JUNE 10, 2009 CALL TO ORDER - 6:00 P.M. Chairman Norkin called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Commissioner Lyons. ROLL CALL PRESENT: CHAIRMAN NORKIN VICE-CHAIRMAN BHUTTA COMMISSIONER DAILEY COMMISSIONER LYONS COMMISSIONER STEWART ABSENT: NONE Also present were: Information/Communications Manager Dennis, Assistant City Attorney Mann, Traffic Engineer Basubas, Fire Chief Hendershot, Police Sergeant Chavez, and Office Specialist Porche. PUBLIC COMMENTS Harvey Janisse, resident of Lake Elsinore spoke of speeding issues along Palomar Street and Sweetwood Lane. He stated the issues have been brought to the attention of the Commission in the past and still continues. COMMISSION APPROVES CONSENT CALENDAR ITEM(S) 1. Minutes from the Regular Public Safety Advisory Commission (PSAC) Meeting of May 13, 2009. Recommendation: Approve It was motioned by Commissioner Dailey and seconded by Commissioner Lyons to approve the May 13, 2009 Public Safety Advisory Meetings Minutes. Public Safety Advisory Commission June 10, 2009 Page 2 of 9 The following vote resulted: AYES: CHAIRMAN NORKIN VICE-CHAIRMAN BHUTTA COMMISSIONER DAILEY COMMISSIONER LYONS COMMISSIONER STEWART NOES: NONE ABSTAIN: NONE ABSENT: NONE BUSINESS ITEMS 2. Public Outreach meeting for Rosetta Canyon HOA. June 24, 2009 Recommendation: Discuss availability and confirm meeting schedule Information/Communications Manager Dennis brought this item to the Commissions attention to confirm the third "Town Hall" public outreach meeting of 2009 which would take place at the Earl Warren Elementary School's multipurpose room on Wednesday, June 24, 2009 at 6:00 p.m. Chairman Norkin advised the Commission that he would be out of town that week, and Commissioner Dailey and Vice-Chairman Bhutta would not be able to attend. He suggested to the Commission postponing the meeting until all Commissioners would be able to attend the meeting. Commissioner Stewart indicated that he would be available for the meeting, however, agreed to postpone the meeting. There being no further discussion, Chairman Norkin called for a Motion. It was motioned by Chairman Norkin and seconded by Commissioner Dailey to postpone the next PSAC "Town Hall" public outreach meeting to July or August 2009. Outlook Newsletter V9 N2-"Graffiti Prevention Campaign" Special Issue Chairman Norkin requested any public speakers to speak either for or against this project. Tim Fleming, resident of Lake Elsinore thanked the PSAC and City Council for aggressively approaching with a solution for the Graffiti Ordinance and addressing the serious issues. He pointed out to the Commission a flaw in the City's Graffiti's Prevention Campaign, the Graffiti Action Plan Implementation and Graffiti Prevention Ordinance which passed on January 13, 2009 Ord. 1258. He stated that his neighborhood has had some recent graffiti activity and stated the plan does not work. He stated there is no one he can speak with to have the "caught in the act" perpetrators and vandals dealt with. He requested the help to assist with coordinating the Ordinance's efforts so concerned citizens can report these acts. He stated his facts have been reported to the Sheriffs Department and to the City. He stated the Public Works Department removed the graffiti after it had been reported. He indicated there were brochures in the past at the Sheriffs station called WE TIP; however, the station was out of the programs when he went to report the incident. Chairman Norkin asked if he made an attempt to contact 911. Tim Fleming replied by saying 911 could have been called but because they are new neighbors of his, he decided to speak to the parents first. He stated the problem is when he went to the Sheriffs station he was requested to complete a patrol request in order to have an officer patrol the area. When the officer arrived, the wall had already been tagged and the perpetrators had left the scene. Chairman Norkin requested comments from Police Sergeant Chavez. Police Sergeant Chavez replied by saying if there is an issue that needs to be addressed, the best route would be to call the Police Department and ask for Deputy Lebrand or Deputy Sinns who are familiar with dealing with these types of issues. Tim Fleming responded by saying there is no one who was able to speak with him and no phone number or coordinated effort. Police Sergeant Chavez also suggested speaking with the Watch Commander on duty, which all complaints would go directly to him. Chairman Norkin asked Police Sergeant Chavez if it would be the proper procedure to call 911 if a witness saw someone vandalizing property with graffiti. 3 Public Safety Advisory Commission June 10, 2009 Page 4 of 9 Police Sergeant Chavez responded by saying graffiti is not a life or death situation, however, if the perpetrators are doing $2000 dollars worth of damage, then the call to 911 should be considered. Commissioner Dailey wanted to point out that the City is giving the correct information to the public. She noted that the City's Ordinance specifies if the perpetrators are caught and they are minors, the parents would be held responsible for the damages. She also wanted to know if there would be any way the City could assist notifying the parents and wanted to make sure that the City is giving the correct information to the public. Vice-Chairman Bhutta noted he joined the Commission over two years ago and pointed out to the Commission that graffiti is still an issue and asked if there could be some flaws in the Ordinance. Assistant City Attorney Mann replied by saying he does not feel there are any flaws with the Ordinance. He stated the City has a strong Ordinance that covers law- enforcement technology. Information/Communications Manager Dennis addressed some of the concerns that had been addressed. He stated one of the tasks that have been identified in the Ordinance is increasing public information about what to do and how to make the systems work. He indicated a year ago the City created a Graffiti Task Force, and stated the plan itself has barely been brought out and the elements are wide in scope. He stated, what Mr. Fleming has brought to the Commission's attention is eye-opening as well as the internal survey a few months ago. Chairman Norkin stated that he feels the Ordinance is written well with the exception of telling the public what to do when an incident happens. Commissioner Dailey suggested adding a statement to the packet that would include a way for parents to recognize signs that their child is involved with graffiti and what the consequences are as being a parent of the child involved. Chairman Norkin suggested subjects to be added to the newsletter such as, ways to report an incident, dialing 911 or filing a report to the Police Department. He also suggested having the newsletter perforated so it could easily be removed and placed in a convent location for the citizens. Vice-Chairman Bhutta again pointed out that the youth needs to be educated through the school system and possibly publicize when an incident has occurred. Michelle Salvias, resident of Lake Elsinore indicated that she agrees with educating the schools. She also pointed out that the City is doing a great job with the clean up. Harvey Janisse, resident of Lake Elsinore asked if the City has a datebase where a photo of the graffiti could be uploaded. 4 Public Safety Advisory Commission June 10, 2009 Page 5 of 9 Chairman Norkin responded by saying "Yes, the Public Works Department and the Sheriffs' Department have copies of all the different types of graffiti." There being no further discussion, Chairman Norkin requested a motion. A motion was made by Commissioner Dailey, seconded by Commissioner Stewart to receive and file the Outlook Newsletter V9-N2-"Graffiti Prevention Campaign" Special Issue. The following vote resulted: AYES: CHAIRMAN NORKIN VICE-CHAIRMAN BHUTTA COMMISSIONER DAILEY COMMISSIONER LYONS COMMISSIONER STEWART NOES: NONE ABSTAIN: NONE ABSENT: NONE 4. Graffiti Action Plan Implementation Status Recommendation: Receive and file Information/Communications Manager Dennis stated that this is to update the Commission on the implementation status of the Graffiti Action Plan. He provided a table to the Commission that summarized the status of the proposed strategies and tactics related to ten goals contained in the Graffiti Action Plan. He stated this plan has a lot of moving parts and sometimes it is found that every department hasn't moved at the same speed, or we staff have not communicated to everyone how their role is changing, however, staff is on the right path which will lead to success. Commissioner Dailey thanked staff and stated she likes how the project is moving forward and is excited about the system. Commissioner Stewart asked if there are any posted signs in the City that advise citizens of the new graffiti laws. Information/Communications Manager Dennis replied by saying the City may be able to take advantage of billboards, for a low cost to the City. Commissioner Stewart asked if any cameras are currently available. Information/Communications Manager Dennis replied by saying that one camera's activity was downloaded which contained over 440 photos. He stated the cameras 5 Public Safety Advisory Commission June 10, 2009 Page 6 of 9 are very sensitive and before they are put to use, they must be tested in order to not burden staff with unnecessary photos. There being no further discussion, Chairman Norkin requested a motion. A motion was made by Commissioner Lyons, seconded by Commissioner Dailey to receive and file the Graffiti Action Plan Implementation Status. The following vote resulted: AYES: CHAIRMAN NORKIN VICE-CHAIRMAN BHUTTA COMMISSIONER DAILEY COMMISSIONER LYONS COMMISSIONER STEWART NOES: NONE ABSTAIN: NONE ABSENT: NONE PUBLIC SAFETY SUBCOMMITTEE REPORTS Commissioner Daily provided status regarding the last meeting with the Citizen Corps. She stated the committee members have accomplished getting businesses to provide gift certificates for those who come out to support the City Council and the Citizen Corps. She stated the City has created an application form for those who are interested to join the Citizen Corps could join and be sworn in with the City. Commissioner Stewart asked if there are any upcoming changes to CERT Program, such as having them conducted on weekends. Commissioner Dailey replied by saying the next class is scheduled for September, however would not be held on a weekend. She stated they are still trying to get a class scheduled for a weekend. She advised the Commission that the City of San Jacinto would be having a CERT Training class in July which would be on a weekend. CITY STAFF COMMENTS Fire Chief Hendershot commented on the following: • No comments. 6 Public Safety Advisory Commission June 10, 2009 Page 7 of 9 Police Sergeant Chavez commented on the following: • He expressed to the Commission that this would be his last meeting with PSAC and introduced to the Commission his replacement Sergeant Robert Rose. He stated he would still be available to the Commission when Sergeant Rose is unavailable. Traffic Engineer Basubas commented on the following: He spoke of the traffic issues along Cedarhill and Poppy Lane. He stated the request for a stop sign at that location was determined to be not warranted; however, a larger fluorescent sign was installed making them more visible during the evening hours. Chairman Norkin asked Traffic Engineer Basubas the last time a traffic study had been conducted. Traffic Engineer Basubas replied by saying the last study was conducted in July 2007. He stated if the Commission requests to have another study conducted, they would review it again. He spoke of the traffic issues along Palomar and Corydon and stated signs would be posted and staff is negotiating with KB Homes to see if they could assist with paying for the installation. Information/Communications Manager Dennis commented on the following: He pointed out to the Commission that he will miss the good chemistry between the Commissioners and staff and how well he enjoyed working with all of the members. He spoke of the agreement between the Forest Service and Hawaiian Mars Aircraft that would return to the lake sometime around Saturday. He wished Police Sergeant Chavez good luck in his new job capacity and welcomed Sergeant Rose. PUBLIC SAFETY ADVISORY COMMISSIONER'S COMMENTS Chairman Norkin commented on the following: • He welcomed Sergeant Rose and stated he looks forward working with him on the Commission. • He thanked Commissioner Bhutta and Lyons for their hard work serving on the Commission. He suggested to staff to have the staff reports/agenda sent to the Commissioner's via email rather than printing them as it would save money, time and trees. Vice-Chairman Bhutta commented on the following: He expressed his appreciation for everyone's hard work on the Commission and wished Sergeant Rose good luck with serving on the Commission. He thanked Traffic Engineer Basubas for his hard work helping with the Commission. 7 Public Safety Advisory Commission June 10, 2009 Page 8 of 9 Commissioner Dailey commented on the following: • She thanked Commissioners Bhutta and Lyons for their hard work serving the PSAC and stated she looks forward to working with the new Commissioners. • She thanked Police Sergeant Chavez for all of his hard work assisting with PSAC and the sub-committees. • She thanked Information/Communications Manager Dennis for all his hard work with the graffiti issues. Commissioner Stewart commented on the following: • He thanked Commissioners Lyons & Bhutta for serving on the Commission and it was a pleasure working with them. • He encouraged the audience to participate with the City/Commission to help make changes in the City. • He thanked Police Sergeant Chavez for all the hard work he participated in with the Citizen Corps and sub-committees. Commissioner Lyons commented on the following: • He expressed to the Commission his gratitude for serving on the Commission for the past two years. He stated he also assists with the Lake Elsinore Marine and Rescue and thanked everyone for the opportunity. PUBLIC COMMENTS None ADJOURNMENT It was the consensus of the Commission to adjourn to a regular meeting on July 8, 2009, at 6:00 p.m. in the Cultural Center located at 183 North Main Street, Lake Elsinore, California, CA, 92530. Chairman Norkin adjourned the meeting at 7:24, .m.
