HomeMy WebLinkAboutPC Reso No 1987 RESOLUTION NO. 87-1 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE ADOPTING THE BOUNDARIES OF THE LAKE ELSINORE REDEVELOP- MENT PROJECT AREA AND FORMULATING AND APPROV- ING A PRELIMINARY PLAN FOR THE REDEVELOPMENT OF THE LAKE ELSINORE REDEVELOPMENT PROJECT. - WHEREAS, pursuant to Section 33322 of the California Community Redevelopment Law ("Redevelopment Law"), the Planning commission may select and designate the boundaries of redevel- opment project area comprised of all or part of a redevelopment survey area and formulate a Preliminary Plan for such redevelop- ment project area; and WHEREAS, the Planning Commission desires to select the project area boundaries, formulate and adopt the Preliminary Plan for the redevelopment of the Lake Elsinore Redevelopment Project, and submit said Preliminary Plan to the Redevelopment Agency of the City of Lake Elsinore for preparation of an official Redevel- opment Plan for such Project; NOW, THEREFORE, the Planning Commission of the City of Lake Elsinore does resolve as follows: SECTION~. the Planning Commission hereby selects and and designates the boundaries of the Lake Elsinore Redevelopment Project illustrated in Exhibit A attached hereto and incorporated herein. - SECTION 1. The Planning Commission hereby adopts the Preliminary Plan formulated for the redevelopment of the Lake Elsinore Redevelopment Project which Preliminary Plan is attached hereto as Exhibit A and incorporated herein. SECTION ~. The Secretary is directed to forward a copy of this ReSOlution, along with the attached Preliminary Plan, to the Redevelopment Agency of the City of Lake Elsinore. SECTION 4. The Secretary shall certify to the adoption of this Resolution. WHEREAS, Section 17.52.020.W of the Lake Elsinore Muni- cipal Code provides that the Planning Commission may designate permitted uses in the C-P (Commercial Park)' Zone that are not already listed; and WHEREAS, the use of an "urgent care facility" may pro- vide services to tourists in accordance with the purposes of the Commercial Park Zone; NOW, THEREFORE, the Plamnning Commission does hereby resolve that an Urgent Care Facility shall henceforth be listed - as a permitted use in the Commercial Park Zoning District. PASSED, APPROVED AND ADOPTED this 6th day of January, 1987, by the following vote: AYES: COMMISSIONERS: Brown, Mellinger, Kelley, Washburn NOES: COMMISSIONERS: Callahan ABSENT: COMMISSIONERS: None ABSTENTIONS: COMMISSIONERS: None - ATTEST: ~~ Ruth Edwards, Acting Planning Commission Secretary RESOLUTION NO. 87-3 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING ADOPTION OF GENERAL PLAN AMENDMENT 87-1 WHEREAS, the General Plan must be periodically updated to meet new conditions and from time to time be revised or amplified to respond to unforeseen changes or needs; and - WHEREAS, the Planning Commission of the City Elsinore has been delegated the responsibilities of recommendations for changes in the General Plan; and of Lake making WHEREAS, the General Plan was adopted by the city Council on December 14, 1982; and WHEREAS, proposed changes in the General Plan should be evaluated in regard to environmental impact and consistency; and WHEREAS, the proposal would result in compatible zoning and General Plan designations, which would be in compliance with State Zoning and Planning Laws; WHEREAS, the Planning Commission of the City of Lake Elsinore has held necessary hearings in accordance with State Planning Law for the adoption of General Plan Amendments to the General Plan; and - WHEREAS, the Planning Commission feels the changes to the General Plan will result in a more usable and manageable General Plan. NOW THEREFORE, BE does hereby adopt the recommends approval of land use from Limited IT RESOLVED, that the Planning commission Staff Environmental Assessment and General Plan Amendment 87-1 changing the Industrial to Commercial Manufacturing. BE IT FURTHER RESOLVED, that the Planning Commission finds there is not any anticipated significant adverse effects to be caused by this change to the General Plan, and recommends to the City Council that a Negative Declaration of Environmental Impact be filed for General Plan Amendment 87-1. NOW THEREFORE, BE does hereby adopt the recommends approval of land use from Medium Residential. PASSED, APPROVED, AND ADOPTED this 17th day of March, 1987 upon the following roll call vote: - AYES: NOES: ABSENT: ABSTENTION: Commissioners: None None None Brown, Mellinger, Kelley and Washburn hJJzr-- Washburn, Chairman, Lake nore Planning Commission ATT~~ Nelson Miller, Planning Commission Secretary ~- RESOLUTION NO. 87 - 6 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE FINDING THA T THE PROPOSED REDEVELOPMENT PLAN FOR THE LAKE ELSINORE REDEVELOPMENT PROJECT CONFORMS TO THE GENERAL PLAN OF THE CITY OF LAKE ELSINORE AND TRANSMITTING ITS REPORT AND RECOMMENDATION TO THE REDEVELOPMENT AGENCY CITY COUNCIL WHEREAS, on J a nu a ry 6.1987, this Planning Commission adopted Resolution No. 87 -1 and thereby adopted a Preliminary Plan for the redevelopment of the Lake Elsinore Redevelopment Project within the City of Lake Elsinore; and WHEREAS, said Planning Commission Resolution directed the Secretary of this Commission to transmit the Preliminary Plan to the Redevelopment Agency of the City of Lake Elsinore for the preparation of an official Redevelopment Plan for the project; and WHEREAS, subsequent to the adoption of Planning Commission Resolution No. R7 -] Redevelopment Plan and Draft Environmental Impact Report for the Lake Elsinore Redevelopment Project was prepared and transmitted to this Commission; and WHEREAS, the boundaries of the Lake Elsinore Redevelopment Project are specifically described in the Redevelopment Plan; and WHEREAS, a copy of the Redevelopment Plan is attached hereto as Exhibit "A"; and WHEREAS, this Commission has reviewed the Redevelopment Plan with particular regard to the Plan's conformity to the General Plan of the City of Lake Elsinore; and r-- WHEREAS, the purpose of the Lake Elsinore Redevelopment Project is to eliminate blighting conditions as outlined in the proposed Redevelopment Plan attached hereto as Exhibit "A"; and NOW, THEREFORE, the Planning Commission of the City of Lake Elsinore does resolve as follows: SECTION 1. The Redevelopment Plan, attached hereto as Exhibit "A", conforms to the General Plan of the City of Lake Elsinore SECTION 2. This Resolution shall constitute this Commission's report and recommendation to the City Council with regard to the Redevelopment Plan as required by the California Health and Safety Code Section 33346. SECTION 3. The Secretary of this Commission shall (a) certify to the adoption of this resolution, and (b) transmit a copy of this resolution to the City Council and to the Redevelopment Agency. Kelley' and NOES: Comm is s i 0 ners : No ne ~~ashburn AT~~ Planning Commission Secretary RESOLUTION 87-7 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING ADOPTION OF GENERAL PLAN AMENDMENT 87-4 TO THE LAND USE ELEMENT OF THE 1982 GENERAL PLAN CHANGING THE DESIGNATION OF A FIVE (5) ACRE PARCEL FROM LIMITED INDUSTRIAL TO COMMERICAL MANUFACTURING. The Planning Commission of the City of Lake Elsinore does resolve as follows: -- Section 1. The Planning Commission hereby certifies that there has been filed with the City of Lake Elsinore an application by Larmor Development Company for amendment to the 1982 General Plan Land Use Element to change the designation from Limited Industrial to Commercial Manufacturing on a five (5) acre parcel located at the southeasterly corner of Collier Avenue and Central Street; that due notice of said application has been given and public hearing conducted thereon pursuant to State Planning and Zoning Law and local ordinance; Section 2. The Planning Commission hereby finds, determines that: 1. An Environmental Initial Study has been completed for the subject General Plan Amendment and that no significant impacts have been identified which cannot be mitigated and that a Negative Declaration may be granted. 2. This Amendment is in accordance with the policy of the City of Lake Elsinore to establish a balance of land uses throughout the community, in that the proposed amendment would permit a mix of industrial and compatible commercial uses upon the subject property. - 3. This Amendment would further the goal of the City of Lake Elsinore to encourage commercial areas at strategic points in the planning area. 4. This Amendment would encourage the kind of economic growth and development which supplies jobs and economic self-sufficiency for existing and future residents. 5. This General Plan Amendment would not adversely affect the surrounding property with respect to value or precedent. 6. This Amendment is compatible with surrounding land uses and zoning. Section 3. The Planning Commission hereby recommends that the City Council adopt General Plan Amendment 87-4 to amend the General Plan Land Use Element from Limited Industrial to Commercial Manufacturing based upon the findings presented herein. Section 4. The Secretary of the Planning certify to the adoption of this resolu .ion and forward City Clerk for reference and consider ~'on of the City !
