and seconded by Council-
man Langstaff that the permit requested by the HiE�i School Senior Class be
granted which motion upon call vote was unanimously carried.
The monthly reports of the Building Superintendent, City Treasurer
and Police Department were then presented to the Council and on motion
duly made and carried :sere approved and ordered placed on file.
With reference to a communication received from the Byron Jackson
Pump Co. requesting that they be instructed how to ship the Kimball
pump which they were advised toireturn to the City, the Clerk reputed
that with the advice of the Mayor he had forwarded them instructions to
return said pump by Pacific Motor Express at the City's expense.
The Clerk then presented to the Council a communication from
Harold Lynda reporting a dangerous wash -out on Mill Street in Country
Club Heights Addition and suggested its immediate repair.
The matter was referred to the Street Committee for attention.
The Clerk then presented to the Council the Franchise Tax Reports
of the Southern Sierras Power Co. for the year of 1929, with check en-
closed for $147.29 and the Southern California Gas Co, for six months
from July lot 1929 to Jan. lot 1930, with check enclosed for $122.04.
Thereupon it was duly moved and carried that the reports be ac-
cepted and ordered placed on file.

referred to the City Health Officer, with instructions that he take such
steps as are necessary to correct the present unsatisfactory condition,

Councilman Ric e that necessary proceedings be taken for the calling of a
special sewer bond election and that-the matter be referred to the City At-
torney for a submission of bids for the handling of the necessary proceed-

The Clerk then presented to the Council a communication which had just
been filed by Alva D. McGuire, Attorney fpr the Pachanga Mineral Water Co.
with reference to the City's Trunk line sewer crossing the property of said
company and which was preventing them from making certain desired improve -
ments and requesting that the city remove said sewer line or that they will
be held lieb le for resulting danages.
Whereupon it was moved by Councilman Mills and seconded by Councilman
Langstaff that the communication received from Attorney McGuire be referred
to the City Attorney for his opinion as to the City's liability in the
matter which motion upon vote was unanimously carried.
Thereupon it was moved by Councilman Langstaff and seconded by Coun-
cilman Gallagher that the previous carried motion with reference to the
calling of a special bower Bond Election be rescinded which motion was
carried by the following vote:

Chief of Police Barber's written report calling attention to the defective
condition of the street lighting system was then presented to the Council
for consideration.

lagher that the City Engineer be instructed to run _a test on the City's water
pumping plant to ascertain if the terms of the contract had been fulfilled,
end to submit his report at the next meeting of the Council which motion upon
vote was unanimously carried.

A regular meeting of the City Council of the City of Elsinore,
was held on the above date. The meeting was called to order at the hour

the clerk and there being no corrections or &missions were approved as

The clerk then presented to .Council a copy of a Resolution adopt-
ed by the Civic Section of the Woman's Club placing itself on record
as asking the City Council to take action toward appointing a committee
from their number as a street tree committee and that they establish a pro-
tective policy for street trees: also noting that the club objects to
and asks for the removal of the sign "Heald Park" now placed on Graham
.Ave.
.Upon Council's due consideration of said matters, it was agreed
that the chair appoint a Street Tree Committee and that it be authorized
to remove the Heald Park sign.
Whereupon the chair appointed Councilmen Rice and Gallagher to
.serve en.a Street Tree Committee.
Thereupon the Clerk presented to Council the resignation of
Paul Kuenzli as a member of the City Library Board.
Whereupon it was moved by Councilman Mills and seconded by Coun-
cilman Rice that the resignation of Paul. Kuenzli as a member ef the
Library Board be accepted which motion upon vote was unanimously carried.
The Clerk then reported to Council that he was in receipt of an
endorsed copy of Council's Resolution #233 providing for the execution
of an agreement with the Coaatty for the assessment and collection of
the City's taxes, which was sealed and endorsed by the Chairman and Clerk
of the County Board of Supervisors but that a copy of the executed agree-
ment was not received.
Whereupon it was moved by ,Councilman Mills and seconded by Coun-
cilman Langstaff that the Clerk be instructed to request a copy of

said agreement for the City's files which motion upon vote was carried.
The written opinion of City Attorney Best with reference to the
City's liability account of sewer line crossing the private property of
H. B. King was then presented to the Council and, it was, his opinion
that Mr. King would have no right of action egainst the' city for damages,
nor could he be able to compel the City to remove its line across his
property.
Whereupon it was moved by Councilman Mills and seconded by Coun-
cilman Rice that the opinion of City Attorney Best be received and order -W'
ed placed on file which motion upon vote was carried.

City Engineer Graham's report on -test made at the City Water
Pumping Plant was then. submitted to the Council, - showing that
terms of the contract covering the recent installation of gas
.engines and .pumping equipment had been fulfilled.
Whereupon it was moved by Councilman Mills and seconded by
Councilman Langstaff that the recently installed pumping equipment
be approved and accepted and that all accrued installments now due
on said contract be authorized paid in full to date, which motion
upon vote was unanimously carried.
The Clerk then presented to the Council a communication from
Goo. W..Crouch, Attorney for Brown Crummer Bond Co. in regard to
City of Elsinore delinquent Water Bonds, with enclosure of a copy
of notice forwarded to the County Tax Collector requesting that he
publish a Notice of Sale, and a list of the property delinquent
under said assessment, as provided by law, and asking Council to
kindly cooperate to see that these instructions are carried -out.
The Clerk, reported that he received word from the County Tax
Collector expressing his desire to hold a conference with the City
Attorney and himself regarding to the matter of Elsinore Water
delinquent assessments.
Whereupon after Council's due consideration of the matter, it
was moved by Councilman Rice and seconded by Councilman Gallagher
that the Clerk be authorized to confer with the County Tax Collector and
the City Attorney regarding to said delinquent water assessments and
that he be instructed on behalf of Council to express their attitude
as against the payment of any money for the expense of publishing a
list of the delinquent assessments or the advancement of money from any
other fund for the payment of delinquent bonds, which moti�n.was carried
by the following vote:
Ayes: Councilmen Gallagher, Langstaff, Rice, Mills and Lovejoy.
Noes: None.
Absent: None.
Council then considered and discussed at length City Engineer
Graham's bill for $2174.50 which he presented for payment for work
done under his contract in the matter of Acquisition and Improvement
District #1 Sewer Improvement, after proceedings for said improvement
had been abandoned.
Councilman Gallagher moved that Engineer Graham's bill for
$2174.50 be allowed and paid_
The motion receiving no second was lost.
Whereupon Councilman Langstaff moved that City Engineer Graham
be allowed a payment of 81 figured on the accepted contract bid of
W. C. Seccombe which was in the amount of $18525.59, said motion was sec -
onddd by Councilman Mills and carried by the following vote:

MEETING HELD ON THE 2nd DAY OF June
19 30
A regular meeting of the City Council of the City of Elsinore was
held on the above date. The meeting was called to order at the hour
of 7 o'clock P.M. with Mayor C. A. Lovejoy in the chair.
Councilmen H. Gallagher, H. 0. Langstaff, S. M. Rice, J..E. Mills
and C. A. Lovejoy answered the roll call.
Absent None.
Minutes of the previous meeting held on May 19th were then read by
the clerk and there being no omission or corrections were approved as read.
The monthly reports of the City Treasurer, Chief of Police and Bldg.
Supt. were then presented to Council and on motion duly made and carried
were accepted and ordered Placed on file.
The Clerk then presented to Council a report filed by the Fire Chief
on the results of a test made by the Riverside Fire Dept- on the newly
purchased fire hose and it appearing that ,,said ,hosedup to the guaranteed
standard.
It was moved by,Councilman Mills and seconded by Councilman Langstaff
that the report be approved and hose accepted and ordered placed in ser-
vice, which motion upon vote was unanimously carried.
The Clerk then presented to Council Matich Bros. bid for laying a
4 inch cement concrete floor in the Engine Room and pump house of the Water
Dept. at 16o per sq. ft. and 400 per ft. for cement foundation.
Whereupon it was moved by Councilman Mills and seconded by Councilman
Langstaff that Mattich Bros. bid be accepted and that the work be ordered
done which motion upon vote was unanimously carried.
M. Harmon Water Supt. then presented Council with a list of the parts
that were missing on the pump which was recently received from the Byron
_;.Jackson Bump Co.
Whereupon it was ordered that the Water Supt, be. instructed; to notify
the Byron Jackson Pump.Co, of the parts that were missing with request
that they furnish same.
- The,chair then reported to Council that he thought it advisable to
appoint a standing Water Committee and Conncilmen Gallagher, Langstaff and
Mills were appointed to serve on said committee.
Bills as audited by the auditing committee were then presented to
Council and on motion duly made and on call vote carried were ordered paid
and the Clerk was instructed to issue warrants in payment of same.
Atty. Geo. `N. Crouch representing the Brown Crummer Bond Co. who hold
the Elsinore Water Bonds then addressed Council regarding to the delinquent
water assessment and offered for Council's consideration a suggestion that
the amount of delinquency might be reapportioned under a reassessment plan
provided by law against the balance of the property within the district.

Whereupon it was moved by Councilman Gallagher and seconded by
Councilman Rice that the matter be referred to the City Attorney for
consideration, which motion upon vote was carried.
Council then took up for further consideration the matter of the
proposed sewer improvement and it. was agreed that -it, is advisable to
submit the matter to the voters at an election for a general bond
issue..
Whereupon it was moved by Councilman Gallagher an8 seconded by
Councilman Rice that the City Attorney be instructed to institute the
necessary proceedings for the calling of a general bond election for
the proposed sewer amprovsment,- providing that the fee for said service
including the fee of associate attorneys for rendering an approving
opinion be not to exceed $"300..00'which motion upon vote was'unanimous-
ly carried. ,
Councilman Mills then called Councils attention ttothhe dangerous
condition. of Pottery St. at the end of the pavement and after due
consideration it was agreed that the matter be referred to the St.
committee for their attention.
Council then took up for further consideration the bill presented
by the City Engineer for work done on the abondoned sewer proceeding
and in settlement of same it was agreed by Council and accepted by
the City Engineer that he do the necessary engineering work on the
proposed sewer bond issue plan if bonds carry for a. fee of $2174.50
and that he be- allowed an advance payment at this time of $1482.05
the balance to be paid the Engineer upon the completion of the proposed
work- and in the event that bonds do not carry then the Engineer be
alloyed and paid the bUance of his original bill.
Whereupon it was moved by Councilman Mills and seconded by Coun-
cilman Langstaff that City Engineers present contract be cancelled
and that the City Attorney be instructed to draft a new contract for
execution, which motion upon vote was unanimously carried

The Clerk then presentedto Council a communication from Byron Jackson
Pump Co. regarding to missing parts on pump received _from them and advising
that they would supply said parts and ship at an early date, which com-
munication on motion duly made and carried was received and ordered placed
on file.
The Clerk then presented to- Council a communication from the So..Calid.
Gas Co. with enclosed executed Bond and copy of Resolution, requesting
Councils adoption of said resolution approving the assignment "oftthe franchise,
approving the new bond and releasing the principal and sureties on the old
bond.
Whereupon Resolution #234 was introduced and read being ,a Resolution of
the City Council approving the assignment to So. Calif, Gas Co, in the penal
sum of 01000.00 and releasing S. H. Gunder and sureties on the old bond.
Whereupon it was moved by Councilman, Mills and seconded by Councilman Rice
that the Resolution #234 be passed and adopted, which motion was carried by the
following vote:

Whereupon Resolution #235 was introduced and read . being a Resolution of
the City Council providing that a contract be.entered into with Glenn Graham

A bid filed by the Russell Sutherlin Co, for the proposed sewer bonds
was then presented to Council they agreeing to purchase said bonds to bear
6% int. at par plus a bonus of 25.00 and furnish bonds and all proceedings
without expense or any obligation oii'thetpart of the City.
Whereupon after consideration of said bid it was duly moved and carried
- that communication and bid I of Russell Sutherlin Co. be received and ordered
placed on file.
Council then took up for consideration the matter of revising the present
City Later rates
!"hereupon it was moved by Councilman Mills and seconded by Councilman
Langstaff that the City Water rates be reduced and that Ordinance be pre -
pared fixing the water rates at $2.00 for first 1000 cubic feet and $1.59
for second one thousand cubic feet, $1.25 for third 1000 cubic feet and $1.10
per thousand for all over 3000cubic feet and that all water bills be subject
to a 20% discount if paid on or before the 10th -day of each month, which
motion was carried by the following vote:
Ayes: Councilmen Gallagher, Langstaff, Rice, Mills and Lovejoy.
Noes: None.

The Park Committee then brought up for Councils consideration the
matter of cleaning up the Plaza Block lot used by the City as a playground.

Clerk and there being no omissions or corrections were approved as ead.
The Clerk then presented to Council a communication from the Western
Enterprise Gas Engine. Co. calling attention to a certain clause inserted in
the contract covering the purchase of gas engines and pump equipment which
provided that credit of $ 520.00 was to be allowed for certain used pump equip -
ment and that it has been called to their attention.that the.city desired to
retain this equipment and pay them the sum of $520.'00 which they stated was
agreeable to them and requested that remittance covering said amount be mailed
to them at as early a date as possible.
Upon eouncils consideration of the matter it was agreed that the matter
be laid over to the next meeting of Council.
The Water Supt's monthly report was then presented to Council and on motion
duly made and carried was accepted and ordered placed on file.
Ordinance #202 being an Ordinance of the City Council fixing the time and
place of regular meetings of the City Council was then presented on second reading.
Whereupon it was moved by Councilman MiU sta:ad seconded by Councilman
Langstaff that Ordinance #202 be passed and adopted, which motion was carried
by the-following vote:

Whereupon Ordinance #203 was introduced and read being an Ordinance of
the City Council fixing the water rates to be charged consumers using water
through a water meter and providing for a minimum water rate charge.
Whereupon it was moved by Councilman Langstaff and seconded by Councilman
Rice that Ordinance #203 be passed to its second reading which motion upon
call vote was unanimously carried.
Council then took up for further consideration the bill by Dr. S. J.
Brimhall for fees for services as Health Officer, which was laid over at
Councils last meeting.
Whereupon it was duly moved and carried that said bill be approved and
that the Clerk by instructed to issue a warrant in payment of same.
The Clerk then reported to Council that upon making a check of the City III
Ordinances he ascertained that there is no ordinance in effect which regulates
the closing hour of pool halls but that ordinance #191 does prohibit gambling
and the playing of any games with cards, dice or any device for money, checks
credits or other representative of value.

in the City's sidewalks and after some discussion as to the City's responsibility
for any injury sustained after their attention was called to existing dangerous
places,it'Vas:,agreed that the matter be referred t:o Councilmen Langstaff and
Gallagher with instruction that.they make a check of the City's sidewalks and be
authcrized to have the dangerous places repaired.
Thereupon Resolution #237 was introduced and read being a Resolution of the
City Council determining and declaring that the public interest and necessity
demand the acquisition, construction and 'completion by said City of a certain
mrnicipal improvement, towit: "The construction of additions to the present
sewer system, including sewer mains and all appurtenances thereto ".
Whereupon it was moved by Councilman Gallagher and seconded by Councilman
Langstaff that Resolution #237 be passed and- adopted which motion vias carried by

for the incurring of bonded indebtedness for the acquisition, construction and
completion of a certain municipal improvement, towit: - "The construction of
additions to the present sewer wystem, including sewer mains and all appurten-
ances thereto."

retaining certain pump equipment which the Western Enterprise Engine
Co. had agreed in their contract to accept as a (520.00 credit on the
purchase price of certain engines and pump equipment, which they had
installed- at the City Water plant and after due consideration of the
matter it was agreed by Council to retain said equipment and to pay to
the Western Enterprise Engine Co, the sum of $520.00.
L. Jackson, member of the American Legion Post #200 of Elsinore
then appeared before Council and solicited them for a contribution to
a fund to be used for fireworks display on the 4th of July.
Whereupon it was moved by Councilman Mills and seconded by Coun-
cilman Langstaff that it be authovized that the ;City donate the sum
of $25.00 to the American Legion Post #200 for a fund to be used for
a 4th of July fireworks display at Elsinore, which motion upon vote
was unanimously carried. - -
Council then took up for further consideration the matter of re-
painting the parking spaces on the streets and after some discussion
it was moved by Councilman Mills and reconded by Councilman Langstaff
that the Chief of Police be instructed to have the parking spaces and
fire hydrants repainted and to blot out the old markers which motion
was unanimously carri'ed.r
The Chair then appointed Councilman Langstaff to serve on the
auditing committee in the absence of Councilman Rice.;

The Treasurers reportrshawing the 1924 Sewer Bond fund overdrawn $86.17

be authorized to transfer the sum of $66.17 from the Water fund to the 1924
Sevier Bond fund which motion upon Vote was unanimously carried.
The Library Board's annual report for the year ending June 30th, 1930
showing their disbursements for the year and presenting their tentative budget
for the ensuing year was then presented to Council for their consideration.
Whereupon it was moved by Councilman Rice and seconded by Councilman Gallagher
that the Library Board's report of past years disbursement be approved and
accepted and that the proposed tentative Library Budget for the'snsuing year
1930 -31 be laid over to a later date for further consideration'vahich motion
upon vote was carried.
Thereupon Councilman Gallagher reported that there was an existing va-
cancy on the Library Board and moved that Henry Perret be appointed to fill
said vacancy, the motion receiving no second was lost.
The Clerk then presented to Council a communication from the Elsinore
Fireman's Relief Assn. to seed a representative tothe state annual Fireman's
Convention and had recommend %Fire Chief Tom Boyle as their representative with
an advance from theer fund of #25.00 to help pay his expenses and asked Council
to allow a like amount.
Whereupon after Councils due consideration of the matter was moved by
Councilman Gallagher and seconded by Councilman Rice that it be authorized to
allow Fire Chief Boyle $25,00 to help defray his expenses to the Fireman's
annual convention to be held in San Francisco which motion was carried by the
following vote:

A regular meeting of the City Council of the City of Elsinore was held
on the above date.
The meeting was called to order at the hour of 7 o'clock P.M. with Mayor
C. A. Lovejoy in the chair.
Councilmen H. Gallagher,. H. 0, L•'ngstaff, S. M. Rice and C. A. Lovejoy
answered the, roll call.
Absent: Councilman J. E. Mills.
Minutes of the previous meetings.held on July 14th -and July 15th were then
read by the Clerk and there.being no corrections or omissions were approved as
read:
The Chief of Police monthly report of the Police Dept. was then presented
to Council and on motion duly made and carried was accepted and ordered placed

Thereupon the Clerk presented to Council a communication from B. J. Smith
Bldg. Contractor calling their attention and presenting for their consideration
certain - changes ^in the City License Ordinance.
Whereupon it was duly moved and carried that the communication be received
and ordered placed on file.
Whereupon Council considered the matter of requesting the Sante Fe R.R. Co.
to lay a cement sidewalk along their depot property on- Graham -Ave. and it was
thereuponmoved by Councilman Gallagher and seconded by Councilman Rice that the
Clerk be instructed to address a letter.to:the_Santa.Fe R.R.,Co.. advising them
that it is Councils request that they lay a sidewalk along their depot property
on Graham Ave. which motion upon vote was unanimously carried.
The Clerk then reported to Council that Mrs. E. Bonds had requested him to
call Councils attention that the sewer line on Granite St. serving her property
was continually being crushed by trucks and asked that Council take some action
to remedy the situation.
Whereupon it was moved by Councilman Rice and seconded by Councilman
Gallagher that the matter be referred to Mr. Harmon for in:-estigation and that
he submit his report with recommend -tion to Council at their next meeting which
motion upon vote was carried.
Thereupon it was moved by Councilman Gallagher and seconded by Councilman
Rice that Henry Perret be appointed to fill the vacancy existing on the Library
Board.
Upon discussion on the motion it was suggested by Councilman Langstaff that
action on same be postponed to the re xt meeting of Council as he desired to inter-
view and consider other persons for appointment.
Councilman Rice thereupon withdrew his second to the motion before Council
and further action on the matter was postponed to Councils next meeting.
Councilman J. E. Mills absent upon roll call appeared at this time and took

Council then took up for consideration the matter of transporting
City prisoners .
Whereupon it was moved by Councilman Rice and seconded by Council -
man Langstaff that it be authorized that in the future the Chief of
Police use the City Police car for transportation of;City prisoners
which motion upon vote was carried.
.Report was then made to Council, that their were a number of
complaints filed because of delay on the part.of the So. Calif. Gas
Co. in repairing streets after tearing up.for service connections and
after due consideration of the matter: It was moved hydCouncilman
Rice tad seconded by; :Councilmen, Langstaff..that the Clerk be instructed
to write to the So. Calif. Gas Co. and notify them that it is Councils
request that they repair all streets promptly and that they leave
them in as good condition as they found them, which motion upon vote
was carried.
Bills as audited by the auditing committee were then presented
to Council and on motion duly made and on call vote carried were ordered
paid and the Clerk was instructed to issue, warrants in payment of same.
Thereupon theie being no further, business to come before Council
on motion duly made and carried Council adjourned to meet in regular
'session on Monday August llth at the hour of 7,o'clock F01. in the
City Hall the usual meeting place.

A regular meeting of the City Council of the City of Elsinore was held
on the above date., The meeting,; was called to; order at the hour of % o'clock
P.M. with Mayor Lovejoy in-the chair.
Councilmen H. Gallagher, H. 0. Langstaff, S. M. Rice, J. E. Mills and C. A.
Lovejoy answered the roll call.
Absent: None.
Minutes of the previous meeting held on July 28th were then read by the
Clerk and there being no corrections or omission were approved as read.
The City Treasurer's monthly, report was then presented to ,Council and on
motion duly made and carried was approved and accepted and ordered placed on file.
Thereupon the Bldg. Supt's monthly.report for July was presented to Council
and on motion duly made.and carried was accepted and;.ordered placed on file.
The Clerk then presented to Council a communication from the Dra -Goo Sign
Co. soliciting any sign business which the city might have..
Whereupon it was duly roved and carried that -said communication be received
and placed on file.
A communication from Dr's Cope and Eglund requesting Council's permission to
remove four eucalyptus trees from parkway in frmnt of their property on Riley
St. was then presented to Council'.
Whereupon it was moved by Councilman Mills and seconded by Councilman Rice
that Dr. Cope and Egludsrequest to remove trees be granted which motion upon
vote was carried.
Glenn Graham's written resignation from the City Library Board was then
tendered to Council.
Whereupon it.was moved by Councilman Mafils ^'f and seconded by Councilman
Langstaff that.:theerpsignation of Glenn Graham from the City Library Board be
accepted which motion upon, vote was carried.
The Clerk then.presented to Council a petition signed by a number of Elsinore
business men requesting Council to consider the enactment of an Ordinance to
provide for regulation against disagreeable, odors coming from restaurants, lunch
rooms and similar places and after due consideration of the matter by Council it
was moved by Councilman Langstaff and seconded by Councilman Mills that the chair
appoint a committee to wait upon the persons complained of and request their
cooperation by taking such action as will be necessary to correct said condition,
whicia motion upon vote was carried.
The chair appointed Councilman Gallagher, Mills and self to serve on said
Committee.
This being the time fixed by law for canvassing the returns of the Special
Municipal Election,_held on Tuesday, the 29th day of July, 1930, in the City of
Elsinore,. California, for the purpose of submitting to the qualified voters of
said City, the following porposition; to -wit:

It was moved by Councilman Gallagher and seconded by Councilman
Langstaff that Councilman Hills and Councilman Rice be appointed
Tellers ofthe Council to officially canvass the returns of said Special
.Municipal Election. This motion was carried by the following vote:

It was moved by Councilman Gallagher and seconded by Councilman Langstaff
that the following order as herein recorded be cnd the same is hereby adopted:
WHEREAS, a Special Municipal Election was held in the City of Elsinore,
California, on Tuesday, the 29th day of July, 1930, in accordance with the pro -
visions of law and as designated and provided in Ordinance No 204 of said City,
for the purpose of 'submitting to the qualified electors of said City the following
proposition, to -wit:
"Shall the City of Elsinore incur a bonded
debt of Twenty -two Thousand Five Hundred
and no/100 Dollars, ($22,500.00) for the
purpose of the acquisition, construction and
completion by said City of Elsinore of a
certain municipal improvement, to' -wit: The
Construction of Additions to the Present
Sewer Mains and all appurtenances thereto?"
and.,
PJhereas,.it appears from the report of the Tellers of the Council, ap-
pointed to officially canvass the returns of said Special Municipal Election,
which report is,hereinabove recorded in full,that the total votes cast at said
election in the said City of Elsinore was 252 votes: that the number of votes
cast in Consolidated Voting Precinct A for the proposition was 192 votes, and
against the proposition was 60 votes, and that the number of votes cast in the
entire City dor the proposition was 192 votes and against said proposition was
60 votes; that the proposition received the necessary tWo- thirds affirmative
vote of all the voters voting at said election.
NOW THEREFORE, BE IT RESOLVED that said report of the Tellers of the Council
be and the same is hereby approved and adopted and that the said proposition
relative to the said question submitted to the qualified voters, be and the same
is hereby declared to be adopted and carried. This motion carried by the fol-
lowing vote:
Ayes: Councilmen Gallagher, Langstaff, Mills, Rice, and Lovejoy.
Noes: Councilmen: None.

Thereupon Ordinance #205 was introduced and read on first reading being an
Ordinance of the City of Elsinore providing for the issuance of Sewer Bonds,
fixing the amounts and time and place of payment of such bonds authorized at
special municipal election of July 29th, 1930 and autb6kizing the issuance thereof.
Whereupon it . was moved by Councilman Rice and seconded by Councilman Mills
that Ordinance #205 be passed to its second reading which motion was carried by
the following vote:
Ayes: Councilmen Gallagher, Langstaff, Mills, Rice, and Lovejoy.
Noes: None.
Absent: None.
Attorney A. D. McGuire then appeared before Council in behalf of his Client
Mrs. Ida L. Haworth and filed with the Clerk a written claim against the City of
Elsinore in the sum of $1000.00 for damages caused by the paving of 15 ft of
property quitclaimed to Mrs. Haworth by the City Council on Feb. 4th, 1924.
Whereupon after Councils consideration of the matter it was moved by Council -

City Attorney for his opinion as to the City's Liability which motion was
upon vote carried.
Joe walker then appeared before Council and on behalf of the Ameri-
can Legion solicited the Council for a donation to help defray the ex-
penses of their delegatesto the Convention to be held in Sacramento.
Whereupon it was moved by Councilman Mills and seconded by H. 0.
Langstaff that the American Legion be granted the sum of $25,00 do-
nation for delegates expenses to the Legion Convention at Sacramento
which motion upon vote was carried.
Supt. M. Harmon then reported to Council that he had made an in-
vestigation of the sewer line on Granite St. and stated that it could
be lowered at a cost of about $200.00.
Whereupon after councils consideration of the matter it was agreed
that it would be more advisable to repair the portion subject to crushing
with a few joints of steel pipe.
Whereupon it was moved by Councilman Mills and seonnded'by Councilman
Langstaff that Mr. Harmon be instructed to repair the broken sewer line
on Granite St. with steel pipe which motion upon vote was carried.
Map of Country Club Heights Unit G was then presented to Council '
f or approval and acceptance.
Whereupon it was moved by Councilman Gallagher and seconded by
Councilman Rice that Map of Country Club Heights Unit G be approved and
accepted which motion upon vote was unanimously carried.
The chair then called to Councils attention that the tall weeds
growing on Heald Ave, between Spring & Riley should be cut down and
burned and it was agreed by Council that the matter be referred to the
street Committee for attention.
The following persons were then nominated for appointment to fill
vacancies on the Library Board: P. C. Graham, Henry Perret, and H. C.
Scott.
Upon vote of Council Henry Perrot received 3 votes, H. C. Scott 2
votes and P. C. Graham 5 votes. Whereupon it was duly moved and carried
that Henry Perret and P. C. Graham receiving a majority vote ot'Council'
be declared appointed to fill the two vacancies on the Library Bo -rd.
The Chair then called Cxouncils attention to the condition of the
young pepper trees on Graham Ave. between Spring and Langstaff Sts.
and suggested that they be trimmed`'and staked. Whereupon it was agreed
by Council that the matter be referred to the Street Committee. for at-
tention.
Bills as audited by the auditing committee were then presenI.ed to
Council and on motion duly made and on call vote carried were ordered
paid and the Clerk was instructed to issue warrants in payment of same. -
Thereupon there being no further business to come before the
Council on motion duly made and carried Council adjourned to meet in

Council fixing the tax levy for the fiscal year beginning July 1st, 1930, pro-

Whereupon it was moved by Councilman Mills and seconded by Councilman Lang-
staff that Resolution #238 be passed and adopted which motion was carried by

and Ordinance of the City Council providing for the issuance of sewer bonds

The Chair then reported to Council that he had been solicited
by the Elsinore Yacht Club for a donation from the City for the
Labor Day boat races and presented the matter to Council for their
consideration.
Whereupon it was moved by Councilman Langstaff and seconded by
Councilman Mills that :25.00 be'dohated to the Elsinore Yacht Club
for expenses of the Labor Day boat races, which motion wpon vote'
was carried.
Council then took up for further consideration the claim
of Mrs. Harworth for damages caused her by the Ellis St. Improvement
and. it was decided to lay t-he matter over for further consideration.
Thereupon it was moved by Councilman :dills and seconded by
Councilman Langstaff that the Clerk be instructed to publish the
required notices inviting sealed bids of proposals'for'the pro-
posed sewer improvement and also'the sale of the 022500,00 Sewer`"
Bonds which motion upon vote was unanimously carried.
In the absence of, Councilman Rice, the Chair appointed Council -
man Frills to serve on the auditing committee.

A regular meeting of the City Council of the City of Elsinore was held on Ii

Minutes of the previous meeting held on August 25th were then read by the
Clerk and there being no corrections or omissions were approved as read. l
The Bldg. Supt's monthly ;report was thenppresented:to Council and on motion
duly- made,and;; carried was accepted and ordered placed on file.
The Clerk then presented to Council a communication from the League of Calif
Municipalities asking to be advised what new legislation if any, is desired on
behabf of our-,City and ;advised that for the first time the league would maintain
a representative at Sacramento during the entire session of the legislation to
look after the interests of our municipalities.
Whereupon it was duly moved and carried that the communication be received
and ordered placed on file.
Council then took up for consideration W. T. Moxley's claim for $2.50 for a
commission for renting the old City Hall.
Whereupon it was moved by Councilman Mills and seconded by Councilman Gallagh &n
that Mr. Moxley's claim for $2.50 be allowed which motion upon vote : ,;as carried.
Ralph Brockett agent for the Maryland Casualty Co, then appeared before
Council stating that the insurance placed with his Company covering the City
officials and employees against Public Liability and Property Damage would ex-
pire on Sept 11th and asked to be advised if Council wished to have said insurance
policy renewed.
Whereupon after Councils consideration of the matter it was moved by Coun
oilman Gallagher and seconded by Councilman Mills that bids be secured from other.
insurance agents and policy either renewed_ or placed elsewhere before expiration
date which motion was upon vote carried.
Councilman Gallagher then reported to Council that he had been requested
by Mr. H. B. King to present to Council for consideration the matter of moving
the Fire Hydrant at the corner of Spring and Sumner Sts, as he desired to put in a
roadway at the corner of his property.
In a discussion of the matter it was the consensus of opinion th:-_t it be
ordered to move the hydrant, but at Mr. King's expense or at least that he be
billed for one half the expense.
Councilman Gallagher favored the work be done at the City's expense and there-
upon it was moved by Councilman Gallagher that the Water Supt. be instructed to
move the fire hydrant at Spring and Sumner Sts. at the City's expense.
The motion receiving no second was lost and no definite action was taken on
the matter.
Mr. A. W. Eckerson, owner of the Elsinore Camp Grounds then appeared before
Council and requested that he be granted permission to hang a sign across Main

Street at the intersection of Sumner St. and after some discussion on
the matter it was agreed that it b� laid over for further consider-
ation:
In the absence of Councilman Rice the Chair.appointed Council-
man Mills to serve on the Auditing Committee.

Gallagher that Resolution #239 be passed and adopted which motion was carried by
the following vote:
Ayes: Councilmen Gallagher, Mills, Rice and Lovejoy.

r The Clerk then reported that this was also the time fixed for opening the
sealed bids or proposals for the construction and completion of additions to
the present sewer system including sewer mains and all appurtenances thereto.

Whereupon it was duly moved and carried that the bids received be referred
to the City Engineer for checking and report back to Council the totals of said
bids.
The Treasurers monthly report for the month of August v:as then presented to
Council and on motion duly made and carried was accepted and ordered placed on
file.
The Clerk then presented to Council a communication from the California Health
Officers Assn. urging Council to send a delegate to the Convention to be held in
Long Beach Oct. 6th to 10th in connection with the Calif. League of Municipalities.
Whereupon it was duly moved and carried that said communication be received
and ordered placed on file.
-The Clerk then presented to Council the written opinion of City Attorney Best
regarding to the claim of Mrs. Harworth for damages resulting from the improvement
of Ellis St. adjourning her property.
Whereupon it was moved by Councilman Gallaghor�,and.csec'onded by Councilman
Mills that the communication be referred back to City Atty. Best with instructions
that he ascertain full facts regarding to the claim of Mrs. Harworth and render
an opinion based on said facts which motion upon vote was carried.
City Engineer Glenn Graham then reported on the bids received for the con -
struction of additions to the present sewer system, said report showing that At-
lantic Construction Co's bid of $16936.66 was the lowest and best bid.
Whereupon Resolution #240 was introduced and read being a Resolution awarding
the contract for the construction of additions to the present sewer system to
the Atlantic Construction Co.at the prices named in their bid:
Whereupon-it was moved by Councilman Mills and seconded by Councilman
Gallagher that Resolution #240 be passed and adopted which motion was carried by
the following vote:
Ayes: Councilmen Gallagher, Mills, Rice, and Lovejoy.
Noes: None
Absent. Councilman Langstaff.
Thereupon Resolution #241 was introduced and read being a Resolution pro -
viding for the form of coupon to be attached to the 1930 sewer bonds.
Whereupon it was moved by Councilman Rice and seconded by Councilman Gallagher
that Resolution #241 be passed and adopted which motion was carried by the

City Engineer Graham then appeared before Council and requested that
he be allowed a payment of $100.00 to pe applied on the balance due him
on contract.
Whereupon it was moved by Councilman Pulls and seconded by Council -
man Langstaff that the City Engineer be allowed a payment of $100.00 on
contract, which motion upon vote was carried.
A committee from the American Legion then appeared before Council
and solicited a donation to a fund to be used for the expense of
bringing to Elsinore on Dec. 13th and 14th the Canadian-Society Picnic and
Reunion.
Whereupon it was moved by Councilman Mills and seconded by Councilman
Langstaff that it be authorized to donate $25.00 to the American Legion,
Sponsors for the Canadian Society Picnic and reunion to be held in Elsinore
on Dec- 13th and 14th, which motion upon vote was carried.
City Engineer Graham then called to Councils attention that no
provision was made in the sewer plans for the installation of connection
risers from the trunk line on Riley St. and because of the depth of the
line, recommended that it be done at this time while the ditch was open,
to save future expense,
?hereupon it was moved by Councilman - Langstaff and seconded by
Councilman Rice that the City Engineer be authorized to instruct the
- contractor to install 5 connection risers from the trunk line sewer on
Riley St, between Graham Ave, and Pottery St., which motion upon vote
was carried.
Council then took up for consideration the matter of reducing the
salary of the Bldg. Inspector.
Whereupon it was moved by Councilman Mills and seconded by Councilman
Langstaff that the City Attorney be instructed to prepare an Ordinance
amending Section 11 of Ordinance #201 to provide a change in the salary of
the Bldg. Supt. from $40.00 per Month to $15.00 per month which motion
upon vote was carried.
Bills as audited by the auditing committee were then presented to
Council and on motion duly made and on call vote carried were ordered
paid and the Clerk was instructed to issue warrants in payment of same.

A regular meeting of the City Council' of the City of Elsinore was held on
the above date. The meeting was called to order at the hour of 7 o'clock P.M.
with Mayor C. A. Lovejoy in the Chair.
Councilmen H. Gallagher, H. 0. Langstaff, S. M. Rice, J. E; Mills and C. A.
Lovejoy answered the roll call.
Absent: None.
Minutes of the previous meeting held.on Oct. 13th were then read by the Clerk
and there being no corrections or emissions were approved as read.
The-City Engineers_ estimate of work completed on-the setiarer from Oct. 13th was
then presented - to, Council , for their acceptance.
Whereupon it was duly moved and carried that the Engineers report be accepted
and ,bill filed for payment of work ,completed less 10 %.
The Clerk then reported to Council that Mrs. C. P. Carter had complained of
the drainage at the corner of Prospect and Chestnut Sts. stating that in times of
rain the dirt would wash down upon her property. and requested that Council gibe
the matter their attention.
Whereupon it was ordered that the natter be referred to the Street committee
for investigation. ..
The Clerk then presented to Council a communication from the League of Calif.
Municipalities received in response to a request for copies of ordinances which
would provide for the abatement of a,, certain nuisance complained of by the local
theater.owner, and in answer they advised that the proper feMedy is a court
proceeding to be taken, on behalf of the City itself for the abatement of a public
nuisance, or by the local theater manager.
Whereupon it was duly moved and carried that the communication be received
and ordered placed cn file and that the matter be referred back to the previously
appointed committee with instructions that they further attempt to bring about an
amicable settlement of the matter.
Thereupon a petition was presented to Council signed.by seven contractors
of the City in which they expressed their appreciation of the competent manner in
which Mr. Boyle has performed his _duties,as,Bldg. Inspector and petitioned Council
to retain him in his present position.
Whereupon it was moved by Councilman ;Langstaff -and.seconded by Councilman Rice
that the petition be received and ordered placed on file, which motion upon vote
was carried.
Ordinance #206 was then presented to Council on 2nd reading, being an Ordin-
ance prohibiting and regulating the sale, purchase and possession of wine tonics
and bitters in the City of Elsinore.
Whereupon it was moved by Councilman , Gallagher and seconded by Councilman
Langstaff that proposed Ordinance #206 be laid on the table for future consider -
ation, which motion upon vote was unanimously carried.
Ordinance #206 was then introduced and presented to Council on first reading,
being an Ordinance amending Section #11 of Ordinance #201 providing that the salary

month.
Whereupon it was moved by Councilman Langstaff and seconded
by Councilman Mills that Ordinance #206 be passed to its 2nd
reading, which motion was carried by the following vote:

Noes: Councilman CQ,.A. Lovejoy.
Absent: None.
Councilman Gallagher not voting.
The Mayor then reported that he was not prepared to suggest
any definite action on the matter with reference to the contract
submitted to Council byrC. J. Rambo accountant, providing for the
recovery of the delinquent teat penalties and interest 6`n -a'50%
contigent basis, but that he had discussed the matter with the
City Attorney and made further investigation and was of the
opinion that the - matter should be carefully'considered and per-
haps a committee appointed to confer with the officials of other
cities with the view of all agreeing on the same action.
After some discussion of the matter by Council it was agreed
that the Chair appoint a Committee to make further investigations
and to confer with other City officials and the - County Board of
Supervisors.
The Chair appointed Councilmen Gallagher and Langstaff and
City Clerk Kalina to serve on Said committee,
The committee on Sewer pump reported that after inspecting
several different makes.of sewer pumps they were 'convinced that
the Kimball Krogh pump wr;.s the best type of pump to buy end advised
that they ha4f;placed ani':order for a Kimball Krogh pump.
Whereupon it was moved by Councilman Rice and seconded by -
Councilman Langstaff that the report of the Committee be accepted
and that the committee be discharged which motion upon vote was
carried.
Councilman Langstaff reported that he attended Water meeting
held in the City of Lynwood -and listened with interest to the dis-
cussions on Metropolitan water questions.
D. R. Craneq, member of the Elsinore Water Assn. committee then
reported to Council that arrangements have been made for a water
meeting to be held on Nov. 8th at the hour of 7:30 P.M. in the
auditorium Elsinore Grammar school at which time Vice President
Thomas of the Metropolitan Water District would address the meeting
on Metropolitan water questions, and suggested that the Clerk be
instructed to notify the cities in the San Jacinto River Basin of
this meeting and urge them to send a delegation to attend this meeting.
The Clerk was so instructed.

Council and on motion duly made and on call vote carried were ordered
paid and the Clerk was instructed to issue warrants in payment of same.

was held on the above date. The meeting was called to order at the hour

The Clerk then presented to Council the following monthly reports:
The report of the Bldg. Supt., Police Dept., Water Dept., and the Treas-
urers monthly report.
Wher�ttpoit it was duly moved and carried that said reports be
accepted and ordered placed on file.
The Clerk then presented to Council two communications from
Willis S. Jones calling attention to and complaining of the drainage
on Pottery St, between Riley and Spring St., also to the dumping of
cans and rubbish in the Temescal ditch and respectfully requesting
Council to give these matters their attention.
Whereupon it was duly moved and carried that said communications be
received and that the matters complained be referred to the street
committee for attention.
The Clerk then presented to Council a petition signed by 38 citi-
zens and business men of Elsinore requesting Council to give them the
added protection of a night policeman.
Whereupon after Councils due consideration of the matter it was
moved by Councilman Rice;:an& q0bpnded-aby,'r,6ouncilman Langstaff that a
night policeman be appointed at e salary of $125.00 per month on
condition that the merchants and business men of Elsinore pay $40.00
per month of said salary, which motion upon vote was carried.
Ordinance #206 was then presented to Council on second reading
being an Ordinance amending Section 11 of Ordinance #201 providing that
the salary of the Building Inspector shall be fixed at the sum of $15.00
per month.
Whereupon it was moved by Councilman Langstaff and seconded by
Councilman Mills that Ordinance #206 be passed and adopted which motion
was carried by the following vote:

The chair then reported to Council that he,had been solicited on behalf
of the City of Elsinore for a donation to the Aloha Yacht Club for adver-
tising the National Speed Boat Races to be held on Lake Elsinore on Dec. 6th
and 7th and requested Council to take some action on the matter.
Whereupon aftter a discussion and consideration of the matter by Council
it was moved by Councilman Mills and seconded by Councilman Gallagher that
it be authorized to donate to the Aloha Yacht Club the sum of $50.00 for
advertising the national speed boat races and.$10.00 for County Chambers dues
which motion upon vote was unanimously carried.
Thereupon Ordinance #207 was presented to Council on second reading
being an Ordinance forbidding minor children under the ages of 17 yrs. loi-
tering or strolling about the streets of Elsinore during the night time.
Whereupon it was moved by Councilman Gallagher and seconded by Council-

and certificate of completion of the construction of the'outfall sewer 'line
under the contract awarded to the Atlantic Const. Co. on Sept.-27th,-1930,
and reported that the work was completed on the 22nd day of Nov. '1930 on which date
he personally made a complete inspection of the entire job and found the work
to be in accordence with the plans and specifications and therefore recommended
immediate acceptance.
Whereupon it was moved by Councilman Mills and seconded by Councilme.,-n Lang-
staff that the City Engineers report and certificate be approved and that the
construction work all the outfall sewer line by the Atlantic Const. Co. be finally
accepted, which motion was carried by the following vote:

Thereupon the Clerk presented to Council `a communication from the City
Council of the City of Beaumont with reference to the recovery from the County,
of certain delinquent rax penalties and interest, illegally withheld by the County.
Whereupon it was duly moved and carried that the communication be received
and that the Clerk be instructed to reply to same.
A petition was then presented to Council,. signed by a :number of citizens
expressing their belief that it would be a compliment to Mrs. Mary J. L. Me
Donald, to rename Riley St. to McDonald st. in appreciation of her many gifts end
kindnessess to the City of Elsinore, and sir ing that they would favor Council
passing an Ordinance to this effect.
Whereupon after Councils due consideration of the matter it was moved by
Councilman Gallagher and seconded by Councilman Mills that it be ordered to pre-
pare an Ordinance to provide for changing the name of Riley St. to McDonald St.
which motion upon vote was unanimously carried.
The Chair then brought up for Councils consideration the matter of enforcing
the collection of delinquent business and rental licenses and upon due consider-
ation of the matter it was moved ;by ',councilman Mills and seconded by Councilman
Gallagher that the Clerk be instructed to enforce the collection of all delin-
quent business and rental licenses, which motion upon vote was carried.
Thereupon after Councils consideration of the matter of allowing a discount
on licenses paid on or before a certain date, it was moved by Councilman Mills
and seconded by Councilman Langstaff that it be ordered to prepare an Ordinance
to amend Ordinance #161 providing for a 20� discount to be allowed on all licenses

Rice that the matter of delinquent tax Penalties be refereed to City Atty Best,
and that he be authorized on behalf of. -the City of Elsinore to render a legal
opinion on the matter, which motion upon vote waa unanimously carried.
The Clerk then presented to,.Council the Bldg Supts's monthly report for the
month of Nov. which was on motion duly made and ordered placed on file.
Thereupon the Treasurers monthly report .was presented to Council which
was on motion duly made and carried accepted and ordered placed on file.
The Clerk then reported to Council that a serial funding bond anCi inter
est coupons had been presented for pay,emt and that there we-,-,e not gufficient fun
funds in said fund to take up same as tax money would probably net be received
until after the first of the year.

Mills that it be authorized to.transfer the sure of (A23.75) from the Geiaeral
Fund to the Serial Funding Bond Fund said sure to be refunded to the General

Chief of Police, Barber with authority to act.
Mayor Lovejoy then presented to Council Auditor.Fraziers' proposal to
audit the City's books and records on the basis of ($25.00) per da,r for him-
self and 020.00) per day far his assistant with a guarantee that the cost of t
the audit ti:ould not exceed ($350.00).
','Thereupon it was moved by Councilman Mills and seconded by Councilman
Rice that it be authorized to have an audit made at this time of the City's
books and records and that Auditor- Frazier's proposal for doing the vrork be
accepted which motion upon vote was unanimously carried.
Councils attention was then called to the matter of the old sewer pump
being installed down in the new sewer pit; and atter.some eonsideration of the
matter it was moved by C ouncilman Langstaff, and seconded by Councilman Psiills
that the Cleric be instructed to inform Mr. Harmon :later Supt. to leave the old
sewer pump wher, it is at present installed, which motion. upon vote was carried.
Thereupon after Councils consideration of some manner in which to pro-
vide a curfew signal it was moved.by Councilman Langstaff and seconded by Council
man T,Iills, that D.R. Crane be authorized to, install a snap switch at the fire siren,
to provide a curfew signal, which motion upon vote vaas csried.
In the Absence of Councilman Gallagher the chair appointed Councilman Mills
to serve on the auditing committee.

The Monthly report of the Plater Supt, for the month of Nov. was then
presented to Council and on motion duly made and carried was accepted and
ordered placed on file.
Thereupon the Clerk presented to Council the City Engineers report on
test made on the sewer pumps setting forth the amount of sewage being de-
livered by said pumping plant.
Whereupon it was duly moved and carried that the Engineer's report
be accepted and ordered placed on file.
Comunnications from the Lions Club and Chamber of Commerce were then
presented Council, calling their attention the need of more adequate police
protection, and asking that Council employ temporarily at least four deputy
policemen to patrol the residential section of town.
Upon our condideration of the matter by Council it was agreed that
the emergency could be satisfactory taken care of by the added employnent
of a part time pd11deman to patrol the residential_ section of town. And
issue over of free meal tickets to hungry and destitute transients passing
through the city.
Whereupon it was moved by Councilman Gallagher, and seconded by
Councilman Mills that notices be posted at the entrance to the City
setting forth the information that begging food at residences is strictly
prohibited, and that free meal tickets will be issued at the City Hall to
applicants who are Dungry and destitute, which motion upon vote was carried.
Thereupon it was moved by Councilman Mills and seconded by Councilman
Langstaff that a parttime officer be employed by the Police Committee and
the Chief of Police with the salary to be fixed at the basis of 50 cents per
hour which motion upon vote vas carried.
The Clerk then presented to Council a communication from the State
Department of Public Works advising that under date of Nov. 29th, 1930
they issued to the Temescal Water Cc and Lake Hemet Water Co, permits to
appropriate, excess water from the. Ban Jacinto Rivera
Whereupon it was duly moved and carried that said communication be
referred to the City Atty for his attention.
Communication from the League of Calif. Municipalities was then
presented to Council setting forth new proposed laws affecting municipalities

Whereupon it was duly moved and carried to receive said commun-
ication and ordered placed on file.
Ordinance #208 was then presented to Council on second reading
being an Ordinance amending Ordinance #161 to provide for a discount"
on City License under certain circumstances.
'Thereupon it was moved by Councilman Langstaff and seconded by
Councilman Mills that Ordinance #208 be passed and adopted which motion was ea
carried by the following vote:
Ayes: Councilmen, Gallagher, Langstaff, Mills and Lovejoy
Noes: E[onsetaff
Absent: Councilman S. M. Rice.
Thereupon it was moved by Councilman Mills and seconded by
Councilman Langstaff that the Clerk be instructed-to confer with the
City Atty and ascertain qualification necessary for a person to be
ellegible to serve on the Library Board which motion upon vote was
carried.
Council then took up for consideration the use of emulsified
asphalt a cold oil process for repair and patching of paved streets.
Whereupon it was moved by Councilman Mills and seconded by
Councilman Langstaff that the chair appoint the Street Committee to
investigate purchasing of necessary equipment for use in the application
of emulsified asphalt for repairing and patching of streets which
motion upon vote was-carried.
Thereupon it was reported to Council that complaints were being
filed because of ornamental street lights being out of service
especially in the Country Club Heights district.
Whereupon it was moved by Councilman Langstaff and seconded by
Councilman Mills that D.R. Crane be authorized to take care of the
replacement of lamps in the ornamental street lights for a period of
six months which motion was carried by the following vote: -
Ayes: Councilmen: Langstaff, Mills, and Lovejoy .
Noes: Councilman: Gallagher
Absent: Councilman: Rice
Whereupon it was duly moved and carried that the Clerk be
instructed to notify the So. Sierras Power Co, to cut off one
light at the corner of Railroad avenue and Country Lub Blvd.
In the absence of Councilman Rice the Chair appointed
Councilman Langstaff to serve on the auditing committee.
Bills as audited by the au diting committee, were then pre-
sented to Council and on motion duly madea and on call vote carried
were orderd paid, and the Clerk was instructed to issue warrants in
payment of same.
