RESOLUTION NOo 1180
RESOLUTION DECLARING THAT PROCEEDINGS HAVE BEEN INITIATED
BY THE COUNCIL OF THE CITY OF ELSINORE TO ANNEX TO SAID
CITY CERTAIN UNINHABITED TERRITORY DESCRIBED HEREIN AND
DESIGNATED "CITY OF ELSINORE ANNEXATION NO. 10".
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELSINORE:

1. That pursuant to the provisions of the Annexation of Uninhabited Territory
Act of J939, proceedings have been initiated by the Council of the City of

Elsinore, on its own motion, to annex to the City of Elsinore all that
5
uninhabited terrttory.situate in the County of Riverside, State of California,
hereby designated as "City of Elsinore Annexation No. 10" and described as

follows:

A Portion of Block H, all of Blocks G and F, and the northeasterly half
of Block E as shown on plat showing resubdivision of Block D, Elsinore, on file
in Map Book 6, Page 296, Records of San Diego County, California, in the Rancho
La Laguna, and portions of Sections 15, 16, 21 and 22, T6S., R4W., S.B.M., more
particularly described as follows:

Beginning at the intersection of the southwesterly line of said Block H
with the center line of Sylvester Street as shown on map filed by the Division
of Beaches and Parks in Record of Survey Book 38, Page 11, Records of Riverside
County, said intersection being a point in the existing boundary of the City of
Elsinore;
thence southeasterly along said center line and the southeasterly prolong-
ation thereof, being also said existing boundary of the City of Elsinore, to the
center line of Mission Trail, shown as County Highway on Map of Sedco, Tract 2,
on file in Map Book 10, Pages 76 through 78, Records of Riverside County;
thence southeasterly along the various courses of said center line of
Mission Trail as show on Map of Sedco, Tract 2, and as shown on Map of Sedco,
Tract 1 on file in Map Book 10, Pages 58 through 75, Records of Riverside County,
to the center line of Corydon Street as shown on said Map of Sedco Tract 1;
thence s. 360351 W. along said center line of Corydon Street to the most
southerly corner of Lot 17, said Block E;
thence N. 53026150" W. along lot lines to the most westerly corner of
Lot 1, said Block E, being corner No. 53 as shown on said Record of Survey Map
filed by the Division of Beaches and Parks, and an angle point in said existing
boundary of the City of Elsinore;
thence in a northeasterly and northwesterly direction along the various
courses of the survey line as shown on said map, being also said existing
boundary of the City of Elsinore, to the point of beginning.

1 2. That the Council of the City of Elsinore desires to annex said
2 uninhabited territory to the City of Elsinore for the following reasons:
3 The territory is contiguous to the City of Elsinore, and its proposed
4 annexation wi 11 contribute to and faci J itate the orderly growth and develop-
5 ment of the city and the proper development and regulation of the territory
6 proposed to be annexed; will facilitate and contribute to the proper and
7 orderly development both within the city and within the territory proposed to
8 be annexed and in a manner most condusive to the welfare of said city and
9 uninhabited territory.
10 3. That the Local Agency Formation Commission of Riverside County,
11 California, did in session duly assembled on the 19th day of January, 1966,
12 approvd the proposed annexation boundaries of said "City of Elsinore
13 Annexation No. 1011, as above described and as submitted to said Commission by
14 the Council of the City of Elsinore.
15 4. That on March 14, 1966 at 7:30 P.M. in the council chambers in the
16 City Hall in the City of Elsinore, County of Riverside, California, is hereby
17 fixed as the time and place when and where any person owning real property
18 within the uninhabited territory above described and proposed to be annexed
19 to the City of Elsinore, and having any objections to the proposed annexation,
20 may appear before the Council of the City of Elsinore and show cause why such
21 uninhabited territory should not be so annexed to said City of Elsinore.
22 Such protests must be in writing and may be filed at any time before the
23 hour set for hearing objections to the proposed annexation, and shall state
24 the name or names of the owner or owners of property effected, and the
25 description and area of such property, in general terms.
26 5. The City Clerk of the City of Elsinore is hereby authorized and
27 directed to cause a copy of the Resolution to be published at least twice, but
28 not oftener than onGe a week, in the Elsinore Valley Sun, a newspaper of
29 general circulation published in said City of Elsinore, the city to which it
30 is proposed to annex the aforesaid territory. and also in the Riverside
31 Enterprise, a newspaper of general circulation published outside the City of
32 Elsinore, but in the County of Riverside, California, the county tn which is

located the territory proposed to be annexed to the City of Elsinore, said
publication to be completed at least twenty (20} days prior to the date set
for hearing.

6. The City Clerk is further authorized and directed to cause written

notice of such proposed annexation to be mailed to each person to whom land
6
within the territory proposed to be annexed is assessed in the last analyzed
7
County Assessment Roll available on the date the above said proceedings were
8
initiated at the addresses shown on said Assessment Roll or known to the
9
clerk and to any person who has filed his name and address and the designation
10
of the lands in which he has an interest, either legal or equitable, with the
City Clerk, such notice to be given not less than twenty (20) days before the

first public hearing on the proposed annexation.

7. In the event any land within the territory proposed to be annexed is
14
owned by the County, the City Clerk is directed to cause written notice of
15
such proposed annexation to be mailed to the Board of Supervisors of the
County, such notice to be given not less than twenty (20) days before the first
16

public hearing on the proposed annexation.

8. In the event there is, upon the land proposed to be annexed a
19
structural improvement owned, being acquired or leased by a County Fire
20
Protection District, the said Clerk is directed to cause written notice of
21
such proposed annexation to be mailed to the governing body of such district,
22
such notice to be sent not less than ten (10) days before the first public
23
hearing upon such proposed annexation.

90 The City Clerk is directed to cause written notice to be given to such
25
other persons as may be legal led entitled thereto, in the manner required by
26
law.

1. That pursuant to the provis-
ions of the Annexation of Uninhabit-
ed Territory Act of 1939, proceedings
have been Initiated by the Council
of 'the City of Elsinore, ,on its own
motion, to annex to the City of Elsi-
nore all that uninhabited territory
situate in the County of Riverside,
State of Callfornia, hereby desig-
nated as "City of Elsinore Anne'(8-
tlon No. 10" and described as fol
lows:
A Portion of Block H, all of
Blocks G and F, and the northeast-
erly half of Block E as shown on plat
showing resubdlvlslon of Block D,
Elsinore. on file in Map Book 6,
Page 296. Records of San Diego,
County. Callfornla. In the Rancho
La Laguna, and portions of Sections
15 16. 21 and 22, T6S.. R4W., S.B.M.
more particularly described as fol-
lows:
Beginning at the Intersection of
the southwesterly llne of said Block
H with the center llne of Sylvester

existing boundary of the City of
Elsinore, to the point of beginning.
2. That the Council of the City of
Elsinore desires to annex said unln
hablted territory to the City of Elsi-
nore for the following reasons: The
territory Is contiguous to the City
of Elsinore, and its proposed annexa-
tion will contribute to and facilitate
the orderly growth and development
of the city and the proper develop-
ment and regulation of the territory
proposed to be annexed; will facili-
tate and contribute .to the proper
and orderly development both within
the city and within the territory
proposed to be annexed and In a
manner most condusive to the wel-
fare of said city and uninhabited
territory.
3. That the Local Agency Forma-
tion Commission of Riverside Coun-
ty, California. did in session duly
assembled on the 19th day of Janu~
ary, 1966, approved the proposed
annexation boundaries of said
"City of Elsinore Annexation
No. 10", as above described and as
submitted to said Commission by
the Council of the City of Elsinore.
. That on March 14, 1966 at 7:30
P.M. In the council chambers In the
City Hall in the City of Elsinore,
County of Riverside. California, is
hereby fixed as the time and place
when and where any person owning
real property within the uninhabited
territory above described and pro-
posed to be annexed to the City of
E!sinore, and having any Objections
to the proposed annexation, may ap-
pear before the Councll of the City
of Elsinore and show cause why
such uninhabited territory should
not be so annexed to said City of
Etslnore. Such protests must be in
writing and may be flled at any
time before the hour set for hearing
objections to the proposed annexa-
tion, and shall state the name or
names of the owner or owners of
property effected, and the descrlp
tion and area of such property, In
general terms.
5. The City Clerk of the City of
Elsinore Is hereby authorized and
directed to cause a copy of the Reso-
lution to be published at least twice,
but not oftener than once a week, in
the Elsinore Valley Sun, a newspa-
per of general circulation publlshed
In said City of Elsinore. the city to
which It Is proposed to annex the
aforesaid territory, and also In the
Riverside Enterprise, a newspaper
of general circulation published out>-
side the City of Elsinore, but In the
County of Riverside, California, the
county In which is located the terri-
tory proposed to be annexed to the
City of Elsinore, said publ1catlon to
be completed at least twenty (20)
days prior to the date set for hear-
ing.
6. The City Clerk Is further auth-
orized and directed to cause written
notice of such proposed lannexatlon
to be mailed to each person to whom
land within the territory proposed
to be annexed is assessed In the last
analyzed County Assessment Roll
available on the date the above sald
proceedings were Initiated at the
addresses shown on said Assessment
Roll or known to the clerk and to
any person who has filed his name
and address and the designation ot
the lands In which he has an Inter-
est, either legal or equitable, with
the City Clerk, such notice to be
given not less than twenty (20) days
before the first public hearing on
the pli'oposed annexation.
7. In the event any land within the
territory proposed to be annexed is
owned by the County, the City C):erk
Is directed to cause written notice
of such proposed annexation to be
mailed to the Board ot Supervisors
of the County such notice to be
given not less than twenty (20) days
before the first publlc hearing on
the proposed annexation.
8. In the event there Is, upon the
land proposed to be annexed a
structural improvement owned, be-
ing acquired or leased by a County
Fire Protection Dlstli'ict, the said
Clerk is directed to cause written
notice of such proposed annexation
to be mailed to the governing body
of such district, such notice to be
sent not less than ten (10) days be-
fore the first publlc hearing upon
such proposed annexation.
9. The City Clerk is directed to
cause written notice to be given to
such other persons as may be legal-
led entitled thereto, in the manneii'
required by law.

the CiL;- :Manager, the Building In-
sp{~ctor. and the Chicf Engineer of
t.he RiversicIe Flood Control and
Water -Conservation District. Said
approvals shaH be in writing, . a,nd
thereafter said plans and approvals
shall be submitted to the City Coun-
cil of the City of Elsinore tor their
examination. The City Council shall
have the pov".er to reject any build-
ing pern1it or to impose .such tenns
a.."1d. conditions as they in their sole
discretion deeln to be nece.ss'ary be-
fore any building permIt shall
,issue. Nothing herein contained

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ELSINORE, CALIFORNIA, RECITING THE FACT OF THE
GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF
ELSINORE ON THE 12TH DAY OF APRIL, 1966, DECLARING
THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE
PROVIDED BY LAW.
WHEREAS, a regular general municipal election was held and conducted in the
City of Elsinore, County of Riverside, State of California, on Tuesday, the 12th
day of April, 1966, as required by law; and
WHEREAS, notice of said election was duly and regularly given in time, form
and manner as provided by law; that voting precincts were properly established;
that election officers were appointed and that in all respects said election was
held and conducted and the votes cast thereat, received and canvassed and the
returns made and declared in time, form and manner as required by the provisions
of the Elections Code of the State of California for the molding of elections
in cities; and
WHEREAS, pursuant to Resolution No. 1182 adopted the 11th day of April, 1966,
the City Clerk of the City of Elsinore canvassed the returns of said election and
has certified the results to this City Council, said results are received, attached
and made a part hereof as IIExhibit A.II
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ELSINORE, CALIFORNIA, DOES
RESOLVE AS FOLLOWS:
SECTION I. That there were 3 voting precincts established for the purpose of
holding said election consisting of consolidations of the regular election precincts
in the City of Elsinore as established for the holding of state and county elections.
SECTION 2. That said regular general municipal election was held for the purpose
of electing the following officers of said City as required by the laws relating to
cities in the State of California, to wit;
2 Members of the City Council of said City for the full term
of four yea rs;
SECTION 3. That the whole number of votes cast in said City except absent
voter ballots was 791.
That the whole number of absent voter ballots cast in said City was 115,
making a total of 906 votes cast in said City.
SECTION 4. That the names of persons voted for at said election for Member
of the City Council of said City are as follows:

Hilbert H. Stewart
Kenneth R. Abbott
Walter C. Bittle
Eugene J. Carter
Bennett M. (Ben) Corazza
Rupert H. Lucas

SECTION 5. The City Council does declare and determine that:
Walter C. Bittle was elected as Member of the City Council of said
City for the fu II term of four yea rs;
Eugene J. Carter was elected as l'lember of the City Council of said
City for the full term of four years;
SECTION 6. The City Clerk shall enter on the records of the City Council
of said City, a statement of the result of said election, showing:
(1) The whole number of votes cast in the city;
(2) The names of the persons voted for;
(3) For what office each person was voted for;
(4) The number of votes given at each precinct to each person;
(5) The number of votes given in the city to each person.
SECTION 7. That the City Clerk shall immediately make and, upon compliance by
the persons elected with the provisions of Section 11565 and Section 11568 of the
Elections Code of the State of California, shall deliver to each of such persons
so elected a Certificate of Elections signed by her and duly authenticated; that
she shall also administer to each person elected, the Oath of Office prescribed in
the State Constitution of the State of California and shall have them subscribe there-
to and file the same in her office. Whereupon, each and all of said persons so
elected shall be inducted into the respective office to which they have been elected.
SECTION 8. That the City Clerk shall certify to the passage and adoption of
this resolution; shall enter the same in the book of original Resolutions of said
City; and shall make a minute of the passage and adoption thereof in the records
of the proceedings of the City Council of said City, in the minutes of the meeting
at which the same is passed and adopted.

RESOLUTION AUTHORIZING EXECUTION OF A CONTRACT BETWEEN
THE STATE OF CALIFORNIA AND THE CITY OF ELSINORE
PURSUANT TO CHAPTER 1641, STATUTES OF 1959
WHEREAS, the City of ELS I NORE . has previously
requested the State Department of Finance to provide planning assistance
to it under authority of Chapter 1641, Statutes of 1959 in conjunction
with Section. 701 of the Housing Act of 1954, as amended; and
, WHEREAS, the State has accordingly prepared a proposed agreement.
between the City and State entitled '''Agreement Between the State of
California and the City of ELSINORE relating to Urban
Planning Assistance", further identified as LPO-p / 193-CNS-l .
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. That the City Clerk, Flnrpnp M~r~h~ll is hereby authorized
and directed to execute the aforesaid agreement with the State on behalf
of .the City and the City agrees to be bound by the terms thereof.
2. That should subsequent events indicate to the State the
necessity or desirability thereof, at the request of the State, Florp.M
Marshall is authorized to enter into and execute on ~ehalf
of the City any amendment to this agreement proposed by the State which
does no more than extend the maximum period ,for completion of any services
to be performed by the City thereunder to such date as is requested by

(c) "The Budget" means the budget approved by the Federal Govern-
ment with respect to the contrlict, and any revision or modification of
such budget approved, authorized, or permitted by the Government.
(d) The "cost" means an amount equal to the sum of all obliga-
tions incurred by the State by virtue of the contract, this agreement,
or by virtue of any contracts between the State and third parties re-
lating to the project.
(e) nSection 701" means Section 701 of the Housing Act of 1954,
as amended.
(f) liGovernment" means the Yeder'al Government.
2. Upon entering into the contract the State shall supervise the pro-
ject, and shall carry out either directly or vIa contractors all thereof, except
that the State shall not be required to carry out any portion of the project unless
the State has received sufficient funds therefor from the Government or the City,
or from an appropriation by the Legislature.
3. It is agreed that any payments received by the State from the
tederal Government or City for the project shan be expended solely toward the
completion of the project in a manner consist'ent with the contract and t~ts agreement.
4. All covenants of the State in thiS instrument, in addi tion to being
subject to any contingencies stated in connect1()n therewith, are subject to com-
pliance by the City with all its obligations and covenants under this agreement.
5. Upon entering into the contract, and subject to the terms thereof;
the State will, from time to time, file with the Government all appropriate docu-
ments and comply with all requirements of the Government necessary to obtain the
grant or grant!')

6. The State agre~s to request changes in the project, budget, or con-
tract, as may be requested by the City and approved by the State, provided that
all provisions of this agreement shall be deemed to apply to any such changes
consented to by the Government.
7. The State may, irrespective of whether or not it engages contractors
to perform any of its obligations under this instrument, insofar as it may deem it
practicable under the conditions whereby the Same may be permitted by the Government,
include in the cost official time devoted directly to the project by any of its
employees.
8. The State may terminate this agreement at any time by notice in
writing to the City, provided that all rights ~hich may exist on behalf of either
party against the other by virtue of any act or transaction related to or arising
out of this agreement and occurring prior to such termination, shall be unaffected
thereby, and provided further that the State shall. upon termination by it of this
agreement, or as soon thereafter as may be practicable, file a claim for reimburse-
ment from the Government for all amounts to which it may be entitled under the
contract upon such termination, and shall account to the City for any proceeds
received by the Government in the same manner as if such proceeds had been re-
ceived prior to such termination.
9. The City agrees to pay to the State an amount equal to the cost,
less the Federal grant made and actually disbursed under the contract, provided
that for the purposes of the foregoing Federal monies shall be deemed to be
actually disbursed in accordance with final adjustments of amounts due between
the State and Government under the contract.
As is credit against its obligations to pay the cost, the City agrees to
pay the State the cash sum of $ 11.....11 on or before July 15 , 19 66.

In addition to any other obligation assumed under this agreement. the City also
agrees that it will promptly remit to the State upon its request ~ny additional
amounts which the State deems necessary by reason of any default on the part of
the city in the completion of services, or by reason an the part of any consultant
with whom the State should contract to carry out any portion of the project.
10. The City will cooperate with the State or its contractors in con-
nection with any act or transaction to be performed, or which may be performed by
the State, or its contractors, in order to receive any benefit of the contr,act, or
in order to carry out the project. To this end the Ci ty will (1) follow any in-
structions which the State or its contractors may give in connection with carrying
out the project, and (2) do (or refrain from doing) any act, inCluding, but in no
wise limited to, the furnishing of reports, maps, photographs, documents, data,
information, or legal apinions which the State deems necessary to perform or carry
out, or to require appropriate observance of any of the terms and conditions of
the contract.
11. In connection with any phase of the project with which it is con-
cerned, the City agrees to keep such accurate accounts and books relating thereto
and make such changes in the procedures respecting the same as may be prescribed
from time to time by the State. Such books shall be available for inspection,
audit, or copying. in whole or in part, by the State or its contractors or by
the Federal Government for any purpose that in the opinion of any of these parties
may be pertinent to the execution of their functions under the contract or project.
12. If pursuant to any provisions of the contract the Government asserts
any claim which the State deems valid for the recovery of any of the payments
made by it with respect to the project, the City agrees, in addition to any other
obligation it may have under this agreement, to promptly transmit to the State at

the latter's request any funds necessary to satisfy the Government's claim,
to the extent that the State does not have on hand, or readily available to
it, funds previously received by it from the Government or from the City on
account of the Project sufficient to discharge the Government's claim. If,
however, after the Project is completed, the funds received by the State from
the Government with respect thereto, when added to the funds received by the
:tate from the City therefor, are greater than necessary to reimburse the
State for any expenses it may have had in connection with the Project, in-
cluding any expenses contemplated by Paragraph 7. above, if the State elects
to include such expenses in the cost, the State shall promptly remit such
excess amount to the City, provided that in no event shall the City be entitled
to any interest upon any funds paid or advanced by the City to the State with
respect to the Project.
13. The City agrees to do, and lnsofar as it is within its power, to
permit no act which would cause, or result in, a violation or breach of the
contract by the State, or result in its suspension or terminati"on by the Govern-
ment.
14. This agreement shall not be operative until (1) the amount which
the City is to remit to the State on or before Julv 15. 1966 , pursuant
to Paragraph 9, hereof, is received by tbe State, and (2) the contract is
entered into.
15. The provisions of the "Fair Employment Practices Addendum"
attached hereto are incorporated herein and made a part of this contract.
16. The City shall not assign any interest in this agreement, and
shall not transfer any interest in the same (whether by assignment or novation),

without the prior written consent of the State thereto; provided, however, that

elaims for money due or to become due the Ci.ty from thE~ State under this agrC!2i-
ment may be assigned to a bank, trust company. or other fi.nancial institution
wi.thout such appro'val, Notice of any such assignment or transfer shall be
furnished promptly to the State.
17. No official of the City or State who exercises any functions or
responsibilities in the review or approval of the undertaking or in ca=rying out
of the project shall participate in any dedston relating to this agreement which
affects his personal interest or the interest of any corporation, partnership or
association in which he is, directly or indirectly, interested; nor shall any
such official of the City or State acquire any personal interest, direct or indirect,
in any contract or proposed contract connected with the project.
18. No Member of or Delegate to the Congress of the United States of
America, and no Resident Commissioner, shall be admitted to any share or part
hereof or to any benefit to arise herefrom.
19. IT IS MUTUALLY UNDERSTOOD AND AGREED that no alteration or variation
of the terms of this agreement shall be vaUd unless made in writing and si.gned
by the parties hereto, and that no oral understandings or agreements not incor-
porated herein, and no alterations or variations of the terms hereof unless
made in writing between the parties hereto shall be binding on the undersigned.
IN WITNESS WHEREOF, the State and the City have executed this agreement
on the day and year first above written.

FAIR EMPLOYMENT PRACTICES ADDENDUM
1. In the performance of this contract, the Contractor will not discriminate
against any employee or applicant for employment because of race, color, re-
ligion, ancestry, or national origin. The Contractor will take affirmative action
to ensure that applicants are employed, and that employees are treated during
employment, without regard to their race, color, religion, ancestry, or national
origin. Such action shall include, but not be limited to, the following: employ-
ment, upgrading, demotion or transfer; recruitment or recruitment advertising;
layoff or termination; rates of payor other forms of compensation; and selection
for training, including apprenticeship. The Contractor shall post in conspicuous
places, available to employees and applicants for employment, notices to be pro-
vided by the State setting forth the provisions of this Fair Employment Practices
section.
2. The Contractor will permit access to his records of employment, employment
advertisements, application forms, and other pertinent data and records by the
State Fair Employment Practice Commission, or any other agency of the State of
California designated by the awarding authority, for the purposes of investigation
to ascertain compliance with the Fair Employment Practices section of this con-
tract.
3. Remedies for Willful Violation:
(a)
The State may determine a willful violation of the Fair Employ-
ment Practices provision to have occurred upon receipt of a
final judgment having that effect from a court in an action to
which Contractor was a party, or upon receipt of a written notice
from the Fair Employment Practices Commission that it has in-
vestigated and determined that the Contractor has violated the
Fair Employment Practices Act and has issued an order, under
Labor Code Section 1426, which has become final, or obtained
an injunction under Labor Code Section 1429.
For willful violation of this Fair Employment Practices provision,
the State shall have the right to terminate this contract either in
whole or in part, and any loss or damage sustained by the State
in securing the goods or services hereunder shall be borne and
paid for by the Contractor and by his surety under the performance
bond if any and the State may deduct from any moneys due or
that thereaft~r may become due to the Contractor, the difference
between the price named in the contract and the actual cost there-
of to the State.

ELSINORE, CAL~FORNIA, ADOPTING A POLICY WITH REFERENCE
TO THE USE OF CITY-OWNED VEHICLES .
BE IT RESOLVED by the Mayor and City Council of the City
of Elsinore as follows:
No city-owned vehicles shall be used for personal errands
by City employees, including the transporting of members of the
families or friends of said employees, nor shall said city-owned
vehicles be taken out of the city limits of said City except on
official business of the City of Elsinore. No city-owned vehicle
shall be used for the purpose of commuting to and from the homes
of said employees nor shall said city-owned vehicles remain over-
night at the home of any City employees unless specifically authorized
by the Mayor and City Council by minute action duly noted in the
minutes' of the City Council; provided, however, that the provisions
of this paragraph shall not apply to a certain Jeep vehicle which
has been allocated to one of the City employees for emergency work,
it being determined by the City Council that said emergency equip-
ment must be made available on a twenty-four hour basis for
emergency assistance and it is to the interest of public safety
that said employee be allowed to commute in said vehicle and to
keep said vehicle at his home place for emergency purposes.
The City Clerk shall notify all City employees of the
adoption of this resolution and shall instruct all City employees
that the provisions hereof shall be strictly complied with by said
City employees and that a violation of any of the provisions hereof
may subject said employee to dismissal and other appropriate reme-
die s.

A RESOLUTION
WHEREAS the 41 thousand mile National System of Interstate and Defense
Highways is now 53 percent open to traffic, is saving untold lives yearly;
and said System already saves untold millions of dollars through lessening
of accidents,congestion, and travel time; and
WHEREAS said Interstate System is a part of the 12,400 mile California
Freeway and Expressway System, and said ealifori1iaF~eeway System is currently
one-third complete and is saving approximately 700 lives yearly together
with untold millions of dollars in accident cost, congestion, and time
saving; and
WHEREAS said California Freeway and Expressway System needs are approxi-
mately an additional 7.1 billion dollars beyond those monies committed to
date, and will serve approximately 60 percent of the travel needs of Cali-
fornia when completed.
WHEREAS, in addition to these important Systems, there are additional
road systems known as the Select System of Major and Secondary County Roads
and City Streets which, when completed to adequate, improved design standards,
will also contribute to traffic safety, easing of congestion, and savings
of travel time; and
WHEREAS said Select Systems of Major and Secondary Streets are estimated
to have deficiencies of 6.5 billion dollars by 1974, with estimated revenues
during the same period of only 3.8 billion dollars:
NOW THEREFORE BE IT RESOLVED THAT THE (City of ELSINORE )
does hereby endorse National Highway Week and the concept that BETTER HIGH-
WAYS NOW SAVE LIVES, TI}ffi AND MONEY, and further that the National Inter-
state and Defense Highway System, the California Freeway and Expressway System,
the Select Systems of Major and Secondary County Road'and City Streets are
important to the economic and social well being of the Nation, State of
California (County and City of El5INDR~ ), and, therefore, comple-
tion of these several Road Systems should be expedited as rapidly as planning,
design and construction budgets will allow.

has fatality rates that are only half those of older streets.

highways...just try to imagine getting to work tomorrow
or taking your next pleasure trip without them. Safety,
convenience, recreation, the movement of goods and services,
home and job relocation -- all depend on better highways.

FOR THE PURPOSE OF SUBMITTING TO THE VOTERS OF SAID CITY
AN ORDINANCE PROHIBITING DRAW POKER AND OTHER GAMES NOT
PROHIBITED BY SECTION 330 OF THE PENAL CODE OF THE STATE
OF CALIFORNIA; AND REQUEST FOR CONSOLIDATION OF ELECTION
BE IT RESOLVED by the Mayor and City Council of the City
of Elsinore as follows:
WHEREAS, on or about August 8, 1966, the City Clerk
presented to the Mayor and City Council of the City of Elsinore
an initiative petition containing eight sections and a supplemental
petition containing three sections in which the petitioners requested
that a proposed ordinance be submitted to the qualified electors
and voters of said city prohibiting draw poker and any other game
with cards or dice not prohibited by Section 330 of the Penal Code
of the State of California, pursuant to Section 4000 of the Elections
Code of the State of California;
WHEREAS, the City Clerk of said city did determine that
the original petition and supplemental petition contained the
signatures of a sufficient number of voters of said city to submit
said matter to the voters of said city;
municipal election;
WHEREAS, the next municipal election will not be held
until April of 1968;

WHEREAS, the Mayor and City Council of said city have
determined that said matter be submitted to the voters of said city
in the near future; and
WHEREAS, there is to be a Congressiona~ State and County
election held on Nevember 8, 1966, and that it would be advantageous
to the voters of the City of Elsinore that said special election be
held on said date along with the Congressional, State and County
election, subject to the approval of the Board of Supervisors of
the County of Riverside, California;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and City
Council that pursuant to Section 4019 of the Elections Code of the
State of California, and in lieu of calling the election on the
proposition at the next regular municipal election, a special elec-
tion is hereby called for the purpose of submitting to the voters
a proposition for the enactment of the following ordinance:
liThe people of the City of Elsinore, California, do
ordain as follows:
ORDINANCE OF THE CITY OF ELSINORE, CALIFORNIA,
PROHIBITING ,DRAW POKER AND OTHER GAMES WITH
CARDS OR DICE NOT PROHIBITED BY SECTION 330 OF
THE PENAL CODE OF THE STATE OF CALIFORNIA.
Section 1: Every person who deals, plays or carries on,
opens or causes to be opened, or who conducts either as owner
or emp10yee~ for hire any game played with cards, dice or
any device of draw poker or any other game not mentioned in
Section 330 of the California Penal Code for money, checks,
credit or other representative of value, and every person
who plays or bets at or against any of said prohibited games
is guilty of a misdemeanor.
Section 2: Any person who shall be found guilty of a viola-
tion of this ordinance shall be punished by a fine of not more than

$500.00 or by imprisonment in the city jail not exceeding
six months, or by both such fine and imprisonment."
BE IT FURTHER RESOLVED that the ballots used when voting
upon the proposed ordinance shall have printed on them the words:

MENT OF PROCEEDINGS FOR THE ANNEXATION OF CERTAIN
INHABITED TERRITORY DESIGNATED AS "LAKESHORE WEST",
BEING ANNEXATION NO. 11.
WHEREAS, on August 8, 1966, Petition No. 11 in the files
of the City Clerk of the City of Elsinore was presented to the
City Council of the City of Elsinore requesting the Council to
give its consent to the commencement of annexation proceedings in
connection with certain inhabited territory therein referred to
and generally described, which is contiguous to the City of
Elsinore; and
WHEREAS, said petition was referred to the City Planning
Commission of the City of Elsinore for investigation, report and
recommendation; and
WHEREAS, the Planning Commission rendered its report and
recommendation to the City Council on the ~~day of .,J.,.~ .
1966, favoring the commencement of annexation proceedings; and
WHEREAS, it is the desire of the City Council to give its
consent to the commencement of such annexation proceedings upon
condition that the electors within said territory be informed that
the petition for annexation is circulated, that the question to be
submitted to said electors shall be whether the territory shall be
annexed.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Elsinore:
1. That consent be and hereby is granted for the commence-
ment of annexation proceedings in connection with said inhabited
territory in accordance with the Annexation Act of 1913, provided
the petition for annexation contains a request that the question

to be submitted to the electors residing in the territory proposed
to be annexed shall be whether the territory shall be annexed.
2. That the said unincorporated territory be and hereby
is designated as "LakeshorevJest", being Annexation No. 11, and is
described as follows:

described as follows:
Portions of Section 30, T5S., R4W., Section 25, T5S.,
R5W., Section 6, T6S., R4W., and Rancho La Laguna
bounded as follows:

12, Lake Shore Drive Addition, as shown on Map in Book
9, Pages 65, 66 and 67 of Haps, Records of the County
of Riverside, California. Said point being on the
westerly boundary of the present city limits of the

consolidated with the Congressional, State and County election to
be held on November 8, 1966, in accordance with the provisions of
the Elections Code of the State of California; and
WHEREAS, it would be advisable and advantageous to the
City of Elsinore that the ballots from said consolidated election
be canvassed by the Board of Supervisors of the County of Riverside,

RESOLUTION NO. 1196
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ELSINORE, CALIFORNIA, DECLARING ITS INTENTION TO
CALL A SPECIAL ANNEXATION ELECTION, AND FIXING A
TIME AND PLACE FOR PROTESTS BY THE PROPERTY OWNERS.
BE IT RESOLVED by the Mayor and City Council of the City
of Elsinore:
1. That it is the intention of, the City Council of the
City of Elsinore to call a special election to be held in certain
inhabited territory contiguous to said City, proposed to be annexed
thereto, for the purpose of submitting to the qualified electors
residing in said territory the question whether or not said terri-
tory shall be annexed to the City of Elsinore.
The territory sought to be annexed is all that real property
located in the County of Riverside, State of California, and more
particularly described as follows:
Beginning at the North Corner of Lot 1, Block 12,
Lakeshore Drive Addition, City of Elsinore, County of
Riverside, State of California as shown on Map Book 9,
Pages 65-66-67 thereof Riverside County Record,
Thence Northeast to the Southwest corner of Chaney
Street,
Thence N 180 29' 30" E as shown on said map to Sumner
Street;
Thence Northeasterly along the West side of Chaney
Street to the intersection with the Laguna Rancho Line
between Stations #7 and #8.
Thence S 460 50' E along said Ranch Line to the inter-
section with the North Line of Township 6, South Range A
West;
Thence Easterly along said Northerly of the Township
to the center Line of State Highway Number 71;
Thence Northwesterly along said center line to the inter-
section with the Rancho La Laguna Line extended N 430 24' E
from Ranch Line Station Number 7;
Thence S 430 24 W to the center of Lash Street;
Thence Southeasterly along the center line of Lash
Street to a point 150 feet Southeasterly of Wise Street
as shown in Unit F, Country Club Heights;

Thence along the Southerly Line of Lakeshore Drive Addi-
tion to a Line extended from the West side of Matich Street
and bearing S 180 29' 30" W to the intersection with said
South Line of Lakeshore Drive addition;
Thence N 180 29' 30" E to the intersection with the
Southerly Line of Lakeshore Drive;
Thence N 560 02' 40" W to the point of beginning.
2. Notice hereby is given that on Friday, the 14th day of
October, 1966, at the hour of 10:00 o'clock A.M., in the Council
Chamber of the City Hall of the City of Elsinore, any person owning
real property within said territory so proposed to be annexed and
having any objection to the proposed annexation may appear before
said City Council and show cause why such territory should nocbe
annexed. Such protest must be in writing and shall state the name
or names of the owner or owners of the property affected by such
annexation and the location and area of such property in general

terms. If it be found that protest is not made by public and
private owners equal to one-half of the value of the te~ritory
further proceedings shall be taken in accordance with the law for
the holding of such special election.
3. That the City Clerk shall certify to the adoption of
this resolution and cause the same to be published in the
Weekender once a week for the two weeks prior
to the hearing.

Dear F1orene:
Enclosed please find the resolution which was adopted by
the City Council at the last meeting pertaining to the in-
tention to call election and setting time for a hearing.
I've copied a legal description which is in my files, but
I'm not absolutely certain that this is the final legal
descrip~ion, as, from time to time, Jim Welty has made
changes.
I wish that you would check and verify the legal descrip-
tion with him. Also, I trust that Jim Welty has been
following the procedures set forth in the Government Code.
As you know, we have left the procedure for this annexa-
tion pretty much in the hands of the Land Owners' Associa-
tion.
Inasmuch as I only hear about this from time to time, I
assume that he is seeking and obtaining some legal assis-
tance in reference to the procedures. In other words,
since I'm not handling it I feel I cannot take the legal
responsibility for the legal aspects.

RESOLUTION NO. 1198
A RESOLUTION OF THE CITY OF ELSINORE, CALIFORNIA,
CALLING A SPECIAL ELECTION TO BE HELD ON THE l~TH
DAY OF DECEMBER, 1966, PERTAINING TO THE ANNEXATION OF
CERTAIN PROPERTY, SAID ANNEXATION IS REFERRED TO AS
"LAKESHORE WEST BY ANNEXATION NO. 1111, TO THE CITY OF
ELS I NORE.
WHEREAS, by Resolution No. 1196 the City Council of the City of Elsinore
declared its intention to call a special election to be held in certain inhabited
territory contiguous to said City, proposed to be annexed thereto, for the purpose
submitting to the qualified electors residing is said territory the question
whether or not said territory shall be annexed to the City; and
Whereas, a copy of said resolution was published as required by law; and
Whereas, at a time not later than the:hour set by said resolution for hearing
objections to the proposed election protests were not made by the owners, or by
public and private owners, equal to one-half of the value of the territory
proposed to be annexed; and
Whereas, all proceedings have been had in accordance with said resolution
and the applicable Annexation Act of the State of California, reference thereto
hereby being made for further particulars;
No~ Therefore, the people of the City of Elsinore, California, ordain as
fo 11 ows :
1. A special election is hereby called to be held on the 13th day of
December, 1966, in the terrItory hereinafter despribed and proposed to be
annexed to the City of Elsinore, for the purpose of submitting to the qualified
electors residing in said territory the question whether or not such territory shall
d to, incorporated in, ~nd made a part of said City of Elsinore, said
annexed territory shall not be subject to bonded indebtedness of the
lsinore; said territory sought to be annexed is all that real property
of Riverside, State of California, more particularly
as fo 11 ows :
ions of Section 30, T5S., R4W., Section 25, T5S., R5W., Section 6,
T6S., R ., and Rancho La Laguna bounded as follows:
Beg nning at the most northerly corner of Lot 1, Block 12, Lakeshore Drive
addition as shown on map in Book 9, Pages 65, 66 and 67 of Maps, Records of the
County 0 Riverside, California. Said point being on the westerly boundary of the
present ity limits of the City of Elsinore, California.

Thence northeasterly on a straight line to the southeast corner of Lot 10,
810ck A as shown on mpp of Lake Shore Boulevard Heights, Book 11, Page 35 of Maps,
Records of the County of Riverside, California. Said point being on the westerly
boundary of the city limits of said city and on the westerly line of Louis Avenue,
now known as Chaney Street.
Thence northeasterly, northwesterly, northeasterly and easterly along said
city boundary line in all its various courses to the northeast right of way line
of State Highway No. 71.
Thence leaving the existing city boundary northwesterly along said northeast
right of way line of said State Highway to the northeasterly prolongation of the
south line of Terracotta Road;
Thence southwesterly along the said south line of said Terracotta Road to
the northwesterly line of Rancho La Laguna, as shown on plat of the Rancho La
Lagune, Records of the Surveyor, County of Riverside File No. 430-L and right of
way map, VIII-Riv.-77-ESN (now known as State Highway No. 71) Records of State
DivisIon of Highways, State of California. Riverside County File No. 727-G.
Thence S. 430 24' W. along the said northwesterly line of said Rancho to
the south right of way line of Lash Street.
Thence southeasterly along the said south right of way line of Lash Street
to a point distant 60.60 feet easterly from the east line of Wise Street as
shown on map of Country Club Heights, Unit "F", Book 17, Page 95 of Maps, Records
of Riverside County, California.
Thence southwesterly, to the northwesterly corner of Lot 21, 810ck B as
shown on map showing subdivisions in Elsinore, Book 8, Page 377 of Maps, Records
of the Recorder of the County of San Diego, California.
Thence southeasterly along the northeasterly line of Lot 21 to a point of
junction with the west line of Riverside Drive, as shown on said map of said
County of San Diego, California.
Thence southwesterly along the westerly line of Riverside Drive, to the
southwesterly right of way line of Lincoln Street, as shown on said map of said
County of San Diego, California.

Lincoln Street to the southeasterly right of way line of Machado Street as shown

Thence southwesterly along the southeasterly right of way line of Machado

a subdivision of Lots 1 and 2, Irish-Ledlie Tract, Block 5, La Laguna Ranch,
Elsinore, Book 9, Page 29 of maps, Records of the County of Riverside, California.
Thence southeasterly along the southwesterly right of way line of Grand
Avenue to the westerly right of way line of Bonnie Lea Drive as shown on
map of Kilmeny Orchard Tract, Book 12, Page 29, Records of the County of Riverside,
Ca Ii forn ia.
Thence N. 360 30' E., along said westerly right of way line of Bonnie
Lea Drive, a distance of 1164.94 feet to the northeast corner of Lot No.9, as shown
on map of Kilmeny Orchard Tract, Book 12, Page 29, Records of the County of
Riverside, California, said corner also being Station No. 30 of the State of
California, Dept. of Natural Resources, Division of Beaches and Parks Parcel, as
shown by map on file in Book 38, Pages 10 through 14, Records of Survey, Records
of the Recorder of the County of Riverside, California, said corner also being
an angle point in the present limits of the City of Elsinore.
Thence northwesterly, northerly, easterly, northerly and westerly in all
its various courses along the existing city boundary to the point of beginning.
2. The polls at said election shall be opened at 7:00 o'clock a.m. of the
day herein fixed for the holding of said election and shall be kept open until
7:00 o'clock p.m. of the same day, when the polls shall be closed.
3. Upon the ballots to be used at said election there shall be printed the
words:
SHALL '1LAKESHORE WEST, BEING ANNEXATION NO. I I", THE LEGAL DESCRIPTION
OF sAID PROPERTY IS ON FILE WITH THE CITY CLERK OF THE CITY OF ELSINORE,
CALIFORNIA, BE ANNEXED TO THE CITY OF ELSINORE.
Oppos i te these words there sha 11 be pr i nted the words "Yes" and "No", and to
the right of each of these last two words there shall be a voting square. If an
elector shall stamp a cross (~) or stamp a dot (.) in the voting square after the
printed word "Yes" the vote of such elector shall be counted in favor of the
annexation of said territory to the City of Elsinore; and if an elector shall stamp
a cross (,t) or stamp a dot (.) in the voting square after the printed word "Noll,
the vote of such elector shall be counted against such annexation.

In all particulars not herein recited said election shall be held in
conformity, as near as may be, with the laws of the State of California concerning
elections and with the Annexation Act of the State of California applicable thereto.
4. (a) For the purpose of said election there hereby is established in
the territory described herein one (1) voting precinct, which shall include all
of said territory. The following is the polling place of said election precinct
and the following named persons hereby are named officers of election and shall
constitute the board of election for such election precinct:

(b) For their services in connection with said election, said inspector
whall receive $18.00 and said judges $15.00 each; and the person in possession of

5. The City Clerk shall publish a notice of said special election as required
by the applicable provisions of the Annexation Act of the State of California at
least once a week for the four (4) week prior to the date of the election on
December 13, 1966, in the Press-Enterprise a newspaper of general circulation
printed and published in the County of Riverside, California.
6. This resolution is to take effect upon its adoption.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ELSINORE, CALIFORNIA, REPEALING RESOLUTION
NO. 911 BY ELIMINATING THE "CAPITAL IMPROVE-
MENT FUND" BY TRANSFERRING ALL MONIES IN SAID
FUND TO THE GENERAL FUND OF SAID CITY AND RE-
PEALING RESOLUTION NO. 911.
WHEREAS, the City of Elsinore, California, did estab-
lish on or about September 11, 1957, by Resolution No. 911,
a Capital Improvement Fund within the accounting system of
the City;
WHEREAS, they desire the City of Elsinore to elimi-
nate said Capital Improvement Fund and to transfer said funds
into the General Fund of said City;
NOW THEREFORE BE IT RESOLVED, that the Capital Improve-
ment Fund is now eliminated and all funds within said Capital
Improvement Fund are transferred to the General Fund of said
City.
BE IT FURTHER RESOLVED, that Resolution No. 911 is
hereby repealed and such monies shall be used from the General
Fund as are now or may hereafter be designated by proper action
of the City Council.

hereby certify that the foregoing resolution was

CALIFORNIA, RECITING THE FACT OF THE SPECIAL ELECTION HELD
IN A CERTAIN TERRITORY IN THE COUNTY OF RIVERSIDE CONTIGUOUS
TO THE CITY OF ELSINORE ON THE 13th DAY DECEMBER, 1966, DE-
CLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED

WHEREAS, a spetial election was held and conducted in a certain territory

in the County of Riverside contiguous to the City of Elsinore proposed to be

annexed to said City of Elsinore, County of Riverside, State of California

on Tuesday, the 13th day of December, 1966, submitting to the electors residing

in certain territory proposed to be annexed the question whether certain
7 territory shall be annexed to, incorpotated in, and made a part of the
8 City of Elsinore; and
9 WHEREAS, notice of said election was duly and regularly given In time,
10 form and manner as provided by law; that voting precincts were properly
11' establ ished; that election officers were appointed and that in all re-

spects said election was held and conducted and the votes cast thereat,

received and canvassed and the returns made and declared in time, form

and manner as required by law; and

WHEREAS, on the 19th day of December, 1966, at the hour of 10:00 A.M.
