HomeMy WebLinkAboutCC Reso No 1991-03RESOLUTION NO. 91- 3 A RESOLUTSON OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, CONSENTING TO THE COMMENCEMENT OF PROCEEDINGS TO ANNEX TO THE CITY OF LAKE ELSINORE CERTAIN TERRITORY DESCRIBED HEREIN AND DESIGNATED "ANNEXATION NO. 54 - NORTH PEAK" WHEREAS, TMC Developments has filed an application with the City of Lake Elsinore for annexation of an approximately 2,250- acre site currently located in the jurisdiction of the County of Riverside (Exhibit I); and WHEREAS, a Service Provision Plan for Annexation No. 54 has been prepared by TMC Developments to provide the City of Lake Elsinore, the Riverside County Local Agency Formation Commission, and other governmental agencies with information concerning the provision of services for the North Peak Specific Plan area into the City of Lake Elsinore (Exhibit II); and WHEREAS, the Planning Commission, at its regular meeting on December 5, 1990, adopted Resolution No. 90-17 recommending commencement of annexation proceedings for Annexation No. 54; and WHEREAS, i4: is the desire of the City Council to give its consent to the commencement of annexation proceedings. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LAKE ELS~NORE, CALIFORNIA: 1. That consent is YYereby granted for the commencement of annexation proceedings in accord with the California Governmeflt Code Section 56000 et. seq. for the territory designated hereby as "Annexation No. 54 - North Peak,°1 which consists of approximately 2,250 acres generally bounded by Steele Valley to the north, Wasson Canyon to the east, Highway 74 and the Lake Elsinore city limits to the south, and E1 Toro Road to the west, as shown on Exhibit I attached hereto and made a part hereof. 2. BO/D4- EX~IBIT II SERVICE PROVISION PLAN ANNEXATTON AREA NO. 54 NORTH PEAK SPECIFIC PLAN COUNTY OF RIVERSIDE, CA SUBMITTED TO: COMMUNITY SERVICES DEPARTMENT CITY OF LAKE ELSINORE BY: TMC COMMUNITIES Introduction The purpose of this report is to provide the City of Lake Elsinore, the Riverside County Local Agency Formation Commission (LAFCO) and other governmental agencies with information concerning the provision of services for the proposed annexation of the North Peak Specific Plan Area into the City of Lake Elsinore. This service plan includes a brief description of the Specific Plan and proposed development, along with the proposed policies and municipal services that would be provided should the property be annexed into the City. Specific Plan The 2,228-acre North Peak annexation area is located north of Highway 74, approximately 1.5 miles east of I-15. Contained within the annexation area is the 1,964-acre North Peak Specific Plan. The majority of the land is currently vacant property and consists of rolling hills, valleys and granite rock outcroppings. There is both completed and proposed development surrounding the site. To the east of the project is the existing Meadowbrook residential area, south is the approved Ramsgate Specific Plan, west is existing rural residential and to the north is vacant land and orange groves. The Iower two-thirds of the site is located within the City of Lake Elsinore's sphere of influence. The proposed use of the Specific Plan area is mixed-use development containing residentiai enclaves, parks, schools, and commercial areas. The Specific Plan wili contain 4,621 residential units, or 816 per acre, approximately 32 acres of commercial development, and 991 acres of open space and parks. Water Service The southern two-thirds of the site, Villages I and II of the Specific Plan, lie within the service area designated as Planning District 4 in the Elsinore Valley Municipal Water District (EVMWD). The EVMWD will, therefore, serve Villages I and II. The northern one-third of the site, Village III, is located within the sphere of influence (but is not currently within the boundaries) of the EVMWD. Village III has natural drainage into the sphere of influence of the EVMWD and is proposed to be annexed into and served by the EVMWD. IO/?3/90 2 An existing ten-inch pipe within Highway 74 (SR-74) is the only source of water distribution to the project area at the present time. According to the District Master Plan, this facility is now supplying at its maximum capacity. A - 20-inch water main is Master-Planned to serve the general area with 6.3 million gallons per day (mgd). This main is planned to connect to an existing 27-inch main that supplies the Baker Street reservoir with an HGL elevation of 1,434 feet. The above improvement will provide service to the subject property. The developer will provide financing for the onsite water improvements. The costs of offsite line extensions will be shared with other developers in the area. Operation and maintenance of the new facilities will be the responsibility of EVMWD. Project buildout is expected within nine years after Tentative Map approval. Sewer Service EVMWD will provide sanitary sewer service for the proposed development. The EVMWD waste water treatment plant is located approximately two miles southwest of the project at Trevlan and Chaney Streets (see figure 1). The plant has a capacity of 3.0 mgd. Expansion is scheduled to add 1.0 mgd of capacity in 1991, with an ultimate capacity of 20 mgd in the year 2010. Sewage will be collected through a network of sewer lines and lift stations within the project. This will provide a means of collecting all sewage generated by the project and discharging it into a proposed offsite sewer main in SR-74. The offsite sewer main will be routed southerly along SR-74 to an existing 15-inch pipe at Collier Avenue, which flows directly to the existing EVMWD waste treatment plant. The developer will provide financing for the onsite sanitary sewer facilities. The costs of the offsite line extension will be shared with other developments in the area. Operation and maintenance of the new facilities will be the responsibility of EVMWD. Project buildout is expected nine years after Tentative Map approval. Transportation Access to the North Peak site will be via SR-74 and Nichols Road. The project will participate in the widening of SR-74 to CalTrans standards and Nichols Road to meet traffic demands generated onsite. El Toro Road and Nichols Road, both 4-lane arterial streets within the Specific Plan, will connect to SR- 74 and Nichols Road offsite. In addition, onsite 4-lane arterial, 4-lane 10/23/90 3 secondary, 2-lane collector, local public streets, and local private streets will be constructed by the developer. The onsite road system construction will be financed through the implementation of a Community Facilities District. Offsite roads may be financed through a Benefit Assessment District or a Community Facilities District. The onsite roads will be constructed in five phases according to the Specific Plan phasing. Offsite roads will be constructed in accordance with traffic demands. Police Protection The police services for the area will be provided by the City of Lake Elsinore through a contract with the Riverside County Sheritf's Department. The site will be served by the substation located at 117 South Langstaff in Lake Eisinore. Response time from the Lake Elsinore Substation to the project is currently six minutes for emergency and 26 minutes for non-emergemcy calls. This development would be served on a dispatch basis from a patrol beat with an urban level response time of approximately 3 to 8 minutes. Fire Protection Local fire protection in the vicinity of the proposed project is provided by the Riverside County Fire Department, Lake Elsinore Division. The City of Lake Elsinore contracts with the Riverside County Fire Department to provide fire protection for areas within the City. Therefore, County requirements are applicable to the site. Two fire stations currently protect the site: Station 5 and Station il. Station 5 is located six miles from the project at 28971 Goetz Road and has a response time of ten minutes. The station is equipped with one fire engine and one rescue squad. Starion is located six miles from the project at 17643 Brighhnan Avenue and has a response time of ten minutes. The station is equipped with two fire engines and one rescue squad. As outlined in the County of Riverside General Plan-Public Facilities and Services Element (1986), response times by emergency fire equipment shall be no greater than five minutes in urbanized areas. Therefore, a new Category 2 fire station will be required to accommodate development occurring along SR-74. The project generates a need for 72% of a Category 2 station. The project will participate on a fair-share basis in the construction of a new fire station. 10/23/90 4 Electricitv Southern California Edison (SCE) maintains electric service pole lines along Hammack Avenue, Crumpton Road, and Rachel Way; and a 12kv line located along SR-74. Total electrical use for the project is estimated to be 4.94 x 10' kilowatt hours per year. Existing SCE facilities along SR-74 will need to be extended into the project. According to SCE representatives, a main 12kv underground line would be necessary to provide electrical service to the project. The developer will work with SCE to provide offsite facilities and will pay all applicable hookup fees. New onsite facilities will be required to serve the lots as they are developed and will be financed by the developer. Natural Gas Natural gas is provided to the area by Southern California Gas Company (SCGC). The nearest facility is located on Conard Avenue off SR-74, and continues along Conard to Nichols Road, then north on El Toro Road for 500 feet. The SCGC indicates that the existing lines on Lake Street and Robb Road have the available capacity for local service needs. Natural gas consumption is estimated to be 4.07 x 10$ cubic feet per year. The developer will coordinate with service and utility providers in improving and expanding existing facilities during the construction phase of the project on order to avoid disruption of existing facilities. Telephone GTE has indicated that they will be capable of providing telephone services to the project. GTE does not envision the project causing fundamental problems with the normal service offerings or construction practices. The existing GTE service line along SR-74 will need to be upgraded in order to accommodate the project. GTE will design and pay for_ service extension lines, except for 200 feet of line next to each tract boundary which will be funded by the project proponent. Schools The site is currently served by the Lake Elsinore Unified School District, the Perris Elementary School District and the Perris Union High School District. The North Peak Specific Plan is projected to generate 4,060 students. The Lake Elsinore Unified District is projected to increase by 791 elementary school students, 120 intermediate and 162 high school students. The Perris Elementary School District is projected to get an increase of 1,894 elementary 10/23/90 5 and 386 intermediate students, and the Perris Union High School District 707 students. - ViIlage I of the Specific Plan (within the Lake Elsinore Unified Schooi District) reserves an elementary school site of approximately ten acres. Within Villages II and III (located in the Perris Elementary School District), the Specific Plan reserves two elementary school sites of approximately ten acres each. All applicable impact fees will be paid by the developer or builder at the appropriate time. SoIid Waste The proposed annexation area is located within the El Sobrante Landfill Service Area operated by the County of Riverside. The development will generate a fracrion of one percent of the remaining landfill capacity. The landfill, which has the potential for future expansion, currently has sufficient capacity to accommodate the proposed project. Refuse collecHon services will be provided under contract to the City by private haulers. Street LiQhtin ', The cost of street light installation will be the responsibility of the developer ' at no cost to the City. Maintenance and power costs will be the responsibility -- of the City Landscaping/Lighting Maintenance District. All homeowners pay an annual fee to the District for its continuing operation. Parks and Recreation Park and recreation requirements for the proposed annexation area will be satisfied by the developer through the dedication of park land or through the payment of mitigation fees at the appropriate time. 10/23/90 6
