A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LAKE ELSINORE, CALIFORNIA, MAKING
AN AMENDMENT TO THE LAND USE ELEMENT OF
THE LAKE ELSINORE GENERAL PLAN FOR THE
FIRST CYCLE OF THE CALENDAR YEAR OF 1990.
THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALI-
FORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
WHEREAS, Section 65361(a) of the Government Code pro-
vides that no mandatory element of a General Plan shall be
amended more frequently than four times during any calendar
year; and
WHEREAS, the Planning Commission held a public
hearing on these General Plan Amendments on February 21 and
March 7, 1990, and that this public hearing was advertised as
required by law. The Planning Commission made recommendations
to the City Council concerning this General Plan Amendment and
has filed with the City Council copies of maps and reports; and
WHEREAS, notice was duly given of the public hearing
on the Amendment, which public hearing was held before the City
Council on the 24th day of April, 1990, at the hour of 7:00
p.m., with testimony received being made a part of the public
record; and
WHEREAS, all requirements of the California Environ-
mental Quality Act have been met for the consideration of
whether the project will have a significant effect on the
environment.
NOW, THEREFORE, in consideration of the evidence
received at the hearing, and for the reasons discussed by the
Council members at said hearing, the City Council now finds that
the Lake Elsinore General Plan be amended as follows:
A. GENERAL PLAN AMENDMENT 89-9 Revised
APPLICANT: Tomislav Gabric and Associates
PROPERTY OWNER: Avenida Properties
LOCATION: Lakeshore Drive and Parkway,
south of Avenue 6.
Change approximately 6.6 acres from "Specific
Plan" to '~General Commercial".
Approval is based on the following:
1. The existing and proposed General Plan Land
Use designation of Residential (Low Density)
is inconsistent with the surrounding land
uses and the noise generation caused by
traffic using the major arterial (Lakeshore
Drive) adjacent to the site. The placement
of Neighborhood Commercial is consistent and
would provide an appropriate buffer to the
residential uses to the north.
2. The proposed change will not result in any
significant adverse environmental impact on
the environment.
3. Granting the requested General Plan
designation will permit reasonable
development of the property, with adequate
future land use reviews and controls,
consistent with the characteristics of the
site and adjacent properties.
4. The existing and proposed General Plan Land
Use designation change will serve to further
the Goals, Policies, and Objectives oP the
General Plan regarding the appropriateness
and placement of neighborhood serving
commercial uses.
5. The General Plan Amendment is compatible with
proposed development patterns in the
surrounding vicinity.
PURSUANT TO THE ABOVE FINDINGS, IT IS RESOLVED by the
City Council of the City of Lake Elsinore, California, that the
City of Lake Elsinore General Plan Land Use Map be amended for
the first time in calendar year 1990 to reflect General Plan
Amendment.
PASSED, APPROVED AND ADOPTED this 24th day of
April, 1990, by the following vote:
