Mayor Bartlett then proposed an incre~ in salary for the Clerk & Deputy. On motion Councilman Davidson, seconded Councilman Yarbrough, Mrs. Kuhkle raised from X300 to X330 per month and Mrs. Green fromw290 to X320 per month, effective January 1, 1960. Car. The Pledge of Allegiance was led by Councilman Davidson. Poll call found all five councilmen present. The minutes were dispensed with until Jan. 18 reg, meeting. On motion Councilman Davidson, seconded Councilman Yarborough, the survey taken between Dec. 29 & 31, 1959, which showed 249 children ten years of age and under in 104 homes in the City of Elsinore, was accepted as true and correct., carried. Mayor Bartlett then appointed Councilmen Niacy & Yarborough to work Fri th the Attorney and himself in preparing a report to the Council on a defluoridation plant and in conferring with the State Board of Health. Mayor Bartlett informed the Council that the information from the Health Board meeting is not as yet ready. Invocation was delivered by Brother King, and the Fledge of Allegiance was led by Councilman Davidson. Roll call found all £ive Councilmen present, The minutes of the January 4 regular meeting a.nd the adjourned meetings of -Jan, 8 d~ 12 were approved as read. Dr, King's letter requesting a survey of the line for his fence was read with Councilman Yarborough stating that Iwir. Crane had already been contacted to perform this service. The order of dismissal of the hearing for the closing of the Santa I''e Depot was read. Mr. & Mrs. Ceo. Rodgers were granted a ten foot easement for their .property on Sumner at Chaney on motion Councilman Yarborough, seconded Councilman Davidson, and passed on the following roll call. vote: _ Ayes: Davidson, Yarborough, i4acy, P4cAdams, Bartlett D?oes: None Absent: None .Mr. Olefsky's request to erect a sign on the corner of Graham & Riley was discussed, with a decision to charge a fee of x612.00 per year per sign. Resolution 1008, commending KTLA for their coverage of Elsinore, carried on motior. Councilman Davidson, seconded Mayor Bartlett, On motion Councilmar. Davidson, seconded Councilman P4acy, carried, Mayor Bartlett to attend the League of Cities meeting in Banning on 1/21/60. Councilman Macy reported that $ir. Cole on Heald Ave, would like to install curbs in front of his new home, and would like to have the City furnish grade line. Gn motion Councilman Macy, seconded Councilman McAdams, carried, Mr. Crane to place grade stakes, at corner of Heald & Matich. Councilman Macy proposed that the business license ordinance be amended to include manufacturers. On motion Councilman Macy, seconded Ccunoi_lman Yarborough, carried, the City Attorney to draw up annexation papers for complete Block Lt, which includes all of the sewer farm property. Councilman Macy reported that the well is down to 250', and that 7°ir. Rate to revert back t o X2.60 minimum with the February billing. Goldman thanked the council for the resolution & easement granted to himself and i~ir. Rodgers. Mr. Werthimer proposed a resolution should be passed to use the rrz_ineral water during certain hours of the day. Was told water s~tuation•i_s i.n hands of state. Councilman Macy stated that Mr. Nodgers should move trees in front of house to avoid their loss later. The minutes of February 1, 1960 were approved as read, and the Planning Commission minutes of February 11, 1960 were accepted and ordered filed. The application of Mary Hartz for a card room license at the B & B Hotel was read and discussed, Hi:th action being held until next meeting on motion Councilman Yarborough, seconded Councilman McAdams, carried. The Mayor's proclamation for Brotherhood Week was adopted on motion Councilman Davidson, seconded Councilman Yarborough, ear. Nate Schulman's request fora variance on Langstaff St, was approved on motion Councilman Davidson, seconded Councilman Yar- borough, carried. On motion Councilman-Macy, seconded Councilman McAdams, carried, Mr. Johnson's request for tires for the lift was refused. Other needed equipment repair requests were referred to Councilmen Macy and McAdams. Mr. Snyder present and requested that Adobe at Pottery be graded and that water litte be relocated to service Rupard St., as line now rues through his property. Councilman Ma to take care of this and decide which would be best to-`"~a~ water line. The Library Addition Plans were approved on motion Councilman McAdams, seconded Councilman Davidsons, carried. Aldo present were Attorney Kegley, Mr, LeMat and Mr. Crowley, Mr. S.V.O. Prichard. Mayor Bartlett stated the agenda consisted of discussion for a defluori- dation plant. Attorney Kegley also stated that resolutions were pre- pared to conform with the Board of Health .rulings. Attorney Kelley them read proposed Resolution 1010 to accompany applica- tion for water permit for temporary use of natural mineral water, the application f®r a temporary water permits and the lease-option agreement with the Charles P. Crolley Co, for the installation of a defluoridation plant. Mr. Crolley & Mr. LeMat were, present to explain the different aspects of the proposed plant. Plate were givento each councilman. __Attorney Kegley read the. entire lease-option agreement with the Crolley Co., which stated that all minerals would remain in the water with the exception of the f uorides which would be reduced to 1 p.p.m. Plant would process 500~cr minute. Agreement with Crolley Co. calls for sufficient revenue from Water Dept. to corer cost of payments. .Present Ordinance states $2.60 minimum rate. Attorney Prichard stated ttew ordinance should be drawn immediately to provide sufficient revenue to meet terms. Several questions arose concerning the new well City is drilling. Mayor Bartlett stated he was sorry to report that test pumping was in swamp water, which could be piped to park and library for irrigation. Attorney Kegley abated that defluoridation was the only answer to solve all the problems facing the City of Elsinore. He asked how many would o3ect to the fee of X5.00 minimum with mineral water in lines, was told by Louis Snyder & Ben Kagan, people would gladly pay to get their water back. Councilman Maey & Councilman Yarborough asked several questions concerning proposed plant and were answered by Attorney Kegley, Mr. Crolley and Mr. LeMat. Council Meeting March 2l, 1960 The City Council of the City of Elsinore met in regular session on March 21, 1960, and was called to order at 7:30 P.M. with Mayor Bartlett presiding. Invocation was delivered by Rev. Redmond, and the Pledge of Allegiance was led by Councilman Davidson. Roll call found all five councilmen present. The minutes of March 7 were approved as read, and the Planning Commission minutes of March 17 were accepted & order filed. Oorrespcndence read was from Mrs. Florita Ware & Alice Scott, thanking the Council for recent improvements, notice of postponement of hearing from the State Water Rights Board, League of Cities bulletin, and March 14th. State Board of Health letter. The Board of Health requesting answers to some 18 questions was discussed, Attorney Kegley pointed out that they already had the answers to some of the queatione, and the others would be answered after he meets with Mr. Crowley & Mr. LeMat sometime this week. Attorney Kegley believes B.Of H, doing everything possible to grant temporary permit. Om motion Councilman Macy seconded Councilman Yarborough, wires to be sent to Senator Backstrand & Dilworth, urging the defeat of SA-4, care Ord. 391 regarding the increase in minimum water rates was read for the second time and adopted on motion Councilman Yarborough, seconded Councilman Davidson, and passed on a unanimouslroll call vote. pn motion Councilman Davidson, seconded Councilman Yarborough, Ord. 391 wa.s amended to include the clause ' that said increased rate shall continue for 30 consecutive months after April 1, 1960.' car. Resolution 101lt, re. cleaning & testing of pumps, was read & discussed. After much discussion, the Resolution was withdrawn by Mayor Bartlett. The Clerk's report for February was accepted on motion Councilman Davidson, seconded Councilman Yarborough, carried. Warrants audited by the committee were approved & order paid on motion Councilman Davidson, seconded Councilman Yarborough, carried. It was agreed that the clerk would send a letter to the Div, of Beached & Parks stating that the City would remove the two bldgs, at the end of Poe fit, at Lakeshore. Mike Milts application fora card room license was ordered placed on file. Attorney Kegley voiced the opinion that a check should accompany the application. On motion Councilman Yarborough, seconded Councilman Davidson,. car., Councilman Yarborough was authorized to 3nsta1l Barbeque in North Park. Councilmen Yarborough & Macy to investigate Dr. King's proposal to improve Silver St. through his property at his own expense, & draw resolution to that effect. Invocation was delivered by Councilman Yarborough, and the Pledge of Allegiance led by Councilman Davidson. Roll call found all five councilmen present. Acknowledgement letter from Gov. Brown's office for the resolution for water for the Lake was read, Resolution 1015, authorizing the City Attorney to answer the 18 questions asked of the City by the State Board of Health, carried unanimously on motion Councilman Davidson, seconded Councilman Yarborough. The Pomona Pump Co, price quotation for a submersible pump was read and discussed. Councilman Davidson made a motion to purchase a 20hp. pump, which motion was withdrawn later. Councilmen Macy and Yarborough to obtain prices from several companies and report at April Lath, meeting. ~gy~f~ Bartlett announced that he is to attend a meeting in Los Angeles on March 31 at 9:30 a.m, to meet with Mr. Maier of the Health Dept. in Wash. D,C, The Treasurer's report for 'l~bruary was accepted on motion Councilman Macy, seconded Councilman Davidson, carried. Councilman McAdams trauested a bill from Kegley for his services up to date. Was told by Mayor Bartlett that itemized statement would be in this week. Councilman Macy reported that crossing at Flint & Miley was progressing nicely, and would be strong enough to carry all the gquipment. The buildings to be moved at Poe & Lakeshore will be taken care of shortly, Councilmen Macy & Yarborough reported. Timbers from one can be used in the north park.
