RESOLUTION NO. 97-1
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMEND-
ING TO THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE ADOPTION OF GENERAL PLAN AMENDMENT
97-1 (MISSING LINK INVESTORS II)
WHEREAS, the General Plan must be periodically updated to meet new conditions and
from time to time be revised or amplified to respond to unforeseen changes or needs; and
WHEREAS, the Planning Commission of the City of Lake Elsinore has been delegated
the responsibilities of making recommendations for changes in the General Plan; and
WHEREAS, an application has been filed with the City of Lake Elsinore by Missing Link
Investors II to amend the City of Lake Elsinore General Plan to revise the land uses specified
on the General Plan Land Use Map from Neighborhood Commercial and Future Specific Plan
Area "G" to General Commercial.
WHEREAS public notice of said application has been given, and the Planning
Commission has considered evidence presented by the applicant, Community Development
Department and other interested parties at a public hearing held with respect to this application
on February 5, 1997;
NOW THEREFORE, the Planning Commission of the City of Lake Elsinore DOES
HEREBY RESOLVE as follows:
SECTION 1. The Planning Commission has considered the proposed General Plan
Amendment (GPA 97-1), prior to making a decision to recommend that the City Council approve
the proposed amendment to the 1990 City of Lake Elsinore General Plan. The Planning
Commission finds and determines that Negative Declaration 97-1 is adequate under California
Environmental Quality Act (CEQA) to analyze the environmental effects of General Plan
Amendment 97-1, and recommends City Council approval, based upon the following findings and
determinations:
SECTION 2. That in accordance with State Planning and Zoning law and the City of
Lake Elsinore the following findings for the approval of General Plan Amendment 97-1 have
been made as follows:
1. The proposed General Plan Amendment will not be: a) detrimental to the health, safety,
comfort or general welfare of the persons residing or working within the neighborhood
of the proposed amendment or within the City, or b) injurious to the property or
improvements in the neighborhood or within the City.
2. The proposed General Plan Amendment will permit reasonable development of the area
consistent with its constraints and will make the area more compatible with adjacent
properties.
3. The proposed General Plan Amendment would establish a land use density and usage
which is in character with the subject property's location, access and constraints.
4. The proposed General Plan Amendment will not have a significant effect on the
environment.

NOW, THEREFORE, based on the above findings, the Planning Commission of the City
of Lake Elsinore DOES HEREBY RECOMMEND that the City Council of the City of Lake
Elsinore approve General Plan Amendment 97-1.

A RESOLUTION OF THE PLANNING COMMISSION OF TIlE
CITY OF LAKE ELSINORE, CALIFORNIA RECOMMENDING
APPROVAL OF AMENDMENT NO.3 TO THE ALBERHILL
RANCH SPECIFIC PLAN AND MITIGATED NEGATIVE
DECLARATION 97-3 FOR THE LAKE ELSINORE OUTLET
CENTER EXPANSION (HORIZON)
The Planning Commission of the City of Lake Elsinore does resolve as follows:
SECTION 1. The Planning Commission hereby certifies that there has been filed with the
City of Lake Elsinore an amendment application by Horizon for the Alberhill Ranch Specific Plan,
an area which consists of 202 acres of land bordered by Interstate 15 to the west and bisected by
Nichols Road for an extension of the outlet center; that due notice of said application has been given
and public hearing conducted thereon pursuant to State Planning and Zoning Law and local
ordinance;
SECTION 2. The Planning Commission hereby determines that:
1. The Specific Plan Amendment meets the Specific Plan criteria for content and
systematic implementation of the General Plan established by Section 65450 of the
California Government Code and Section 17.99 of the City of Lake Elsinore
Municipal Code.
2. Development regulations provided in the City Zoning Code shall apply, unless
specified in the Specific Plan Amendment. Approval of the amendment shall not be
interpreted as waiving compliance with other provisions of the Lake Elsinore
Municipal Code, except in those areas where the amendment specifically applies.
3. The Specific Plan Amendment complies with the California Environmental Quality
Act. All adverse impacts have been adequately mitigated to levels of insignificance.
4. The Specific Plan Amendment will not be detrimental to the health, safety, comfort
or general welfare of the persons visiting or working within the neighborhood of the
project area, nor will it be injurious to property or improvements in that area or the
City because of the amendment, mitigation measures contained in the Mitigated
Negative Declaration, and Conditions of Approval.
SECTION 3. The Planning Commission hereby recommends that the City Council adopt the
Alberhill Ranch Specific Plan Amendment, based upon the Findings of the Staff Report and the
Conditions of Approval.
SECTION 4. The Secretary of the Planning Commission shall certify to the adoption of this
resolution and forward a copy to the City Clerk for reference and consideration of the City Council.

regular meeting held on May 21, 1997, by the following vote:

A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF LAKE ELSINORE, CALIFORNIA,

AMENDMENT 97-2 (APN 378-290-005, 378-290-019, 378-290-
021,378-290-022, and 378-290-023)
WHEREAS, the General Plan must be periodically updated to meet new conditions
and from time to time be revised or amplified to respond to unforeseen changes or needs;
and
WHEREAS, the Planning Commission of the City of Lake Elsinore has been
delegated the responsibilities of making recommendations for changes in the General Plan;
and
WHEREAS, the applicant desires to amend the General Plan to revise the land use
specified on the General Plan Land Use Map of the Land Use Element relating to a 7.5-
acre portion of a 1,312 Future Specific Plan Area "J" to General Commercial; and
WHEREAS public notice of said application has been given, and the Planning
Commission has considered evidence presented by the Community Development
Department and other interested parties at a public hearing held with respect to this item
on June 18, 1997;
NOW THEREFORE, the Planning Commission of the City of Lake Elsinore DOES
HEREBY RESOLVE as follows:
SECTION 1. The Planning Commission has considered the proposed General Plan
Amendment (GPA 97-2), prior to making a decision to recommend that the City Council
approve the proposed amendment to the 1990 City of Lake Elsinore General Plan. The
Planning Commission finds and determines that Mitigated Negative Declaration 97-4 is
adequate under California Environmental Quality Act (CEQA) to analyze the environmental
effects of General Plan Amendment 97-2, and recommends City Council approval, based
upon the following findings and determinations:

of Lake Elsinore the following findings for the approval of General Plan Amendment 97-2
have been made as follows:
1. The proposed General Plan Amendment will not be: a) detrimental to the health,

A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF LAKE ELSINORE, CALIFORNIA,
RECOMMENDING TO THE CITY COUNCIL OF THE CITY
OF LAKE ELSINORE ADOPTION OF GENERAL PLAN
AMENDMENT 97-3 TO CHANGE THE LAND USE
DESIGNATION OF APN 377-330-077 FROM MEDIUM
DENSITY RESIDENTIAL TO GENERAL COMMERCIAL.
WHEREAS, the General Plan must be periodically updated to meet new conditions and
from time to time be revised or amplified to respond to unforeseen changes or needs; and
WHEREAS, the Planning Commission of the City of Lake Elsinore has been delegated
the responsibilities of making recommendations for changes in the General Plan; and
WHEREAS, the applicant desires to amend the General Plan to revise the land use
specified on the General Plan Land Use Map of the Land Use Element relating to a 18.11 acre
site from Medium Density to General Commercial; and
WHEREAS public notice of said application has been given, and the Planning
Commission has considered evidence presented by the Community Development Department and
other interested parties at a public hearing held with respect to this item on September 17, 1997;
NOW THEREFORE, the Planning Commission of the City of Lake Elsinore DOES
HEREBY RESOLVE as follows:
SECTION 1. The Planning Commission has considered the proposed General Plan
Amendment (GPA 97-3), prior to making a decision to recommend that the City Council
approve the proposed amendment to the 1990 City of Lake Elsinore General Plan. The
Planning Commission finds and determines that Mitigated Negative Declaration 97-7 is adequate
under California Environmental Quality Act (CEQA) to analyze the environmental effects of
General Plan Amendment 97-3, and recommends City Council approval, based upon the
following findings and determinations:
SECTION 2. That in accordance with State Planning and Zoning law and the City of
Lake Elsinore the following findings for the approval of General Plan Amendment 97-3 have
been made as follows:
1. The proposed General Plan Amendment will not be: a) detrimental to the health, safety,
comfort or general welfare of the persons residing or working within the neighborhood
of the proposed amendment or within the City, or b) injurious to the property or
improvements in the neighborhood or within the City.
