A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ELSINORE OPPOSING THE REPEAL OF
THE STATES "BUY liMERI CANtt ACT.
WHEREAS, the San Bernardino and Riverside Valleys, the St~te and
the Country as a whole are suffering from an excessive
degree of unemployment and low business level, and
WHEREAS, the expenditures of various levels of government constitute
an increasingly important factor in determining the level
of business activit;y~, and
WHEREAS, Af!!semblyman Thomas R,ees has proposed to repeal the Sa,atet s
"Buy American" Act which might reduce the expenditures by
State and I~eal Agencies for goods manufactured in this
country using American labor,
N~I, THEREFORE, BE IT RESOLVED by the City Council of the Cit,y of
Elsinore that this Council does go on record ae opposing
the repea.l of the "Buy Americantt Resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ELSINORE RELATING TO THE R~STORATION AND PRESERVATION
OF THE UNITED STATES FRIGATE "CONSTELLATION"
WHEREAS, During the past 166 years of her authorized lifetime
the gallant historic United State Frigate .Const~llation. has
served her nation for 148 active years; and
WHEREAS, As the only vessel afloat today that actively served
during the Civil War, she is again needed to serve in the commemor..
ation of the centennial of that great conflict; and

WHEREAS, The Constellation.s service during times of national
peril makes it altogether fitting and proper that the thrill..
packed history embodied in her timbers should be preserved for
posteri ty; and
WHEREAS, Although the "Constellation1s" crew has kept her afloat
and in repair, her hull is not in seaworthy condition and the needed
repairs can be financed only through voluntary contributions; and
WHEREAS, The restoration to seaworthy condition will allow her
to be exhibited in California ports so that oi ti zemJ of our great
state may walk her history-laden decks, especially the School
ch:Udren; now therefore be it

A RESOLUTION OF THE CITY COUNCIL O'F THE CITY OF
EL.SINORE, CALIFORNIA. ACKNOWLKOOING CRITI CAL
COUNTY ROAD AND CITY'STREET DEFICIENCIES AND
RECOMMENDING IMMEDIATE STATE I,EGISLATION TO PRO.
VIDE ADDITIONAL USER REVENUE FOR I/OCAI, STREET
AND ROAD PROGRAMS THROUGHOUT THE STATE.
~1HEREAS, the State Department of Public Works has prepared and
I!!lubmitted for legislative review a comprehensive and detailed report
designated as SCR 62 Study of California Road and City Street
Deficiencies; and
WHEREAS, the City Council of the City of Elsinore acknowledges
the SCR 62 report to be a verified, accurate and realistic review
which recognizes the very critical existing and projected street and
road deficiencies in the City of Elsinore and of. other local
jurisdictions in the State of California and the complete inability
of this city and other local agencies to remedy such deficiencies
with current sources of revenue;
Noo, THEREFORE, BE IT RESOLVED that the legislative representa-
tives of the people Qf the State of California are hereby urged and
requested to enact during the current session vi tally needed tax
revenue measures in the form of additional fuel taxes, increased
in lieu tax rates or other appropriate highway user taxes or assess-
ments which will make available increased stated col1ec~ed fUnds for
local road and street financing.
BE IT FURTHER RESOLVED that the City Clerk is authorized and
directed to make available copies Qf this resolution for distribution
to all appropriate officials and representatives of Riverside County
and the State of California.
ADOPTED by the City Coun.cil and signed by the Mayor and attested

APPROVING MASTER AGREE~ffiNT FOR EXPENDITURE OF
FUNDS ALLOCATED FROM THE 8rrATE HIGHWAY FUND TO CITIES
WHEREAS, a proposed agreement with the State Department
of Public Works, Division of Highways, for the budgeting and
expenditure of funds allocated from the State highway fund
to cities has been presented to the city council for con-
sideration; and
WHEREAS, the city council has heard read said agreement
and is familiar with the contents thereof;
THEREFORE, be it resolved by the city council of the City
of

SEl/ECTING MAJOR CITY STREETS
IN THE CITY OF EISINORE
WHERE!",'), the provisions of Sections 2050 to 2055, Chapter 2, Division 3 of the
Streets and Highways Code provides that each city council shall select a
system of major city streets, on the basis of greatest general city impor--<
tance, subject to the approval of the state Department of Public Works.r and,
WHEREAS, streets may be included in or excluded from the city system of major
city streets subject to the approval in each case of the Department of
Publi.c 'ftJorks; and,
WHEREAS, it is desired to revise the existing system to confonn to present and
, anticipated traffic patterns.
THEREFORE, it is resolved by the City Council of the City of Elsinore, THAT the

WHEREAS, a. master agreement has been executed by the City and the State
of California on February 27, 1961, for expendi tun of i'I.ulds allocated
from the Stat.e highway fund to cities; and,
WHEREAS, the city council has prepared a. project statement shmn.ng
estimated expendi turea of such fun.ds recommended to be made during the
1960-61 & 1961-62 fiscal years; and,
WHEREAS, the City Council has heard read said project statement and is
familiar with the contents thereof;
THEREFORE, be it resolved by the city council of the City of Elsinore that
said project statement be and it is hereby adopted as the budget of proposed
expenditures of the gas tax allocation to cities, said project statement
be and the same is hereby approved and the mayor and the city clerk are
directed to sign the same on behalf of said City, and said project state-
ment to be submitted to the Department of Public Works, State of CalifOrnia,
in accordance with the provisions of Section 197 of the Streets and Highw~s
Code.

RESOLUTION ADOPTED BY THE CITY COUNCIL
CITY OF ELSINORE
WHEREAS, true State Highway needs for the Southern Counties group,
based on the urgency of traffic demands and the provision of' equal
State-wide traffic service, are j n excess of 60 percent, of' the
State-wide total, and
WHEREAS, the existing critical traffic congestion, accidents and
fatalities in the Southern area must be immediately alleviated,
and
WHEREAS, the future economic and socia logical growth and develop-
ment of the 13 Southern Counties is dependent on the Construction
of an adequate highway and freeway system, and
WHEREAS, based on the pertinent indices of population, vehi.cle
registration, and assessed evaluation, the 13 Southern Counties
provide in excess of 60 percent of the State- wi.de highway
revenue, and
WHEREAS, the antiquated Mayo-Breed Formula allocates only
55 percent of the State-wide High~'lay and Freeway Contruction
Funds to the South which curtails the budgeting of urgently
needed proijects and elimina.tes a. program of equitable future
facilities in this area;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
Ci ty of Elsinore end orses a legj. sl~lti ve program to amend the
Mayo-Breed Formula as proposed in Assembly Bill 1320 to provide
a minimum of 60 percent of the State Highway Construction Funds
to the South, and requests each Board of Supervisors and City
Council in the 13 Southern Counties affected to actively support
such a program, and further
THAT, the City Clerk be directed tD forward to each BDard of
SupervisDrs, each City Council, and each member of the State
Legislature, representing the 13 Southern Counties, a copy of

VSE OF STATE HIGHWAY CONSTRUCTION FUNDS
On January 26, 1961, N. H. Templin, Road Commissioner of Los Angeles
County, presented to the Southern California Regional Association of
County Supervisors a report dealing with the inequitable distribution of
State Highway Construction Funds.
As a result of Mr. Templin's presentation, the Southern California Regional
Association of County Supervisors adopted a resolution urging a revision
of the so-called Mayo-Breed Formula to provide a minimum of 60 percent
of State Highway Construction Funds to the Southern Counties as compared
to the 55 percent currently allocated. The resolution also urges all South-
ern Counties and municipalities to support such revision as proposed in
Assembly Bill 1320 introduced by Assemblyman Rees and 40 co-authors . You
can do so by adopting a similar resolution and instructing your legislative
representatives to convey to the Legislature our mutual concern over the
present inequity in the hope that the Mayo-Breed Formula may be amended
to achieve the equitable results upon which the social and economic future
of the entire State depends.

Attached hereto is a copy of the resolution adopted by the Association
and a copy of the report presented by Mr. Templin. Some data used by
Mr. Templin necessarily is derived from Los Angeles County statistics,
since these are the only ones available to him. After reviewing the
report, however, I am sure you will agree that the problem is common
to all Southern Counties. I am also sure that you will agree with the
appropriateness of the action of the Southern California Regional Asso-
ciation of County Supervisors and will want to take similar action.
May I urge your prompt consideration of this matter in order that appro-
priate legislative actions may be taken as soon as possible. Where
action of your body is taken, please also forward a copy to us for our
use in presenting the measure to Legislative committees. . Please direct

STATE OF CALIFORNIA
WHEREAS, there was filed on October 25, 1960 an applica-
tion of The Atchison, Topeka and Santa Fe Railway Company with
the Interstate Commerce Commission for authority to acquire
control of the Western Pacific Railroad Company;
WHEREAS, there was filed on October 12, 1960 an applica-
tion of the Southern Pacific Company with the Interstate Commerce
Commission for authority to acquire control of the Western Pacific
Railroad Company;
WHEREAS, the economic success and the future industrial
development of this City depend, in large measure, upon the
quality and efficiency of the railroad service, routes and gate-
ways available to its present and future industries;
WHEREAS, the continuation of Western Pacific as a railroad
service directly competitive to the service offered by the
Southern Pacific Company will enable this City and its surround-
ing area to continue to improve its industrial, commercial and
agricultural growth;
WHEREAS, control of the Western Pacific Railroad Company
by the Southern Pacific Company would not only preclude the reali-
zation of the benefits flowing from the accomplishment of these
objectives but would have a disadvantageous effect upon the
economy of this City.
NOW, THEREFORE, BE IT RESOLVED that the City Council of

the City of Elsinore, County of Riverside, State of California,
hereby gives its full support to the application of The Atchison,
Topeka and Santa Fe Railway Company to the Interstate Commerce
Commission for approval of its plan for control of the Western
Pacific Railroad Company.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council
of the City of Elsinore, County of Riverside, State of California,
is opposed to the application of the Southern Pacific Company
to the Interstate Commerce Commission for approval of its plan
for control of the Western Pacific Railroad Company.
BE IT FURTHER RESOLVED that the Mayor of this City be and
is hereby authorized and directed to sign copies of this Resolution
and to cause the City Clerk to attest to the adoption of this
Resolution and to cause copies of the same to be sent to the Inter-
state Commerce Commission.
On motion duly made and seconded, the foregoing Resolution
was adopted by the City Council of the City of Elsinore, County
of Riverside, State of California, at their regular meeting on
the 14th day of August;' , 1961.

RESOLUTION DECLARING THE INTENTION.OF THE COUNCIL
OFTRE CITY OF ELSINORE, LOCATED IN THE COUNTY OF
RIVERSIDE, STATE OF CALIFORNIA, TO INITIATE ON ITS
OWN MOTION PROCEEDINGS TO ANNEX CERTAIN UNINHABIT-
ED TERRITORY
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ELSINORE,
CALIFORNIA:
1. That the Council of the City of Elsinore, located in the
County of Riverside, State of California, for the reasons herein-
after mentioned, proposes to initiate on its own motion, as soon
as it can legally do so, proceedings to annex to the City of
Elsinore, all of the territory hereinafter described, as unin-
habited territory, under provisions of the Annexation of Unin-
habited Territory Act, as set forth in the Government Code of the
State of California.
2, That the Council's reasons for proposing to initiate said
annexations are as follows:
That all of the land described hereinafter and which is sought
to be annexed to the City is owned in fee by the said City solely
and exclusively. That the annexation of the hereinafter described
territory will contribute to the orderly growth of the City and
will be a benefit to the City in that said lands can be used for
municipal purposes by the City of Elsinore.
3. That the territory which the Council proposes to annex
consists of all that real property situate in the County of Riverside,
State of California, and described as follows:

Lot 4 of Goodwin, Whitten and Elliott's Subdivision, as
shown by Map on file in Book 4 page 241 of Maps, San Diego
County Records;
EXCEPTING therefrom that portion conveyed to South Riverside
Land and Water Company by Deed recorded in Book 15 page 145
of Deeds, Riverside County Records;
ALSO EXCEPTING the Southerly 5.26 acres of that portion
lying Southwesterly of that portion conveyed to South
Riverside Land and Water Company by Deed recorded in Book
15 page 145 of Deeds, Riverside County Records.
PARCEL II:
The Southeast 30 feet of Lot 71, Unit 26 of Country Club
Heights, as shown by Map on file in Book 17 pages 79 and
80 of Maps, Riverside County Records.
Together with all streets connecting said property with
the City of Elsinore.
4. That the Mayor of the City of Elsinore, California, is
hereby directed to file with the Boundary Connnission of the County
of Riverside, State of California, this proposal to initiate pro-
ceedings to annex the hereinabove described uninhabited territory

A RESOLUTION OF THE CITY COUNCIL OF THE CITY 01F
ELSINORE URGING TAX RELIEF AS TOFALt-OUT SHELTERS.
THE CITY COUNCIL OF THE CITY OF ELSINORE DOES RESOLVE AS FOIJ.,OWS:
WHEREAS, the construction of adequate civil defense fall-cut and
bomb shelters is necessary and imperative for the pretection 0f our
citizens and their c~ldreD, and
WHEREAS, in this era of nuclear warfare the ability of the people
to protect themselves from nucle.ar attack constitutes in and of itself
a deterrant to such attack, and
WHEREAS, the President of the Um ted States has requested that every
citizen and governmental agency do everything they can to encourage the
construction and erection of sufficient ci'Vil defense shelters and fall..
out shelters so that the people of these United States can preserve
themselves and by so doing this nation in the event of war, and
WHEREAS, the governmental agencies of this State and of the Federal
Government should and must encourage directly and indirectly the
erection of civil defense shelters,
NOW THEREFORE, BE IT RESOLVED by the City COUl1.cil of the City of
Elsinore, that the State Board 0f Equalization, the County Assessor and
the Internal Revenue Service be urged to investigate and if possible to
establish such practices as will grant a tax benefit to those persons who
construct shelters on their property and serve this nation' B interests,
BE IT FURl'BER RESOLVED that the City Clerk transmit certified copies
of this Resolution to the Secretary of the Board of Equalization, County
Assessor and to the Director of Internal Revenue.

WHERE.A.S, on OctQber 29, 1960, 17 young men, examples of the best of
.American youth, all members of the California State Polyi;echnic College
football team, were killed and 23 others injured in a tragic plane crash
soon after take-off at the Toledo, Ohio, airport; and
WHEREAS, in addition to the overwhelming burden of gnef that has
been borne by the loved ones of those lost, the parents, brothers and
sisters, and, in many cases, the wlves of those killed and injured, now
face unpaid bills totaling more than $200,000 for funeral e:x:penses,
doctors, hospital bills, and other services; and
WHEREAS, at. 11 a.m. on November 23, 1961, Thanksgiving Day, the
Mercy Bowl Game, so-called because of the worthwhile nature of the project,
will be played at the Los Angeles Memorial Coliseum for the purpose of
raising sufficient money to take care of the remaining funeral and medical
bills, and to provide scholarships for the chi+dren of those killed; and
WHEREAS, in order that a minimum of $200,000 may be realized from the
Mercy Bowl Game, every possible effort is being made to eliminate pro-
duction costs (example: no rental will be charged by the Coliseum Commission
for use of the stadium; even ticket takers and ushers will donate their
services for the day and each, in addi tion, will purchase an. admission
ticket for himself~t
N~ THEREFORE, BE IT RESOLVED by the City of Elsinore, that the week
of November 19...25, 1961, be observed as MERCY WEEK and that ThurSday,
November 23, be observed as MERCY DAY in the City of Elsinore;. and
BE IT FURTHER RESOLVED that local organizations, including schools,
service clubs, women's groups, veterans' posts, and others, be encouraged
to purchase tickets for, or make contributions to, this worthwhile
humanitarian project.

WHEREAS: The City affairs of the City of Elsinore are governed and
operated through the commission system.. each Councilman heading some
specific department as; Police, Fire and Water, Streets and Sanitation,
Park and Recreation, and
WHEREAS: Each Councilman through the years, has served without remuneration,
it is the feeling of the council, and many electors of the City, that a
nominal compensation would be in order,
NOW THEREFORE BE IT RESOLVED that this proposition be placed on the coming
election ballot so that the electors might decide whether or not, the
Councilmen should receive some pay:
BE IT FURTHER RESOLVED that the question be submi ttedin the following
manner:
"Shall the members of th~ City Oouncil of the City
of Elsinore receive, $25.00 per regular meeting for
their services?"

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ELSINORE APPROVING THE APPOINTMENT OF THE CHIEF OF
POLICE AS POUNDMASTER AND RATIFYING PAYMENT TO THE
CHIEF OF POLICE FOR ACTING AS POUNDMASTER FOR THE
PERIOD OF JULY 1, 1961 TO DECEMBER 12, 1961 INCLUSIVE
WHEREAS by virtue of Resolution 1052, the office of Chief of Police of
the City of Elsinore was established and the salary of said Chief of
Police was provided for at the rate of $500 dollars per month, and
WHEREAS said resolution also provided for the establishment of the office
of pound master to receive compensation in the amount of $64, and
WHEREAS the Chief of Police was empowered to appoint a poundmaster at
said compensation rate, and
WHEREAS, the Chief of Police was unable to appoint anyone to act as
poundmaster nor was he able to find anyone to accept the position at
said compensation rate or otherwise, and
WHEREAS an emergency was created in the City of Elsinore by virtue of
failing to have a poundmaster to care for abandoned animals and to
provide other services rendered by the poundmaster, and
WHEREAS the Chief of Police in view of said emergency did undertake
and did perform the office of poundmaster in addition to his duties as
Chief of Police of said City,
NOW THEREFORE BE IT RESOLVED, that the payments heretofore made to the
- Chief of Police for services rendered for the months of that period
July 1, 1961 to December 12, 1961 inclusive, where said Chief of Police
received the sum of $64 per month is hereby ratified, approved and
confirmed.
BE IT FURTHER RESOLVED that the Chief of Police is hereby appointed to
perform the duties of poundmaster and receive the sum of $64 per month
in addition to the Stim allowed as Chief of Police until such time as the
Chief of Police is able to appoint a compentent person to handle the
duties of poundmaster at the rate of $64 per month.
