A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF LAKE ELSINORE, CALIFORNIA,
ESTABLISHING A STANDARD DISTANCE THAT
FENCES MAY EXTEND TOWARD THE LAKE WITHIN
THE LAKE SHORE OVERLAY DISTRICT
The Planning Commission of the City of Lake Elsinore does
resolve as follows:
SECTION ONE.

may not extend below the 1251 foot contour
elevation above sea level, and at no time
any closer than five horizontal feet from the
high water mark at the time of installation.

RESOLUTION NO. 88-2
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
LAKE ELSINORE, CALIFORNIA, RECOMMENDING ADOPTION OF
GENERAL PLAN AMENDMENT 88-2 TO CHANGE THE LAND USE
ELEMENT OF THE 1982 GENERAL PLAN CHANGING THE
DESIGNATION OF A EIGHT (8) ACRE PARCEL FROM
PUBLIC/SEMI PUBLIC TO HIGH DENSITY RESIDENTIAL

The Planning Commission of the city of Lake Elsinore does
resolve as follows:
Section 1. The Planning Commission hereby certifies that
there has been filed with the City of Lake Elsinore an application
by Century American for amendment to the 1982 General Plan Land Use
Element to change the designation from Public/Semi Public to High
Density Residential on an eight (8) acre parcel located at the
intersection of Interstate 15, Franklin Avenue and Casino Drive;
that due notice of said application has been given and public
hearing conducted thereon pursuant to State Planning and Zoning Law
and local ordinance;
Section 2. The Planning Commission hereby finds, determines
that:

1. An Environmental Initial Study has been completed for the
subject General Plan Amendment and that no significant
impacts have been identified which cannot be mitigated and
that a Negative Declaration may be granted.
2. This Amendment is in accordance with the policy of the
City of Lake Elsinore to establish a balance of land uses
throughout the community, in that the proposed amendment
would permit a needed multiple density to insure housing
choices in the community.
3. This Amendment satisfies the City'S goals and policies for
providing quality affordable housing for all income levels
in this community.
4. This General Plan Amendment would not adversely affect the
surrounding property with respect to value or precedent.
5. This Amendment is compatible with surrounding land use,
zoning and proposed development in the area.
Section 3. The Planning Commission hereby recommends that the
City Council adopt General Plan Amendment 88-2 to amend the General
Plan Land Use Element from Public/Semi Public to High Density
Residential based upon the findings presented herein.
Section 4. The Secretary of the Planning Commission shall
certify to the adoption of this resolution and forward a copy to the
City Clerk for reference and consideration of the city Council.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
LAKE ELSINORE, CALIFORNIA RECOMMENDING ADOPTION OF
GENERAL PLAN AMENDMENT 88-3, RELATING TO A CHANGE IN
DESIGNATION FOR CHANEY STREET BETWEEN POTTERY AND FLINT
STREETS FROM MAJOR TO MODIFIED SECONDARY AND CHANGING
THE DESIGNATION OF STRICKLAND FROM COLLECTOR TO A SIXTY
FOOT (60') RIGHT-OF-WAY.
WHEREAS, the General Plan must be periodically updated to meet
new conditions and from time to time be revised or amplified to
respond to unforeseen changes or needs; and
WHEREAS, the Planning Commission of the City of Lake Elsinore
has been delegated the responsiblities of making recommendations for
changes in the General Plan; and
WHEREAS, the General Plan was adopted by the City Council on
December 14, 1982; and
WHEREAS, the Planning Commission of the City of Lake Elsinore
has held necessary hearings in accordance with State Planning Law for
the adoption of General Plan Amendments to the General Plan; and
WHEREAS, the Planning

WHEREAS, the proposed changes are not anticipated to result in
any adverse environmental impacts; and

WHEREAS, the proposed amendment is consistent with the goals,
policies, and objectives of the General Plan; and

health, safety, comfort, and general welfare of the persons residing
or working in the neighborhood, nor injurious to property or improve-
ments in the neighborhood.
NOW, THEREFORE, be it resolved that the Planning Commission
does hereby recommend to City Council adoption of Negative Declaration
88-16 and approval of General Plan Amedment 88-3.

RESOLUTION NO. 88-4
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING
ADOPTION O~ THE LANDSCAPE GUIDELINES
-
WHEREAS, the city has determined a need for developing,
adopting and implementing landscape guidelines; and
WHEREAS, the City desires to promote higher standards
for development; and
WHEREAS, the City has determined it necessary to improve
the City'S image.
WHEREAS, the City desires to improve the quality of life
for its citizens; and
WHEREAS, this proposal was evaluated with regards to
environmental impacts and was determined not to be a project under
the California Environmental Quality Act.
NOW THEREFORE, BE IT RESOLVED, that the
Commission does hereby recommends adoption of the
Guidelines to the city Council.

MERCIAL TO GENERAL COMMERCIAL

The Planning Commission of the City of Lake Elsinore does
resolve as follows:
Section 1. The Planning Commission hereby certifies that
there has been filed with the City of Lake Elsinore an application
by Brookstone Development for amendment to the 1982 General Plan
Land Use Element to change the designation from Tourist Commercial
to General Commercial on 7.98 acres located on the east side of
Casino Drive approximately 800 feet south of Railroad Canyon Road;
that due notice of said application has been given and public
hearing conducted thereon pursuant to State Planning and Zoning Law
and local ordinance;

by Pacific Scene for amendment to the 1982 General Plan Land Use
Element to change the designation from Very Low Density Residential
and Floodplain to Low Density Residential on 35.74 acres located
approximately 2,500 feet west of Robb Road between Mountain Street
and Running Deer Road and designating additional Flood Plain area on
a portion of the remaining 8.6 acres as illustrated on Exhibit II
attached; that due notice of said application has been given and
public hearing conducted thereon pursuant to State Planning and
Zoning Law and local ordinance;

The Planning Commission of the City of Lake Elsinore does
resolve as follows:
Section 1. The Planning Commission hereby certifies that
there has been filed with the City of Lake Elsinore an application
by Dura Construction for amendment to the 1982 General Plan Land Use
Element to change the designation from Limited Industrial and Flood-
way to Limited Industrial and Commercial Manufacturing for a ten
acre site located south of Collier Avenue between Third and Crane
Streets; that due notice of said application has been given and
