A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LAKE ELSINORE, CALIFORNIA, CONSENTING TO
THE COMMENCEMENT OF PROCEEDINGS TO ANNEX TO
THE CITY OF LAKE ELSINORE AND CONCURRENT
DETACHMENT FROM THE ORTEGA TRAILS RECREATION
AND PARK DISTRICT CERTAIN UNINHABITED
TERRITORY DESCRIBED HEREIN AND DESIGNATED
"ANNEXATION NO. 64 - WILLIAM AND ROSALYNE
HALL"
WHEREAS, on July 10, 1992, the proponent of the
Annexation, known as "Annexation No. 64 - William and Rosalyne
Hall" has requested that the City Council consent to the
commencement of proceedings to annex said area, which is contiguous
to the City of Lake Elsinore; and
WHEREAS, the said annexation area is entirely within the
City Sphere of Influence; and
WHEREAS, the City Planning Commission, at a regular
meeting held on December 2, 1992, made its report upon the
desirability and made its recommendations in favor of said
annexation; and
WHEREAS, the City Council has considered evidence
presented by the Community Development Department, the applicant,
and other interested parties at a public hearing held on December
22, 1992; and
WHEREAS, it is the desire of the City Council to give its
consent to the commencement of annexation proceedings and
concurrent detachment from the Ortega Trails Recreation and Park
District.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
LAKE ELSINORE, CALIFORNIA:
1. That consent be and hereby is granted for the
commencement of annexation proceedings in accord
with California Government Code Section 56000 et
seq. for the uninhabited territory designated
hereby as "Annexation No. 64 - William and Rosalyne
Hall", which consists of approximately 87 acres of
land, whose boundaries are set forth in Exhibit "A"
attached hereto and by this reference incorporated
herein; and
2. The City Clerk shall certify to the adoption of
this resolution.
PASSED, APPROVED AND ADOPTED this 22nd day of December
1992, at a regular meeting of the City Council of the City of Lake
Elsinore, California, by the following vote:

RESOLUTION NO. 9~,
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LAKE ELSINORE, CALIFORNIA, FOR PARK USAGE AND
FEE STRUCTURE
WHEREAS, City residents are paying for maintenance of parks
through their landscaping and lighting district fees; and
WHEREAS, City residents are paying for the capitalization of new
parks through their mortgage payments in that the price of the parks
has been .passed on to the home buyer; and
WHEREAS, the City has a master plan of parks which will provide
for parks for future City residents; and
WHEREAS, the City wishes to assist non-city residents to provide
recreation for all residents in the surrounding communities, but not
to the detriment of City residents who pay for City fields/parks and
their maintenance, and who are providing plans for future parks.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Lake Elsinore, California, that a policy is hereby adopted that
the City, so far as practical and necessary and so far as permitted
by other agreements with other agencies, will give preference to City
residents, including City-only teams, in the scheduling of events at
City parks, and that a program of sharing the costs of maintaining
and providing fields be addressed to those non-City residents who
wish to use those parks.
