A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMEND-
ING TO THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE APPROVAL OF GENERAL PLAN AMENDMENT
96-2 - CITY OF LAKE ELSINORE
-
WHEREAS, it may be necessary to make modifications to the
General Plan due to inaccuracies that are discovered subsequent to
its adoption; and
WHEREAS, the Planning commission of the City of Lake Elsinore
has been delegated the responsibilities of making recommendations
for changes in the General Plan; and
WHEREAS, an application has been filed by the City of Lake
Elsinore to amend the City of Lake Elsinore General Plan to revise
the land uses specified on the General Plan Land Use Map of the
Land Use Element relating to five parcels which have a current
designations of Public Institutional and Freeway Business to either
Freeway Business or Public Institutional; and
WHEREAS public notice of said application has been given, and
the Planning commission has considered evidence presented by the
Community Development Department and other interested parties at a
public hearing held with respect to this application on February
21, 1996;
NOW THEREFORE, the Planning Commission of the City of Lake
Elsinore DOES HEREBY RESOLVE as follows:
SECTION 1. The Planning Commission has considered the
Environmental Impact Report adopted for the General Plan, certified
on November 27, 1990, to the proposed General Plan Amendment 96-2,
prior to making a decision to recommend that the City Council
approve the proposed amendment to the 1990 City of Lake Elsinore
General Plan. The Planning Commission finds and determines that
the General Plan Environmental Impact Report is adequate under
California Environmental Quality Act (CEQA) to analyze the
environmental effects of General Plan Amendment 96-2, and
recommends City Council approval, based upon the following findings
and determinations:
SECTION 2. That in accordance with State Planning and Zoning
law and the city of Lake Elsinore the following findings for the
approval of General Plan Amendment 96-2 have been made as follows:
1. The proposed General Plan Amendment will not be: a)
detrimental to the health, safety, comfort or general welfare
of the persons residing or working within the neighborhood of
the proposed amendment or within the City, or b) injurious to
the property or improvements in the neighborhood or wi thin the
City.
2. The proposed General Plan Amendment will bring the land use
designation of these properties into conformance with the
actual intent of the General Plan which was adopted on
November 27, 1990. This amendment will ultimately permit the
reasonable development of this property so that it is
consistent and compatible with the adjacent properties.
3. The proposed General Plan Amendment will establish a land use
density and usage more in character with the subject
property's location, access and constraints, as was ultimately
intended.

4. The proposed General Plan Amendment will not have a
significant effect on the environment.
NOW, THEREFORE, based on the above findings, the Planning
commission of the city of Lake Elsinore DOES HEREBY RECOMMEND that
the city council of the City of Lake Elsinore approve General Plan
Amendment 96-2.

WHEREAS, it may be necessary to make modifications to the
General Plan due to inaccuracies that are discovered subsequent to
its adoption; and
WHEREAS, the Planning Commission of the city of Lake Elsinore
has been delegated the responsibilities of making recommendations
for changes in the General Plan; and
WHEREAS, an application has been filed by the Frederick
Johnson Trust c/o Wells Fargo Bank to amend the City of Lake
Elsinore General Plan to revise the land uses specified on the
General Plan Land Use Map of the Land Use Element relating to
property at 1006 West Graham (Assessor Parcel # 374-222-001)
changing the land use designation from Medium High Density
Residential to Neighborhood Commercial. Also, in order to create
a more logical proposal it is suggested that the land use
designation on Assessor Parcel #'s 374-221-003 and 005 be changed
from Medium High Density Residential to Neighborhood Commercial.
WHEREAS public notice of said application has been given, and
the Planning Commission has considered evidence presented by the
community Development Department and other interested parties at a
public hearing held with respect to this application on March 6,
1996;
NOW THEREFORE, the Planning Commission of the City of Lake
Elsinore DOES HEREBY RESOLVE as follows:
SECTION 1. The Planning Commission has considered Mitigated
Negative Declaration 96-1, to the proposed General Plan Amendment
96-1, prior to making a decision to recommend that the city Council
approve the proposed amendment to the 1990 City of Lake Elsinore
General Plan. The Planning Commission finds and determines that
Mitigated Negative Declaration 96-1 is adequate under California
Environmental Quality Act (CEQA) to analyze the environmental
effects of General Plan Amendment 96-1, and recommends City Council
approval, based upon the following findings and determinations:
SECTION 2. That in accordance with State Planning and Zoning
law and the City of Lake Elsinore the following findings for the

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMEND-
ING TO THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE ADOPTION OF GENERAL PLAN AMENDMENT
96-3 (THE CITY OF LAKE ELSINORE)
WHEREAS, the General Plan must be periodically updated to meet
new conditions and from time to time be revised or amplified to
respond to unforeseen changes or needs; and
WHEREAS, the Planning Commission of the City of Lake Elsinore
has been delegated the responsibilities of making recommendations
for changes in the General Plan; and
WHEREAS, the ci ty of Lake Elsinore desires to amend the
General Plan to revise the land uses specified on the General Plan
Land Use Map of the Land Use Element relating to an la-acre site
located northwest of the intersection of Lakeshore Drive and Lake
Street from what is currently designated Future Specific Plan Area
"N" (Santa Rosa) to Low Medium Density Residential; and
WHEREAS pUblic notice of said application has been given, and
the Planning commission has considered evidence presented by the
Community Development Department and other interested parties at a
public hearing held with respect to this item on May 1, 1996;
NOW THEREFORE, the Planning commission of the city of Lake
Elsinore DOES HEREBY RESOLVE as follows:
SECTION 1. The Planning commission has considered the
proposed General Plan Amendment (GPA 96-3), prior to making a
decision to recommend that the City Council approve the proposed
amendment to the 1990 City of Lake Elsinore General Plan. The
Planning Commission finds and determines that Mitigated Negative

WHEREAS, the General Plan must be periodically updated to meet
new conditions and from time to time be revised or amplified to
respond to unforeseen changes or needs; and
WHEREAS, the Planning commission of the City of Lake Elsinore
has been delegated the responsibilities of making recommendations
for changes in the General Plan; and
WHEREAS, an application has been filed with the City of Lake
Elsinore by Golden Castle Plaza Ltd.jUnitech Building Systems to
amend the City of Lake Elsinore General Plan to revise the land
uses specified on the General Plan Land Use Map from Future
Specific Plan Area "V" to Low Medium Density Residential.
WHEREAS public notice of said application has been given, and
the Planning Commission has considered evidence presented by the
applicant, Community Development Department and other interested
parties at a public hearing held with respect to this application
on May 15, 1996;
NOW THEREFORE, the Planning Commission of the city of Lake
Elsinore DOES HEREBY RESOLVE as follows:
SECTION 1. The Planning Commission has considered the
proposed General Plan Amendment (GPA 94-3), prior to making a
decision to recommend that the City Council approve the proposed
amendment to the 1990 City of Lake Elsinore General Plan. The
Planning Commission finds and determines that Negative Declaration
88-3 and its supplement is adequate under California Environmental
Quality Act (CEQA) to analyze the environmental effects of General
Plan Amendment 94-3, and recommends City Council approval, based
upon the following findings and determinations:
SECTION 2. That in accordance with State Planning and Zoning
law and the City of Lake Elsinore the following findings for the
approval of General Plan Amendment 94-3 have been made as follows:
1. The proposed General Plan Amendment will not be: a)
detrimental to the health, safety, comfort or general welfare
of the persons residing or working within the neighborhood of
the proposed amendment or within the City, or b) injurious to
the property or improvements in the neighborhood or wi thin the
City.

96-4 (TOZAI INC.)
WHEREAS, the General Plan must be periodically updated to meet
new conditions and from time to time be revised or amplified to
respond to unforeseen changes or needs; and
WHEREAS, the Planning commission of the City of Lake Elsinore
has been delegated the responsibilities of making recommendations
for changes in the General Plan; and
WHEREAS, the applicant (Tozai Inc.) desires to amend the
General Plan to revise the land uses specified on the General Plan
Land Use Map of the Land Use Element relating to a 9.2-acre portion
of a 64-acre site fronting Lakeshore Drive, 420 feet west of the
intersection of Riverside Drive from what is currently designated
Future Specific Plan Area "Q" to General commercial; and
WHEREAS public notice of said application has been given, and
the Planning commission has considered evidence presented by the
community Development Department and other interested parties at a
public hearing held with respect to this item on June 5, 1996;
NOW THEREFORE, the Planning Commission of the City of Lake
Elsinore DOES HEREBY RESOLVE as follows:
SECTION 1. The Planning commission has considered the
proposed General Plan Amendment (GPA 96-4), prior to making a
decision to recommend that the city Council approve the proposed
amendment to the 1990 city of Lake Elsinore General Plan. The
Planning Commission finds and determines that Mitigated Negative
