BRADY, CITY MANAGER DATE: JUNE 8, 2005 SUBJECT: POLICE ENFORCEMENT: STRICTER ORDINANCE FOR HOME PARTIES BACKGROUND This item from the Chairman is to evaluate the need and method for toughening police enforcement for home parties. DISCUSSION ,.,.- A recent gang shooting incident involving a home party resulted in a neighborhood meeting with residents and the Police Chief, Mayor, City Manager, PSAC members and others. At issue is whether or not private parties can be regulated, or ordinances toughened, to prevent injury or damage through tougher enforcement before a private home party or other gathering gets out of hand. Chapter 5.73 ofthe Lake Elsinore Municipal Code requires a permit for "Special Events". A Special Event is broadly defined to include "any assembly, congregation, attraction, display, entertainment, demonstration, carnival, bazaar, circus, rodeo or other traveling show, fair, festival, food faire, cook-off dance concert or performance, or any other planned occurrence that may attract a large number of people or which otherwise may become a hazard to the public peace, health, safety or general welfare." Other cities have similar regulations. The City Attorney has commenced a comprehensive review of this Chapter as well as other provisions of the City's Municipal Code, including the following Chapter 5.34, Amusements and Entertainment. Chapter 5.60 Outdoor Festivals. Chapter 10.32 Parades. Chapter 10.48 Displaying Vehicles for Sale. Chapter 5.32 Carnivals, Circuses and Exhibitions. BRADY, CITY MANAGER DATE: JUNE 8, 2005 SUBJECT: BABY SAFE HAVEN PROGRAM BACKGROUND This item is to consider public outreach efforts the City can undertake to publicize a new program to allow mothers to place their unwanted newborns in the safe custody of firefighters at fire stations. DISCUSSION The Riverside County Fire Department has recently begun to implement a new "Baby Safe Haven" /'""' program at all county fire stations, in conformance with state "Baby Safe" law. As a result, the City's three existing fire stations automatically participate Under the law, a mother can go to a participating fire station to place an unwanted newborn in the custody of firefighting staff, without fear of prosecution. The goal is to save a life by providing safe haven for a mother to bring her unwanted newborn if she is unable to care for it. Under City Ordinance No 1116, the Public Safety Advisory Commission is to promote public education and outreach on matters affecting public safety. An opportunity exists to promote the "Baby Safe Haven" program to increase public awareness of this service within the City. A public information sign program has already been established at all participating fire stations, at no cost to the City. Brochures, posters and other print and web materials are PR tactics the PSAC may wish to recommend for consideration by the Council. Because high school students would be a key target audience, any PR effort should be closely coordinated with the Lake Elsinore Unified School District. FISCAL IMPACT Currently, no direct cost has been incurred for the sign program. Staff is currently researching the availability of existing "Baby Safe" program artwork and materials, which could be used by the City. Further research is needed to determine what materials already exist and if grant funds are available to defray costs associated with purchasing, printing and distribution of this material for students. /'""' ~~.I~ FiO. DISCUSSION The Chairman will share a rationale for requesting that quarterly meetings with staffbe established. r' Participating staff might include the Police and Fire Chiefs, City Manager, Department Heads (e.g., Community Services and Development Directors, Lake and Aquatic Resources Director, Administrative Services/Risk Management Director) and Management staff, (e.g., Manager of Public Works, City Engineer, Communications/Information Manager, etc.). BRADY, CITY MANAGER DATE: JUNE 8, 2005 SUBJECT: BI-WEEKLY STUDY SESSIONS AT POLICE STATION BACKGROUND This item from the Chairman is to evaluate the need for establishing and noticing bi-weekly study sessions in the Police Station Community Room to facilitate goal setting discussions. DISCUSSION The Chairman will share a rationale for requesting that quarterly meetings with staffbe established. Participating staff might include the Police and Fire Chiefs, City Manager, Department Heads (e.g., ~ Community Services and Development Directors, Lake and Aquatic Resources Director, Administrative Services/Risk Management Director) and Management staff, (e.g., Manager of Public Works, City Engineer, CommunicationslInformation Manager, etc.). Because of Brown Act requirements, regular Commission meetings and PSAC study sessions should be properly noticed and open to the public. FISCAL IMPACT No anticipated fiscal impact.
