RESOLUTION OF THE CITY COIINCIL OF THE CITY OF
LARE ELSINORE~ CALIFORNIA~ INDICATINCi THE
CITY~B COMMITMENT TO ACHIEVE AND MAINTAIN
STATE AND NATIONAL AMHIENT AIR QLJALITY
BTANDARDS AND CONSIBTENCY WZTH THE 1989 AIR
QUALITY MANAGEMENT PLAN~ REGIONAL MOBILITY
PLAN AND GROWTH MANAGEMENT PLAN (80DTH COAST
AIR QDALITY MANAGEMENT DZ6TRICT).
THE CITY COIINCIL OF THE CITY OF LARE ELBINORE~ CALIFORNIA DOES
HEREBY RESOLVE AS FOLLOWB:
wHEREAS, the City of Lake Elsinore is currently in the process
of updating the General Plan and anticipates adoption by November
1990, including the Open Space/Conservation Element; and
WHEREAB, the associated Environmental Impact Report to the
General Plan update has met California Environmental Quality Act
requirements and the City of Lake Elsinore anticipates
Certification by November 1990; and
WAEREAS, adequacy and consistency to the 1989 Air Quality
Management Plan, Regional Mobility Plan and Growth Management Plan
are fundamental goals and policies contained and proposed within
the Open Space/COnservation Element of the General Plan; and
, NHEREAB, the City Council of Lake Elsinore has assigned the
Community Development Director the responsibility of implementing
, the adopted Air Quality objectives consistent with the Air Quality
', Management Plan and making reasonable further progress toward
'__ implementing local government measures of AQMP as to be reported in
the City's responses to the Reasonable Further Progress Report.
Furthermore, all Department Directors shall provide information and
assistance to the Community Development Director as applicable.
WHEREAS, the City of Lake Elsinore is committed to achieving
healthful air in the City, Sphere of Influence and other parts of
the South Coast Air Basin at the earliest possible date;
NOW, THEREFORE, BE IT RESOLVED, that the City of Lake Elsinore
declares the following statement of intent for the Open
Space/Conservation Element:
It is the obligation of the City and its citizens to attain
the federa3 and state ambient air quality standards at the earliest
possible date.
The City shall incorporate all Goals and Policies of the 1989
Air Quality Management Plan, Regional Mobility Plan and Growth
Management Plan, and make certain that consistency exists within
the Lake Elsinore General Plan.
Along with a commitment to meet the time-tables within the Air
quality Management Plan, the City shall set forth an implementation
and monitoring program consistent with the South Coast Air Quality
Management District to achieve the stated goals.
FDRSIIANT TO THE ASOVE FINDINGB, IT IS RESOLVED by the City
Council of the City of Lake Elsinore, California, that the intent
of the Lake Elsinore General Plan is to comply with all Federal and
State standards relative to ambient air quality.
