The request for a stop sign on Heald Avo at Poe Street having bean r¢forred to the ~®lice Dept for recommcndatisn,Chiefs report submitted with a survey made by Officer Vandermark indicated that through traffic en Heald Ave is too heavy to grant the request of the Scheehand it i~as the r¢co~mnendation of Chief Woodside that the request not b¢ granted ~ this was approved on motion by Seitz seconded by Bartlett Officer Vandermark then recommended that a stop sign bo placed on Poo Street at this int¢rsection to protect School busses against through traffic on Heald Aver this was authoriz¢d on m®tion by Villa seconded by Davidson. Invocation was delivered by Rev. Carl Schmitt, Counei]man Seitz led in the Pledge of Allegiance & Salute to the Flag. Minutes of the Council meeting of January 12 were read and approved as read. Several communications were read by the clerk. The need for a second police car was discussed. Councilmen Bartlett and Davidson opposed. Lakeside Chevrolet offered a car for ~g75. A motion was made by Seitz and seconded by Villa to inspect the car offered by Lakeside. Results of the voting are as follovrs; Bartlett & Davidson no Villa, Seitz, French Aye Under unfinished business, Urdinance #386 Amending i#268 was read for the second time. It was adopted with a motion by Seitz, seconded by Bartlett. Resolution #970 protesting the closing of the Santa Fe Station was adopted vaith a motion by Bartlett, seconded, Davidson. A call for bids to furnish a new police car, trading in 1955 model on motion by Villa, seconded by Bartlett, and carried. Ordinance to prohibit parking, oer request of Chief udoodside on motion Davidson, seconded by Bartlett. Mayor French reported on League in Banning, Jan. 19th., meeting devoted mostly to recreation matters. Mr. Uilla to contact Riverside City Director of Recreation. Matter of replacing Goodwin as City Clerk foregoing appointment of administrator for the present time was discussed. Yviayor French read several applications. Iviotion by Villa, seconded by Bartlett that the position of office supervisor by filled until nem= City Clerk is sworn in. Motion by Villa, seconded by French that hlrs. Kunkle be employed to fill the position thus created for a probationary period of approximately 30 days from Feb. 9th, at a salary of jy300 per month. The f~:ayor called for a roll call vote on the motion which resulted as follows; Bartlett Passed Davidson No Seitz, Villa, French Aye I~.otion by Villa, seconded by Davidson that ll^!iss Planchon~s salary be increased to ~p290 per month. Warrants audited by committee were approved and ordered paid on motion by Seitz, seconded by French. br. Snider asked that sewers be installed for Adobe St, sub-division. Action was deferred for consultation. No further business appearing, the meeting adjourned at 9~45PM with a motion by Bartlett, seconded by Villa. Invocation was delivered by the Rev. Carl Schmitt, and Councilman Seitz led in the Pledge of Allegiance. Roll call was answered by Mayor French, Councilman Seitz, Councilman Bartlett, Councilman Villa and Councilman Davidson. Minutes of the January 26th regular meeting and January 30th special meeting were approved as read. Resolution #971 pertaining to parking on Main St. and Graham Avenue during the early morning hours was read. Councilman Bartlett made the motion, and Councilman Davidson seconded, and the resolution carried. Communications read were from the Postmaster, Elsinore, Public Utilities Commission, E.F. Babcock and G.J. Brown. A motion by Councilman Bartlett, and seconded by Councilman Davidson that Mrs. Kunkle be appointed City Glerk, carried. Mrs. Kunkle was then sworn into office by Mayor French. Mrs. Doris Green was then appointed Deputy City Clerk at a salary of ~2g0 per month, with a motion by Councilman Seitz, seconded by Councilman Bartlett, and carried. Planning Commissionrs recommendation that a temporary carport be allowed at 116 N. Poe was accepted with a motion by Councilman Davidson, seconded by Councilman Bartlett. The report on the variance for the 20 ft. setback on Townsend St. between Sumner & Pottery was discussed and agreed that it should stand. Further action was held to next meeting. The de~luoridation report from Babcock was discussed and it was recommended that another test be run by Crowley Co, of Los Angeles and another analysis made. Request of the P.O. Dept. to paint the curb white by the newly installed curb mailbox was referred to the Police Dept. Mr. BrownTS request for the. taxi cab transfer was referred to the city attorney for necessary procedure. Mr. Ben MillerTS request fora letter stating that he is receiving sulphur water in his tank truck deliveries was granted. Mr. John R. Smith was appointed Supt. of Public works. A resolution to that effect will be at meeting of Feb. 23rd. The need for revision of the business licenses was discussed. Mrs. Kunkle was instructed to write to neighboring cities for copies of ordinanc s. Councilman Seitz was appointed chairman of this project . ' 1 - ~5 Water delinquencies were discussed and the ordinance now in effect will be enforced. That is, bill delinquent after the tenth of the month with an added penalty of 10~, aftbr the 20th of the month, water subject to shut off, with a X1.00 charge for reconnection. Warrants audited by the committee were approved and ordered paid, with a motion by Councilman Seitz, seconded by Mayor French and carried. ' Mayor French then asked Mr. Bernard how people can have their names removed from the recall petition. Mr. Bernard stated that he would furnish the clerk with mimeograph copy for a certificate o£ withdrawal. Respectfully Submitted ie rk Approved ~ ~ ~~ ~ ayor - 2 COUNCIL MEETING FEBRUARY 23, 1959 37 The City Council of the City of Elsinore met in regular session on Feb. 23, 1959, at 7:30 PM, with Mayor Cheryl French presiding. Invocation was delivered by the Rev. Carl Schmitt, and Council man Seitz led in the Pledge of Allegiance. Roll Call was answered by Councilman Bartlett, Councilman Seitz, Councilman Davidson, Councilman Vi31a, and Mayor French. A letter from the Air Pollution Control requesting a dustfall jar be installed atop the City Hall was read. The Townsend St. Variance for Mr. Rend was denied on motion by Councilman Bartlett, seconded by Councilman Davidson, carried. The deflouridation report by Crowley Co. was discussed and Councilman Bartlett reported that he had no statement to make at this time, as further tests are being made.' ~ The Webb report on the city's Water System was discussed. Mayor French suggested a meeting with Mr. Bob Webb to go into details of the report. Councilmen to be .notified when said meeting is arranged. Mr. Milt's request of taxi transfer held until word from Public Utilities Commission. Post Office Request for white curbs by newly installed mail box granted. Resolution to be drawn up. Councilman Bartlett's two proposed resolutions regarding the city owned cars and trucks, and department heads being present at council meetings are to be studied until next meeting. Supt. Smith's report on Mr. Skipper's raise granted on motion by Councilman Davidson, seconded by Councilman Seitz that he he given a ten dollar raise retroactive to the end of his probationary period. Mr. Planchon's request for a week's pay in lieu of unused vacation in 195$ granted on motion Councilman Seitz, seconded by Councilman Villa. Supt. Smith reported that he could purchase a good grade of granite at 50¢ per 4^:Yds. locally, and outlined a partial fist of streets badly in need of repairs. Mr. Goode of Highway Dept. will be contacted to see if State Funds will help in repairs. Further action on the culvert at Main & Pottery will be held until next financial statement is prepared. Mrs. Lucile Goulart was app~~ointed to serve on recreation commission on motion by Councilman Bartlett, seconded by Council- man Davidson. Clerk's and Treasurer's reports approved on motion Councilman Seitz, seconded Councilman Bartlett, carried. 39 Sewer and trash pickup charges are to be investigated and charged to those who receive these services. Nominations were then opened to fill the vacancy created by Cheryl I ~ French's resignation, Councilman Davidson nominated Roy P~'Iacy, ~ Councilman Bartlett seconded,. carried. Roy L~facy was then sworn in by Clerk. Councilman Iy'acy then signed the Oath of Office and Loyalty Oath and bras seated at the table. The Pledge of Allegiance was led by Councilman Davidson.., Roll call found all five members present. On motion Councilman Pdacy, seconded Councilman Davidson, minutes of 7larch 23, were held to next regular meeting. Councilman idcAdams was appointed to see about having signs printed ~ I at the city yard to direct people where to dwnp rubbish at the city dump. The trash collection charges and water ordinance were carried over for City Attorney to look over. Councilman t+;aey & Councilman David- son were appointed to look into trash and water collections. It was brought up that the oil corning through the sewer from garages and service stations, was destructing proper sewer service and causing leaks. The clerk was instructed to write aLl station owners requested 'that they not dump oil in the sewer line. 1%ayor Bartlett was instructed to look into getting an auditor for the city books. Commissions were appointed to the various departments as follows: Councilman Yarborough, Fark & Recreation: Councilman L~iacy, ',°d_ater, Fire & Sewer: Councilman IricAdams, Streets & Refuse: Councilman Davidson, Dept, of 1=ublic Safety, Police Commissioner. The pay schedule of .city employees was discussed with Couhcilznan Davidson requesting at least :450 for the Police Chief, and v~400 for the Captain. Councilman i~iacy liia•intained that'~~cages should not be raised until the departments make up 'the deficit now showing on the books. Ernest Johnson v+as hired as Supt. of 'a"inter & Streets at a salary of 4'>345 per month, comencity April 5, 1959. It was agreed by all that sick pay and va.catien pay ~+;ould be stand- ardized, and those request to vaorr, their vacations and dray double c checks would have to ga before the Council. Also agreed five days a year sick leave be granted with no accurtulation of this leave. Councilman (lacy, Councilman Yarborough and i:ayor Bartlett are to investigate the mine-ral v:ater question, and vain await the return of files and letters concerning the vrater from Attorney Littlevros•th. Councilman Macy stated that he felt that the ball park water should be metered as that is where some of the loss of City water is going. The Elsinore Youth Center request to resolve city from responsibility vras accepted. Letter to be filed. Letter from Capt. Resolution 974 prohibiting parking bar the nevrly installed bubb mailbox carried on motion Councilman Davidson, seconded Councilman Llacy. Councilman I;cAdams reported on having talked to the merchants on the west side of FSain in regard to having two way traffic in the alley behind them. On motion Councilman iacAdams, seconded Councilman Davidson; Council- man Y•:acy ~nas granted permission 'to purchase a six inch water meter from E.V.t;i•'Jd,D, for approx. wC00. Un motion Councilman Davidson, seconded Councilman h`:cAdams, Fire Chief Boontjer eras given permission to have the use of a jeep. The ambulance service vras discussed, and it was agreed that the City should investigate the possibility o£ discontinuing this service. Councilman Macy brought up the proplem arising from dumping in the sewer system by cess ool operators and suggested that the charge for dumping per load be 7.50 to be paid in advance. Motion by Macy, seconded by Yarborough, carried. The clerk was instructed to forward a letter to the Department of Public Health requesting a hearing with them to discuss the mineral water situation. The entire council to attead. Councilman Macy. stated that the man to repair the well would be here this week, and would estimate the cost of repairing the wells and pumps, Mayor Bartlett brought up the fact that the Water Dept. is continually running in the red, and that an increase in water rates would be the logical way to increase the revenue. Councilman Yarborough suggested that a proposed increase be put on for a limited time, to help defray the cost of necessary repairs to the city wells. On motion Councilman McAdams, seconded Councilman Macy, carried, the street light on Franklin Street is to be moved to the proper position so as to light the entire street. Letters of protest over the question of dropping the $100 application fee for contractor's licenses were read from Ted Miller, E,G, Pellitier, Anthony Junkley and C.P. Mapes. Resolution 982, requesting the citizens of Elsinore to furnish information on the Elsinore water supply was carried on motion Councilman McAdams, seconded Councilman Davidson. On motion Councilman Davidson, seconded Councilman McAdams, carried, the clerk and Councilman Macy to draw letter to the State Dept. of Beaches and Parks in regard to watering the trees on State property. Mr. Savage states that the 3tai~e.~will only g11ow $45 for watering trees for seven months. Councilman Macy stated that the minimum water rate should be raised to ~5. Councilman McAdams agreed, and Councilman Davidson proposed a motion that increase whould be dropped as soon as sulphur water is restored to the main. Councilman Yarborough stated that in his opinion, a general bond issue for the water department would be the best. Councilman Macy stated that the water department needs the money now, as there are outstanding bills which cannot be paid, and an increase would bring the money in immediately. As you know, you have a hard working Council and they have devoted much time and effon•E for the interest of the City & it's Citizens, & I am proud to be associated with men of that caliber. We have eliminated unnecessary expenditures & waste in our City Government. We have curtailed expenditures in order to live within our income. The City budget was over spent last year by ten thousand dollars 010,000). In order to make up this deficit, we were compeled to lay off a few employees, We have been criticized and damned by a few people who enjoy creating com- plaints, prejudice and hatered, They have no constructive program or ideals of City Government, If they did, have some such program &d it is good for the City I am sure we could use it. All I say is, bring it forward & we will consider it, If no such program is offered, then we must consider them as sick people. As IKayor of this City, I have spent a lot of time in the front office, & I have gone through a lot of records, without prejudice either way, & my determina- tion to find out why I was kept in the dark for the first year a3 Councilman, why the-City Clerk was instructed to keep all information of the City Government from me. Why the Gity Clerk and the City employees were told not to visit my home or give me any information of the City operations. Yes, I know there are a few that would like to know why I spend so much time in the office, If we view this correctly, we would say, there was no City Management in our City Government, Extravagance, ineff~i;hiency, improper management and dissipation of our City funds, They ycu wonder why the City is in the red. ,Some of these articles I read in the paper about the Council and what they are doing are not the facts. These little old people who enjoy writing them must be considered sick or in there second childhood, We must not lower our dignity in answering such distractions. There are a few things the Citizens of this City should know about, and that is the the Water system. If this City continues to use the railroad canyon: reservoir watery .rithin 10 years you iail~ have to-renew all the city lines, and • that will cost in the amount of a million dollars, Don't let anyone tell you that mixing the well water is the cause of the trouble, Just get the report of - Colorado water that is brought into the Railroad canyon reservoir, .These few people talked you into voting one million & six hundred thousand dollars to form a corporation that has .about destroyed you City by forcing this Railroad canyon water on you. They have raised the water rates in such a way that I as Mayor did not hk-aw that we were paying X38.50 per acre foot. I just found this out on Sept, 1, 6fhen I got into office all I heard was fluorides and the limit set by the State Board. of Public Health last Aug. 22, 1958, just a year ago. Now they want to make a further study of it as they do not bring up fluorides, -2- Our pumping station refered to as the booster plant is run down and is in bad need of replacement, one pump was replaced last week, Our City streets are in bad need of repairs and that condition cannot go on much longer. At least sixty thousand dollars worth of work to put them in shape. I have gone over this with the State and County men, and the cost is five to six thousand dollars per mile for topping. Letter of Oct. 13 was read, to which Mayor Bartlett replyed that he had written to Dr. Merrill, requesting a complete transcript of the hearing held in Los Angeles on Oct. 9. On motion Councilman Lavidson, seconded Councilman Yarbcrough, the City Attorney was instructed t.o take the necessary steps to keep this alive. Request of Miriam Fischer to have the sideoaalk repaired on Ellis St. was referred to Councilman McAdams. Dr. Stallings request for clarification on the consent of the Council to purchase water and cups for the students ten & under was discussed with the following motion by Councilman Macy, seconded Councilman Davidson, carried, that the City purchase bottled water, cups and coolers for the exclusive use of students ten years of age and under, with a three month time-limit on this motion, renewable at end of throe month period. Councilman McAdams then addressed _~'lttorney Kegley as to the valic~ty of the action of the Council in not abiding by the letters received from the Board of Health. Attorney Kegley stated that the action being taken was net in defiance, that community Facing bankruptcy, and people have rights, & should token: advantage of them, Councilman Yarborough expressed his wish to see First things done first. Council should take steps to establish otm. wells to offset the need to use E.V.M,41, Would be quite a problem to run a loop line through town to motels ~ hotels to service them with mineral water. Formal resolution to be drawn by Attorney Kegley. Attorney Kegley then stated that he had consulted with S.V.O. Pritchard, who wall serve as consulting attorney if the council .wishes. On motion Councilman Davidson, seconded Councilman Yarborough, S,V.O, Pritchard be hired as associate counsel with Attorney Kegley at a fee of $20 per hour for consultation & research, and $125 per day each for court room time. On motion Councilman McAdams, seconded Councilman Macy, Resolution 1005 authorizing Don. C. Davis to prepare St. Defiency report, carried. Letter from Dept, of Justice, citing the necessity for Police Chiefs to attend meetings was read. No action. V. L. Batts request for sewer permit discussed.
