RESOLUTION NO. 86-1
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF LAKE ELSINORE, CALIFORNIA,
RECOMMENDING ADOPTION OF GENERAL PLAN
AMENDMENT 86-1
WHEREAS, the General Plan must be periodically updated to meet new
conditions and from time to time be revised or amplified to respond to unfore-
seen changes or needs; and
-
WHEREAS, the Planning Commission of the City Lake Elsinore has been
delegated the responsibilities of making recommendations for changes in the
General Plan; and
WHEREAS, the General Plan was adopted by the City Council on December
14, 1982; and
WHEREAS, proposed changes in the General Plan should be evaluated in
regard to environmental impact and consistency; and
WHEREAS, the Planning Commission of the City of Lake Elsinore has held
necessary hearings in accordance with State Planning Law for the adoption of
General Plan Amendments to the General Plan; and
WHEREAS, the Planning Commission feels the changes to the General Plan
will result in a more usable and manageable General Plan.

NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission does here-
by adopt the Staff Environmental Assessment and recommends approval of General
Plan Amendment 86-1 changing the Land Use Element from Very Low Density Residential
to Limited Industrial.
BE IT FURTHER RESOLVED, that the Planning Commission finds there is not
any anticipated significant adverse effects to be caused by this change to the
General Plan, and recommends to the City Council that a Negative Declaration of
Environment Impact be filed for General Plan Amendment 86-1.

Plan Amendment 86-2 changing the Land Use Element from Low Density Residential
to Neighborhood Commercial for the western parcel between Avenue 1 and High Street
fronting Lakeshore Drive and balance as Office Professional.
BE IT FURTHER RESOLVED, that the Planning Commission finds there is not
any anticipated significant adverse effects to be caused by this change to the
General Plan, and recommends to the City Council that a Negative Declaration of
Environmental Impact be filed for General Plan Amendment 86-2.

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LAKE ELSINORE, CALIFORNIA, SETTING AN
ARCHITECTURAL THEME FOR FENCES IN THE LAKE-
SHORE OVERLAY DISTRICT
WHEREAS, Section 70 of Chapter 65 of Title 17 of the Lake Elsinore Municipal
Code, which relates to provisions of the Lakeshore Overlay Zoning District, requires
Planning Commission review for fences erected within said District; and
WHEREAS, said review is to be conducted subject to the approval of an
architectural theme determined by the Planning Commission; and
WHEREAS, the Planning Commission has considered various fence types and has
chosen three which further the architectural objectives of the Commission.
NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, that the following shall hold true:
1. All fences located along the Lakeshore Drive frontage on
vacant or residentially occupied property in the Lake-
shore Overlay District shall be either of IIState Parkll,
IISpl it Rail II or IIState Park Postll (vertical) type con-
struction and materials as shown on Exhibit IIAII on file
with the Planning Division.
2. Such fences shall be no more than three feet (31) in
height.
3. Such fences may be approved by Planning Division staff
on an administrative basis.
4. All other types and specifications for fences in the
Lakeshore Overlay District shall be reviewed by the
Planning Commission and evaluated for their compati-
bility with the architectural objectives of the Plan-
ning Commission on a case-by-case basis.

for General Plan Amendment 86-12.

RESOLUTION 87-8
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF LAKE ELSINORE, CALIFORNIA,
AMENDING THE ARCHITECTURAL THEME FOR
FENCES IN THE LAKE SHORE OVERLAY DISTRICT
The Planning commission of the City of Lake Elsinore
~ does resolve as follows:
SECTION ONE.
WHEREAS, section 80-D of Chapter 5 of Title 17 of the
Lake Elsinore Municipal Code, which relates to provisions of
the Lakeshore Overlay Zoning District, requires Planning
Commission review for fences erected within said Districts; and
WHEREAS, said review is to be conducted subject to the
approval of an architectural theme determined by the Planning
Commission; and
WHEREAS, the Planning Commission has considered various
fence types and has chosen four which further the architectural
objectives of the Commission.
SECTION TWO. The
determines that:
Planning
commission hereby finds,
-
1. All fences located along the Lakeshore Drive
frontage on vacant or residentially occupied
property in the Lakeshore Overlay District shall be
either of "State Park" rail fencing, "State Park"
post fencing, Split-Rail fencing or Ranch Style
fencing as shown in Exhibits "C", "D" and "E"
attached hereto and made a part hereof.
2. Such fences may be approved by the Planning Division
staff on an administrative basis.
3. All other types and specifications for fences in the
Lakeshore Overlay District shall be reviewed by the
