Vice Chairman Arnold called the Public Safety Advisory Commission Meeting
to order at 6:00 p.m.

PUBLIC COMMENTS

Cindy Hewison, 35 Villa Valtelena, commented that she would like a stop sign
placed at the comer of Summerhill and Via Scenica in Tuscany Hills. She
mentioned a study previously conducted that indicated the location had a blind
curve where a stop sign could not be placed. She commented on the traffic and
population of the area and stressed the need for a stop sign or traffic signal for
that location, and asked that consideration be taken into looking into the item.
Chairman Hewison deferred to City Manager Brady for direction.
City Manager Brady indicated that he would speak to the Traffic Engineer and
bring a report back to the City Council.

BUSINESS ITEMS
21. Lake Elsinore Recreational Aquatic Safety Assessment Final Draft.
Chairman Hewison deferred to City Manager Brady to introduce the item.
City Manager Brady deferred to Lake & Aquatic Resources Director Kilroy
to give a brief overview of the item.
Mr. Kilroy gave a brief overview and description of the item. He noted that
there would be a study session held on the item. He further noted concerns
with shoreline and aquatic safety.

Mr. Kilroy noted that Tom Griffiths was hired by the City Council upon the
recommendation of the Public Safety Advisory Commission to address
issues of shoreline and aquatic safety. He gave some background on Mr.
Griffiths and expressed that Mr. Griffiths was more than qualified to
perform the study. He noted several items that Mr. Griffiths was given to
perform. He further noted the 4 main areas Mr. Griffiths touched upon, they
were practices, policies, personnel and programs. Mr. Kilroy gave a more
in-dept overview of the 4 main areas.
Commissioner Arnold questioned if City staff had looked at the cost
involved to implement some of the suggestions proposed by Mr. Griffiths.
Lake & Aquatic Resources Director Kilroy commented that he had not had
the opportunity to estimate the total cost to implement the suggestions given
by Mr. Griffiths, he suggested that he would wait for the direction of City
Council on what would be prioritized.
Commissioner Zanelli noted that he had read the report submitted by Mr.
Griffiths and that he was concerned with the liability of life the preserver
program that was mentioned.

Mr. Kilroy stated that the liability of the life preserver program was a good
point. He commented that further conversation and legal advice from the
City attorney would help give insight on the matter.
Vice Chairman Knight expressed that he was excited about the report and
satisfied with the direction that it was going.
Commissioner Sund noted that color-coordinated signage was a good idea.
Commissioner Arnold inquired if the corrections to the Lake brochure, that
were previously discussed, had been done.
Mr. Kilroy stated that he had started to implement some of the corrections.

Chairman Hewison commented that the report prepared by Mr. Griffiths was
excellent. He suggested doing a safety assessment every 2 to 3 years. He
commented that he would like to prioritize a timeline and cost to implement
the suggestions by Mr. Griffiths.

FILE THE REPORT.
CITY MANAGER COMMENTS
City Manager Brady commented that there would be a study session on aquatic
safety held August 17th, and invited Public Safety Advisory Commissioners to
attend.
He also noted a joint study session Council had set up with the Planning
Commission and Public Safety Advisory Commission on August 30th to discuss.
goals and objectives.
He further congratulated Chairman Hewison and Vice Chair Knight on their
appointments; and welcomed Commissioner Sund and Commissioner Zanelli to
the Commission.

COMMISSIONERS COMMENTS
Vice Chairman Knight welcomed Commissioner Sund and Commissioner Zanelli
to the Commission.
Commissioner Zanelli expressed his satisfaction to be apart of the Commission
and noted that he looked forward to the possibilities the Commission could
contribute to the community.
Commissioner Arnold welcomed Commissioner Sund and Commissioner Zanelli
to the Commission. He also thanked Lake & Aquatic Resources Director Kilroy
for his presentation.
Commissioner Sund congratulated Chairman Hewison and Vice Chairman
Knight on their appointments.

Chairman Hewison noted that goals and objectives would be a key issue for the
Commission to gain credibility and to work forward positively in the overall
interest of the City.

BACKGROUND
Presentation by Mr. Jared Dever, Northwest Mosquito & Vector Control District.
DISCUSSION
At the joint study session held on August 30 between the City Council and the Public Safety
Advisory Commission, it was suggested that the Northwest Mosquito & Vector Control District be
invited to present an update on West Nile eradication efforts. Councilman Thomas Buckley serves as
the City's representative to the NW Mosquito & Vector Control District.

DISASTER PREPAREDNESS REVIEW PROCESS
BACKGROUND
Adopted goals of the Public Safety Advisory Commission include a review of the City's Disaster
Preparedness Plan.
DISCUSSION
To prepared recommendations for the City Council on allocation of resources for ongoing disaster
preparedness planning, training, and related expenditures, the Public Safety Advisory Commission
will work with staffto formalize a review process and timetable for action. The results of this "needs
assessment" will enable the PSAC to make disaster preparedness recommendations as part of the
City's annual budget process for FY 2006-07.

The proposed study session with staff will clarify the scope of work for conducting a disaster
preparedness "needs assessment", identify milestone tasks and set the work schedule for this process.
FISCAL IMPACT
Until the "needs assessment" is complete and recommendations are developed, the cost of increasing
the City's disaster preparedness budget is not know at this time.
RECOMMENDATION
Set study session review for Wednesday, November 2,2005 and confirm with participants.

PROTOCOL FOR COMMISSIONERS
BACKGROUND
Currently, the Public Safety Advisory Commission does not have its own written guidelines for
Commissioners specifying the roles and limits of conduct while serving on the Commission.
DISCUSSION
The Public Safety Advisory Commission currently falls under policies established by the City
, Council for the conduct of official business on behalf ofthe City of Lake Elsinore. Procedures for the
selection of Commissioners are further outlined in the reform committee recommendations, which
were adopted by the City Council over a year ago.
~ Written guidelines would benefit Commissioners by clarifying their official duties and function,
while illustrating the distinction between their roles as Commissioners and as private citizens.
FISCAL IMPACT
None.
RECOMMENDATION
Direct staff to prepare written guidelines, including a proposed date to review the draft guidelines
with the PSAC.

Public safety commission to hold neighborhood meeting

LAKE ELSINORE ---- The public safety commission is inviting city residents to attend a
neighborhood watch meeting and barbecue this weekend.
Members of the Public Safety Advisory Commission, along with other city public safety officials, will
be on hand at the meeting to discuss various issues, including abandoned vehicles and child safety,
and answer questions from the public.
The meeting is scheduled to begin at 3 p.m. Saturday at the end of Ontario Street in the Reflections housing tract.
Organizers are encouraging those planning to attend to bring with them chairs and something to barbecue.

point me in the right direction. I live in Lake Elsinore and we have a serious issue in
our neighborhood with regard to pocket bikes. We have approximately 10 different owners
of these pocket bikes that ride through our neighborhood streets every single day,
especially on evenings and weekends from early in the morning until late at night. They
ride at excessive speeds with no helmets, most times with no shirts or shoes and are
becoming extremely hazardous, not to mention the outrageous noise issue. We (meaning
myself and various other
~ighbors) have called the police on a few occasions, but the riders have so far been able
avoid being ticketed.
IS there any assistance that you can provide, or advice on what actions we can take to
alleviate this issue?

Advisory Commission, it was suggested that the Northwest Mosquito & Vector Control District be

SUBJECT: DISASTER PREPAREDNESS REVIEW PROCESS
BACKGROUND
Adopted goals of the Public Safety Advisory Commission include a review of the City's Disaster
Preparedness Plan.
DISCUSSION
To prepared recommendations for the City Council on allocation of resources for ongoing disaster
preparedness planning, training, and related expenditures, the Public Safety Advisory Commission
will work with staffto formalize a review process and timetable for action. The results ofthis "needs
assessment" will enable the PSAC to make disaster preparedness recommendations as part of the
City's annual budget process for FY 2006-07.
The proposed study session with staff will clarify the scope of work for conducting a disaster
preparedness "needs assessment", identify milestone tasks and set the work schedule for this process.
FISCAL IMPACT
Until the "needs assessment" is complete and recommendations are developed, the cost of increasing
the City's disaster preparedness budget is not know at this time.
RECOMMENDATION
Set study session review for Wednesday, November 2,2005 and confirm with participants.

SUBJECT: PROTOCOL FOR COMMISSIONERS
BACKGROUND
Currently, the Public Safety Advisory Commission does not have its own written guidelines for
Commissioners specifying the roles and limits of conduct while serving on the Commission.
DISCUSSION
The Public Safety Advisory Commission currently falls under policies established by the City
Council for the conduct of official business on behalf ofthe City of Lake Elsinore. Procedures for the
selection of Commissioners are further outlined in the reform committee recommendations, which
were adopted by the City Council over a year ago.
Written guidelines would benefit Commissioners by clarifying their official duties and function,
while illustrating the distinction between their roles as Commissioners and as private citizens.
FISCAL IMPACT
None.
RECOMMENDATION
Direct staff to prepare written guidelines, including a proposed date to review the draft guidelines
with the PSAC.

Public safety commission to hold neighborhood meeting

LAKE ELSINORE ---- The public safety commission is inviting city residents to attend a
neighborhood watch meeting and barbecue this weekend.
Members of the Public Safety Advisory Commission, along with other city public safety officials, will
be on hand at the meeting to discuss various issues, including abandoned vehicles and child safety,
and answer questions from the public.
The meeting is scheduled to begin at 3 p.m. Saturday at the end of Ontario Street in the Reflections housing tract.
Organizers are encouraging those planning to attend to bring with them chairs and something to barbecue.

point me in the right direction. I live in Lake Elsinore and we have a serious issue in
our neighborhood with regard to pocket bikes. We have approximately 10 different owners
of these pocket bikes that ride through our neighborhood streets every single day,
especially on evenings and weekends from early in the morning until late at night. They
ride at excessive speeds with no helmets, most times with no shirts or shoes and are
becoming extremely hazardous, not to mention the outrageous noise issue. We (meaning
myself and various other
neighbors) have called the police on a few occasions, but the riders have so far been able
to avoid being ticketed.
Is there any assistance that you can provide, or advice on what actions we can take to
alleviate this issue?
