Roll call found all .f`ive councilmen in attendance. City Administrator Guler also in attendance. On motion Councilman Berry, seconded Councilman Yarborough, those who can to attend Citrus Belt meeting in Palm Springs on Jan. 16th. Resolution #1089, calling the special water bond election carried on a unanimous roll call vote on motion Councilman Yarborough, seconded Councilman Berry, Resolution #1090 consolidating the special sewer bond election with the water election carried on an unanimous roll call vote on motion Councilman Yarborough, seconded Councilman Berry. Resolution #1091, appointing Councilman Stewart to prepare an argument for the water proposition carried on an unanimous roll call vote on motion Councilman Berry, seconded Councilman Yarborough. Resolution #1092, appointing Cbu~icilman Stewart to prepare an argument for the sewer proposition carried on an unanimous roll call vote on motion Councilman Yarborough, seconded Councilman Stewart.. The resurfacing of Langstaff and Limited streets was discussed, with no action taken. On motion Councilman. Invocation was delivered by Rev. King and the Pledge of Allegiance was led by Councilman Berry. Roll call Found Councilman Stewart absent. City Administrator Guler also in attendance. The minutes of December 2Gth, 27th and January 7th were approved as read. Warrants were approved and ordered paid on motion Councilman Berry seconded Councilman Yarborough. The proposed street lighting upgrading was discussed with motion by Yarborough, seconded Cou~}cilman Hitt, that the city accept the California Electric Power Company~s.proposed plan, City Administrator to negotiate. Resolution #1093, authorizing the county election department to perform certain services for the forthcoming election, carried on motion Councilman Yarborough, seconded Councilman Berry. A resolution proclaiming Feb. 15th thru 2Ltth National Date Festival days, carried on motion Councilman Yarborough, seconded Councilman Berry. On motion Councilman Berry, seconded. Councilman Yarborough, all city officials to attend League meeting in Indio at appropriate time if possible. On motion Councilman Yarborough, seconded Councilman Berry, car., letter of congratulations to be sent to Valley Sun and M7.ss Elsinore, Erma Salas. Mayor Bartlett appointed John DiGiacomo to head a citizens committee for the forthcoming water and sewer bond elections. Roll call found all five councilmen present, Attorney Dougherty & City Administrator Guler also in attendance. The minutes of January 1l~, 1963 were approved as read. The Planning Commission minutes of January 15th were and discussed, motion Council- man Yarborough, seconded Councilman Stewart, car, Norman Const. plans, to build near ditch referred back to Plan. Com. t~Tarrants were approved & ordered paid on motion Councilman Yarborough, seconded Councilman Berry, car. The clerks & treasurer's reports for"December were accepted on motion Councilman Berry, seconded Councilman Yarborough, car. Correspondence read was an announcement of the opening of the Yorba Linda Freeway link. The -final map of Joseph M. Z•T, Joosten's, Elsinore Lakeview Estates was accepted subject to receipt of X12,000 cash deposit with City on motion Councilman Berry, seconded Councilman Yarborough, car. The easement request of A,A, Gregory and Grant Deed from the Stelma Corp, were accepted subject to the receipt of a title policy on the grant deed, and the engineer's stamp o~E approval on legal deseripti.ons,! on motion Councilman Berry, seconded Councilman Stewart, car, i The Recreation Commission request for the council to place order for 100 Amp, service to ball park-was granted on motion Councilman Berry, seconded Councilman Yarborough, with City Administrator to negotiate with power company, car, Resurfacing of skating rink recommendations also granted, to be paid from funds on hand. No action taken on ballfie~d lighting until .further investigation. Resolution #1094, carried on motion Counoilman.Yarborough, seconded Councilman Berry. Mr, Frank Pasquale then presented the City of Elsinore with a picture of President Kennedy to hang in the council::chambers. John DiGiacom~ reported that the water committee meeting was well attended, and that anouther meeting would be held in a few days, Mrs. Plano announced that she is striving to form a year round beautification committee and will hold a meeting on Thars~y, Feb. 7th. On motion Mayor Bartlett, seconded Councilman Stewart, curb and sidewalk project on Limited St. approved, car, The question of flagpole relocations on Main St, & Graham Avenue referred back to Plan, Com, City Administrator to look into possibility of installing stop and go signal at Main & Graham. Resolution #1099, urging the construction of the freeway bypass of the City of Corona on State Sign Route ~1, carried on motion Councilman Yarborough, seconded Councilman Stewart. Resolution #1100, authorizing Mayor Bartlett or City Administrator Guler to act as agent to negotiate with the Bureau of Land Management to acquire the N.W.1/4 of the N.W.1/4 of section 10, township 6, So. range 4 west, Riverside County, was accepted by the Council on motion Councilman Stewart, seconded Councilman Hitt. Motion to accept Policy of Title Insurance from First American Title Co. transferring property from the Stelma Corp. to the City was carried on motion Councilman Yarborough, seconded i Councilman Hitt. Diamond Jubilee celebration was discussed. City Administrator Guler to ask Chamber of Commerce to assist in planning and ~, coordinating a program for this event. The Chamber of Commerce reply,; regarding the Diamond Jubilee Celebration was read for information. Resolution 1103, granting Mrs. Elizabeth Milts a two year franchise for the Elsinore Taxi service carried on motion Councilman Yarborough, seconded Councilman Stewart. Resolution 110l~, requesting the Park & Recreation Board to transfer funds for the completion o£ Little League facilities carried on motion Councilman Bartlett, seconded Councilman Berry. On motion Councilman Berry, seconded Councilman Yarborough, the Mayors Proclamation on National Police Week, May 12-18 carried. Opal Connors was appointed to a four year term on-the Library Board on motion Councilman Berry, seconded Councilman Yarborough, car. Discussion was held on the possibility of send one of the Planning Commissioners to the A.S,P.O. Conference in Seattle Washington with motion Councilman Yarborough, seconded Councilman Berry that the Planning Commission decide which member shall attend.
