WHEREAS, the San Bernardino and Riverside Valleys, the St~te and the Country as a whole are suffering from an excessive degree of unemployment and low business level, and WHEREAS, the expenditures of various levels of government constitute an increasingly important factor in determining the level of business activit;y~, and WHEREAS, Af!!semblyman Thomas R,ees has proposed to repeal the Sa,atet s "Buy American" Act which might reduce the expenditures by State and I~eal Agencies for goods manufactured in this country using American labor, N~I, THEREFORE, BE IT RESOLVED by the City Council of the Cit,y of Elsinore that this Council does go on record ae opposing the repea.l of the "Buy Americantt Resolution. ACKNOWLKOOING CRITI CAL COUNTY ROAD AND CITY'STREET DEFICIENCIES AND RECOMMENDING IMMEDIATE STATE I,EGISLATION TO PRO. VIDE ADDITIONAL USER REVENUE FOR I/OCAI, STREET AND ROAD PROGRAMS THROUGHOUT THE STATE. ~1HEREAS, the State Department of Public Works has prepared and I!!lubmitted for legislative review a comprehensive and detailed report designated as SCR 62 Study of California Road and City Street Deficiencies; and WHEREAS, the City Council of the City of Elsinore acknowledges the SCR 62 report to be a verified, accurate and realistic review which recognizes the very critical existing and projected street and road deficiencies in the City of Elsinore and of. other local jurisdictions in the State of California and the complete inability of this city and other local agencies to remedy such deficiencies with current sources of revenue; Noo, THEREFORE, BE IT RESOLVED that the legislative representa- tives of the people Qf the State of California are hereby urged and requested to enact during the current session vi tally needed tax revenue measures in the form of additional fuel taxes, increased in lieu tax rates or other appropriate highway user taxes or assess- ments which will make available increased stated col1ec~ed fUnds for local road and street financing. BE IT FURTHER RESOLVED that the City Clerk is authorized and directed to make available copies Qf this resolution for distribution to all appropriate officials and representatives of Riverside County and the State of California. H. Templin, Road Commissioner of Los Angeles County, presented to the Southern California Regional Association of County Supervisors a report dealing with the inequitable distribution of State Highway Construction Funds. As a result of Mr. Templin's presentation, the Southern California Regional Association of County Supervisors adopted a resolution urging a revision of the so-called Mayo-Breed Formula to provide a minimum of 60 percent of State Highway Construction Funds to the Southern Counties as compared to the 55 percent currently allocated. The resolution also urges all South- ern Counties and municipalities to support such revision as proposed in Assembly Bill 1320 introduced by Assemblyman Rees and 40 co-authors . You can do so by adopting a similar resolution and instructing your legislative representatives to convey to the Legislature our mutual concern over the present inequity in the hope that the Mayo-Breed Formula may be amended to achieve the equitable results upon which the social and economic future of the entire State depends. NOW, THEREFORE, BE IT RESOLVED that the City Council of -1- the City of Elsinore, County of Riverside, State of California, hereby gives its full support to the application of The Atchison, Topeka and Santa Fe Railway Company to the Interstate Commerce Commission for approval of its plan for control of the Western Pacific Railroad Company. IXCI, -.DP I RESOLUTION ~O.G:C?h'~ I WHERE.A.S, on OctQber 29, 1960, 17 young men, examples of the best of .American youth, all members of the California State Polyi;echnic College football team, were killed and 23 others injured in a tragic plane crash soon after take-off at the Toledo, Ohio, airport; and WHEREAS, in addition to the overwhelming burden of gnef that has been borne by the loved ones of those lost, the parents, brothers and sisters, and, in many cases, the wlves of those killed and injured, now face unpaid bills totaling more than $200,000 for funeral e:x:penses, doctors, hospital bills, and other services; and WHEREAS, at. 11 a.m. on November 23, 1961, Thanksgiving Day, the Mercy Bowl Game, so-called because of the worthwhile nature of the project, will be played at the Los Angeles Memorial Coliseum for the purpose of raising sufficient money to take care of the remaining funeral and medical bills, and to provide scholarships for the chi+dren of those killed; and WHEREAS, in order that a minimum of $200,000 may be realized from the Mercy Bowl Game, every possible effort is being made to eliminate pro- duction costs (example: no rental will be charged by the Coliseum Commission for use of the stadium; even ticket takers and ushers will donate their services for the day and each, in addi tion, will purchase an. admission ticket for himself~t N~ THEREFORE, BE IT RESOLVED by the City of Elsinore, that the week of November 19...25, 1961, be observed as MERCY WEEK and that ThurSday, November 23, be observed as MERCY DAY in the City of Elsinore;. and BE IT FURTHER RESOLVED that local organizations, including schools, service clubs, women's groups, veterans' posts, and others, be encouraged to purchase tickets for, or make contributions to, this worthwhile humanitarian project. Approved: Mayor of the City 01' Elsinore ATTEST: C1:i. ty Clerk Dated: October 23, 1961 RESOLUTION NO ~-;7 ~3 WHEREAS: The City affairs of the City of Elsinore are governed and operated through the commission system.. each Councilman heading some specific department as; Police, Fire and Water, Streets and Sanitation, Park and Recreation, and WHEREAS: Each Councilman through the years, has served without remuneration, it is the feeling of the council, and many electors of the City, that a nominal compensation would be in order, NOW THEREFORE BE IT RESOLVED that this proposition be placed on the coming election ballot so that the electors might decide whether or not, the Councilmen should receive some pay: BE IT FURTHER RESOLVED that the question be submi ttedin the following manner: "Shall the members of th~ City Oouncil of the City of Elsinore receive, $25.00 per regular meeting for their services?" Yes No RESOLUTION NO./c~~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ELSINORE APPROVING THE APPOINTMENT OF THE CHIEF OF POLICE AS POUNDMASTER AND RATIFYING PAYMENT TO THE CHIEF OF POLICE FOR ACTING AS POUNDMASTER FOR THE PERIOD OF JULY 1, 1961 TO DECEMBER 12, 1961 INCLUSIVE WHEREAS by virtue of Resolution 1052, the office of Chief of Police of the City of Elsinore was established and the salary of said Chief of Police was provided for at the rate of $500 dollars per month, and WHEREAS said resolution also provided for the establishment of the office of pound master to receive compensation in the amount of $64, and WHEREAS the Chief of Police was empowered to appoint a poundmaster at said compensation rate, and WHEREAS, the Chief of Police was unable to appoint anyone to act as poundmaster nor was he able to find anyone to accept the position at said compensation rate or otherwise, and WHEREAS an emergency was created in the City of Elsinore by virtue of failing to have a poundmaster to care for abandoned animals and to provide other services rendered by the poundmaster, and WHEREAS the Chief of Police in view of said emergency did undertake and did perform the office of poundmaster in addition to his duties as Chief of Police of said City, NOW THEREFORE BE IT RESOLVED, that the payments heretofore made to the - Chief of Police for services rendered for the months of that period July 1, 1961 to December 12, 1961 inclusive, where said Chief of Police received the sum of $64 per month is hereby ratified, approved and confirmed. BE IT FURTHER RESOLVED that the Chief of Police is hereby appointed to perform the duties of poundmaster and receive the sum of $64 per month in addition to the Stim allowed as Chief of Police until such time as the Chief of Police is able to appoint a compentent person to handle the duties of poundmaster at the rate of $64 per month.
