Plan. Com. minutes of January 2 were accepted.
On motion Mayor Bartlett, seconded Councilman Berry, the purchase of
three books for the Plan, Commission was approved.

The Southern Calif. Gas Co. easement request was carried over to
an adjourned meeting on Jan. 16.
On motion Councilman Berry, seconded Councilman Stewart, ear., the

ef..the new oounty building. .
Resolutign #1Q65, regarding the reapportionment of the State Senate
carried on motion_Councilman:Berry, seconded .Councilman Hitt.
On motion Mayor. Bartlett, seconded Councilman-Hitt, Mr. E. H. Neff
was appointed to the Planning Commission to fill the vacancy of
Robert Claxton.
The Police Dept, report for Dec. and Mrs. Dalton+s request for a
second hand store license were approved (motion..Councilman Berry,
seconded Councilman Stewart, car.)
Verda Martin's request for relief on the new dance permit cost was
tabled for further study.
John Merrifield requested that the minutes be corrected po ahow the
following. statement made at the 12/26/61 meeting. 'I ask at this time
that a three month postponement of the enactment date be granted so
that a committee of businessmen may be formed to once again\study
this law and amend where necessary. L take it upon myself to, state
that if a postponement can't be arranged then let us form a committee
to give this some study and then let us present our ideas.'
Councilmen Berry to work with .businessmen's group which John will form.
Roy Shadel's request to work his vacation time was granted on motion

Everett Philip's reports to the state were read in full, in which
he made sev r .recommendations for the solution of Elsinore+s .water

Mayor Bartlett announced that the City Reservoir would be
drained and cleaned on Jan. 11 & 12.
Mrs.. Billie Rueben and Mrs.. Kaminsky spoke about the water
problem and its solution with a dual water system.
John Merrifield made several statements concerning changes that
would have to be made for. the town+s growth.

Ad3ourned Meeting January 16, 1962
The City Council of the City of Elsinore met in an ad3ourned
session on January 16, 1962 and was called to order at 7:00 P.Pi.
*.aith Mayor Bartlett presiding.
Invocation was delivered by Rev. Easter, and the Pledge of
Allegiance was led by Councilman Berry.
Roll call found Councilman Hitt absent.
A general discussion of the water was held with Mayor Bartlett
stating that Mr. Philips would present a prepared report on the
recent water troubles.
Counncilman Yarborough reported that the work in the parks was
progressing nicely.
On motion Mayor Bartlett, seconded Councilman Stewart, the
meeting recessed, at 7s3A P.M. for the Planning Commission meeting.
The meeting reconvened at 6:.50 P.M, after a lenghty discussion
with the Plan. Commission on the legality of the proposed Gas
Line Easement and a master plan for the City.
Mayor Bartlett extended an invitation to the Plan. Commission
to attend the Mayor's & Councilmen's dinner to be held here
on Jan. 25. On motion Mayor Bartlett, seconded Councilman Berry,
Planning Commission invited to dinner as guests.
On motion Councilman Yarborough, secon d Councilman Stewart,
the meeting ad3ourned at 9:00 P.M.

COUNCIL MEETING JANUARY 22, 1962
The City Council of the City of Elsinore met in regular session

Mayor Bartlett presiding.
Invocation was delivered by Rev. Ring and the Pledge of Allegiance

present. Councilman Hitt absent. Attorney Doughi~rty and Engineer
Philips also in attendance.
The minutes of January 8 & 16 and the Plan. Commission minutes of

An invitation from the Property Owners Association and the Mayor's
Proclamations for the National 'Date Festival and thek'~Brotherhood
Week were read.
A letter from Mrs. Bakst, Attorney for Mr. Weinberg, was read regarding
the water lines which run across their property to service the houses
on Rupard & Rancho Streets. Mr. Philips requested that a plot plan
be submitted. Attorney Dougherty stated that it was not the city~s
concern at this tim®.
On motion Councilman Berry, seconded Councilman Yarborough, the entire
Council, clerks and treasurer to attend Mayor's & Councilman's
Dinner on Jan. 25.
Attorney Dougherty~s legal opinion on the 4as Transmission easement
was read,_with copy ordered to be sent to Planning Commission.
Bids to-furnish the City with a second police car were opened and
read. Lakeside Chevrolet Co. - $2,51:0, plus sales tax. Hodges Ford
Co. - $2,539.86 incl. sales tax.. On motion Councilman Berry,
seconded Councilman Yarborough and carried on the following roll call
vote, the purchase of a 1962 Ford Galaxie was approved:

Everett Philips being present, presented his report to the Council
on the wafer distribution system, illustrating said report with maps
of the proposed dual system and replacement pipelines. Mr. Philips
urged the formation of a citizens committee immediately to investigate
all phases of the water program and problems. On motion Mayor Bartlett
seconded Councilman Berry, members of the City Council and the
Planning Commission to submit names as soon as possible for the
formation of a committee of about 50 people. Mr. Philips to be available
to meet with said committee on January 29th at 7:30 P.M.
On motion Councilman Berry seconded Councilman Stewart, the amount of
v°~6,500 to be transferred from the Capital Improvement Fund to the
Water Fund. car.
On motion Councilman Yarborough, seconded Councilman Berry & car, the
park lights to be installed at a cost of $288.
Mr. Lucas requested that the City Attorney meet with the Plan. Coima3.ssion
on February 6th.
Attorney Dougherty to check on the responsibility for the upkeep of the
Temescal Ditch~~

Adjourned Meeting February 5, 1962
The City Council of the City of Elsinore met in an adjourned
session on February 5, 1962, and was called to order at 7:30
P,M, with Mayor Bartlett presiding.
Invocation was delivered by Councilman Yarborough, and the
Pledge of Allegiance was led by Councilman Berry,
Roll call found all Five councilmen present,
Resolution 1066 rewording the measure to be placed on the April
10th election ballot carried on motion Councilman Yarborough,
seconded Councilman Berry,
Resolution 1067 establishing the polling places and election officals
passed on motion Councilman Yarborough, seconded Councilman Hitt.
Resolution 1068, appointing Councilman Yarborough to write an
argument for the passage of the measure carried on motion Councilman
Berry, seconded Councilman Stewart,
Resolution 1069, authorizing the county to perform certain services
for the City during this election carried on motion Councilman
Yarborough, seconded Councilman Berry.
Councilman Stewart expressed the necessity for a bulldozer to be
used at the City Dump. Further investigation to be made.
On motion Councilman Yarborough, s conded Councilman Stewart, the
meeting adjourned at 7:55 P.M

COUNCIL MEETING FEBRUARY 13, 1962
The City Council of the City of Elsinore met in regular session
on February 13, 1962 and was called to order at 7:30 P,M. with
Mayor Bartlett presiding.
Invocation was delivered by Rev. King, and the Pledge of Allegiance
was led by Councilman Berry.
Roll call found all. five councilmen present.
Warrants audited by the committee were approved and ordered paid on
~- motion Councilman Berry, seconded Councilman Yarborough, car.
The minutes of January 22 and February 5 were approved as read, and
the Planning Commission minutes of February 6 were accepted.
Two resolutions from the Board of Supervisors concerning City-County
meetings and the opening of Lake Mathews and the Public Health Dept.
letter ccnfirming the Feb. 27th meeting were read.
Raymond Robertson~s request for a junk yard license at 311 Minthorn
St. was approved on motion Councilman Yarborough, seconded Councilman
Stewart.
Mrs, Wilson~s request for relief on hex business license was taken
under consideration, as was Millers request for street repairs on
Rancho, Mrs. Bakers request for Kellogg St. improvement, and a
street light request on Ellis.
The Baptist Church statement for X50.00 for the merry-go-round
was discussed, with it being agreed to returnmerry-go-round to Church.
The clerks request to work vacation time and draw compensation was
approv®d on motion Councilman Yarborough, seconded Councilman Hitt.
On motion Couneilxnan Stewart, seconded Councilman Berry, Ernest
Johnson~s salary set at $li00 per month while Mr. Anderson is off.,Car.
On motion Counci.]man Yarborough, seconded Councilman Stewart
all overtime previously paid in the police department was approved.
On motion Councilman Stewart, seconded Councilman Berry, no overtime
to be paid in police department after February 15, 1962., car.
On motion Mayor Bartlett, seconded Councilman Berry, X260 to be
expended from Park Fund for the construction of a pistol range north
of the City Dump.
Gordon Harrison being present, presented a film and gave a short
talk on the forthcoming bond election for the schools. He asked that
the Council endorse the issue and was told that it was not the policy
of an elected body to endorse such issues by Mayor Bartlett.
George Rodgers expressed the wish that the leash law be enforced.

March 12, 1962 and was called to .order at 7:30 P,M, with Mayor Bartlett

was led by Councilman Berry,
Roll call found all five councilmen present, Attorney Dougherty also
in attendance, ,
The minutes .of February 26 were approved as read, and the Planning
. Commmission minutes of March 6 were held fora decision of the Bldg,
Inspector on the granting of a variance to Tony Lemon.
Warrants audited by the committee were approved & ordered paid on motion
Councilman Yarborough, seconded Councilman Stewart, car.
On motion Councilman Berry, seconded Councilman Yarborough three were
approved to attend the League of Cities meeting in San Bernardino on
March 15th, On motion Councilman Yarborough, seconded Oouncilman Berry,
Mayor Bartlett to attend the Rside, Co, irTater Asso. luncheon on March 15
in Riverside,
Mr. Atamanuck~s Re Mr, Winer~s requests for the removal of trees, and
Mrs, McDonaldTS request £or street t~*ork were referred to Councilman Hitt.
A communication from the Calif, Disaster Office was read, and a notice
of public hearing Mr, GoldmanTS letter re, J, Merrifield was held to
next meeting.
Ordinance #402, .regarding the policing of dances was read for the
second! time and passed on a urian~,ous roll call vote on motion Councilman
Berry, seconded Councilman Yarborough,
On motion Mayor Bartlett, seconded Councilman Stewart, Chevrolet police
car to be painted and turned over to yard for city administration use. Car.
Resolution #1071 was read and discussed, with action being held to
adjourned meeting so as to enable the Council, Planning Commission and
interested parties to study plans.

Councilman Berry, seconded Councilman Yarborough,
Resolution #1073, re. taxation on bondholders was adopted on motion
Councilman Yarborough, seconded Councilman Stewart.
Hank Boontjer~s request to have thei'Dodge Fire Truck painted at a cost
of $~l]],1~0 was granted on motion Councilman .Berry, seconded Councilman
Yarborough,
.Chief Bittle~s request for the promotion of Duane Roderick to the rank
of Captain and an increase in pay to X450 per month was approved on
motion Councilman Berry, seconded Counciaman Stewart.
Councilman Stewart reported that the City Dump is badly in need of a
clean up job, and. should he started immediately,
Roger Mayhall"..representing the :Planning Commission requested several

annexation pr-oceedings were ins and was told that the maps
and legal were being, prepared. Mr. Mayhall also requested that
the Council not take any action on Mr. Goldman~s letter re.

The minutes of February 13 were, approved as read. The Planning
Commission minutes of Feb. 13 & 20 th were read and discussed, with
• ;motion by Councilman Yarborough, seconded Councilman Berry to allova
the Planning Commission.to purchase 500 letterheads &. second sheets.
Remainder of minutes to be studied & clarified.
Warrants aud9.ted by the committee were approved & ordered paid on
motion Councilman Yarborough, seconded Councilman Stewart.
The clerks & treasurerts reports for January were accepted on motion
Councilman Berry, seconded Councilman Hitt.
On motion Councilman Berry, seconded Councilman Hitt, Mayor Dartlett
& Councilman Yarborough to attend League of Calif. Cities meeting in
San Bernardino on March 1.
Morris Weinberg~s letter regarding the water lines on Adobe St, which
run across his property was read. Mrs. Rupard spoke briefly on this
matter stating that she thought that everyone concerned should under-
stand the problem clearly.
Mr. Nicoli~s request For the placement of grade stakes on Matich St.
was approved on motion Councilman Berry, seconded Councilman Stewart,
with the provision that stakes would not be placed until just prior
to .installation of curbs,
On motion Councilman Yarborough, seconded Councilman Stewart, the
City Attorney to be instructed to pursue the possibility of obtaining
a low-interest government loan through Congressman Saund.
Resolution 1070 commending the participating agencies for their
help on the Feb. 16th fire was adopted on motion Councilman
Yarborough, seconded Councilman Berry, car.
Ordinance # 402 was read and passed for the first reading on motion
Councilman Yarborough, seconded Councilman Berry, car.
It was moved by Councilman Berry, seconded Councilman Yarborough
that the City Clerk be instructed to write the Riverside County Flood
Control District requesting that said District act on behalf of the
City as monitoring agency with. respect to releases of water into
Lake Elsinore in accordance with the Tilley agreement. Car.
On motion Councilman Stewart, seconded Councilman Berry, Sgt. Roderick~s
request to work vacation time and draw compensation was approved.
Chief Bittle~s request for a second radio unit for the patrol car
was tabled to next meeting for a decision on motion Councilman
Yarborough, seconded Councilman Stewart.
Hank Boontjer~s quotation for firefighting equipment was held to
next meeting so as to enable him to prepare a list of needso
Frank Pasquale being present, asked that Main St. Prom the Park to
Peck Street be closed for an hour on March 11 when Lt. Gov. Glenn
Anderson would be in Elsinore to give a brief talk. Also asked that
the valley support this affair-~~

Everett Philips being present then presented a rough draft
of his recommendations for the improvement of the water
system to be presented to the Council and Health Dept.
Several spoke on their beliefs £or the ,water system improvement.
Councilman Stewart stated that he thought that the City should
try to work something out witty the Rupard's on their water
problem for the pipeline running accross Mr. [dinberg's property.
N?rs. Hitt brought several points on these lines before the
Council.

Adjourned Meeting March 16, 1962
The City Covncil of the City of Elsinore met in an adjourned
session on March 16, 1962, and was called to order at 7:15 P.M.
alith Mayor Bartlett presiding.
Invocation was delivered by Counci]mar. Yarborough and the Pledge
of Allegiance was led by .Councilman Berry.
Roll call found Councilman Hitt absent. Everett Philips and
Attorney Dougherty also in attendance.
Resolution #1071, establishing policy and program for the water
distribution system was read. Everett Philips then took the floor
to give an explanation of the proposed plan and an:eoaer the various
', questions. The Planning Commission was handed the problem of
working out a feasible solution to the water problem. Mr. Philips
.stated that he would be available to meet with the Plan. Commission
at any time to give whatever help he could.
Resolution #1071 passed and adopted on motion Councilman Berx~j,
seconded Councilman Stewart. Copy to be forurarded to State Dept,
of Public Health.
On motion Councilman Berry, seconded Councilman Yarborough, the
meeting adjourned at 9:00 P.M~.

Council Meeting March 26, 1962
The City Council of the City of Elsinore met in regular session
on March 26, 1962, and was called to order at 7:30 P,M, with Mayor
Bartlett presiaing,
Invocation was delivered by Councilman Yarborough and the Pledge of
Allegiance was led by Councilman Berry.
Roll call found all five councilmen present,
The minutes of Larch 12 & 16 were approved as read, and the Plan,
Commission minutes of March 20 were accepted as read.
Warrants audited by the committee were approved and ordered paid
on motion Councilman Yarborough, seconded Councilman Stewart.
The Clerks & Treasuror's reports for February were accepted on
motion Councilman Berry, seconded Councilman Yarborough.
On motiott Councilman Berry, seconded Councilman Stewart, entire
council to attend Palm Springs meeting on April 12 if possible.
Attorney Dongherty#s letter to Congressman Saund, and Mayor
Bartlett~s letter re. the dump were read,
The Fire Dept. request for regulation firofighting clothing in
the amount of ~7ltl was approved on motion Councilman Berry,
seconded Councilman Stewart.
Councilman Berry stated that on May 5th, the Chamber of Commerce
asked the help of the City Police in patroling the State Park
Area within the city limits.
Resolution 107lt, budgeting maintenance funds for the streets, was
approved on motion Councilman Yarborough, seconded Councilman Berry.
The purchase of a new Olympia typewriter for the police department in
the amount of $193,90 was granted on motion Councilman Yarborough,
seconded Councilman Stewart.
On motion Councilman Yarborough, seconded Councilman Stewart, the
city to purchase Ito gal, of green paint for use in the pates.
Mayor Bartlett gave a short speech concerning the action of the
Planning Commission. Copy attached to minutes.
The clerk then read a letter from S.V,O. Prichard con~;ming the
decision of the Supeeme Court ix~ denying the request oP the Attorney
General for a rehearing of the`<water case against the councilmen.
On motion Councilman Yarborough, seconded Councilman Berry, the
meeting adjourned at 8:35 P.M. to Thursday March 29th. at 7:30 P.M,.~-~

August 13, 1962, and was called to order at 7:30 P.M, with Mayor

The City Council of the City of Elsinore met in regular session on
August 27, 1962, and was called to order at 7:30 P.M. with Mayor
Bartlett pigsiding.
Invocation was delivered by Councilman Yarborough, and the Pledge of
Allegiance was leci by Councilman Berry,
Roll call found Councilman Hitt absent.
This being the time set for the public hearing on the annexation, four
letters of protest were read from property owners in that area, Mr. & Mrs.
Eckerman, Leta Evans, Alice Imus and Peter Lehr. Statements were also
heard from those attending. .Information to-be taken under consideration,
with action held to next meeting.
The minutes of August 13th were approved as read. The Plan. Com, minutes
of August 21st were read and discussed.
On motion Councilman Yarborough, seconded Councilman Stewart, R. H. Cruise
request for permission to grade Mountain View Avenue at his own expense
was approved on the condition that he grade 50+ width and holds to the
sub-division ordinance.
The recommendation of the Plan. -0om. for a X50 bond ordinance far the
posting of signs was tabled on motion Councilman Stewart, seconded
Councilman Berry until legal advice obtained.
The treasurer's reports for June & July, 1962 were approv®d on motion

Jeanette Martin's request to work vacation time was approved on

Hubert Hudson's request to receive vacation compensation pay was

provement may be necessary to spread sewer water. Mr. Guler,
Mr. Anderson and Councilman Berry to accompany Councilman
Stewart on inspection of this grozmd.
On motion Councilman Stewart, seconded Councilman Hitt, City
to secure granite from the County and purchase truck load of
oil for black-top.
Councilman Yarborough reported that the pipe culvert at Flint
and Riley Streets needed to be replaced and Street realigned.

Jake Lepper introduced a letter from the local Jaycees requesting

The City Council of the City of Elsinore met in an adjourned
session on December 17, 1962 and was called to order at 7.:30 P.M.
with Mayor Bartlett presiding.
The Pledge of Allegiance was led by Councilman Berry.
Roll call found all five councilmen presettt.
Warrants audited by the committee were approved and ordered paid
on motion Councilman Yarborough, seconded Councilman Berry, car.
On motion Councilman Yarborough, seconded Councilman Stewart,
approval granted for the City Attorney and City Administrator to
attend meeting in Sacramento on December 17th., car.
On motion Councilman Yarborough, seconded Councilman Stewart, the
meeting adjourned at 7:110 P,M~.

The City Council of the City of Elsinore met in an adjourned
session on December 27, 1962 and was called to order at 7:30 P.M.

Roll call found Councilman Berry absent. Attorney Dougherty &

The minutes of December 10th and 17th were approved as read, and
the planning commission minutes of Dec. 18th were accepted.
Motion Councilman Yarborough, seconded Councilman Hitt, warrants
were approved and ordered paid.
The. clerks and treasurers November reports were approved on motion
Councilman Yarborough, seconded Councilman Stewart, car.
The Citrus Belt League Meeting invitation held to next meeting.
On motion Councilman Yarborough, seconded Councilman Hitt, a check
in the amount of $173.61 from the Water For Lake Elsinoro Association
was accepted to be used by D. L. Yoder in cleaning out the ditch.
On motion Councilman Yarborough, seconded Councilman Hitt, before
authorizing Yoder to do work, City Administrator to execute agree-
meet holding city hazml.ess for his. work, car.
Gn motion Councilman Stewart, seconded Councilman Yarborough,
City Administrator Guler to send letter of disapproval on the
proposed gas tax increase.
January 7th was the date set by the City Attorney to have the papers
ready for the forthcoming water & sewer bond elections.
A proposition was submitted by the City Administrator in which the
Stelma Corp. is willing to deed to the city without charge, approx.
lt.00lt acres of land in consideration that the city grant to said
corporation anon exclusive easement over certain city land. Motion
Councilman Yarborough, seconded Councilman Hitt, car, that the
attorney prepare the necessary easement and also prepare deed. The
title charges to be borne by Stelmalc~ Corp, The easement and deed to be
presented at a future council meeting.
Motion by Councilman Yarborough, seconded Councilman Stewart and
unanimously carried that deed from City of Elsinore to County of
Riverside be executed by proper city officer and that skid deed after
proper execution be delivered to County Administrator on condition
that the contract for the county building be let during the 1962/63
fiscal year and that said building be completed no later than during
the 1963/bt~ fiscal year and that the county be advised as to the
conditional delivery as aforesaid.
- City Administrator Guler to investigate the possibility of obtaining
county aid in dump roadwork and also the moving of utility pole on S,
Main Street.
On motion Councilman Yarborough, seconded Councilman Stewart, the clerk
instructed to obtain approval of polling places and officers for
forthcoming bond election.
City Administrator Guler was presented with an identification badge and
card by the city council. Councilmen were also presented with cards.
