A RESOLUTION OF THE CITY COUNCIL
OF TAE CITY OF LAKE ELSINORE REQIIESTING
THE RIVERSIDE COUNTY LOCAL AGENCY FORMATION
COMMISSION TO TAKE PROCEEDINGS FOR THE
ANNEXATIDN OF CERTAIN TERRITORY--TO THE-
CITY OF LAKE ELSINORE.
WHEREAS, the City Council of the City of Lake
Elsinore desires to initiate proceedings for a change of
organization pursuant to the Cortese-Knox Local Government
Reorganization Act of 1985, Division 3, commencing with
Section 56000 of the California Government Code, for the
annexation of certain territory; and
WHEREAS, the proposed change of organization involves
the annexation of certain inhabited territory to the City of
Lake Elsinore, whose boundaries are set forth in Exhibit "A"
attached hereto and by this reference incorporated herein; and
WI-IEREAS, the City desires that the proposal be made
subject to the following term and condition:
The transfer of that portion of the property taxes
generated within the subject area in accordance with
the Master Agreement adopted by the County of
Riverside and its cities.
WHEREAS, the reason for this change of organization
is to permit the establishment of a Community Facilities
District that will substantially benefit the property owners
and residents of the area, and to permit extension of City
services in a logical and orderly fashion to this territory
which is immediately adjacent to existing City boundaries; and
WHEREAS, the City has completed the required
pre-zoning for Parcel 1 of this proposed annexation and
submitted the appropriate documents to the Executive Officer
of the Local Aqency Formation Commission and has completed the
environmental review for both Parcels 1 and 2 and submitted
those to the Local Agency Formation Commission; and
WHEREAS, the City is requesting the Local Agency
Formation Commission to waive the pre-zoning requirement for
Parcel 2; and
WHEREAS, the proposal is consistent with the sphere
of influence of the City of Lake Elsinore and all other
affected agencies.

NOW, THEREFORE, BE IT RESOLVED, that this Resolution
of Application is hereby adopted and approved by the City
Council of the City of Lake Elsinore, and the Local Agency
Formation Commission of Riverside County is hereby requested
to take proceedings for the annexation to the City of the
territory described in Exhibit "A" in the manner-provided by--
the Cortese-Knox Local Government Organization Act of 1985.
