A special meeting of the City .council of the City of Elsinore was held on the
above date,jhe meeting was called to order at the hour of 4:00 o~clock P,P•P, with
Acting P-Iayor Samuel Farber in the chair.

Thereupon the clerk read resolution P3o.592 a resolution for annexation of uninh-
abited territory and setting date for public hearing on same.
t+ihereupon it was moved by Couiici7man Tavis second by Councilman Yarborough that
resolution be passed and adopted as read and clerk instructed to have same published
two times in the Elsinore header Press, which motion was carried H;¢ the following vote,

MINUTE RECORD OF Regular I`ieeting City Council Citg of Elsinore
MEETING HELD ON THE 9 th.
DRY.OF January Z9 50.
A regular meeting of the City Council of the City of Elsinore was held
on the above date. The. meeting was called to order at the. hour of 7.30 P. M.
with Mayor Tarpley in the chair.
Councilman, Samuel Farber, Fred Penrod, J.J.Tavis, T.R. Yarborough, and
Mayor J.A. Tarpley answer roll call.
.Thereupon the Clerk read the minutes of the adjourned meeting oP December
19th. and special meeting of January lF, 1950 and there being no errors or omiss-
ions were approved as read.
Thereupon the Clerk read a letter from Sapkin & Burman, owners of the Plaza
block stating that if the City would have the old liquor store building moved,
that they would deed the City a ten foot strip for a sidewalk. Letter ordered
filed, Clerk also read an announcement from the State ldater Resources Board,
advising the Council of the postponement of date for hearing regarding Daptuiese
Canyon, water spreading to b9arch 8th. 1950•
Thereupon the Clerk read an agreement between the County of Riverside and
the City of Elsinore, the City agreeing to pay ~~` 12.50 per month for one year
towards rent of the Health Clinic, located at 109 South Spring St., also read
Resolution ~ 593, authorizing the I4ayor and Clerk to sign said agreement in
behalf of the City.
Whereupon it was moved by Councilman Farber, second by Councilman Pehrod
that Resolution P1o. 593 be passed, and adopted as read, which motion was carried
by the following vote.

Thereupon the Clerk read Ordinance No. 326 for its second reading, an
ordinance amending Ordinance bto. 269 regarding water meters.
4'uhereupon it was moved by Councilman Yarborough, second by Councilman Tavis
that. Ordinance No. 326 be passed, and adopted as read and Clerk instructed to
have same published once in the Elsinore Leader Press, which motion was carried
by the following vote.

Thereupon the Clerk read Resolution Ido. 592 for its second reading, a
resolution calling for a public hearing on the annexation of uninhabited territory
lying Last and Borth of the City.
ehereupon it was moved by Councilman Farber, second by Councilman Penrod
that Resolution PQo. 592 be passed and adopted, and published according to law.

but he had asked for authority to have sewer pumps repaired, as they were in need

~ thereupon it was moved by Councilman Yarborough, second by Councilman Tavis
that the I.4aintanance Dept, be authorized to make repairs as needed on the sewer
pumps. idhich motion upon vote was carried. ~
Mayor Tarpley also reported that an air compressor could be bought for i
I , approximately ~ 1,800.00 at Perris.
Whereupon it was moved by Councilman Tavis, second by Councilman Penrod
that the purchasing of an air compressor be tabled, 9niich motion upon vote was
carried. ~

i Mayor Tarpley reported that Mr. P, Villa, had requested that the City ~
I i build a walk from the street fill to his house, as this fill on Stunner street I
yi made it hard for him to get from the house to the. street.

fl that the request of Mr. Villa be rejected. 4uhich motion upon vote was carried,
~ Whereupon it was moved by Councilman 'larborough, second by Councilman
Farber, that the water meter readers be instructed by Maintenance Supt. Harmon,
f that they check all houses in the Gity, and see that the proper house numbers

j be put up as specified in Ordinance No. 286. Idhich motion upon vote was carried. ~

oP furnaces, and thought that the City should have an Ordinance to control same.

Whereupon it was moved by Councilman Tavis, second by Councilman Yarborough
that the building inspector, and attorney Gediman, find out about this, and

, i report back at the next meeting. Which motion upon vote was carried.

Councilman Tavis, Fire Conunissioner read a letter from the Board of Fire
Underwriters of the Pacific, suggesting some improvements in fire protection so I
',{ as to keep fire insurance costs-down. CounciL,ran Farber stated that he had given
_' this considerable thought, and that probably something could be worked out on i
this within the near future.Letter ordered filed.

I Mrs. Sullivan again brought up the subject of a trailer located at the
west part of the City acrd asked that something be done about same. This matter I
' turned over to the building inspector.
I l-zlhereupon it was moved by Councilman Tavis, second by Councilman Yarborough ~
that a flag be purchased to be used on Flagstaff hill, and Councilman Farber to
use his owh judgment as to size. Which motion upon vote was carried.
Councilman Tavis, Fire Commissioner reported that there .were a good many
I lots in the City that had not been cleasied off, and that something should be
done about it.~ I

Thereupon the Clerk reported the recommendations of the Planning Commission
to the Council. That bad places on some City streets be repaired, and that Mr.
~ I Jack Coxon, be appointed as the fifth member of the Planning Commission.
Mayor Tarpley at this time appointed hir. Jack Coxon, as a member to the
j Planning Commission which was approved as follows. ~

tl regular meeting of the City Council of the City of Elsinore was held on
the above date. The meeting was called to order at the hour of 7;30 P.M. with
Mayor Tarpley in the chair.
Councilman Samuel Farber, Fred Penrod, J.J.Tavi , T.R.Yarborough, and
Mayor Tarpley answer roll call.
Thereupon the Clerk read the minutes of the January 9, 1950; meeting and
there being no errors or omissions were approved as read.
Mr. Jim Traynor, and Thor Gerde, of the Peace Officers Federation; being
present, Mayor Tarpley asked them to take the floor, and explain the working and
need of civil service, and old age retirement plan for cities of £he sixth class.
Mr. Traynor spoke on the need and what it did for cities. Stating that where a
retirement plan was in effect good men stayed. on the job, and therefore new men
did not have to be trained all the time. City to write to the State Retirement
Board for starting cost and other information on this matter.
This being the tine and place as advertised by resolution No.592 for
protests to be heard against the annexation o£ Section 4 located North and East
of the present city limits line, the Clerk reported that no protests had been
received by mail, Mayor Tarpley called on any one present to make protests if any.
None were heard.
Thereupon it was moved by Councilman Yarborough, second by Councilman
Farber, that there being no protests against said annexation, the City Council
proceed with the proper proceedure, and annex the described property by ordinance
as required by law. t~Jhich motion was carried by the following vote.

Thereupon the Clerk read a letter from the Lutheran Church, requesting a
stairway be built by the Cit~r as promised by certain officials of the City.
Rev. Young, and Harry Brady of said church being present.
Thereupon it was moved by Councilman Yarborough, second by Councilman
Farber, that the City Council authorize the installation of these stairs, with
railing, the City to furnish labor and riaterial with the exception of the cement
blocks which were to be donated. ?nthich motion was carried by the following vote.

Thereupon the Clerk read a letter from the State Recreation Commission,
announcing a meeting to be held Feb. 14 to 17, at San 'Jo se, of interest to Council-
man, Park Commissioner's etc. Letter ordered filed.
Thereupon the Clerk read Ordinance Tdo.327 for its first reading, an
ordinance declaring old buildings so dilapidated from old age, and neglect, as a

fire hazzard, and breeding place of rodents a nuisance, and providing for
abatrnent of such nuisances.

Mrs. Leese was called on at this time, and she made a complaint that she
had not got a license to operate a home for the aged, owing to certain City officials
Councilman Farber read a letter from the State Fire Marshal's Office, regarding
this property, which explained the reason no State permit had been issued. Inspector
Di Giacomo to make an inspection on this property, and report his finding to the
State Fire I~farshal.
'thereupon the Clerk read resolution No.591~, a resolution employing Raymond
Carman, as a regular employee of the City Gdater and Street Dept, effective 2-1-1950.

City Ball Park for a schedule of ball games for the summer recreation program,
asking that Borne minor repaird be made. This matter turned over to Councilman
Farber, Park Commissioner who stated that repairs would be made if funds became
available and he would be more than milling to co-operate with the recreation grog

of polling precincts for the General tfunicipal Llection to be held the. second
Tuesday in April, and appointing the members of the two election boards, and
fixing salaries for board.
Whereupon it was moved by Councilman Yarborough, second by Councilman
Tavis that resolution No. 595 be passed, and adopted as read. Which motion was

Farber that the Clerk be authorized to purchase a Resolution Book, and have

Whereupon it was moved by Councilman Tavis, second by Councilman Farber,
that Per. Chas. Conklin be appointed as costodian of the new flag, which had been
purchased to be flown on Flagstaff Hill. t~dhich motion upon vote was carried.
~ Councilman Farber reports that some City jobs had been done without proper
authorization of the Gity Council, suggested a work order issued by the City Clerk
certifying that said work had been authorized, and were on the minutes. Clerk to

Whereupon it was moved by Councilman Yarborough, second by Councilman Tavis
that Scrivner street be graded, and lowered to grade between Pottery and Flint, and
Dean Fletcher be hired to do the bulldozing where needed on said street. ~rlhich

that a 4 x 6 foot flag be purchased from ?hn. Hayhurst. laihich motion upon vote was

Whereupon it was moved by Councilman Farber, second by Councilman Penrod
that the Park Department, be authorized to purchase ferterlizer, and other minor
supplies in the amount of approximately ~ 100.00, and that a new larger water line
be installed to the City Park as soon as brae was available. 1a?hich motion upon

that the bills be allolred, as audited by the auditing committie, and Clerk instructed

that the sum of One Hundred Dollars (100.00) be paid to the Lake Elsinore Valley
Sun, to help pay for advertising of the city brochures being put out through the
Chamber of Commerce. Which motion upon vote was carried.
Mr. Harmon, Maintenance Supt. reported that the truck being used by the
Garbage llept, was in very bad shape, and that it probably would be more economical
to purchase a new truck.

that the Clerk be instructed to advertise for bids ,for anew one and one harf (12)
ton stake body truck, said bids to be opened on IDussday night, February 7.1,,"950•

position of City Engineer vacant.

A regular adjourned meeting. of the ,City Council of the Gity of Elsinore
was held on the above date. The meeting was called to order at the hour of 7;30
P.M. with I~iayor Tarpley in the chair.
Councilmen ; Samuel Farber, J.J.Tavis, T.R.Yarborough, and Mayor Tarpley
answer roll. call,Councilman Fred Penrod absent.
Thereupon the Clerk read the minutes of the regular meeting held Jan.
23, 1950, and the special meeting of Jana 31,1950, which were approved as
corrected, the word Councilmazr having been omitted from the motion authorizing
work orders.
Thereupon the Clerk read the resignation of Fire Chief Brady, effective ,
within thirty days, giving business reasons £or his action. No action by the ///
Council, Councilman Tavis, Fire Commissioner, to contact members of the fire
department to find out who the~~ would recommend as a new fire chief.
Thereupon the Clerk read a letter from 2~Ir. Goldman, of Lakeshore Auto
Camp, he asking for some more street lights near his camp. Some discussion on
this subject. Councilman Farber reporting that the power company would furnish
new reflectors for all street lights, if larger watt bulbs were used. Councilman
Yarborough reported that a street light at alley east of Main and Prospect, was
damaged and should be repaired. Councilman Yarborough was instructed to make an
investigation of all the street light problems,. and report back. at the next
regular meeting.

Thereupon the Clerk read a letter from Mrs. Robertson of 514 Lakeshore
Drive, asking that she be allowed to build a frame soft drink, and sandwich stand.
hereupon it was moved by Counci]man Tavis, second by Councilman
Yarborough, that this matter be referred back to the building inspector. hlhich
motion upon vote was carried.
This-being the time and place as advertised to receive bids on a lz
ton truck, for the garbage department, the following bids were read by the Clerk;
Cal George, 1? ton Ford truck, -- ~ 1,877.13. Clyde Lon,r;e, Lakeside Chevrolet Co.
lz ton Chev. truck --- p 1,993.90 plus sales tax.
`hereupon it was moved by Councilman Yarborough, second by Councilman
Farber, that the discission of awarding the bid be tabled until the next regular
meeting. ;dYrich motion upon vote was earried.
Thereupon the Clerk read a letter from the Business & Professional
vdornans Club, they asking that the City Council pubically stress the need for
all people to use the marked cross walks in the city. Council instructed the
Police llept. to publish something on this subject in the local news papers.
Thereupon the Clerk read a letter from F.S.Currie, of the Currie
,~srgineering Co., stating that they would accept the position as City Engineer
for a retaining fee of fifty dollars per month.
Thereupon the Clerk read resolution Pdo. 598, a resolution appointing
r'.S.Currie, as Cit~r Engineer as outlined in his letter to the City Council.

Thereupon the. Clerk read recommendations from the Planning Co:runission
to the Council, said recommendations on file with the City Clerk.
Thereupon it was moved by Councilman Farber, second by Councilman Tavis
that the Council accept the report of. the Planning Commission, and file same.

?Thereupon it was moved by Councilman Tavis, second by Councilman
Yarborough, that Deputy City Attorney Gediman, be authorised to write Mr. Bulot
and Crane, and request that the maps, plus specifications o£ the sewer, and streets
prades as per agreement of Dec. 27, 1948, be turned over to the City immediatly

Mr. c'mldman, Mrs. Adams, and Mr. Coxen, being present asked the City
Council that needed street repairs be made in their respective parts of the City.

Councilman Yarborough, Street Commissioner, reports that as a tree had
been removed on property owned by RZrs. Jackson, to make way for the repair. of the
sidewalk, she was willing to pay half of the bill of ?~ 32.00, for replaceing
walk but not the total bill.

~~ A regular meeting of the City 0ouncil of the City of Elsinore, was held
on the above date. The meeting was called to order at the hour of 7;30 P.M. with

Thereupon the Clerk read the minutes of the adjourned meeting of February
11a, 1950, which were approved as corrected. Correction being words start. legal
proceedings left out of motion authorizing Attorney Gediman, to write Mr. Francis
Bulot.
Mayor Tarpley reported that P~ir. Dean rr^letcher, and himself had looked
over Lakeshore Drive, and that D4r. Fletcher had quoted a price to do some repairing
on said Lakeshore llrive, and also a price to resurface the alley in back of the
City Hall. No action by Council except to authorize Councilman Yarborough, Street
Commissioner , b1r. Harmon, and P4r. Di Giacomo, to investigate further on this Street
azid Alley project, and report back at the next regular meeting.
~ P4r. Harvey Platt, Riverside County Radio Engineer; was called on at this
time and explained to the Council the change over of the Police radio set-up on
July 1st. 1950. He did not think it advisable for the City of Elsinore to put in
their own station. Gost to great for the size of the City. Suggested that a mobil
unit would be more likly to be what this City needed. In that way the Desk Sargent
could call Riverside from his desk, they in turn would call the local unit, which
would not take any more time than a office to car set up.
Thereupon the Glerk read an agreement between the City, and Mr. H. K.
Stewart, selling to i~Ir. Stewart all the garbage collected in the City for a period
~ o£ two years at ~~ 10.00, per month. He to pick up said garbage at a loading
platform located at the City yards. Clerk also read resolution No. 599 authorizing
the Tiayor, and Clerk to sign said agreement.

was being done in regards to finishing the widening of hiairi Street, in the Plaza
Block, was informed that it probably would be some time before this could be done.
~ ?~3r. Ilarmon, Maintenance Supt., at-this time asked regarding a fire h~,~drant
at the corner of Langstaff and Graham Ave., to supply the new theater in case of
fire, also about a new line Por water, using transite pipe now in stock from
Sumner to Graham Ave. TJo action by Council. Councilman Tavis, ':dater Commissioner
to investigate and report back.
Councilman Yarborough, Street Commissioner, reported that a sewer line of
approx. 300 feet in lenght on East Pottery St., near G°uoodruffs Sanitarium, was in
very bad shape, and should be renewed right away, rands being available for this
under a sewer project staBted some time ago.
I9hereupoh it was moved by Councilman Yarborough, second by Councilman Farber
that this sewer line be installed as soon as a grade could be established, and a
ditcher could be brought in. 'ufihich motion upon vote was carried.
Attorney Gediman at this time reported that he had written to Engineer
Bulot, regarding maps, specifications, etc. on grades of streets, sewers, in the
City but had not received an answer. Also reported that he ryas preparing data on
the Baptista Canyon dispute. Hearing of this matter having again been posponed
until 2•fay 2, 1950•
Councilman Farber, Park Commissioner, reported that the shuffle board was
about installed at the Park. Cost had been a little more than at first expected.
I That some painting and cleaning up, had to be done on the beach and at the ball
~ park, as the ball players were starting to practice. It was suggested by Councilman
Yarborough that as 24arch was a windy month the cleaning of the beach be posponed
for a vrhile, which eras agreed with.

Thereupon the Clerk read the minutes o£ the meeting o£ February lk,
1950, and there being no errors or omissions were approved as read.
Councilman Yarborough, Street Commissioner, reported that he &nd other
members of the Couneil had looked over Lakeshore Drive, and that a patch job
would not do any good. Stating that the best program would be to repave and
install curbs, which would mean an improvement district as the property owners
would have to stand part of the expense.
Councilman Tavis, Mater Commissioner, reported that he had Found that
there was a fire hydrant at the corner of Graham Ave. and Langstaff Street .on
the north side, which should do for fire protection of the new theater. But he
not knowing just what the State fire laws required would have more to report on
~ this at the next meeting.
Captain Burch, of the local police dept. was called on regarding the
matter of the City Council helping out on rent for a suitable meeting place for
the Valley Youth Organization. IIr. Joe Alflen explained what the Legion had to
offer, but as the Legion had not as yet had a definate plan as to rental charge
on their new location the Lakeside Cafe building, on south Spring street, the
matter was tabled. I4iss Pat Privat also spoke on this subject as to what a
place to meet would do to help minor delinquency in the community.

i4ayor Tarpley again asked that something be done so as all property
owners would put up their new house numbers. Mr. Harmon, ASaintenance Supt.
stated that he would have his men, that read the tirater meters do this.
The City Clerk at this time reported that he had received three bids
For the purchase of a new truck for the garbage dept. and that as advertised
they were supposed to be opened. T4ayor Tarpley stated that as a full Council
was not present, the bids be tabled for two weeks. There being no objection
it was so ordered. . - --

ir. Roy Macy being present suggested that the City use the right of
way they now owned for the newsewerforce line instead of going overthe hill
for a gravity flow. I£ the City needed more rightaway he would give it across
his property. He thought a high stand pipe would give the gravity flow required.
He also suggested that the City purchase the property between Chaney street and
the sewer farm, and then annex same to the City. ~______

house numbers and found a good many home owners had not put up the new numbers
as instructed by City Ordinance. This Ordinance to be inforced.

for a permit to install two church location signs.

Father Linnerman, o£ the Catholic Church, was present and he asked that
the Council grant him permission to build Borne new buildings on their property
on South Kellogg Street. Said buildings to cost approx. ~? 23,000.00, and would
consist of a recreation hall, kitchen, and for social gatherings, later on plann-
ing to build a school. This being in a R 1, zone the City Council took this
request under advisement until the City Attorney could be consulted.

Presb~*terian Church Board, asking the Council to allow angle. parking on the
west side of Lindsay Street by their church. This matter refered to the Police
Department for their approval and action.
Thereupon the Clerk read a letter from the Division of Hirhways
regarding the improvement and maintenance projects for street work for the
fiscal ,year 1950-1951, asking tlxat this project be planned before July 1, 1950
so as it could be approved by the Department of Public i+Iorks.
Councilman Farber, Street Commissioner, made the £ollowing report ;
Suggested that the following streets be included in the 1950-51, program.
Poe Street, Graham to Heald; Lowell Street Graham to Heald; 311is Street
Pottery to Flint; yllis Stn eet Flint to RLinthorn; and Heald Ave. Spring to
Langstaff. Stated that time was getting short for the projects that had to be
completed by June, and asked for authorization to corrunence work on the improve-
ment projects of Limited Ave., from Poe to Langstaff; Langstaff from Limited to
Graham Ave; Yoe St. from Stunner to Flint; and Flint St. from Poe to Langstaff,
and a maintenance job on Lakeshore Drive as far as funds were available.

stated to the City Council that the Planning Commission had a program which had
been submitted to the Cousrcil for the nlahtinr; of Carab, and Chinese I;]ms, to
replace trees that mere removed, and asked that this program be followed.
The question of tree removal tabled.
Thereupon the Clerk read a lease for the leasing of the refreshment
stand at the Ball Park to the ~lsihore Atheletic and Recreation Club, for a period
from this date to November 1, 1950. The otimer of the Boat=-Landing Cafe objected
to this leasing.

Henry Boontjer, Fire Chief, reported that with the dry weather a fire
hazard i}muld soon be created by dry grass on a good :many vacant lots thoughout
the city, and that some -:,action should be taken by the Council to get said lots
cleaned up. Stated that if he had to send out notices he should be paid extra
for sending, out notices. '.;reed abatment law brought up by hlr. Claxton and others
present.

suggested would serve.

Councilman Farber Street Commissioner, reported that he had requests
for removal of parkway trees, also for trimming of trees, and asked what proceedure
was to be used in this work. Upon suggestion of members of the Council the matter

asking that Lakeshore Drive be improved, and one from property owners on North

stating that the Division of Highways had suggested that this street be improved
under a improvement act, and not maintenance as it needed more that allowed on

At this time Roger D4a~~na11, President of the t'slsinore Atheletic and
Recreation Club, was called on and he explained to the Council their sammer
recreation plans with a soft ball club, and that they had to have the soft drink
consession to r+reet expenses. In this way the merchants would not be asked for
donations. Objection to this was raised by the owners of the Boat Landing Cafe,
locates near the ball park.

soft drink stand from this date to November 1, 1950•

Attorney Gediman at tlLis time reported on the hearing held in Riverside
on PRay 2, 1950 regarding the spreading of water in Babtistee Canyon. Some progress
having been rsa,de, and then the hearing postponed to Julq 11, 1950 giving them
more time to gather data.

between Heald and Sumner,- i'eck Street between &Iain and Chestnut, - Kellogg Street
north of .Pottery, - Avenue'1 at Acacia and High Street .:and Acacia.

the second sign requested by the Church of Christ, and the location was allright

granite had been located on Easy. Heald Ave, for use on the surfaceing project

ifinthorn should be cut through, and that if granite there was good, it should
be used instead of that from East Heald., Councilman Farber stating that the
Minthorn granite was not the right ype.

that decomposed granite be used from East Heald Ave. for project 12 (B) if it

Councilman Macy Park Commissioner, reports on the lighting system at
the ball park. The plans that had been drawn up and tiiels given on were wrong, and
that the Power Co. tiaere to have their engineer make up a nerr plan, which probably
would be ready by the next Council meeting on riay 22nd.
Councilman Tavis Police Commissioner, reported that the ?dreden Hotel
had cleaned up their vacant property between Spring Street and the Temescal ditch,
and had done a ver~T fine job and should be complimented. Also reported that the
Street Dept. was doing a fine job on Limited and Langstaff Streets, which was
under an improvement job.
John Di C,iacomo Asst. Street Supt. reported on the job underway on
Limited and Langstaff, stating that the cost with day labor, rental of equipment,
and also useing some city owned equipment which he was operating, was going to
keep the cost down to a minimum.
i4rs. Hartman of 413 Lookout Street asked that the city make a driveway
at her place, as when this street had been iciproved her property was left high.
Glas informed by the Council that she would have to do this work herself, which
she agreed to do.
PRayor Zashburn at this time brought up the matter of the sewer
disposal plant, and suggested that a disinterested engineer be hired to look over
the two sets of plans the city now had. One set by Engineer Bulot, and the other
by the Currie Engineering Co. Mayor Washburn suggesting two different engineers
from Los hngeles County, either one o£ them being a good qualified engineer.
Councilman i4acy reported that in looking over the two sets of plans
both had good points, and if some could be used from both a savings could be made.
All members o£ the Council spoke on their ideas of the two sets of plans, which
was followed b~ the following motion.

etymologist and find out about the city water situation.

by the Council asked that he be given time to study the agreement and other
matters pretaining to this property.

^l hereupon the Clerk read a letter £rom Berman & Sapkin, owners of the
Plaza Block, and new buildings on same. They reouesting that Main Street and the
sidewalk in front of the Plaza Cafe be widened to conform vrith the rest of the
street, also that the small building that hides their new buildings be removed.
This matter discussed by the Council and a letter read from Attorney
Best, dated September, 1949 on this matter. The City Clerk instructed to contact
Attorney Best and have him take up this matter again.
i~irs. Zeese reported to the Council that lights were out on East Flint
Street, also that the street was very rough in places. This matter turned over
to Councilman Farber Street Commissioner for investigation.
Mr. Holmes President of the i',lsinore Park and Recreation District, was
called on and explained the Baptistee Canyon water spreading hearing. D.R. Crane
having been employed to give certain water data at a cost of ~ 200.00, which
cost would be paid equally by the Yark Board, ?Mater District, and the City.
Attorney ieduaan reported that the data furnished by P4r. Crane had been very
important and that the hearing would come up again on July 12, 1950.
Councilman Hull reported that the west end of the city limits should
be straightened out and probably the best plan would be to go through an ahnex-
ation proceeding. Reported that if the city maintainer was available the Street
Dept. should use same to cut weeds on all str~~ts in the city where needed.
Also asked that two more men be added to the rr^ire Dept. It being suggested that
the matter of men on the fire dept., be discussed with the Fire Chief before any
action be taken.
;~Jhereupon it was moved by Councilman Tavis, second by Councilman Macy
that the motion of the April 24, 1950 meeting of having all fire permits issued
by the Fire Chief be recinded. ~.^Jhich motion upon vote was carried. It being
requested that a copy of all permits issued b~* the City Clerks office be turned
over to the Fire Chief the same day issued.
Attornet Cediman reported on the weed abatement question, stating that
this could be done by Resolution, but suggested that the regular notices used
in the past be ruailed out first. Councilman Hull Fire Commissioner, reported
that this was being done at the present time.
Councilman Nia.cy suggested to the Council that the collecting of City
Uarbage be let by contract and bids be asked for, as he thought that it could
be handled in that way at a saving to the tax payers. Also suggested that the
Police Dept. might be able to operate with less men. Was informed that one of
the present .officers was taking a ninty day leave of abeenee, and would not be
replaced at the present time. Pdo action taken on the garbage matter.

Also letter from State Controllers Office regarding tax title property lying east
of the City.
Councilman Tavis having offred the use by the City of the water well
on his property in case of an emergency the following motion was made.

Mayor "vashburn reported that Earl ~iedlicott of the Elsinore Airport
owned a supposedly good fresh water well that might be bought by the city. After
some discussion on the matter of more water, and freash water Mayor Washburn
appointed Councilman Tavis, and himself to investigate the well at the Elsinore
Airport and report findings back to the Council.
PSayor 1ashburn appointed Councilman Farber, and Councilman hIacy to
investigate the matter of the tax title property east of the city. Said property
under consideration of being leased bps the city for use as a city dump. Councilman
Farber acting as chairman on said investigation.
Thereupon the Clerk read the proposed Street Program For the fiscal
year 1950-1951, streets to be improved being Lakeshore Drive -- Graham Ave. to
Line Street. Poe Street -- Graham Ave. to Heald Ave. Also the maintenance of
all city streets with gas tax funds as much as funds being available.
Whereupon it was moved by Councilman Farber, second by Councilman Hull
that the proposed street program be accepted by the Council, and Councilman
Farber Street Commissioner authorized to sill the forms for the proposed

Club district, they reouesting that the dirt streets in, that locality be given
an oil coat so as to settle the dust. Couxrcilman Farber reporting that a program
of oiling dirt streets and shoulders had been started,. and one truck load of oil
had been used, and was doing a good job altho not permanant, and asked for
authority to order more road oil.

that two double units of oil be ordered right away, and some of same be used in

they also asking for street repairs on Sumner Avenue between Langstaff and

and the Division o£ Highways, £or the improvement and maintenance of major streets
within the cite. for the fiscal year 1950-1951. Improvement projects being Lakeshore

and Heald Avenue, saki work to be done bar the city with gasoline tax funds.

Mayor Idashburn reported that a disaster program had been laid out in
accordance with Ordinance No. 290, and that volunteers would be recruited in the
near future. John Di Giacomo reported that approximately ~ 200.00 should be set
aside for files, and other office equipment for the disaster council. No action
by the Council.
`Che Council chambers being well represented by business men and
property owners, a few of the business men asked as to why the streets had been
blocked off, so as to keep traffic o£f of main streets early in the morning when
the parade of July 1~th. was not to start until 10;00 A.i~4. They claiming to have
lost some business. No action bdr the Council.
I1rs. i~4ona Leese at this time presented a petition for the reinstate-
ment of Walter C. i3ittle. IIr. Bittle having been discharged at a special meeting
held at 11:30 A.i~i, this date. Councilman Farber explained to those present that
the Council was planning a five man police department, and that as there had beeiz
complaints charging i~ir. Kittle with being discourtious the Council had desired to
let him go.
-1r. Kittle took the floor and stated that he had tried to operate
the department to the best of his abilit~r, had worked long hours and o~jjected
to being dismissed on the ,;rounds that had been stated.
The petitions handed in had approximately 156 names attached asking
that ;~Ir. 3ittle be given his job hack. ldo action on this matter by the Council.

that the bills be allowed as addited by the auditing committie, and Clerk instructed

~ been busy with more ircmportant work, but would get at the walk in the near future. i

Councilman Hull, Fire & hTater Commissioner reported that a used
Seagrave lire truck had been demonstrated on Friday July 21st. and he would I
recommend the purchase of this eouipment. Mr. Hirch a representative of the ~
j Seagrave Company vaas present, and told the members of the Council that this
equipment was well worth the price asked e?1a.,73~t,00 vaith a one year guarantee.
He stated that he would like to sell the City a new fire truck as suggested by
some of the people present at the meeting, but had been told that the City was
not in the market for any new equipment at this time, as the Council were trying

plant, but the terms had not been agreeable. With so many protests the Council

Thereupon the Clerk read the report of the Planning Commission, to
the Council as follows. Recommending that the Council appoint a eommittie on
recreation to trork along the line as suggested by Mr. :Pauly of the State Recrea-
tion Commission, which would work in with the master plan of the Planning Comm-
ission. Recommend to the Council that an ordinance be drawn up to bar self
service gasoline stations in the City of Elsinore. Reports ordered filed for
future reference.

Thereupon the Clerk read a letter from the Division of Highways in
regards to warning light on blest Graham Avenue, near the new theater. They state-
ing that this location did not warrent a slow light, as it was only a hazard
during the time when the sPiow let out, but they would paint on pavement the words
Slow Pedestrain Crossing.
Thereupon the Clerk read a letter from uhe California Electric Power
Company, in regards to street lighting on l^Iest Graham .Ave., between Spring and
Langstaff Streets. Giving two proposals for the Council to consider, one overhead
lighting, the other curb light standards. They did not recommend the installation
of lights of the type now being used in the business district,
BYr.. Idorton Bldg. Snspector, reported to move standards from the Country
Club District and run underground cables for these lights would be very expensive.

warning signs be installed at all railt~oad crossings within the city limits,

that the Clerk be authorized to purchase the required number of advance crossing
signs from the Automobile Club and same be installed by the maintenance department.

Thereupon the Clerk read the following recommendation to the Council
from the Planning Commission. That trees `oe planted along Lakeshore Drive, prefer- .
ably Carobb trees, also replant trees where old trees had been'r~moved. That the
Council study the proposed rezoning of the city as drawn up by the commission vrith
the view of adoption. That a survey be made of Spring Street as required by the
Santa Fe Railroad for their consideration to pave over the tracks where it lays ~ I
on said Spring Street.
Thereupon the T•4ayor appointed as a committie Councilmen; Farber, Tavis,
and i~Tacy to investigate the widening of Spring Street, and just what the Santa re
~ would be willing to do in regards to paving over the tracks. Councilman r^arber i
suggested that the Planning Commission should estimate the cost on the recornmenda-

Councilman Tavis asked. in regards to when the cit,) was getting delivary
of maps of surve~r of all traveled city streets which was under contract to-Hulot 'i

been delivered.
Mr. lli Giacomo at this time reported that the high pressure line had
been turned into service on Line Street and Lakeshore i)rive, and was bursting
service lines, and suggested that when this is done the service cock should be
~ partly shut of£ and save bursting of lines. I
Chief of Police Burch at this time reported that tor. Brenan had quit
leaving the city without a janitor and night fireman, and sane to answer police
phone. Some applications were in for this position but had not been checked by
members of the Council.
Thereupon it was moved by Councilman Farber, second by Councilman Hull
that the appointment of a janitor and night fireman and police office man till ~
next regular meeting, and Chief Burch be authorized to employ a man tenporarly ~
at ~ 1.00 per hour, and only eight hours in any 21~ hours. Which motion upon-vote
was carried.
Thereupon the Clerk read bids for the erection of a building on the
City Hall £or an observation station. There being three bids received.

requiring all City officals and employees to take the Loyalty oath before they could
receive any pay.The City Clerk then proceeded to administer the oath to all officals
and employees present employees with the exception of a very few were present.
Thereupon the clerk read the application of Gordon Hunt,Robert Goodwin
and Evelyn W.Harrison for the office of the City C1erk,Water and License Clerk.

that as City Clerk had not had a vacation in the past year he be granted the Pirst

that the Huilding department be authorized to purchase building permit receipts,

Thereupon the garbage matter was again brought up,as there had been
some talk of letting this out on bids.Rev.Webb,T.Yarbrough;,Ydn.Gamberg,Mrs.Goldman
and others spoke on this subject stateing that the present garbage dept. and the
men operating same very satisfactory and that they were not in favor of any changes
in the dept. Mr.Watson in charge of this dept. also spoke and explained that they
did at times get small tips which they could see no wrong in taking which was agreed
with.
Whereupon it was moved by Councilman Farber seconed by Councilman Hull
that the questions. of asking for bids for the garbage and waste matter pickup not be
brought up again until after the next election which motion upon was carried.
Whereupon it was moved by Mayor Washburn seconed by Councilman Farber
that Mr. Allen 0.9id.th,the auditor that audited the City books at the end of the
fiscal year be employed to audit the city clerks books for the months of July,
August, September ahd October which motion upon vote was carried.
Councilman Farber,Str~et Commissioner reported that some work needed
doing onNOrth Scrivener and an ally in that location.
Whereupon it was moved by Mayor Washburn seconed by Councilman Tavis
that Councilman Farber be authorized to do said street work as needed which upon
motionmotion and vote was carried.
Councilman Macy reported that he had looked into the gasoline contract
with the {anion Oil Co. and nothing could be .done until Ju1y,1951.
Coucilman Tavis,Police Commissioner reported that the police dept. were
asking for increase in salary and needed a case of target ammunition some radio
improvments and wheels balanced on police car.

the police dept. be authorized to purchase the target ammunition which mptmon upon

Councilman Tavis Police Commissioner brought up the Lake smell question and asked
what the City could do about same,This being a County matter about all the Gity Could
do would be to contact the County Health Dept. and the Board of Supervisors,perferably
by petition. Also reported loose pavement by Park Arens AptS,which was refered to the
Street Dept. Increase of salaries again brought up but no action taken.
Mr Geo Moore at this time made a complaint against the lowering of the street, in
.Front of his home on North scrivener Street. Councilman Farber Street Commissioner
reported that it was only being brought down to grade but recommended that other
members of the Council look over the project before any more work was done on said
Street,
Whereupon it was moved by Councilman Tavis second by Councilman Farber that deputy
attorney Gediman be instructed to draw up an incinerator ordinance to present for
reading at the next regular meeting,which motion upon vote was carried.
Whereupon it was moved by Councilman Tavis second by Mayor Washburn that deputy
attorney be instructed to draw up an amendment to the business license ordinane to
make application fee of $100.00 apply to all contractors and not only those connected
to the building trade which motion upon vote carried.
Mayor sashburn reported that as John H.Di Giacomo had resigned asrCommander oP the
disaster Council he was appointing H.C,Scott as Commander and amuel arber as Uiee
Commander if it meet the approval of the Council,

A special meeting of the City Council of the City of Elsinore was held on the
above date.The meeting was called to order at the hour of 7.:30 P.M._with Major
Washburn in the chair.
Councilman,Farber,Macy,Tavis and Mayor Wasburn answer roll ca1l.Councilman Hull
absent.
Mr. Harrison and Mr. Patterson reported that they had raised monies for a
rainmaking project and would like the City of Elsinore to match said monies and
for the City to take all monies and turn it over to some authentic company or
organization for seeding rainelouds in our valley. Mr. Patterson stated that we
were the only area not in idth others that had joined the Santa Ana River Water Assn
seeding project. Mr. Patterson also stated Mr. Brewer Sec~y of the Assn would be
at the next meeting held at the 'rlreden Hotel,November 13,1950
Mayor Washburn Stated he had Visited Mr. Brewer of the Temescal Water Co. and
was shown division area map and other pertanint data concerning seeding operations,
also all other areas as stated were in the program but us.
Thereupon the clerk read a letter from the Santa Ana River Water Assn asking
the City to Participate with other Areas in this project.
Thereupon the Council Agreed to take the matter under consideration when
authenic plan is submitted to them.
Thereupon Mayor Washburn read letter on Bond Aids to Local Communities from
Senator Dilsworth asking him 'and other representives in the area to attend meeting
in Los Angeles November10,1950. with State Intim Commiittee.
Whereupon it was moved by Council Farber Seconed by IIouncilman Macy that the
meeting be ajourned,which motion upon vote was carried.

the above date. The meeting was called to order at the hour~o£ 7:30 P. M, with
Mayor Washburn in-the chair.
Councilman; S. Farber, J. J. Tavis, R. Macy, R. Hull and Mayor `YTashburn

Thereupon the clerk read the minutes oP the adJourned meeting of October
30th 1950 and o£ the Special Meeting of November 9th 1950 and there being no
errors or omissions were approved as read.
Whereupon it was moved by Councilman Hull, seconded by Councilman Farber,
that Resolution 644 be passed and adopted as read, which motion, upon vote,
was carried.
Thereupon the clerk read the minutes of-the Planning Commission meeting
and it was recommended th at Councilman Macy investigate cost of lathhouse; also
clerk is to write Temescal Water Compamy in regard to cleaning the ditch.
Mr. McKenzie reported that the Grammar School Board requested City to ,surface
street to curb from Langstaff, West on Sumner Street, 150 feet. Counci~ Farber
to investigate, u
Whereupon it was moved by Councilman Hull, seconded by Councilman Macy, that
Resolution 642 be passed and adopted as read, which motion, upon vote, was carried..
Whereupon it was moved by Councilman Macy, seconded by Council Farber, that
the office of the City Clerk be open to public Prom 9:00 A. M, to 12 and 1:00 P. M.
to 5, which motion, upon vote, was .carried.
A request was brought up by Emily's Beauty Shop, to refund whole or part of
its Business License which they had used only 4 days and then were forced to close
due to undesirable circumstances being brought upon them'by former tenants.
Councilman Tavis to investigate.
Whereupon it was moved by Councilman Macy, seconded by Council Macy, that
City Clerk be authorized to purchase Cardboard files, which motion, upon vote,
was carried,
'whereupon it was moved by Councilman.Farber, seconded by Councilman Macy,
that the City Clerk hire a person for his office for the period of 2 months,
half days; salary of $75.00 per month, which motion, upon vote, was carried.
Request by City ':;:':_- Clerk that 2 sets of blueprint maps be made; 1 of the
water lines and 1 of the sewer lines, to b e kept in City Clerk's Office in City
Hall for up to date references and other pertinent data. Cost to be investigated
by City Clerk.
Mr. Al LeGaye gave a report_on Valley X500.00 rain seeding fund; also on
November 13, 1950 at 4:40 P. M."cloud seeding was under way and direct results
were obtained. -

station. Mr. Harmon to investigate.
Rev. Webb invites Council and citizens to visit his church and Progressive
League anytime to see for themselves if he preaches on any subversive topics.

that the City Clerk's and City. Treasurer's October Financi al Report be accepted
as read, which motion, upon vote, was carried.

that the bills presented be paid as audited by Auditing Committee and clerk
to issue. warrants for same; which motion, upon vote, was carried.

used instead of one. Mr. Hertz spoke on repairs to Seagrave truck and pumper, !
also spoke on oust of new truck. Mr. Hertz stated he would amend present contract
for an additional 6 months truck tryout. Mr. Gediman was instructed to iffiediately
draw up an amendment to contract with Mr. Hertz. j

Thereupon the clerk read the minutes of the previous meeting and there being ~
no errors or omissions, were approved as read.
Thereupon the Clerk read Resolution No. 645, a resolution whereby the i t
City of Elsinore agrees to abide by the State Mutual Disaster Aid Master Plan. i ll
Whereupon it was moved by Councilman Farber, seconded by Councilman Macy i
that Resolution 645 be adopted as read; and motion carried. i
Mr. D. Currie gave a brief resume of the cost of old sewer site in rolation ~
to the new sewer site and upon being questioned, agreed that the alternate location ~
was not really desirable. If a new location were desired, the original plans
would have to be changed in reference to the contours of the new grounds. It ~ ~
i would be an engineering possibility, at an extra cost, to keep the odors from ~
escaping. Mr. Currie wishes to have an order fmm the Council to proceed with i i
investigation of alternate sewer survey and to meet with .Health and Water Polution
Boards. ~

Whereupon it was moved by Councilman Hull, seconded by Councilman Macy, that i t
the Currie Engineering request to meet with the 'dater Polution Board and Health ~ I
Department, be granted. Motion upon vote, was carried. I
Mr. Coppel of Perris again referred to the plight of the Associated Station ~
and asked the Council to lower Prospect Street grade beginning at the w mer of
Main and Pm spect Street; then ce approximately 150 feet East on Prospect Street.
The Council agreed something should be done and Mr. Harmon reported that his
investigation showed th at the grade should be changed. It was agreed Council-
- man Farber should take steps to start action on lowering grade and other necessary
cork.

Whereupon it was moved by Councilman Farber, seconded by Councilman Hull, that I
the sum of X500.00 contributed by valley citizens, plus X500.00 from the Gity Water
Department,te paid to the S. A. R. irl. Association for weather reports at the

Thereupon Clerk read letter from May Goodman, asking to be deferred from

~ garbage and rubbish collection charge. The. request was rejected and Mrs. Goodman
to be told to use City collection system as stated by ordinance.

Thereupon Clerk read Ordinance 334, an ordinance to regulate Fire Incinerators

Bull Durham be purchased, all large articles to be properly stamped with the name
"City of Elsinore". Motion, upon vote, was carried.
Whereupon it was moved by Councilman Tavis, seconded by Councilman Hull, that
the City purchase a restraining belt for Police Department,; Motion, upon vote,
was. carried.
Whereupon it was moved by Councilman Hull, seconded by Councilruan Macy, that
City Clerk be authorized to purchase pipe and fittings fromthe Pacific Valve
Company for Water Department. Motion, upon m te, was carried.
Whereupon it was moved by Councilman Hull, seconded by Councilman Farber,
that Mr. Crane be authorized to draw plans, prepared for bidding purposes, for
roof on City water reservoir and not to exceed the cost of X100.00. Motion,
upon wte, was carried.
It was requested by Councilman Hull, that in the best interests of the City,
both in the economy of operation and maintenance o£ the City water system, that a
main line be run f rom the City pumps to the reservoir, with other changes in the
City mains permitting all waters to come directly from the City reservoir to the
various sources. It was suggested that. Mr. Harmon give the Council estimates and
figures on depth and leggth of ditch and size of pipe.
Whereupon i} was moved by Councilman Hull, seconded by Councilman Macy, that
the Clerk be authorized to pay bills as audited by Auditing Committee. Motion,
upon vote, was carried.
Whereupon it was moved by Councilman Tavis, seconded by Councilman Hu11, that
Clerk's and Treasurer's Reports be accepted as read. Motioh, upon vote, wa.s carried.

the salary of Mrs. M. Murphy be increased to $115.00 per month for 3 months.
