A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LAKE ELSINORE, CALIFORNIA, APPROVING TAE
ADDENDUM TO THE EN~IIRONMENTAL IMPACT REPORT
92-1 AND MAKING CERTAIN FINDINGS WITH RESPECT
TAERETO
WHEREAS, an application has been filed with the City of Lake
Elsinore by Good Land Investment (The Western Company) to amend the
Laguna Heights Specific Plan 92-3.
WHEREAS, the Planning Commission has reviewed the Addendum to
Environmental Impact Report 92-1 for Amendment Number 1 to Specific
Plan 92-3, considered evidence presented by the applicant,
Community Development Department, and other interested parties at
a public hearing held with respect to this application on April 6,
1994, and adopted Resolution 94-2;
WHEREAS, the City Council has considered the information
contained therein and in the other documents referred to therein,
and has considered the previously certified Environmental Impact
Report 92-1, the Addendum to EIR 92-1, the proposed Laguna Heights
Specific Plan Amendment Number 1, prior to making a decision to
approve the proposed Amendment to Specific Plan 92-3.
SECTION 1. Upon recommendation
and based upon the findings adopted
approval of the project, the City
determines:

a. The Laguna Heights EIR was prepared, submitted and
reviewed in accordance with the requirements of the
California Environmental Quality Act and the City's CEQA
Guidelines, and is complete and adequate in that it
addresses all environmental effects of the project and
discretionary approvals required therefore. This is also
true of its subsequent Addendum.
