The meeting t-ras called to order at the hour of 7:30 P.M. with , Mayor 'lashburn in the chair. Councilmen R. Hull, R. Macy, S. Farber,: J: Tavis and Mayor C.lashburn were present. Thereupon the Clerk read the minutes of the meeting of January 11~, 1952 and there being no errors or omissions, vrere approved as read. Thereupon the Clerk read the minutes of the Planning Comission and were approved as read. Thereupon the Clerk reread Resolution X08 as this being the time and place for public hearing on proposed annexation of Sewer Farm property. There'?being on file a Protest by Mr. S. Stevrart and subsquently withdra~arr, therefore there being no further objections the Clerk read Ordinance 338, for its first reading, an ordinance to annex_ unihabited territory. ^dhereupon it was moved by Councilman Farber, seconded by Councilman Macy that Ordinance 338 be passed unto its second reading. Motion was carried by the follovring vote: Councilman Hull Yes Ayes: Five Councilman Tavis Yes Councilman Macy .Yes Noes:- IQone Councilman Farber Yes Mayor=lashburn Yes Absent: None Thereupon it was motioned by Councilman 'Tavis, seconded by Councilman Hull that the Clerk be authorized to purchase map board and t}iat it be placed in city council room. Motion, upon vote, eras carriod. herenpon it caas moved by Councilman Farber, seconded by Councilman Tavis that the street department hire an extra man on a temporary basis. Motion, upon vote, was carried. oN Mr. H. Scott read a communicati~n~rythe Santa Ana River `.leather Corporation, inviting Elsinore Valley -Mater District members and they in turn invited repre- sentives of the city to visit their Headouarters in Beaumont, Saturday afternoon, February 2, 1952~at Mr. Battles office, 3862 Vineland Street, Cherry Valley. The group who are attending spill.meet at Elsinore Valley Chamber of Commerce Bank Building at 1:00 P.M, o~clock. Thereupon the Cit-a Clerh read a Freewa~~ agreement from the Division of Highways to be excuted by the City of Elsinore. Mr. Kane from the Division of Highways explained that the agreement read by the Clerk was only £or the City of"Elsinore in regards tp its streets in re/A~+x~w to the approaches to the Free~,,ray. '~ - ~ Thereupon the Clerk read the minutes of the meeting of December 21, 1951 ~j and there being no errors or omissions, were approved as read. EI i; dereupon it :vas moved by Councilman Macy, seconded by Councilman Farber that Bebeck & Brkich be allowed extension of time for completion of the sewer disposal plant as requested, r^ebruary 11, 1952. Motion, upon vote, was carried. j Thereupon the time,being 8:00 P.I~S., to open bids for construction of ~i sidewalk and curbing on Graham and Poe Streets. Bid Ito. 1 from Karl Huber in the amount of ~ 3224.75• it Bid No. 2 from 0. E. Flanders in .the amount of °~ 3115.00. Mr. J. DiGiacomo protested to the council that the method of advertising for bids was illegal and as such the bids submitted are therefor illegal and for the, council to reject same. ~iThereupon it :vas moved by Councilman Farber, seconded by Councilman Macy that bids be rejected. ri4otion, upon vote, was carried. ;JYiereupon it was moved by Councilman Farber, seconded by Councilman Macy that a resolution be drawn, passed and adopted because it is to the advantage of the city to lease certain lands known as Parcel 1, 2, 4 and 5 of the Goodwin Wtxitterr & Elliott subdivision and Parcel 3 of Block A of Elsinore for a eriod of r. rFxrnRr five zrears at no rental upon the com~£ion of the Sewer Disposal Plant. xo~ion was carried by the follo=ring vote: Counci].rnah Hull Yes Ayes: Four Councilman Macy Yes Councilman Farber Yes Noes: None i•Iayor nrashburn Yes Absent: One Tir. The agreement will be brought up at the next .regular meeting, January 28, 1952 for signirhgrsES. ~ ~~ ~ ~~~ pdtxereupon it was moved by Couricihnan Hull, seconded by Councilman Farber that a resolution be drawn,-passed and adopted as follows, that the sum of ^~~592.81~ from In Lieu Fund and X549.52 from Liquor Control Fund be and hereby ordered transfered to the i=eneral Fund, in reimbursement of expenditures disbursed out of the General r3tnd which are le ,ally expendable out of both Zn Lieu and Licuor Control Funds. DECEMBER 29th 1952 The: city councilof the city of Elsinore was called to order at 7;30pm with Mayos'Morgan ~residing~following councilmen answered-roll call. Washburn~Nelson and Mayor Morgan ~ounciluen Nelson led the salute to the flag and pledge of allegiance. Clerk read the minutes of December 8th meeting and there being errors or omissions note the minutes were approved as read, Communications; Letter from Elementary School Board requesting additional street light be installed on Langstaff street near mamn emtrance to the Grammer schoohalso letter from division of highways engineers pffice reference directional signing of interescti~ Highvaays 71 & 395 near Temecula, Clerk read resolution # 756 authorizing loan of $60,00 to 1912 sewer bond fund from the general fund'and resolution ¢1757 accepting resignation of Paul Kuenzli from positio of city hall janitor and appointing David Gagnon theretoyon motion by councilman Nelson seconded by Washburn all three resolutions were ~~~oadopted N Q n ~ I" N [Y j ~g 0 q ~£ Clerk read ordinance #3/~2 regulating junk-yards within the city which after discussion was tabled for fur-ther check with city attorney. On motion by councilman Washburn seconded by Nelson resolution /{'159 authorizing additional street light on Langstaff st near main emtrance to Grammer School was adopted. Application of Geo Bergren for Pool & Card-room license was presented together with letters of protest from Methodist Church~Elsinore Valley Ministerial association also petitions of protest signed by 95 valley reside3sts~after discussion it was decided to table the request until full council was present. Fire chief Boontjer was present and exhibited certificates of award issued to members of his department by state department of education following recent course of instruc'. and examinations council went on record as commneding the fire. department for this accomplishment and £ha very fine work done with the Christmas decorations. Claim of Ray Farrar in the amount of ~LL2o27 for water damages done to his property by the storm of November 22nd 1952 was presented and was refferred to insurance carrier by the council. Only one bid being received for tires and tubes on Mr Soots car clerk was instructed asked for additional bids to be presented at next meeting. Clerk reported on such information as gathered on the directional highway sign ordered on July 25th 1952 on high?,ray 395 near Temecula,and~was instructed to write letter to Chamber of ,Commerce requesting action on this signyalso to write division of highways . of£ice_at San Bernardino requesting some ~;~~~,~~ thing be done to make ~ entrance into the o1d395 ~ route to Elsinore more easily accomplished, St was moved by Washburn seconded by Nelson that council send flowers to-the funeral of the deceased wife of city engineer Crane also write letter of condolences to Mr Crane motion carried. Clerk presented resolution x'[55 authorizing a power company mercury light installed at Graham & Spring instead of a city owned light as authorized in resolution #752 on motion by Nelson seconded by Johnson resolution # 755 was adopted. Planning Commission minutes having invited the council to attend meeting of planning ~~ Congress as Montebello as quests of the local commission councilmen Johnson,Nelson and Washburn stated they expected to.be able to attend and were delegated to do soo ~ as representatives of council.
