RESOLUTION NO. 1127
A RESOLUTION OF THE CITY COUNCil OF THE CITY OF
ELSINORE REQUESTING THE BOARD OF SUPERVISORS OF
THE COUNTY OF RIYERSIDE TO PERHIT THE COUNTY CLERK
OF SAID COUNTY TO RENDER SPECIFIED SERVICES TO
THE CITY OF ELSINORE, RELATING TO THE CONDUCT OF
A GENERAL HUNICIPAL ELECTION TO BE HELD IN SAID
CITY OF APRIL 14, 1964.
WHEREAS, a General Huniclpal Election is to be held in the City of Elsinore
on April 14, 1964; and
WHEREAS, in the course of conduct of said election and in relation thereto
it will be necessary to mall sample ballots and polling place cards to the
registered voters of the City, and It will facIlitate such mailing If the County
Clerk of the County of RiversIde will prepare and furnish the City the Im-
printing of the names and addresses of the registered voters of said City on
envelopes furnished by the City and Insert therein sample ballots and polling
place cards; and
WHEREAS, all necessary expense in performing this service shall be paid
by the City of Elsinore;
NOW, THEREFORE, the City Council of the City of Elsinore does hereby RESOLVE,
DETERMINE AND ORDER, as follows:
SECTION I. T~t pursuant to the provisions of Section 22003 of the Elections
Code of the State of California, this City Council hereby requests the Board of
Superviso'rs of said County to permit the County Clerk to prepare and furnish to
said City, for use In conducting said election to be held on April 14, 1964, the
Imprlntlni9 of the names and addresses of the registered voters of said City, on
envelopes: furnished by the City and Insert therein sample ballots and polling place
ca rds .
SEC]ION 2. That said City shall reimburse said County for services perfonMed
when the work Is completed and upon presentation to the City of a properly approved
bill.
SECTlION 3. That the City Clerk Is hereby dl rected to forward wi thout delay
to said ~oard of Supervisors and to said County Clerk each a certified copy of this
resolutlQn.

RESOLUTION NO. 1130
WHEREAS: Riverside County's National Date Festival at Indio,
California is scheduled to run February 14 through 23rd and
WHEREAS: The National Date Festival creates international interest and
WHEREAS: National Date Festival visitors come to Riverside County from
all parts of the world and
WHEREAS: The National Date Festival adds immeasureably to the economy
of the entire County now
THEREFORE BE IT RESOLVED: The City of Elsinore does hereby proclaim
February 14 through 23rd to be National Date Festival Days and
all residents of this city are hereby urged to support this
important event by attending and encouraging others to do
likewise.

RESOLUTION NO. 1132
RESOLUTION OF THE MAYOR AND CITY COUNCIL
OF THE CITY OF ELSINORE REQUESTING THE
DIVISION OF HIGHWAYS AND DISTRICT ENGINEER
TO WAIVE CERTAIN REQUIREMENTS AND IMPOSE
OTHER CONDITIONS IN CONNECTION WITH THE
OPENING OF CERTAIN INSTALLATIONS TO BE
MADE IN PUBLIC STREETS IN THE CITY OF
ELSINORE.
The Mayor and City Council of the City of Elsinore do
resolve as follows:
WHEREAS, the City of Elsinore, California, is in the
cess of installing new water lines within the said City;
WHEREAS, certain city streets located in the City of
inore are under the jurisdiction of the Division of Highways;
WHEREAS, permits have been issued by the Division of Highways
ch provide that the installation of water lines across certain
st'eets should be done by boring and jacking operations;
WHEREAS, said operations as required under said permits
ar not only unduly costly to the City of Elsinore and to the tax-
pa ers therein, but are unnecessary in view of the local conditions;
WHEREAS, it has been determined by an engineer for the City
of Elsinore that the additional cost to the City of Elsinore to
tall said pipelines in accordance with the present permits will
t the City between $15,000 to $20,000 over the cost of open
avation;
WHEREAS, said engineer has advised the City of Elsinore that
by open excavations that said work can be done in such a manner
as to not endanger the travelling public upon said streets, but may
be done in such a manner as to not stop the flow of traffic or in
an way jeopardize the travelling public upon said streets;
NOW, THEREFORE, be it
RESOLVED, that the Mayor and Council of the City of
E1 inore, California, do hereby request the Division of Highways
- 1 -
of the State of California, and C. V. Kane, District Engineer,
Division of Highways, State of California, to modify and change
Permit 864-u-6l and Permit 864-U-62, which presently provide
for boring and jacking requirements for the installations of
pipelines across public streets in Elsinore to allow the City
of Elsinore to install said pipelines by open excavations. That
the said excavations will be at the following intersections:
Domestic Water
1. One at Main and Flint Streets = 8111 line;
2. Two pipelines at Main and Pottery Streets - 6" line;
3. Two at Main and Graham Streets - 4" and 12" lines;
4. One at Graham and Poe Street - 10" line;
5. One at Lakeshore Drive and Davis - 6" line.
Mineral
1. One at Graham and Kellogg - 6" line;
2. One at Graham and Spring Street - 6" line.
FURTHER RESOLVED, that if said permits are granted for
a,n open excavation for the installation of said pipelines, that
the City will agree that at all times traffic will be maintained
without interruption at said locations and at no inconvenience
to the travelling public.
FURTHER RESOLVED that if said permits are modified that
the City of Elsinore will see to it that proper safeguards are
installed, together with flagmen and other safety procedures
to safeguard the travelling public and to provide that there be
no interruption of travel upon said streets at the above locations
or any other requirements that may be made by the Division of
Highways.
BE IT RESOLVED that a copy of this Resolution be sent
to the Division of Highways and to Mr. C. V. Kane, District
Engineer, Division of Highways, State of California, 247 Third
- 2 -
Street, San Bernardino, California.
ADOPTED by the Mayor and City Council and signed by the
Mayor and attested to by the City Clerk this 23rd day of March,
1964.

RESOLUTION NO. 1133
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ELSINORE, CALIFORNIA, RECITING THE FACT OF THE
GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF
ELSINORE ON THE 14TH DAY OF APRIL, 1964, DECLARING
THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE
PROVIDED BY LAW.
WHEREAS, a regular general municipal election was held and conducted
in the City of Elsinore, County of Riverside, State of California, on
Tuesday, the 14th day of April, 1964, as required by law; and
WHEREAS, notice of said election was duly and regularly given in
time, form and manner as provided by law; that voting precincts were
properly established; that election officers were appointed and that in
all respects said election was held and conducted and the votes cast
thereat, received and canvassed and the returnes made and declared in time,
form and manner as required by the provisions of the Elections Code of the
State of California for the holding of elections in general law cities; and
WHEREAS, on the 21st day of April, 1964, at the hour of 7:30 P.M., the
City Council duly assembled at its usual place of meeting and has canvassed
the returns of said election and as a result of which, the City Council finds
that the number of votes cast and the names of the persons voted for, the
office each person was voted for, and other matters required by law to be
as stated hereinafter:
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ELSINORE, CALIFORNIA,
DOES RESOLVE AS FOLLOWS:
SECTION I. That there were three (3) voting precincts established for
the purpose of holding said election consisting of consolidations of the
regular election precincts in the City of Elsinore as established for the
holding of state and county ejections.
SECTION 2. That said regular general municipal election was held for
the purpose of electing the following officers of said City as required by
the laws relating to general law cities in the State of California, to wit:

full term of four years;
A City Clerk of said City for the full term of four years;
A City Treasurer of said City for the full term of four years;
SECTION 3. That at said regular general municipal election, the

SECTION 4. That the whole number of votes cast in said City (except

SECTION 6. The City Council does declare and determine that:
Edward Berry was elected as Member of the City Council of said City
for the full term of four years;
T. R. Yarborouqh was elected as Member of the City Council of said City
for the full term of four years;
Frank L. DePasquale was elected as Member of the City Council of said City
for the full term of four years;
Florene Marshall was elected City Clerk of said City for the full term of
four years;
H. C. Scott was elected City Treasurer of said City for the full term of
four years;
That as a result of said election, a majority of the qualified voters
voting on said measure relating to the appointment of the City Clerk
~ vote in favor thereof, and that said proposition was carried, and
shall be deemed adopted and ratified.
SECTION 7. The City Clerk shall enter on the records of the City Council
of said City, a statement of the result of said election, showing:

SECTION 8. That the City Clerk shall immediately make and, upon
compliance by the persons elected with the provisions of Section 11565 and
Section 11568 of the Elections Code of the State of California, shall deliver
to each of such persons so elected a certificate of election signed by her and
duly authenticated; that she shall also administer to each person elected, the
oath of office prescribed in the State Constitution of the State of California
and shall have them subscribe thereto and file the same in her office. Where-
upon, each and all of said persons so elected shal I be inducted into the
respective office to which they have been elected.
SECTION 9. That the City Clerk shall certify to the passage and adoption
of this resolution; shall enter the same in the book of original R~501utions of
of said City; and shall make a minute of the passage and adoption thereof in
the records of the proceedings of the City Council of said City, in the minutes
of the meeting at which the same is passed and adopted.

RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE
CITY OF ELSINORE, CALIFORNIA, ESTABLISHING A
POLICY OF DISCRETIONARY AND MANDATORY RETIREMENT
OF APPOINTIVE CITY OFFICIALS AND EMPLOYEES.
BE IT RESOLVED by the Mayor and City Council as follows:
WHEREAS, numerous governmental agencies have studied the
problem of discretionary and mandatory retirement of employees of
said agencies, and
WHEREAS, said studies have revealed that it is to the
best interests of said governmental bodies and the taxpayers that
mandatory and discretionary retirement ages be established, and
WHEREAS, it has been determined by the City of Elsinore,
through its duly elected Mayor and Council, that it would be to
the best interests of said City to establish a policy for the
discretionary and mandatory retirement of appointive city officials
and employees,
NOW, THEREFORE, BE IT RESOLVED that the City of Elsinore,
California, does hereby establish as its policy that ali appointive
city officials and employees shall retire from their employment
with said City at the age of sixty-five (65), subject, however, to
the right of the Mayor and City Council to extend the employment
of said person for a period not to exceed five (5) years.
BE IT FURTHER RESOLVED that all appointive city officials
and employees shall retire upon reaching the age of seventy (70)
years.
BE IT FURTHER RESOLVED that all appointive city officials
and employees be notified of this resolution, and all persons who
have reached the age of sixty-five (65) years prior to the adoption
of this Resolution shall request an extension of time in the event

that they desire to continue in the employ of the City; that all
appointive city officials and employees who have heretofore
reached the age of seventy (70) years sha.11 be retired from City
employment.

as follows:
WHEREAS, the Mayor and the City Council of the City of Elsinore
are about to call for bids for the public work consisting of the
replacement of a domestic water distribution system located in the
City of Elsinore, California;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and the City
Council of the City of Elsinore, California, hereby approve, adopt
and order filed the Plans and Specifications for the replacement of
the domestic water distribution system prepared by the City's con-
sulting engineers, Currie Engineering Company of San Bernardino,
California.
Passed and adopted by the Mayor and City Council of the City
of Elsinore, California, signed by the Mayor, and attested to by the

ELSINORE, CALIFORNIA.
The Mayor and City Council of the City of Elsinore do resolve
as follows:
WHEREAS, the Mayor and the City Council of the City of Elsinore
are about to call for bids for the public work consisting of the con-
struction of a mineral water distribution system and the construction
and replacement of a domestic water distribution system located in
the City of Elsinore, California; and
WHEREAS, pursuant to the provisions of the Labor Code of the
State of California, it is necessary that the Mayor and City Council
of the City of Elsinore ascertain and determine the general prevail-
ing rate of wages on public works, and the provisions of said Code
make it mandatory upon the awarding body of any public works contract
where the said body subsequently called for bids for any public im-
provement to ascertain and detennine the general prevailing rate of
per diem wages in the locality in which the work is to be perfonned~
for each craft or type of workman or mechanic needed to execute the
contract, and also the general prevailing rate for legal holidays and
over-time for each craft or type of workman or mechanic;
NOW, THEREFORE, the Mayor and the City Council of the City of
Elsinore, California, have ascertained and have hereby determined
that the general prevailing rate of per diem wages in the locality in

Foremen shall receive not less than $0.25 per hour more
than journeymen. Apprentices may be employed in conformity
with Section 777.5 of the California Labor Code.
Overtime rates of pay for Saturdays, Sundays and New Year's
Day, Memorial Day, Independence Day, Labor Day, Armistice Day,

Thanksgiving Day and Christmas Day, and rates of pay for reporting
for work and for working fewer hours than a regular day's work and
for shift work vary according to existing labor agreements govern-
ing working conditions for the craft or type of worlaman involved.
Said agreements are hereby recognized and incorporated herein as
though fully set forth, and the rates and conditions established
therein are hereby found and determined to be the general prevail-
ing rate of wages for legal holidays and overtime work.
It shall be mandatory upon the contractor to whom the contract
is awarded, and upon any subcontractor under him, to pay not less
than the said specified rates to all laborers, workmen and mechanics
employed by him in the execution of the contract.
Passed and adopted by the Mayor and City Council of the City of
Elsinore, California, this 21st day of April, 1964, and signed by

THE PRESENT CHIEF OF POLICE.
BE IT RESOLVED by the lYlayor and City Council as
follows:
WHEREAS, on the 8th day of June, 1964, the Mayor and
City Council of the City of Elsinore, California, did adopt
Resolution 1134 providing for the discretionary and mandatory
retirement of appointive city officials and employees, and
WHEREAS, Walter C. Biddle has been the Chief of Police
for a number of years, and is over the age of seventy years, and
ItJHEREAS, it is determined by the City of Elsinore that
an exception should be made to Resolution 1134 whereby said
\iJalter C. Biddle should remain as Chief of Police, it being to
the best interests of said City,
NOW, THEREFORE, BE IT RESOLVED that the City of Elsinore
does hereby amend said Resolution 1134 to allow the said Walter
C. Biddle to be the Chief of Police, notwithstanding Resolution
1134.
BE IT FURTHER RESOLVED that all of the provio ions of
said Resolution 1134 shall remain in full force and effect with
the exception that \tJalter C. Biddle be the Chief of Police of
said City, and that said Resolution 1134 shall be amended so that
Walter C. Biddle shall be the Chief of Police, notwithstanding
said Resolution 1134.
BE IT FURTHER RESOLVED that notwithstanding the provi-
sions of this Resolution, said '\.)"alter C. Biddle may be removed
at any time by the Mayor and City Council as provided by law.

A Resolution Of The City Council
Of The City Of Elsinore, California
WHEREAS tbe City of Elsinore Is continually trying to Improve Its community
services, and
WHEREAS the level of service provided for the leisure time activities of
senior citizens is notably deficient, and
WHEREAS present plans call for the correction of tbe above mentioned by the
construction of a community center, and
WHEREAS tbe ideal location for sucb a building Is Lot 9 Block 15 Original
Townsite, City of Elsinore, and
WHEREAS during 1962 tbe City of Elsinore transferred In fee title to said
Lot 9 to Riverside County as an extra lot adjoining the County Administrative
Buf1ding, and
WHEREAS to date Lot 9 bas not been utilized In any manner and has presented an
unsigbtly appearance that has not been corrected, now therefore
LET IT BE RESOLVED tbat tbe City Council of the City of Elsinore by this
instrument officially request the Board of Supervisors of the County of Riverside
to take the necessary steps to restore Lot 9 in fee to the City of Elsinore In
the Interests of community betterment.

RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ELSINORE
ADOPTING BUDGET FOR EXPENDITURE OF
FUNDS ALLOCATED FROM THE STATE HIGHWAY FUND TO CITIES
WHEREAS a master agreement has been executed by the
City of Elsinore , hereinafter referred to as the
City, and the state Department of Public Works, Division of
Highways, hereinafter referred to as the Department, on
March 14 , 1961 , for expenditure of State-allocated
funds; and ---
WHEREAS a project statement has been prepared and
was submitted to the Department on December 9 , 19~
showing the estimated expenditures of such funds recommended
to be made during the 19~-64 fiscal year; and
WHEREAS a budget approved by the Department on
September 2 ,1964 has been presented to the City Council
in accordance with the project statement submitted by the City;
and
WHEREAS the City Council has considered said budget, as
approved by the Department, and is familiar with the contents
thereof;
THEREFORE, be it resolved by the City Council that said
budget be and is hereby adopted as the budget of expenditures
recommended to be made from such funds during the 19-23-64 fiscal
year.

Section 2107 funds for the 1963-64 fiscal year for the City
of Elsinore.

securely affixed to the Master Agreement.
Also attached, to the copy of this letter, is duplicate
copy of the budget approval, directed to the City Manager of
your City.
This budget was originally approved using Resolution
Form MC-9. The distribution of maintenance funds had to be
revised to conform with the amount of O.625q; funds available.
It is therefore requested that since this revision was made
subsequent to the Council's previous adoption that the ac-
companying Resolution Form MC-IO be presented for the Council's
consideration concurring in this adjustment. Please return
two executed copies of Form MC-IO to this office as soon as
conveniently possible.

WHEREAS the Collier-Unruh Local Transportation Development Act provided
that
t~ithln 60 days following the close of each fiscal year
each cQunty. city, or city and county shall file with
the Department a report in a form prescribed by the
Department and certified by the local governing body
showing Its expenditures of funds during the preceding
fiscal year pursuant to 'Sections 186.1 through 186.J..t'; and
WHEREAS tbe attached report, compiled in the form prescribed by the
Department from records maintained by this City and showing expenditures during
the 1963-64 fiscal year pursuant to Sections 186.1 througb 186.7 of the Streets
and Highways Code, bas been examined by this Council, and is determIned to be
hctua 1; now
THEREFORE BE IT RESOLVED that The City Council of the City of Elsinore
hereby certifies the attached report to be a true record of expenditures by the
City during the 1963-64 fiscal year In conformance with the requirements of the
Collier-Unruh Local Transportation Development Act; and
BE IT FURTHER RESOLVED that the City Clerk is hereby instructed to transmit
six copies of the report and three certified copies of this resolution to the State
of California, Department of Public Works, Dlvlslan of Highways, in care of the
Engineer In charge of Its local District afflce.

AGRE~lENT FOR MAINTENANC3 OF STATE HIGHWAY IN THE CITY
OF ELSINORE
THIS AGREEMENT, made and executed in duplicate this 1st
day of July , 1964 , by and between the Department of Public
Works of the State of California, acting by and through the Division
of Highways, hereinafter called the "Departmentlt and the City of
Elsinore , hereina1'ter re1'erred to as "City".
WIT N E SSE T H:
1. RECITALS:
The:parties desire to provide for the maintenance of State
highway routes within the city as provided in Section 130 01' the
Streets and Highways Code, and to arrange herein for the parti-
cular maintenance functions to be performed by the City and those
to be performed by the Department and to specify the terms and
conditions under which such work will be performed.
2. AGREE}:lENT :
This Agreement shall supersede all previous Agreements and
Amendments which have been executed.
In consideration of the mutual covenants and promises herein-
contained, it is agreed:
The City will perform such maintenance work as is specifically
delegated to it and the Department will'perrorm those particular
functions of maintenance not otherwise assIgned to the City on the
State highway routes or portions thereo1' all as hereinafter de-
scribed under Section21 and 22. hereof or as said sections may be
subsequently modified with the consent of the parties hereto acting
by, and through their authorized representatIve.
3. f/iAINTENANCE DEF'INED: fl'Iaintenance is defined in Section 27 of the
Streets and Highways Code as follows:
Sec. 27. n(a) The preservation and keeping of rights-of-way, and
each type of roadway, structure, safety convenience
or device, planting, illumination equipment and
other racility, in the safe and usable condition to
which it has been improved or constructed, but does
not include reconstruction or other improvement.
(b) Operation of special safety conveniences and devices,
and illuminating equipment.
(c) The special or emergency maintenance or repair
necessitated by accidents or by storms or other
weather conditions, slides, settlements or other
unusual or unexpected damage to a roadway, structure
or facility.
The degree and type or maintenance for each highway,
or portion thereof, shall be determined in the
discretion of the authorities charged with the main-
tenance thereof, taking into consideration traffic
requirements and moneys available therefor."
4. DEGREE OF MAINTENANCE: The degree or extent of maintenance work
to be performed and the standards therefor shall be in accordance
with the provisions of Section 27 of the Streets and Highways Code
and the provisions 01' this Agreement as hereinafter specified or as
may be prescribed from time to time by the District Engineer.
"District Engineer", as used herein, means the District Engineer or
Assistant State Highway Engineer of the Division of Highways assigned
to the territory in which the city is located, or his authorized
representative.
5. LEGAL RELATIONS AND RESPONSIBILITIES: Nothing in the provisions
of this Agreement is intended to affect the legal liabili ty 01' ei ther
party to the contract by imposing any standard of care respecting
the maintenance of State highways different from the standard of
care imposed by law.

Department, nor any officer or employee thereof is responsible
for any damage or liability occurring by reason of anything done
or omitted to be done by the City under or in connection with
any work, authority or jurisdiction delegated to the City under

that, pursuant to Government Code Section 895.4, City shall fully
indemnify and hold State harmless from any damage or liability
occurring by reason of any~hing done or omitted to be done by

6. HIGHWAY, as used herein, refers to the whole right-of-way
which is secured or reserved to use in the construction and
maintenance of the roadbed and roadsides as hereinafter
described.

13. ROUTINE MAINTENANCE to be performed on the roadbed or
roadsides shall consist of such work as patching, crack sealing,
care of drainage, upkeep and repair of bridges, culverts, guard

Maintenance work to be performed witLin the area designated
as Improved Roads ides shall 1 nc Iude the removal of dirt and Ii tter

repair of sidewalks, curbs or other facilities as is necessary to
keep them in a reasonably safe condition. The City agrees to
follow the same policy and procedure generally followed by it with
respect to streets of the City in the matter of requirillR sidewalk
repairs and control of vegetation to be made by or at the expense
of abuttinp; owners who are under legal obligation to perform such
work.
Maintenance of warning and regulatory signs, traffic control
devices, and hi~hway lighting facilities as hereinafter referred
to shall include upkeep and repair of the supports, as well as
such other items which are an integral part of the installation.
Care of landscaped. areas, ornamental plantings, trees, and
road signs, and the upkeep and operatt on of traffic signals and
hl~hway lighting facilities located or based within the Improved
Roadside area shall not be undertaken by City unless such work
is specifically delegated under Section 22 of the Agreement.
Bridges, as defined under Section 12, will be investigated
by a representative of the Department's bridge engineering staff
once each year and oftener, if considered necessary. In addition
to such annual investigation, routine maintenance to be performed
under provis ions of the Agreement shall include monthly inspection
of each bridge by qualified personnel and immediate repair of the
minor 'lefects when the cost does not exceed $300. The District

Except in the case of emergency, such major repair projects
shall conform to the methods and procedure to be recommended
by the Department. Major bridee repair is not a routine
maintenance operation and will require specific authorization.
TRAFFIC SERVICE
14. WARNING, AND REGULATORY SIGNS shall conform to the
specifications adopted by the Department, or as otherwise
specifically authorized by the Department. Positioning of
such signs shall conform to standards adopted by the Depart-
ment.
Unless specifically authorized, the Department will not
maintain or pay for maintenance of Regulatory Signs installed
for the purpose of stopping vehicular traffic at pedestrian or
school crossings nor the Regulatory Signs installed for the
prohibition or the regulation of parking.
15. TRAFFIC STRIPE AND PAVEMENT MARKINGS shall conform to
the Standards established by the Department.
Except for the red "No Parking" zones at the approach to
and exit from intersections controlled by traffic signals, the
Department will not pay for curb painting or parking lines as
may otherwise be required for"the regulation of parking.
The cost of maintaining pedestrian crosswalks at inter-
sections shall be shared between the Department and Ci ty 1n the
same ratio as the number of intersecting roads or streets under

16. TR~FFIC SIGNALS, FLASHERS OR OTHER EL~CTRICALLY OPERATED
'rRt\FFIC CONTROL DEVICES: The cost of maintaining and operating
traffic signalS or othe~ elect~ically ope~ated traffic control
devices now in place or those which may hereafter be installed
at the intersection of any State highway route and any City street
shall be shared between the Department and the City on the basis of
the number of intersection st~eets in the same manner specified
for crosswalks under Section 15.
17. HIGHWAY LIGHTING: The Department will not pay for the
maintenance, installation, repair, serviCing, nor power for electro-
liers nor ordinary street lighting; howeve~, lighting at intersections,
when required for the safety of persons using the streets, roadways or
hl~hways, will be paid for when approved and specifically authorized
by the Dist~ict Engineer. Where such lighting has been specifically
authorized at an intersection, the maintenance and operating costs
thereof shall be shared between the Department and the City on the
basts of the number of intersecti.ng streets to the intersection tn
the same manner specified for pedestrian crosswalks under See tion 15.
. 18. TRAFFIC CONTROL DEVICES AND HIGHWAY LIGHTING FACILITI~S as

subsequent to the execution of this Ap,reement, shall become subject
to the terms and conditions of this Agreement upon notice to the

19. ENCROACHMENT PERMITS: When authority to issue Encroachment
Per.mits is delegated to the City, the authority shall pertain to
all parts of the highway throughout the particular length of

23. EXPC:NJI'I'URE AUTHORIZATION: The Department will r'eirlburse
City for actual cost of all maintenance work performed by City
as delegated umer Section 22, but it 'is agreed 'th,at ,duri~ any
fiscal year, the maximum expenditure per mile on any route shall
not exceed the amount as shown on page 14 hereof (of the Agreement),
unless such expenditure is revised by an amended Agreement or
otherwtse adjusted or modified as hereinafter provided for.
The expenditure per mile for routine maintenance work as
referred to above may be increased or decreased or an additional
expenditure for specific projects may be made when such specific
work or adjustment of expenditure for routine maintenance is
specifically authorized in writing by the State Highway Engineer
or his authorized representative. Additional expenditures or
adjustment of expenditures thus authorized shall apply during
the fiscal year designated therein and shall not be deemed to
permanently modify or change the basic maximum expenditure per
mile as hereinafter specified. An adjustment of the maximum
expenditure shown on page 14 hereof (of the Agreement), either

24. SUBMISSION OF BILLS: The City shall submit bills monthly
for the work performed. Equipment shall be charged at mutually
acceptable - rental rates and labor and material at ac~ual cost.
Not to exceed fifteen per cent may be added to the actual cost
of equipment, materials and ~abor to cover overhead costs.
25. TERM OF AGREEMENT: This Agreement shall become effec ti ve
July 1. 1964
and shall remain in full force and effect
until amended or terminated.
The Agreement as above may be amended or terminated at
any t~me upon mutual consent of the parties thereto or upon
thirty days' notice by either party thereof to the other.

Dear Mr. Crane:
Attached are the original and five copies of a new
Maintenance Agreement between your City and the State of
California covering the maintenance of State highways within
the City.
This new Agreement supersedes all presently existing
agreements between the State and the various cities in District
VIII. This action is required due to the extensive revising
of the former Agreement form. Primarily, we have added a ~old
harmless clause necessitated by the enactment of Government
Code Section 895.4 by the California State Legislature at a
recent session.
We believe you will be pleased to note that Section
24 of the new Agreement will allow the cities to be reimbursed
for overhead charges where the State highways are maintained by
Ci ty forces. '
Some of our former agreements with cities delegated
the control and regulation of parking to the city. This feature
has been eliminated from all maintenance agreements with cities
throughout the State. It will, therefore, be necessary that the
cities follow the procedure set forth in Section 22506 of the
California Vehicle Code where it is necessary to regulate parking
along State highways in your City.
When the Agreement has been approved by the City
officials, will you please arrange to secure the necessary
signatures, the City Council resolution number, and the date

of adoption, and return the original and four copies to this
office. A completed copy will be returned to you after the
necessary State official signatures have been obtained.
Also attached for your guidance is a Sweeping
Schedule for your City. This is intended as a guide to the
maximum amount that would normally be allowed for sweeping
the State highway within your City.

RESOLUTION ADOPTING MAP AND REPORT OF ROUTES
FOR SELECT SYSTEM AND REQUESTING THAT SUCH
SYSTEM BE APPROVED BY THE CALIFORNIA HIGHWAY
COMMISSION
WHEREAS, Chapter 1852 of the Statutes of 1963 provides
for the establishment of a select system of City streets for
the purpose of expending thereon funds apportioned to the
cities and counties from the State highway fund and the expen-
diture of matching funds from other sources; and
WHEREAS, Section 186.3 of the Streets and Highways Code,
as adopted by said Chapter 1852, provides for the submission
by each city by October 1, 1964, of a map and report of select
system routes to the California Highway Commission for review
and approval; and
WHEREAS, there has been presented to this Council for
review, a map and report prepared by the City Engineer to estab-
lish a select system for the City of Elsinore;
NOW, THEREFORE:
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ELSINORE
AS FOLLOWS:
1. That certain map, entitled r~p OF SELECT SYSTEM OF
CITY STREETS, CITY OF ELSINORE, CALIFORNIA," dated
1964,
and that certain report, entitled "SELECT SYSTEM REPORT - City
of Elsinore, II dated
1964, copies of which are on
file in the office of the City Clerk and incorporated herein as
if set out in full herein, are hereby approved by this Council
as the select system of streets for the City of Elsinore, under
Section 186.3 of the Streets and Highways Code.
2. The California Highway Commission is hereby requested
to approve the seleot system as shown on the above-mentioned
map and described in the above-mentioned report subject to such
modifications as the Commission finds necessary.
3. The City Manager is hereby directed to transmit certi-
fied copies of this resolution with the maps and reports to the
District Engineer of the Division of Highways, for transmittal
to the California Highway Commission.

RELATIVE TO INITIATION OF A GENERAL PLAN PROGRAM
WHEREAS, the City of Elsinore has no long-range, comprehen-
sive and general guide for the future development of tho com-
munity to preserve community values, prevent conditions of phy-
sical obsolescence and deterioration, and promote the general
health, safety and welfare of its citizens; and,
WHEREAS, the Federal Urban Planning Assistance Program (701
Program) makes possible a two-thirds grant to assist approved
planning projects; and,
WHEREAS, the City of Elsinore qualifies for such financial
assistance; and,
WHEREAS, Wilsey, Ham & Blair, City and Regional Plannin~ Con-
sultants, have prepared a proposed scope of services outlining a
program leading to the preparation and adoption of a General Plan
for the City of Elsinore;
NOW, THEREFORE, BE 'T RESOLVED, that it is the intent of tho
City of Elsinore to undertake a General Plan Program with the as-
sistance of the Federal Urban Planning Assistance Program;
BE IT FURTHER RESOLVED that the firm of Wilsey, Ham & Blair
is designated as Planning Consultant for said General Plan Pro-
gram.

WHEREAS, the City of Elsinore desires to provide for ~
planning study contributing to ~n over-~ll progr~m for future
community development, the preservation of community values,
the prevention of conditions tending to cause urban blight,
and the promotion of the general health, safety, and welfare
of its citizens; and,
WHEREAS, the State Dep~rtment of Finance, under authority
of Chapter 1641, Statutes of 1959, may provide planning assis-
tance for such a program and receive financial assistance from
tho Urban Renewal Administration, as authorized by Section 701
of the Housing Act of 1954, as amended (Publ ic Laws, 83rd Con-
gress); now therefore, be it
RESOLVED, that the City Council of the City of Elsinore
hereby requests the State Department of Finance to provide plan-
ning assistance under authority of:Chapter 1641, Statutes of
1959, with such financial assistance as may be provided by the
Urban Renewal Administration, under authority of Section 701 of
the Housing Act of 1954, as amended (Public Lows 860, 83rd Con-
gress). That such planning assistance is more particularly des-
cribed in a project description that is attached hereto and made
a part of this resolution as if fully sot forth herein.
THAT, the City Council of the City of Elsinore, subject to
approval of such planning assistance by the State and Federal
authorities, hereby authorizeS payment to the State Department
of Finance of a sum not to exceed $10,440 and,
THAT, there is no contemplated use of city personnel in this
p roj ect and,
THAT, the total estimated cost of the City of Elsinore's
project as planned is $31,320.
THAT, the Mayor of the City of Elsinore be, and he hereby
is, authorized and empowered to execute in the nome of the City
all necessary appl ications, contracts, and agreements to imple-
ment and carry out the purposes specified in this resolution.

cluding drainage structures, high qual ity agri-
cultural land, built-up areas, major roads,
and rn ill i nes.

age, income, housing, occupation, and family
size. Relation to other cities in Riverside
County will be studied.
(8) Analysis will be made of public school enroll-
ments, school size, location and space standards.
(9) Studies and analysis will be made of park and
recreation areas in terms of size, location, and
s tnnda rds .
(10) An evaluation will be made of public buildings
in terms of size and location.
c. Economic Position of Elsinore.
Elsinore's resources and potential will be evnluatcd
to determine the City's cnpacity and possibilities for
balanced growth within the surrounding arca. An eco-
nomic study will be made of the City's current wealth,
employment, business activity, retail sales, assessed
valuations, and disposable income. Particular atten-
tion will be devoted to the role of tourism in the
economy.

d. Community Goals and Objectives.
(1) Elsinorc's future within thc surrounding area
will be examined. Regional patterns of indus-
trial location, resort construction, commercial
activity, residential settlement and density
trends will be evaluated.
Official plans fostered by adjacent cities, the
County and special districts will also be studied
and consideration given to their future impact on
the City of Elsinore.
Determination of the future function and purpose
of the City of Elsinore.

the City and its component parts are to be.

reviews of the Prel iminary Plan, a final
draft of the General Plan for the City of
Elsinore will be prepared.
(h) Zoning.

The Elsinore Zoning Ordinance will be
reviewed and suggestions made as to
new standards, new district regulations
and new format to carry out the purposes
of the General Plan.

Proposals for rezoning, to reflect the
General Plan, will be made.
Recommendations will be made for possible
undertaking of conservation, rehabil itation,
and renewal programs.
Recommendations will be made for precise
plans determined to be needed.
Proposals for community development pro-
gramming for the attraction of industrial,
commercial and tourist f~cilities and acti-
vities for improvement of the local tax base
will be made.
A Centrol Business District plan will be
prepared. I ts purpose is to provi de the
City with ~ bosis for coordination of pri-
vate and publ ie investments in land use.
The area proposed for study would be that
as defined in the General Plan as the Cen-
tral Business District of Elsinore, generally
within the vicinity of Main Street. Plan-
ning studies will take into consideration
any competitive commercial areas also pro-
posed in the General Pl~n. A Central Busi-'

I. Relation of Work to Comprehensive Planning Program.
1. The proposed scope of work is a comprehensive planning
program for the City of Elsinore. The General Plan
will be prepared as a guide for the longurange develop-
ment of the City on the basis of research of population,
economic and physical characteristics of the Elsinore
planning area, including recommendations for long-range
development pol icies.
2. The proposed scope of work docs not include a capital
outlay program but will include recommendations and
suggested list of priorities for incorporation in a
future capital outlay program which should follow the
General Plan program.
3. The proposed scope of work will form the basis for coor-
dination of internal departmental plans and activities of
the City of Elsinore.
4. The proposed scope of work provides for the coordination
of this program by the City of Elsinore with Riverside
County, the State, and util ity and other special and
school districts.
5. The proposed scope of work includes recommendations for
modifications to the zoning ordinance and to the zoning
pattern for the City of Elsinore. Al I recommendations
will be based upon the General Plan.
