A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LAKE ELSINORE, CALIFORNIA, APPROVING AN
EXPANSION OF A SINGLE-FAMILY RESIDENCE (NON-
CONFORMING STRUCTURE/USE) WITHIN A COMMERCIAL
ZONE (207 NORTH RILEY STREET)
THE CITY COUNCIL OF TAE CITY OF LAKE ELSINORE,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
WHEREAS, an application has been filed with the City of
Lake Elsinore by Marty and Geniveve Gutierrez for the expansion of
a single-family residence upon a commercially zoned parcel at 207
North Riley.
WHEREAS, Section 17.72.040 of the Zoning Code provides
for additions, enlargements or alterations of non-conforming uses
providing they conform with the provisions of this title.
WAEREAS, this proposal is necessary because the existing
single-family residence is a legal non-conforming structure and use
on commercially zoned property.
WHEREAS, the General Plan adopted in November 1990
designates the land use for this property and the surrounding area
as Central Business District, which has not been adopted. The
proposed Central Business District Plan designates this property as
High Density Residential.
PASSED, APPROVED AND ADOPTED this 26th day of November,
1991, by the following roll call vote:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LAKE ELSINORE, CALIFORNIA, ADOPTING
REVISED COUNCIL POLICY NUMBER 100-4 REGARDING
PREPARATION OF CITY COUNCIL AGENDAS.
BE IT RESOLVED by the City Council of the City of Lake
Elsinore, California, that Council Policy No. 100-4, Preparation
of City Council Agendas, is hereby revised and set forth in the
Council Policy Manual filed in the Office of the City Clerk.
BE IT FURTHER RESOLVED, that the City Clerk is hereby
instructed to add the aforesaid document to the Council Policy
Manual and distribute same to Councilmembers and appropriate City
personnel.

BACKGROUND:
The Lake Elsinore City Council meets regularly on the second and fourth
Tuesdays of every month. The planning preparation, printing and
dissemination of the Agenda for these meetings, is an ongoing,
interdependent activity. A number of timely, coordinated actions must be
performed on a weekly basis. If problems or delays are to be avoided, all
departments must adhere to fundamental format and procedure requirements.
PURPOSE:
The purpose of an agenda is to provide a framework within which a meeting
is to be conducted. An Agenda should:
1. Set the stage for conducting business,
2. Present items or proposals for Councilmembers to consider -
matters on which action is required,
3. Provide well-organized information on which Councilmembers can
base their decisions,
4. Facilitate the deliberations and actions of the Council and
make it easier for them to conduct the business which has been
brought before them, and
5. Provide guidelines which allow for the efficient conduct of
meetings.
PROCEDURE:
The specific steps involved in preparing the City Council agenda are as
follows:
1. Tlie first stage of Council Agenda preparation actually begins at
the Monday morning staff ineeting, two weeks prior to the
regularly scheduled City Council meeting. At this meeting,
preliminary agenda planning is accomplished and reports are
assigned and respective department input is received.

PROCEDURE - Continued.
2. Prior to the next staff ineeting, department heads must submit
proposed ordinances, resolutions, contracts, agreements, and any
other legal documents which are proposed for inclusion in the
Council agenda, to the City Attorney for his review and approval.
The report to City Council which accompanies these documents must
indicate City Attorney approval. The original and one copy of
legal documents must be included at the time the agenda items
are submitted to the City Clerk.
3. At the next Monday staff ineeting, one week prior to the regularly
scheduled City Council meeting, agenda items are discussed and
finalized. Any new items which are deemed necessary for addition
to the tentative agenda must be added at this meeting. No
additions requiring departmental investigation, will be
considered after Noon on Monday, prior to the following Tuesday
Council Meeting.
Pursuant to A62674 (See Council Policy No. 200-2 - Open Meetings
- Brown Act), Section 54954.2 provides that the agenda must
include a description of each item of business "to be transacted
or discussed".
Department Heads will submit approved agenda items, using the
approved format, with all exhibits and back-up material, and each
page stamped with "Agenda Item No. " and "Page No.
of ", at the lower right-hand corner, to the City Clerk
by Noon on Wednesday.
By Thursday morning, the City Clerk will organize the agenda
items and present the packet to the City Manager for review.
Department will be notified of any revisions or additional
back-up information which may be required. These revisions
and/or additional information must be completed and submitted
to the City Clerk prior to 5:00 p.m. on Thursday. If this
requirement is not complied with, the item will be removetl from
the agenda.
On Friday morning the City Clerk's Office will prepare the final
agenda and print agenda packets. Friday afternoon,if possible,
by 2:00 p.m. agenda packets are distributed to City
Councilmembers, City Attorney, City Manager, Department Heads
and the Press. The City Clerk will post a copy of the agenda in
the locked bulletin board next to the main entrance to City Hall.
The regular agenda will include the following:

B. A statement that those persons requesting to speak on an
agendized item will be allowed to do so at the time the
Council considers that item. Requests to address Council
should be completed and presented to the City Clerk prior to
the meeting.
C. A description of each item of business to be transacted at
the Council meeting, reasonably calculated to adequately
inform the public.
D. Recommended Council Action, if appropriate.
8. Upon posting of the Agenda, the City Clerk shall affix to that
agenda an affidavit of posting, declaring the time and place
where the agenda was posted. These agendas and affidavits shall
be filed in the Office of the City Clerk, for public reference.
9. Preparation of agendas for the Redevelopment Agency, Lake
Elsinore Transit System, and Public Finance Authority are
governed by the same procedures as outlined herein.

of agenda items, are available in the City Clerk's Office.
