WILMER RV f 'SEICE' W E STANDARD MINUTE RECORD FORM 99 -SL The regular meeting of the Lake Elsinore Planning Commission was called to order at 7 :45 P.M. with Chairman McGill presiding. The Pledge of Allegiance was led by Chairman McGill. Roll call found Commissioners Cline, Corazza, Crowe, Mayhall and Chairman McGill present. City Manager Hope also present. UNFINISHED BUSINESS Conditional Use Application of Guy Taylor on Collier Avenue for auto dismantling discussed by the Commissioners. On motion Commissioner Mayhall, seconded Commissioner Crowe, Planning Commission recommends to City Council denial of the request, motion carried on a 4 to 1 vote. Commissioner Cline asked for a report on the storage yard on Collier. City Mgr. Hope explained that Building Inspector has contacted owner and site will be cleared. j Commission discussed condition of the property adjacent to Hwy 71 as you enter the City. Questions were raised as to how this area could be cleaned up. City Mgr. Hope explained property owners would be notified to clean up their land and if no work is done, action will be taken by the City to see that area is cleaned and the property owners will be billed. ADJOURNMENT There being no further business, the meeting adjourned at 8:10 P.M. on motion of Commissioner Mayhall, seconded Commissioner Crowe and duly carried. The Pledge of Allegiance was led by Chairman McGill. Roll call found Commissioners Corazza, Crowe, Mayhall and Chairman McGill present. Commissioner Cline absent. City Manager Hope and Building Inspector Boyes also present. 11 The minutes of the September 17, 1974 meeting approved as submitted, City Manager Hope read letters and petitions from property owners on Riverside Dr., re: Zone Change. Applicants are requesting that Riverside Dr/ from Collier St, to Lakeshore Dr, be rezoned to a Commercial Zoning. Mr, Hope explained that this type of zoning referred to as "ribbon" or It strip" zoning would not be advisable in this area. Commission discussed problem of realingment of Riverside Dr., when I -15 is completed. Mr. George Perry, 30001 Riverside Dr., and Mrs. Tillie Goldenv ° >spoke in favor of the zone change. On motion of Commissioner Mayhall, seconded by Commissioner Corazza, and duly carried, the Planning Commission recommends to the City Council denial of said zone change at this time. Conditional Use Application: Auto Dismantling set for Public Hearing on November 19, 1974 at 7:30 P.M. Letter and draft of Design Review Board from Attorney Dougherty discussed. Draft to be studied and placed on the agenda for the November 19 meeting. Commissioners asked if anything has been done about storage yard on Collier Street that had been "red - tagged" by the Building Department in September. Mr, Hope asked the Building Inspector to check on situation, Commissioners discussed Mobilehomes on parcels of 21 acres or more. Planning Commissioners request a study session with theCity Council re: this item on either November 18 or 26. There being no further business the meeting adjourned at 8:45 P.M. on motion of Commissioner Mayhall, seconded by Commissioner Corazza. Hope also present. The minutes of the September 3, 1974 meeting approved as submitted. UNFINISHED BUSINESS 1. City Manager memorandum re: Mobilehomes or Trailers on parcels of 2J acres or more discussed. On motion of Commissioner Cline, seconded Commissioner Mayhall, and duly carried, the Planning Commission recommends to the City Council, that Mobilehomes or Trailers be allowed on parcels of 21 acres or more subject to the following conditions: 1. Parcel to be considered shall be a minimum of 2J acres. 2. No more than one (1) mobilehome or trailer be allowed. 3. No mobilehomes or trailer shall be allowed if there is another structure for human habitation on the parcel. 4. Conditional Use or Variance Application shall be required and shall be subject to review at 5 years. 5. The completion of subdivision or minor land division of the land on which the mobilehome or trailer is located, would automatically terminate the approval. 2. Architectural Review Board draft discussed. On motion of Commissioner Mayhall, seconded Commissioner Cline and duly carried, draft to be recommended the the City Council for adoption. REVIEW Conditional Use CP -72 -106 reviewed by Commission re: Enclosed Storage Yard for Automobiles, located at 1340 Railraod Avenue. Motion Commissioner Cline, seconded Commissioner Mayhall and duly carried, Planning Commissioner recommends to the City Council approval of the three year extension, as approved by-the City Council at their November 13, 1972 meeting. City Manager reported on activity on Collier west of Second Street. Site has been Eared - tagged" and Mr. Potter notified to contact City Hall for application for a Conditional Use Perm&t. REPORTS & RECOMMENDATIONS City Manager Hope informed Commission of a problem of zoning on Lakeshore Dr. between Spring Street and Main Street. Motion of Commissioner Mayhall, seconded Commissioner Cline and duly carried, that due to the fact that most of the property lies below the 1265 elevation, the Planning Commission finds the travel trailer parks for self contained vehicles or non -self contained vehicles be allowed below the 1265 ft elevation, but not to exceed the 1245 ft—elevation, provided that sealable sanitary facilities are provided and approved by the City Engineer. STANDARD MINUTE RECORD FORM 99 -$L The Planning Commission of the City of Lake Elsinore met in regular session on September 3, 1974 and was called to order at 7:30 P.M. with Chairman McGill presiding. The Pledge of Allegiance was led by Chairman McGill. Roll call found Commissioners Duane Cline, Roger Mayhall, Ben Corazza, Fred Crowe and Chairman Bob McGill present. City Mgr. Hope also present. The minutes of the August 20, 1974 meeting were approved as presented. This being the time set for the Public Hearing on Conditional Use Application (CUA -74 -1) Redding & Stewart, Chairman McGill opened the hearing at 7:32 P.M. City Mgr. Hope explained the proposed use to the Commission. There being no response for or against proposed conditional use, the hearing was closed at 7:35 P.M. Motion Commissioner Mayhall, seconded Commissioner Corazza and carried, Conditional Use Application (CUA -74 -1) approved with fencing as submitted on plan, recommended to City Council. Discussion of City Council recommendations re: Mobilehomes & Trailers on 2J acre parcels deferred to next meeting for further study. Architectural Review Board discussion deferred to next meeting. Commissioner Cline inquired about the activity on Collier west of Second Street. City Manager Hope and Buioding Inspector Boyes to investigate. The Pledge of Allegiance was led by Chairman McGill. Roll call found Commissioners Crowe, Corazza, Mayhall and Chairman McGill present, Commissioner Cline arriving at 7 :35 P.M. City Manager John M.R. Hope also present. The minutes of the August 13, 1974, adjourned meeting approved as submitted. Planning Commissioners discussed Minor Land Division -C.R. Plambeck, on property located between Mill and Park Way and Avenues 7 and 9. On motion Commissioner Cline, seconded Commissioner Crowe and duly carried, the Planning Commission recommends to the City Council approval of the Minor Land Division Tentative Map, subject to the following conditions: 1. Owner shall deed additional right -of -way along Mill Street, Avenue 7 and Avenue 9 to a width of 30 feet from centerline. 2. Owner shall dedicate proposed street down center of property to a width of 56 feet. 3. Corner cut backs on all streets shall be required. 4. When residences are constructed on any of the four lots created in this land division and curb, gutter k sidewalks are required, pursuant to Ordinance No, 461, Council should waive such curb, gutter k sidewalk construction in excess of 211 feet. 5. Bonding shall be required for remaining street improvements. County referral - Public Use Case #295 -W presented to Commissioner's re: Juvenile Home on property located at State Highway 74 and Dexter Avenue in the County. On motion of Commissioner Mayhall, seconded Commissioner Cline and duly carried, the Planning Commission goes on record in opposition to request. City Manager to inform the Riverside County Planning Commission of the decision. UNFINISHED BUSINESS Planning Commission discussed problem of Mobilehome on 9J acres on Machado Street. On motion of Commissioner Mayhall, seconded Commissioner Corazza and duly carried, Planning Commission recommends to the City Council that Ordinance No. 430 of the City of Lake Elsinore be amended 11 to allow a trailer, trailer home or mobilehome on parcels of 2J acres or more in the City of Lake Elsinore providing that a Conditional Use Application or request for Variance be made to and approved by the Lake Elsinore Planning Commission." Roll call found Commissioners Cline, Corazza, Crowe, Mayhall and Chairman McGill present. City Manager John M.R. Hope and Building Inspector Boyes also present. The minutes of the August 6, 1974 meeting approved as submitted. PUBLIC HEARING This being the time and place set for Public Hearing on Zone Change Z -74 102, Joy is Machado Streets, the Chairman opened the hearing at 7:32 P.M. Chairman McGill asked the City Manager to give some background on this tiem. Mr. Hope explained that a Minor Land Division was presented on May 23, 1973 in reference to the property. On June 4, 1974 the City of Lake Elsinore Planning Commission received a request from D.C. Hillyard re: variance on front k rear yard setbacks, and recommended approval of same to the City Council. On June 10, 1974 the City Council approved said request. When the contractor for the project applied to the City of Lake Elsinore Building Department for permits to start construction, it was °discovered that the property was zoned R -1 (Single - Family Residence District) not R -3 ( Multiple - Family Residence District) as required for the project. Mr. Hillyard then applied for a zone change. Due to an error in the notice of Public Hearing, the zone change was heard at7:00 P.M. on July S, 1974, instead of 7:30 P.M. as advertised in the Lake Elsinore Valley Sun. The City Council met that same evening and set the zone change request for the second public hearing for July 22, 1974. Chairman McGill asked for those in favor of the Zone Change to be heard. Mr. Denton Hillyard, Mrs. Nadine Harmatz, Mr. David Bulen, Mrs. Mamie Moore, Mr. Norman Buchanan, all spoke in favor. City needs more develop- ment, rentals are in demand, etc. A letter also in favor of the zone change from Mr k Mrs. Edward Sokolis owners of Huntsman Mobilehome Park, adjacent to the property in question, was read, Mr. Robert Williams, 15519 Grand Avenue presented a petition to the Commission with 315 signatures endorsing said request. A letter from Mr, k Mrs. Andrew Trtan, 33761 Brand Avenue also in favor of the request was presented. Chairman then asked for those in opposition to the zone change to be heard. Mr. Don Barnes, Mr. Art Eisenacher, Mr. Charles Van Kirk, Mr. Ken Merideth, Mr. Fred Simpson and Mr. Fred Quigley spoke. All feel that the duplex's planned for the property would cause congestion and over crowding of Machado School. It was the concensus fo the opposition that the 40 units would also create traffic problems in the area. Questions were asked in reference to new design possibilities on the property. Mr. Robert Williams presented several, with explanation that the original design was the most practical. Mr. Steve Torn, representing the Elsinore School Board informed the Commission, that the Board was neither for or against the zone change. He stated that an impact study of the area would be sent to the City Council. There be no further verbal or written protests the hearing was closed at 9:00 P.M. City Manager to respond that the Lake Elsinore Planning Commission has no objections to said request. City Manager presented Commissioners with copies of Chino's Architectural Review. II OTHER MATTERS CUA -74 -1 Redding & Stewart (Conditional Use Application) set for Public Hearing before the Lake Elsinore Planning Commission on September 3, 1974 at 7:30 P.M. Discussion of several streets within the City followed. Commissioner Cline stated that Planning Commission should continue work on the proposed Architectrual Review Board for the City of Lake Elsinore. Forms to be completed and returned to the Secretary. NEW BUSINESS City Manager Hope presented a Minor Land Division on property located between Park Way and Mill Street. On motion of Commissioner Crowe, seconded by Commissioner Mayhall, and duly carried, item to be studied and placed on the Agenda for the August 20, 1974 meeting. The City Manager gave the Commissioners copies of "Zoning Ordinance Review ", as prepared by Wilsey & Ham in 1966 -67 for the City of Lake Elsinore. The problem of a Mobilhome situated on 9J acres on Machado Street was placed before the Commission. This item to be sutdued further. Commissioner's received notice of public hearing to be held on August 8, 1974 before the Riverside County Planning Commission re: Change of Zone Case No. 1776. City Manager Hope to respond that the Lake Elsinore Planning Commission has no objections to said request. COMMISSIONERS REPORTS AND RECOMMENDATIONS Commissioner Cline stated that he would like to see an Architectural Review Board draft presented by August 20, 1974. Mr. Denton Hillyard appeared before the Commission re, waiver of front and rear yard setbacks on property located on Joy Street, consisting of 3.73 acres, City Ordinance No, 349, Sec, 7, sets front and rear setbacks at 15 feet, Mr. Hillyard is requesting a setback of 11 feet in the front and 10 feet in the rear. On motion of Commissioner Mayhall, seconded Commissioner Corazza and duly carried, Planning Commission recommends to the City Council approval of waiver. The meeting adjourned at 8:05 P.M. The minutes of the April 2, 1974 meeting approved as submitted, NEW BUSINESS Mr, George Epperson, 17887 Lakeshore Drive, LakeElsinore presented drawings of a porch addition. On motion of Commissioner Cline, seconded by Commissioner Crowe and duly carried, the porch addition was approved. A letter re. Governmental Conflict of Interest Act was received and (, filed, UNFINISHED BUSINESS The Architectural Review Board Proposal was discussed by Commissioners and Councilman Frank L. DePasquale. Councilman DePaaquale was under the impression that the discussion was on architectural design rather than the establishment of a Review Board. On motion of Commissioner Cline, seconded by Commissioner Crowe and carried, the Secretary was instructed to write a letter to the City Council requesting a joint meeting of the Lake Elsinore City Council and the Lake Elsinore Planning Commission to discuss the Proposal. ACTION The minutes of the November 20, 1973 meeting approved as submitted. COMMUNICATION 1. A letter from City Attorney Harry M. Dougherty re: Architectural Review Board was discussed. On motion of Commissioner Corazza, seconded by Commissioner Crowe and duly carried, the Proposal for an Architectural Review Board be submitted to the City Council for their study and consideration, with request if modifications are suggested, the proposal be referred back to the Planning Commission. 2. League of California Cities, Institute for Planning Commissioners read k discussed, FLICT 0F INTEREST STATEMENTS In view of legislation in reference to the "Conflict of Interest Statements" to be filed by members of the Planning Commission, it was the consensus of opinion of the present Planning Commissioners of the City of Lake Elsinore, that each had no intention of filing such declarations.
