Roll call found all five councilmen present,, an3 Engineer P&ilips. The purpose of the meeting being to discuss fully the defluoridation plant, a committee of the whole was formed on motion Councilman Yarborough, s;;corded Councilman Berry, carried. Engineer Philips to act as chairman of the committee. Engineer Philips expkained. the operation of the plant and the difficulties occuring. He listed the approach that should be taken tovaard more efficient eneration of the plant. First, to rectify the plant problems, second, to train men t.r, efficiently run the plant, and third to cut the financial obligstion to a rninim•~m;. el discussion was held z~ri th various questions being asked of 1°Ir. On motion Councilman Berry, seconded Co-uncihnan Yarborough, carried, and adjourned meeting was set for Jamaary 16th, at 7:00 P.TI, to discuss the Board of Supervisors corrununicati.on concerning "Trends in Locs.l Government." Mayor Bartlett announced that the City Att.or:ney is drawing up a leash lava ordinance for the City. The Perris Paradt: rf Progress to be attended by all five councilmen. Treasurer Scott then read the lengthy Grand Jury Rc;nort, in flxll, to the council. At the ccmnletion of the reading of their recommendations, Tiapor Eart].ett stated that at this time, there would be no cormnent or debate. Considerable discussion was held on the matter of obtaining the services of an attorney who would be available and closer to the city. Mayor Bartlett appointed Councilmen Yarborough and Hitt to contact various attorneys and discuss the matter.of taking this position. Any further action deferred to next meeting. On motion Councilman Berry, seconded Councilman Yarborough and carried, Mayor Bartlett authorized to_make trip to Surplus Property Hdq. to purchase 1/2 ton pickup and necessary city items on 'Feb. 15. Councilman Stewart presented the need for a concrete slab 'in the city yard to do necessary equipment repairs on. On motion Councilman Stewart,.seconded Councilman Berry, request granted. Max Wertheimer inquired about directional signs into Elsinore, at the•Railroad Canyon turnoff. State Hwy. Dept. to be contactdd. Attorney Cediman representing Mrs. Elizabeth Milts, filed an application for continuance of the Sp~tsmans Gard Club business license. Attorney Strausser stated he felt that he should review the ordinance before making a ruling. On motion Council- man Yarborough, seconded Councilman Berry, Mrs, Milts was granted a continuance of license during interim period. car. Letters read were from the City of Perris, and Assemblyman Cologne. Ordinance #396 regulating the control of dogs was read for the first time. and passed on motion Councilman Stewart, seconded Councilman Berry, car. The Division of Highways master agreement for the expenditure of funds was read in full, with Resolution #10luZ accepting said agreement being passed on motion Councilman Yarborough, seconded Councilman Berry, car. On motion Councilman Yarborough, seconded Councilman Stewart, car., street lights to be installed at Silver & Sumner, Campus Way & Sumner, and the light at FY~anklin & Chestnut to be changed. The California Water & Telephone Co, easement request was granted on motion Councilman Yarborough, seconded Councilman Stewart, car. Resolution #1017 authorizing the remewal of the taxi franchise for Mrs. Elizabeth Milts carried on motion Councilman Berry, seconded Councilman Yarborough. Board of Supervisors motions regarding road work and the acceptance of the City~s land offer were read. Mayor Bartlett stated that the City would be glad to work with the county. on the Surplus Food Distribution program. Mayor Bartlett also stated that a bulldozer may be obtained from Surplus property. On motion Councilman Berry, seconded Councilman Yarborough, requisition to be submitted for bulldozer and trailer. Invocation was delivered by Councilman Yarborough, and the Pledge of Allegiance was led by Councilman Berry. Roll call found all five councilmen present. The minutes of March 27 and the Planning Commission minutes of April 6th, were accepted, Warrants audited by the committee were approved and ordered paid on motion Councilman Berry, seconded Counci]man Yarborough, car. Mr, Anderson and Mr. Tidwell were then presented with their waterworks Certificates by Mayor Bartlett. The League of Calif, Cities meeting in Corona on April 20 to be attended by three councilmen and clerk if possible, The Air Pollution Control District letter relating to cut and fill dumping was read, as also was the request of Glenn Smith to have Mill St. graded, and the Board of Supervisors motion to aid in the improvement of Chaney St, On motion Councilman Berry, seconded Counicilman Stewart, car., Robert M, Claxton was reappointed to the Planning Commission for another four year term. Mayor Bartlett announced to the council that there would be a closed labor meeting on April 13, and also that the Mr. Pasquale had asked the support of the council for the wrestling match to be held May 25, for the Rotary $enefit for the Little League. Randolph Daniel of 89 Morton St. requested that the Council look into the possibility of installing a street light at Morton & Green. Councilman Yarborough to investigate the lighting situation. Dougherty was hired as City Attorney on motion Council- man Yarborough, seconded Counoilunan Stewart car. P4r. Dougherty to prepare resolutions, attend meetings, & advise in legal matters at a salary of w200 per month on motion Councilman Berry, seconded Councilman Yarborough, car. On motion Councilman Yarborough, seconded Councilman Berry. car., the salary of X64 a month was set for the poundmaster, to be appointed by the Chie£ of Police. Mrs. Stokes and Mr. Van Wert asked several questions on the cost, operation and solution of the water. A letter from the Elsinore Valley Municipal Water District was read regarding their attendance at the meeting, with the Mayor ateting< hat he would turn. the various agreemants and franchise over to the City Attorney for stud, as rates have been raised out af•=proportion to other areas. Governor Brown's letter in regard to the fallout shelter survey wan read and discussed. Civil Defense 3Jirector Joe Seitz and his aides were present and answered questions on various phases of the C. D. program. Mr. .Seitz was instructed to prepare a list of the various supplies needed by Civil Defense and an order would be issued for. their purchas®. On motion Councilman Berry, seconded Councilman Yarborough, Mr. Seitz and his assistants were authorized to attend the Civil Defense meeting in Banning on Nov. 10, 1961. Expenses to be paid by City, car. Mayor Bartlett brought up for discussion, the fact that the poundmaster fee was. being paid to Chief of Police, and cannot be done according to law. Councilman Berry suggested, after much discussion, that the matter be tabled until Attorney can be consulted. Mayor Bartlett presented informally his resignation, under date of Nov. 13,1961, stating various reasons for this action, to take effect Dec. 15, 1961. No action until regular meeting.
