COUNCIL MEETING JANUARY 13, 1964
=' The City Council of the City of Elsinore met in regular session on
January 13, 1964 and was called to order at 7:30 P.M. with Mayor
Bartlett presiding.
Invocation was delivered by Rev. Thompson and the Pledge of Allegiance
was led by Councilman Berry.
Roll call found all five councilmen present. City Manager Guler and
City Attorney Dougherty ai,~o in attendance.
The minutes of Dec. 23> 1963 were approved as read.
Warrants were approved and ordered paid on motion Councilman Yarborough,
seconded Councilman Hitt, car.

This being the time for the continuence of the public hearing on the
closing of Poe Street, Mayor Bartlett called for protests, there being
none, motion Councilman Yarborough, seconded Councilman Berry, that Poe
St. from 165' N. of Heald Ave. to Sumner Aven. be closed, car.
Plan. Com. memo #30, re. Brock Construction request for variance to
build at corner of Mill and Crescent was approved on motion Councilman
Stewart, seconded Councilman Hitt, car.
Plan. Com. memo #29, re. stop signs at Langstaff !; Sumner tabled on
motion Mayor Bartlett, seconded Councilman Stewart, car.
Motion Councilman Stewart, seconded Councilman Yarborough, car, the
Rotary Club request to install sign on Main St. approved subject to ,
precise location by city personnel.'
Application of Roy Sexton for business license at 1410 Lakeshore Dr.
read, to be notified that area not zoned for business.
Motion Councilman Berry, seconded Councilman Stewart, car. the request of
Glenn Skinner fora variance at Lot 6 C.C. Heights Unit 6, to be heard at
public hearing on Feb. 10, 1964.
On motion Councilman Yarborough, seconded Councilman Berry, carried, the
Division of Beaches & Parks agreement approved, City Manager to execute
and forward.
H.H.F.A. report by Swarner, Fitzgerald and Dougherty read for information.
Petition from Lake Park area residents requesting investigation of wrecking
yard re-referred to Dir, of Public Safety.
The proposal of Joseph Joosten in regard to water system in Elsinore Lake
View Estates, referred to City Attorney for further investigation and report.

Resolution #1127, re. county services in coming election carried on motion

Resolution #1128, calling election, setting polling places and naming
election officials, carried on motion Councilman Yarborough, seconded
Councilman Berry.
Resolution #1129, authorizing Mayor Bartlett to prepare argument for the
measure, carried on motion Councilman Berry, seconded Councilman Stewart.
Jan. Com. memo #31, re. rezoning of Graham Ave. from Riley to Lewis, was
approved with attorney to draw necessary amendment to Ord. 349 on motion
Councilman Berry, seconded Councilman Yarborough, car.

COUNCIL MEETING JANUARY 27, 1864

The City Council of the City of Elsinore met in regular session on
January 27, 1964 and was called to order at 7:30 P.M, with Mayor
Bartlett presiding.
Invocation was delivered by Rev. Coulter and the Pledge of Allegiance
was led by Councilman Berry.
Roll call found all five councilmen present. City Manager Guler and
City Attorney Dougherty also in attendance.
Warrants were approved on motion Councilman Yarborough, seconded Councilman
Hitt, car.
The minutes of January 13, 1964 were approved as read.
The clerk's It treasurer's reports for Nov. ~ Dec., 1963 were approved on
motion Councilman Berry, seconded Councilman Yarborough, car.
Motion Councilman Yarborough, seconded Councilman Hitt, car., the Plan.
Com. memos #30 rr 31 to be referred back to Commission for public hearing.
Correspondence read was from the V.F.W. thanking Council for Xmas donation,
Resources Agency 2; Western Municipal Water confirming the release of water
for the lake and inviting council to ceremonies on Feb. 1., National
Conference of Christians ai Jews asking fora chairman for Brotherhood Week
to be appointed, Rev. Thompson to be contacted by Mayor Bartlett.
City Manager Guler brought up problem with business license agreement,
Ordinance to be held to.
City Manager Guler to investigate the request of Herbert Yournger to rent
city pocperty for the L'isplay of houses, and the request of Ruth Scott for "
street work on East Sumner Avenue.
Pepper Grove rezoning, wrecking yard report and Plan. Com. memo #29, re.
stop ~.5igns at Langstaff & Sumner carried over for further study.
City Attorney Dougherty gave a short report on the Jooston Proposal, further
study to be made of the aspects of such an undertaking.
Resolution #1130, re. National Date Festival carried on motion Councilman
Yarborough, seconded Councilman Hitt.
H.H,F.A, letter reporting favorable progress on water & sewer projects, read
with copies to go to all councilmen.
Councilman Yarborough requested driveway be revamped for J.A, Thompson on
Davis St., Mayor Bartlett w,i:ll contact Mr. Thompson and report.
Mr. Larry Beers presented a proposal to the City to assume the Veteran's
Memorial Bldg. Board of Trustees to meet with City Council, City Manager Jr
--+'"" City Attorney at an adjourned meeting on Feb. 3, 1964 to go over details.

COUNCIL MEETING FEBRUARY 10, 1964
The City Council of the City of Elsinore met in regular session on
February 10, 1964 and was called to order at 7:30 P.M. with Mayor
Bartlett presiding.
Invocation was delivered by John Merrifield and the Pledge of Allegiance
was led by Councilman Berry.
Roll call found Councilman Yarborough absent. City Attorney Dougherty
and City Manager Guler also in attendance.
The minutes of Jan. 27, 1964 were approved as read.

This being the time for the public hearing on the request of Glenn Skinner
for a variance to build on Lot 6, Country Club Heights Unit 6, Mayor
Bartlett called for those in favor to be heard, five spoke for the variance
and two against. Motion Councilman Berry, seconded Councilman Stewart,
car., Attorney to render report on public hearing to Council on Feb. 24,
1964. Motion Councilman Berry, seconded Councilman Hitt, car., the
request of Glenn Skinner fora variance carried to February 24th meeting.
Warrants were approved on motion Councilman Berry, seconded Councilman
Hitt, car.
The Mayor's S Councilmen's meeting in Soboba on Feb. 20th to be attended
by all who can on motion Councilman Berry, seconded Councilman Stewart, car.
Watkin's Development Co. letter of appreciation read for information of
council.
A public hearing on the rezoning of the Pepper Grove Camp from R-1 to R-3
reas set for March 9th, 1964 on motion Councilman Berry, seconded Council-
man Stewart, car. The area to be posted in advance according to Gov't Code.
A re-review of the Railaoad Ave. wrecking yard was read, reporting that
al"1 ordinances were being complied with.
The Dir. of Public Safety's report on stop signs at Sumner ~ Lindsey read
and discussed with motion Councilman Berry, seconded Councilman Hitt, car.,
that four way stop be posted at Sumner & Lindsey.
Wesley Marshall's appointment to the Planning Commission by Mayor Bartlett
was approved on motion Councilman Berry, seconded Councilman Hitt, car.
Motion Councilman Berry, seconded Councilman Hitt, car., the action of
Nov. 25, 1963 regarding card licenses was recinded with notice to be sent
to John Merrill to show cause why his card room license should not be
revoked. Hearing set for March 9th, 1964.
Resolution #1131 re. wording of measure on ballot carried on motion
Councilman Berry, seconded Councilman Stewart.
~-, City Manager Guler read a preliminery agreement with the Veterans Organization
with City Attorney Dougherty to look into possibility of the City taking
over Veterans Memorial Bldg. and report on Feb. 2~th or March 9th at the
latest.
Motion Councilman Berry, seconded Councilman Hitt, car., mbetingoto be
arranged with Temescal Water Co., City of Corona, Attorney Dougherty and
City Manager Guler to discuss the Public Utilities hearing on the
transfer of Temescal's assets to the City of Corona.
Mr." Philips reported on the recent buglaries that have occurred in his
laundramat that is open 24 hours a day.

COUNCIL MEETING FEBRUARY 24, 1964
The City Council of the City of Elsinore met in regular session on
February 24, 1964 and was called to order at 7:30 P.M. with Mayor
Bartlett presiding.
Invocation was delivered by Councilman Yarborough and the Pledge of
Allegiance was led by Councilman Berry.
Roll call found all five Councilmen present. City Manager Guler and
Attorney Lopez also in attendance.

Warrants were approved and ordered paid on motion Councilman Berry,
seconded Councilman Yarborough, car.
The January clerk's & treasurer's reports weee accepted on motion Councilman
Berry, seconded Councilman Yarborough, car.
The Planning Commission's recommendation for deleting Section 5.1 and
Section 6 of Subsection 4 of Ord. 349, carried over for further study on
motion Councilman Yarborough, seconded Councilman Stewart, car.
Approval was granted to all who can to attend the Citrus Belt. Div. League
of Calif. Cities meeting in Corona, March 11.
Glenn Skinner's request fora variance was brought up for discussion, with
City Attorney's opinion being read stating that the lot was subdivided before
the effective date of Ord. 349, therefore Council agreed that Mr. Skinner
should apply for bldg. permit and hold to various regulations as set forth
in Ord. 349.
After reading a copy of a letter sent to Attorney Dougherty by James
Truiett of Valley Veterans Inc. to the effect that the proposed agreement
submitted by ®ttorney Dougherty was untenable there was a motion by
Councilman Yarborough, seconded Councilman Stewart, car., that the agreement
for the Veteran's Memorial Bldg. be tabled until renegotiations are opened
by the Veterans.
Temescal Water Co. letter read stating that no transfer of assets southerly
of Glen Ivy contemplated'at this time. This assurance was deemed necessary
to protect Elsinore from future strip annexations by the City of Corona.
Edward Mackey's letter re. water r; sewer line progress read for information.
City Manager Guler to look into Recreation Dept. requests for fencing,
additional sports, etc. and report to council on costs and feasiability.
Mayor Bartlett's report on Hotel C Motel occupancy tax read for information
of council.

Albert Accettura was appointed to the Planning Commission by Mayor Bartlett

Manager Guler to investigate lighting for North Park ~ roof for barbeque pit.
Mr. Kholos representing the Realtor's, requested report of council actions

This being the time set fora public hearing on the Order to Show Cause,
sent to John Merrill, City Attorney Dougherty and Attorney Robert K.
Garst questioned the City Clerk ~ Mrs. Mary Hartz. Complete text of
testimony marked "Exhibit A" on file, is hereby made a part of these
..minutes. Motion Councilman Berry, seconded Councilman Hitt, that for
reasons set forth in order to show cause, the license of John Merrill
be revoked, car. Motion Councilman Yarborough, seconded Councilman
Stewart, Mary Hartz's check to be returned, car. Check returned to Mrs.
Hartz in open meeting.
The request of Roy Sexton fora boat launching permit at 1410 Lakeshore
Dr., carried to meeting of March 23rd, on motion Councilman Yarborough,
seconded Councilman Berry, car. City Manager to check on bonding and
State requirements, also police traffic problem. Business license fee
also Eo be considered.
Read for information of Council, was a notice of public hearing before
the Co. Planning Commission & Orange Show Invitation.
The Planning Commission recommendation for deleting Section 5.1 and
Section 6, No. 4 was accepted by the City Council on motion Councilman
Yarborough, seconded Councilman Berry, car., City Attorney to prepare
necessary papers.
The rezoning of Pepper Grove from R-1 to R-3 carried on motion Councilman
Berry, seconded Councilman Yarborough. Motion Councilman Berry, seconded
Councilman Hitt, car., resub-division map as presented accepted, with
Mayor tr City Clerk authorized to affix signatures, upon receipt of
official map.
The first reading of Ordinance #417, rezoning Pepper Grove Tract,
carried on motion Councilman Berry, seconded Councilman Hitt.
The request of Mr. & Mrs. Snyder fora family billiards license carried
over for further study on motion Councilman Stewart, seconded Councilman
Hitt, car.
The proposal of the (dent-O-Sign Co. for street signs carried over for
further study.
It was the council's wish to proceed with the placement of correct street
signs denoting dead-end street at Minthorn and Spring, to bring this
corner to a properly marked intersection.

The City Council of the City ,of Elsinore met in regular session on
March ~3, 1964 and was called to order at 7:30 P,M, with Mayor Bartlett

Tillie Reuben then presented Mayor Bartlett & the Council with a cake
on the anniversary of Mayor Bartlett's fifth year as mayor.

Mayor Bartlett appointed Councilmen Berry & Stewart to check in regard
to request for family billiards license at 140 N. Main St.
The Kleen-Jon agreement to be revised by City Attorney to read $2.00 per
load of 334 gals, and-addition of a paragraph #13, permitting the City---~
Manager to terminate the agreement at any time without notice if in his
judgement the city might suffer injury by continuance, on motion Council-
man Yarborough, seconded Councilman Berry, car.
Councilmen Berry & Yarborough & City Manager Guler to investigate street
sign proposal and report at next meeting.
Ord. #417, re. Pepper Grove Tract, carried over on second reading for
completion of details.

prepare papers to finalize Flint ~ Silver land transfer.
The Plan. Com. recommendation for the rezoning of the NWl„ NEB, ten acres
of Section 8, from R-1 to C-1 was discussed. Motion Councilman Yarborough,
seconded Councilman Berry, car., City Nttorney to prepare necessary papers .
to rezone this property.
Motion Councilman Yarborough, seconded Councilman Stewart, car., the City
to purchase an $81 full page advertisement in the La Laguna Revue for the
__ official opening of the Lake. Council to receive complimentary copies.
Ord. #418, rezoning Graham Ave. from Riley to Lewis, as corrected to include
C-2 zone, passed on the first reading on motion Councilman Berry, seconded
Councilman Yarborough, car.
Resolution #1132 to State Division of Highways San Bernardino office, re.
open cutting for placement of water mains, carried on motion Councilman-
Yarborough, seconded Councilman Berry.
Motion Councilman Yarborough, seconded Councilman Berry, car., that the
City Council go on record as opposed to_the proposed room tax.
Authorization to advertise for bids on the water line installations as soon
as plans !; specifications are finalized was granted on motion Councilman

notice of intention to circulate petitions to annex to the city by
Mr. Corkdale accepted by Council.
City Manager Guler requested City Attorney Dougherty to render a letter on
sidewalk repairing, from the Code,. to be used as a news release.
Councilman Stewart, spoke about the hazard of people walking around the
curve at south end of, Main St., and Tillie Reuben of the traffic hazard
at intersections. Negotiations with Santa Fe Railroad and Div, of
Hwys. underway. Chamber of Commerce to send letter to Mr. Kane requesting
immediate completion of Highway 71 to Corona.

The City Council of the City of Elsinore met in special session on
April 3, 1964 and was called to order at 11:45 A. M. with Mayor
Bartlett presiding.
Roll call found Councilman Berry absent. City Manager Guler also
in attendance.
The tract map presented by Bernard Weiss of TRACT #2888 was discussed.
Motion Councilman Stewart, seconded Councilman Hitt, car., subdivision
mpp of Tract #2889 accepted.
Motion Councilman Yarborough, seconded Councilman Stewart, car., the
City Clerk instructed to sign linen map.
Discussion held on street improvement paragraph on linen map.
Motion Councilman Stewart, seconded Councilman Hitt, car., motion to
accept map recinded until clarification of street improvements.

The City Council of the City of Elsinore met in an adjourned special meeting
on Monday, April 6, 1.964 at 11:45 A.M. with Mayor Bartlett presiding.
Roll call found Councilmen Hitt & Berry absent. City Manager Guler also in
attendance.
Motion Councilman Yarborough, seconded Councilman Stewart, car,, Resolution
of Acceptance accepted, excluding any responsibility of city for water

of the State Highway Department and negotiated details by the City Manager.

referred to cmmmittee of Mayor Bartlett, Councilman Stewart & Plan. Com.
representative to report, Item #5, referred to City Attorney for prepara-
tion of proper forms for signing for mineral water.
Ordinance #419, re. rezoning of Baisley property for proposed conv.
hospital, carried on the first reading on motion Councilman Yarborough,
seconded Councilman Berry, subject to the deeding of 25' for widening
of road and subject to City Attorney's & City Manager's approval.
Motion Councilman Stewart, seconded Councilman Hitt, that Mayor Bartlett
be the delegate to the Mayor's Conference in New York City, May 24-27,
carried on the following roll call vote:

The City Council of the City of Elsinore met in an adjourned session
on April 21, 1964 and was called to order at 7:30 P.M, with Mayor
Bartlett presiding.
Invocation was delivered by Father Ross and the Pledge of Allegiance
was led. by Councilman Berry.
_ Roll call found Councilman Hitt absent. City Manager Guler & City
Attorney Dougherty also in attendance.
This being the time for the canvass of the election results, Resolution
' #1133 reciting the following details of the election was carried on

minimum wage rates, for the proposed water projects. Notice of special

Mr. Currier'.from the Currie Engineering Co. presented the plans for the
domestic water system which were accepted on motion Councilman Yarborough,
seconded Councilman Berry in Resolution #1134, car.
Resolution #1135, establishing the minimum wages for both of the proposed
water projects carried on motion Councilman Stewart, seconded Councilman
Berry.

spoke relative to the Costs of the proposed change, indicating it was
his belief the City should consider sharing the cost of additional
engineering incurred by Mr. Wood in attempting to comply with the

that he opposed the proposition of the City bearing such engineering
costs.
Ordinance #41g, carried over on the second reading, for City Attorney's
recommendation & approval of Council as to deeding of 25' strip for

City Attorney Dougherty read his letter of 4/23/64 to Attorney General
Mosk asking for an opinion of the action taken on 4/21/64 for the selec-
tion of Mayor. He suggested that no further action be taken until

the bidders complying with all terms and conditions as may be required
by the City of Elsinore, Currie Engineering Co., Swarner, Fitzgerald
& Dougherty Bond Counselors and Housing and Home Finance Agency and
subject to the execution of any and all contracts and documents that
may be required by the said City of Elsinore and Housing and Home
Finance Agency and further subject to the posting of any and all bonds
and insurance that may be required by the City of Elsinore and Housing
and Home Finance Agency. That the City Manager of the City of Elsinore
is authorized to execute any and all contracts and documents on behalf

Councilman DePasouale reported that he as a private citizen led a delegation
that attended a meeting with the County Election Dept. to discuss restoring
the election precincts to their traditional locations.
Councilman Berry requested that Resolution#1134 be amended not to Include
Walter C, Bittle, Chief of Police. Attorney Dougherty advised Councilman
Berry that a new resolution would have to be drawn up. Several letters
were read and the audience spoke on behalf of Mr. Bittle. Councilman
Stewart moved and Councilman DePasquale seconded the motion that Mr. Bittle
could make a special request for a closed personnel meeting with the
council if he so desired, car. Mayor Bartlett then stated that if Mr.
Bittle wished, a closed hearing would be granted in this matter. Mr. Bittle to
notify City Manager of the time he wishes hearing to be set and if the
councilmen can be present, the hearing will be set for mutual convenience.

The City Council of the City of Elsinore met in regular session on
July 27, 1964 and was called to order at 7:30 P.M, with Mayor Bartlett
presiding.

The request of Paul DeKonty and the Local Agency Formation Commission
report regarding approval for annexation were read and filed.
The request of the "Clean-Up" Committee to have the month of August
proclaimed as Clean-Up Month met with the favorable approval of the
Council. Councilman Berry's suggestion that additional personnel would
have to be hired for clean up month was concurred in by the council and
the City Manager was authorized to recruit as needed.
A unanimous endorsement for the valleyav~ide annexation by the Planning
Commission was react and filed.
Motion Councilman DePasquale, seconded Councilman Berry, car., the
Planning Commission recommendation for increase in filing fees for
variances, rezonings and conditional use permits to be prepared by City
Attorney.
The request of Calvin Morgan fora recreation club license was tabled

Vincent Tidwell letter of appreciation read.
Motion Councilman Berry, seconded Councilman Yarborough, car., the staff
vaas authorized to proceed with the necessary paper work concerning the
city water systems and readvertise for bids.

the City notify the State Employees' Retirement System of their interest
in retirement program and authorizes the actuarial valuation.

Councilman Yarborough asked that the approved lights for North Parl< be

Mr. Harabedian requested the City to look into the possibility of closing
the alley that runs east and uvest through his property on Graham Rve.

and constitute a fire hazard.;and are otherwise dangerous to human life, and
`"c®nstitute a hazard to safety, he lath and public welfare, and by reason
of the dilapidation and abandonment, the buildings and structures are a public
nuisance which should be abated by demolition and removal, all in accordance
with the provisions of Ordinance No. 407 of the Ctty of Elsinore, CalPfornia,
being a reenactment of the Uniform Building Code, 1961 Edition, and other
ordinances applicable thereto. That the owners are ordered to demolish,
destroy and remove all of the buildings and structures located upon the above
described property, and that said demolition, destructions and removal shall be
done within thirty (30) days from the mailing of the notice. That in the
event all of said buildings and structures are not demolished, destroyed or
removed within said time, the City will cause said buildings and structures
to be demolished, destroyed and removed, and the t the cost thereof shall be
made a lien against said real property and shall be entered upon the tax
rolls assessed against said real property, all in accordance with the
ordinances hereinabove set forth and other ordinances applicable thereto.

carried, the City Clerk to send copies of the above motion by certified mail
to the property owners of 1100 W. Graham Avenue.

carried, that the contracts in reference to the water systems of the City
of Elsinore, California, being project #PFL-CALIF-55 (157) be awarded to
the low bidder, to wit, Sanitary Pipeline Co., Inc., 17663 Jacquelyn,
Huntington Beach, California, based on their low bids of $96,500 with
Alternate I on the mineral water and $256,216.80 on the domestic distribution
fora total of $352,716.80, subject to the bidders complying with all terms
and conditions as may be required by the City of Elsinore, Currie
Engineering Co., Swarner, Fitzgerald 6 Dougherty Bond Counselors and Housing
and Nome Finance Agency and subject to the execution of any and all contracts
and documents that may be required by the said City of Elsinore and Housing
and Nome Finance Agency and further subject to the posting of any and all
bonds and insurance that may be required by the City of Elsinore and
Housing and Nome Finance Agency. That the City Manager of the City of
Elsinore is authorized to execute any and all contracts and documents on
behalf of the City of Elsinore and to do ail other things as may be necessary
to complete said projects.

firm of Redwine S Sherrill advised the council to withhold action at this
time as petition did not meet statutory requirements for petitions. City
Attorney Dougherty advised that if it were the council's wish, he would
investigate the legality of said petitions and report at next meeting 12/14/

Discussion held on the purchasing of a track loader with action held to
later meeting in order to obtain other quotes on similar equipment.
Discussion on the Transient Occupancy Tax ordinance with the council
concurring that everyone should register or offer sufficient proof of why
it does not apply to them.
Motion Councilman Stewart, seconded Councilman Yarborough, car., that
the poker licenses for Mrs. Miller and Mrs. Milts be renewed for the first
quarter of 1965, with Councilmen DePasquale and Stewart to study poker
license ordinance and recommend changes to council.
Mrs. Somergrad, Mr. Rack and Gussie Kaminsky inquired about the status
of the mineral water.
