HomeMy WebLinkAbout10-27-1982 SSSTUDY SESSION - CITY COUNCIL CITY OF LAKE ELSINORE ' WEDNESDAY, OCTOBER 27, 1982 SUBJECT: .SMALL CITIES COMMUNITY DEVELOPMENT BLOCK GRANT (.CDBG)) APPLICATION PRESENT: COUNCILMEMBERS KNTGHT, MAC MURRAY, TORN, VALENZUELA AND UNSWORTH Also Present: City Manager Rede, Public Works Director/City Engineer Rubel and Administrative Assistant Steel The informal session was opened at 7:30 p.m. by Mayor Unsworth. Robb Steel was asked to summarize a report which he had prepared and distri- buted to those present, outlining various aspects of Small Cities Community Development Block Grant Applications. Mr. Steel stated the overriding objective of the Block Grant Program is to promote the development of viable communities by providing suitable living environments and expanding economic opportunities for persons of low and moderate income. He explained that the City of Lake Elsinore is eligible this year for up to $500,000 in funds through the CDBG program and outlined the major areas of eligible activities. This year, the Department of Housing and Urban Development will be administering the program - next year the State Department of Housing and Community Development will be the administrative agency. Mr. 5tee1 indicated that HUD has made Economic Development a high priority this year and recommended this type of program be given serious consideration. He. also stressed the importance of moving rapidly in establishing the specific project to be submitted. Final submission date for the application is November 29, 1982. .:, Mr. Rede commented that the Council has made a tentative committment to combine the Senior Home Repair Program that was previously funded under CDBG, but was not continued when the City withdrew from the Urban Counties Program. The program ~ would cost approximately $15,000 for the upcoming year. i - Discussion and comments followed from Councilmembers who felt that the specific project to be submitted to HUD should be Downtown Revitalization, including residential and commercial aspects~of the downtown area. Mr. Torn stated he feels strongly, whether CDBG funds, money from DBA contributions, or City funds are used, there is a vital need for a long-range guarantee of parking. The parking issue should be given .top priority in any plans concerning rehabilitation of the downtown area. Mr. Torn also suggested the old Santa Fe Railroad right-of-way would be an ideal location for downtown parking. Comments were invited the Downtown Business Community Development revitalization should stimulating new busing facilities. from the various agencies represented. Mr. Niehouse of Association stated, with concurrence from Elsinore Valley Corporation and the Chamber of Commerce, that downtown be a combination of rehabilitation of existing businesses; asses into the area, as well as upgrading of the parking Discussion followed on establishing a revolving fund to be used for acquisition and also be available for an equity position, revolving the money out and the money eventually coming back. Rob Switzer of CDC felt the parking lot acquisition is not a significant priority, however, stated a revolving fund which would capitalize new businesses coming into the downtown area, could help meet parking requirments imposed by the City. John Osborne of the Downtown Business Association submitted letters from several local businesses. These letters stressed the importance of rehabilitation and revitalization in the downtown area as well as the need to retain the essential "character and charm" of Lake Elsinore. Page 2 Study Session October 27, 1982 Mr. Unsworth reported there is a committee consisting of the Presidents of various organizations in the City, including the Mayor and Redevelopment Agency chairman. The committee has been meeting regularly to discuss the report from Cal-Poly and taking recommendations from the report, figuring the approximate costs involved and what funds are available. Discussion followed on the role the committee will be playing in coordinating the preparation of the CDBG application and it's implementation. Mr. Rede commented that there is a need fora 'freeway stopper' at the Main Street off-ramp leading :into town, possibly a Denny's or similar type of readily- identifiable attraction. There is a possibility of acquiring property in that location and he feels this would be important in generating. traffic. into the central City. Mr. Rede suggested the new water well. project also be considered for inclusion in the application. However, the consensus of opinion was that these programs could be funded through other sources and the entire focus. for the CDBG appli- cation should be downtown revitalization. Mr. Unsworth and Mr. Rede concurred that Staff now had a definite direction and would proceed in packaging the CDBG application according to schedule, with major emphasis on all aspects of downtown revitalization. Lengthy discussion followed regarding the exact definition of the various density terms. Conclusions were as follows: Very Low Density - 1 Unit per 2 Acres Low Density - 6 Units (Maximum) per Acre (R-1) Medium Density - 6.1 - 12 Units per Acre (R-2) High Density - 32 Units per Acre for Apartments (R-3) - 20 Units per Acre for Condominiums (R-3) Recommendations by the Lake Elsinore Planning Commission regarding specific changes to the General Plan were reviewed and discussed. Planning Commission recommendations are as follows: MACHADO PINES AREA - Change to Low Density Council Consensus - Per existing Map. LAND USE MAP -(Grand Avenue Parcel) -Change to Low Density Council Consensus - Defer to meeting of November 9 for additional input and determination. LAKESHORE DRIVE - Designate as Major and Secondary Highway Council Consensus - Approve ~dISSION TRAIL, GRAND AVENUE AND RIVERSIDE DRIVE - Designate as Major Highway (100 Ft. There were general comments regarding the south side of the Lake being mostly Low Density designation. Mr. Fissori stated the consultants used mostly aerial photographs in their study. City of Lake Elsinore Special Meeting and Study Session Monday, November 22, 1982 City Council Chambers 130 South Main Street Lake Elsinore, California 1. The meeting of the City Council Study Session and Special Meeting was called to order by Mayor Unsworth at 6:07 p.m. - 2. The Pledge of Allegiance to the Flag was led by Councilmember Knight 3. The City Clerk cakled the roll. PRESENT: COUf1CILMEMBERS: KNIGHT, h1ACMURRAY, TORN, VALENZUELA, UNSUIORTH ABSENT: COUNCILMEMBERS: NONE Also present"were: City Manager Rede, City Clerk Harrington, Community Development Director Trevino, Consultant Phil Henshavv, City Attorney Porter and the following Planning Commissioners: Barnhart, Saathoff, tJashburn Dominguez and Steed. 4. General Plan Discussion Mayor Unsworth announced that the first order of business would be to adjourn into Executive Session for legal matters at 6:08 p.m. Mayor Unsworth announced that there was discussion on a personnel matter of a Planning Commissioner with no action taken. The other matter was of a legal nature with no action taken. I.1r. Unsworth announced there would be a study session on the General Plan with the Planning Commission until 7:30 p.m., the meeting will adjourn to the Planning Commission Public Hearing with the Study Session to reconvene if necessary at the conclusion of the Planning Commission Hearing. Mr. Henshaw reviewed the minutes of the study session of the City Council on November 8, 1982. Mr. Henshaw reviewed the density designations. The designations were set up on gross acreage and designating the number of lots that would be permitted after all public dedications are made, that reduces the gross acreage to the net acreage. The designations would then be apolied to the net acreage. Mr. Henshaw clarified that high density would be as follovis: 20 units per acre for condominiums and 32 units oer acre for apartments. Discussion was led on setting minimum densities which would reflect the following: Low Density - 2 to 6 Units (Maximum) per Acre (R-1) Medium Density - 6.1 to 12 Units per Acre (R-2) High Density - 12.1 to 20 Units per Acre for Condominium (R-3) 12.1 to 32 Units per Acre for Apartments (R-3) The City Council concurred to take up the Machado Pines Area later in the meeting. Land Use Map (Grand Avenue and Riverside Drive Parcel) Mr. Henshaw reported the land was originally zoned Specific Plan. The area was chanced to low and high density~as per the request of the property owner. Council discussed Lakeshore Drive with Mr. Unsworth stating he would like Lakeshore to be designated as a major scenic highway. Mr. Torn expressed opposition to the area near.Four-Corners being designated as a major scenic highway, he would like to see the trees preserved. The area would be between Chaney and Riverside Drive on Lakeshore Drive. Discussions were led on Collier Avenue being designated as a 'modified collector' with a width of 66 feet to include tiwo~driving lakes., one turning lane with no parking being allowed. Mr. Henshaw felt the Council should provide adequate road widths on parallel roads to the freeway. Mr. Henshaw clarified that the modified collector would run from Nichols to Main Street. Discussions were led on including Corydon Road as a Major Highway. The intent was mainly to have the area around the lake designated as a Scenic Highway. Mr. Henshaw will add language to reflect a modified collector in the Road Standards.' - Study Session - City Council _„ . and Planning Commission November 22, 1982 Page two Council and Commission discussed the Select Nursery property recommending the designation be changed to reflect 6.0 D.U./Acre. Concerns were raised regarding the ownership of the property. Mr. Torn stated that within the Temescal Wash Area, below the crest of the hill, there is medium density and he would like it changed to industrial. This property is north of Flint Street. on both sides of .Chaney. Discussions were led on the property located at I-15 and Highway 74 to the Cemetary as General Commercial. Council stated they would like all four corners designated as General Commercial. MOVED BY KNIGHT, SECONDED BY MACMURRAY TO ADJOURN THE MEETING AT 7:30 P.M. The Council reconvened the meeting at 7:43 p.m. Mr. Trevino passed out a letter from Mr. Wayne on the Ramsgate Development. regarding Wasson Canyon Road and Riverside Street, Mr. ldayne felt the Streets should be shown in the General Plan because of their circulation and to have them listed as secondary roads. Council and Planning Commission concurred that Wasson Canyon and Riverside Drive should become Secondary Roads. Mr. Renshaw recommended language for the goals statement recommended by Mr. lJayne to be changed as follows: In instances where the City desires to give more importance or view one more goal! as more important then the Plan, for instance: to achieve significance overriding gains in housing, emp}oyment, etc., development standards of this plan are intended to be flexible enough to achieve the important goals of the plan.. Council and Planning Commission agreed with the statement to be listed under the Table of Contents I-12 under the basic goals. hir. Torn stated the Council has not done very much zoning in the County area in order to attract annexations and suggested the Council move to have the County adopt the City's General Plan. Ms. Valenzuela suggested at Butterfield.Savings & Loan, past Stater Bros. should be commercial instead of Planned District. Mr. Torn suggested to change Butterfield Mobile Home Park to Tourist Commercial.i In the Riverside Drive area the following changes were made: - Change High Density Designation of Butterfield Park to Tourist Commercial. - Change General Commercial Designation south of Lincoln Street to Specific Plan Area (12 d.u./ac.) with note on General Plan Map that the City's Goal is to preserve a portion of the Walnut Grove. - Retain Mixed Use area south of lJalnut Street. Discussion was led on the Poe Street Area with concurrance to change to Industrial with the stipulation that no residence to .look down on the industrial. The-ridge line would be the divining line. In the Machado Pines Area the following changes were made: - Designate parcels 379-242-56 and 57 as Neighborhood Commercial. - Designate remainder. of.area between Lakeshore Drive and Machado Pines as Office/Professional (to bJise Street) - Designate area between Machado Pines and Machado School as High Density - Add .Office/Professional category to Land Use Element. Mr. Torn stated he would like to see the Old Military Academy designated as Specific Plan Area with a Tourist Designation. Council and Planning Commission concurred. Ms. Valenzuela stated that the rear' portion of Briarwood Mobile Home Park should be-low density. Council concurred to change to low Density the area bounded by Hill Street, Freeway and Pottery Street to low density. The area designated as High Density (between lookout and Hill) would also be low density. ^St~dy Session ~ City Council and Planning Commission November 22, 1982 Page three Council concurred to include the area between 1265 ft. and 1270 ft. in the Flood Prone Overlay Zone. Council concurred to designate a one acre site as General Commercial (for the HUD application) and retain the Specific Plan Area in'the Area north of Main Street. Discussion was led with concurrance from the City Council and Planning Commission to ,designate the residential areas along Main Street as Mixed use. In the Rome Hill Area the Council concurred to designate it as Specific Plan. The area of the Airport had concurrance from the Council and Planning Commission to designate'as Specific Plan. Discussion was led on the Torn Ranch area with the Council and Planning Commission concurring to designate as Tourist-Commercial with an.additional designation as a Historical Site. 5. Overview of Existing and Proposed Land Uses Mr. Renshaw stated thus far the following has been accomplished, staff and consultant has submitted a proposed General Plan to the Planning Commission, the Planning Commission indicated a number of changes that should be made, the changes were reflected on the Proposed General Plan P1ap. The Council has reviewed the changes (except for one) jointly with the Planning Commission. If the Council adopts the Plan as is, the Council will have to make changes to the zoning ordinance and in some cases, write new zoning ordinances. The Complete General Plan. consists of the General Plan Text, Land Use Map, and two overlay maps, showing four overlay zones: 1) Fault Hazard Zone; 2) Potential Liquidfaction Zone; 3) flood Prone Zone and 4) Resource Conservation Zone. Discussion was led on changes requested by the City Council which have been discussed with the Planning Commission. -Some of the areas may need additional discussion between the City Council and the Planning Commission. Council and Commission concurred to take up the changes individually and take action. 25.5 Acres North of Main Street along I-15 The property owner is asked that a portion of their property (25.5 acres) be zoned commercial. The applicant will be working with the Redevelopment Agency on the development of a restaurant on the property. f1r. Merridith stated that 15 of the 25.5 acres would be buildable. Ms. Valenzuela stated she cannot in good faith and reasonable belief feel that down zoning or drastic changes of cutting (splitting of lots) on properties that affect the public's livelyhood and life savings is acting in good faith. Ms. Valenzuela also stated she did believe in laws, plans and future growth but felt there is a much fairer way to control impact, have desirable growth and progress. Ms. Valenzuela stated she would not vote without advice from legal counsel.
