RESOLUTION OF THE LAKE ELSINORE CITY COUNCIL APPROVING THE
SUBMITTAL OF SOLID WASTE TRANSFER FACILITIES WHICH ARE DESIGNED TO
RECOVER FOR REUSE OR RECYCLING LESS THAN 15 PERCENT OF THE TOTAL
VOLUME OF MATERIAL RECEIVED BY THE FACILITY AND SERVES ONLY ONE
JURISDICTION TO THE RIVERSIDE COUNTY IACAL TASK FORCE FOR COMMENT
AS PART OF THE FACILITIES REQUIRED REVIEW AND "COMMENT" PROCESS
WHEREAS, all Cities and Counties must meet the State mandated goals
of 25% of all solid waste diverted from landfill or transformation
facilities by January l, 1995, and 50$ by January 1, 2000, and
WHEREAS, Riverside County must
Waste Management Plan (CIWMP)
tacilities that will help maka
possible; and
prepare a Countywide Integrated
and encourage the siting of
the achievemant of these goals
WHEREAS, section 5000 (d) of the California State Public Resources
Code requires counties and the majority of the cities in the county
containing a majority of the population of the incorporated are of
the county to resolve by February 1, 1991, which County wide review
process those solid waste transfer facilities which are designed
to, and, as a condition of their permits, shall, recover for reuse
or recycling less than 15 percent of the total volume of material
received by the facility and which serve only one jurisdiction will
be required to follow; and
WHEREAS, the City of Lake Elsinore has determined that the
Countywide review process should be accomplished by one agency as
opposed to having all Cities and the County review each submittal
and that the Riverside County Local Task Force is the appropriate
agency to review and comment on all prospective sitings of said
transfer facilities that serve only one jurisdiction; now,
therefore,
BE IT RESOLVED by the City Council of the City of Lake Elsinore
hereby determines that the Riverside County Local Task Force shall
review and comment on all prospective sitings of said transfer
facilities that serve only one jurisdiction.
PASSED, APPROVED AND ADOPTED this 8th day of January, 1991, by the following
vote:
