9 By the city council of the city of Elsinore that Mr.Nels Nelson
10 and. Mrs Beatrice Derchuck be appointed judges and tha Mr Abe Leemon be appoint,ed
11 inspector to serve as election officials of the annexation election to be: held
12 at O'Neils store building located at 1299 Ra&lroad Avenue on Feb 2nd 1954,
13 and that each shall be compensated as follows, inspector $10.00 judges $7,00

A survey having been made by the police department of the City of Elsinore

and it appearing to the best interest of the public that parking of motor
vehicles on East Peck street be restricted:
THEREFOR BE IT RESOLVED:
That appropriate signs be erected. and. curb be painted red on the south side

of Peck street from the intersection with Main street to the intersection with
the first alley east of Main Street to prohibit the parking of motor vehicles
at any time, except that a section of curb 20 feet in length be desi.gnated as
a loading zone to accomodate the receiving and shipping of merchandise by
business houses of the area.

CALIFORNIA, DECLARING CERTAIN DISCARDED MATERIALS, REFUSE,
RUBBISH & ETC. A PUBLIC NUISANCE AND ORDERING ITS ABATEMENT.

6 Pursuant to the provisions of Section #39561 of the government code of the State I
7 ot California:
8 BE IT RESOLVED:
9 By the city council of the 6ity of Elsinore, that all discarded equipment, scrap,
10 metals, junk vehicles, building materials, refuse and other discarded material~
11 of whatever kind or nature stored outside an enclosure on Lots 21 & 23 of Block
12 56 located on the southwest corner of the intersection of lottery and Spring
13 streets as shown on the map of the City of Elsinore on file in the office of
14 the city clerk located in the City Hall, City of Elsinore, State of California,
15 be and i::; hereby declared a public nuisance.

17 BE IT FURTHER RESOLVED:
18 'l'hat the Superintendant of Public Works be and is hereby directed to order the
19 abatement of the herein described public nuisance in the manner perscribed in
20 Sections 39564 and 39566 of the government code of the State of California.

By the city council of the city of Elsinore, that chief
of police Hayman be authorized to effect the following changes in rank of the

rescinding the action of resolution # 79. passed of the
25th d.ay of January 1954,restricting vehicle parking on
East Peek street Main street to first alley.
On the reccommendation of ohief of police Hayman,and it appearing to the counc 1
that restricted vehicle parking on the south side of east Peck street from
Main street to the first alley east is no longer necessaryo
THEREFOR BE IT RESOLVED:
&y the city council of the city of ElsinGre that the
provisions of resolution # 799 of January 25th 1954 be and are hereby rescinde
and a two hour parking limit restored to the area.

A. request having been made upon the council to releiTe the Superintendent
of Public Works of supervision of the Fire Department,
THEREFOR BE IT RESOLVED by the oi ty council of the C1 ty of Elsinore
7 that effective with the adoption of this resolution, that Resolution NO. 742
be amended to provide that the supervision, operation and maintainenct of
8 'all FIRE DEPARTMENT equipment and personel, including fire hyarants, be
vested in the Fire Chief, all purchases for the department to be cleared
9 through the office of city clerk in the same manner as handled by the
Supt. of Public Works.

A RESOLUTION OF THE CrTY COUNCIL OF THE CITY OF ELSINORE
AUTHORIZING TRANSFER OF CERTAIN FUNDS NO LONGER NEEDED FOR
THE PURPOSE FOR WHICH THEY WERE COLLECTED, TO THE GENERAL
FUND.

The City of Elsinore Sewer Bond Issue of 1912 and 1930 having been
eompleteJ.!.y retired and there being a balance on tax collected monies re-
maining in funds established for the retirement of said bonds,
NOW THEREFOR BE IT RESOLVED:
By the City Council of the City of Elsinore pursuant to the require
menta of the law, that the Treasurer and accounting officer of the City of
Elsinore be and are hereby directed to issue a warrant payable to the
General Fund of the Otty of Elsinore in the amount of $255.22, this being the
total amount remaining in the 1912 and 1930 Sewer Bond Funds and no longer
needed for that purpose.

CALIFOIINIA EIECTRIC PavER COlVlPANY TO INSTALL ADDITIONAL
STREET LIGHTS.

5 Repeated requests for additional street lights having been made, and after
6 making a survey' of the needs in the various locations the Superintendent of
7 Public Works recommends that they be installed,
8 THEREFOR BE I T RESOLVED:
9 By the city council of the City of Elsinore that the city clerk be and is
10 hereby instructed to authorize the California Electric Power Co. to install
11 additional streets lights at the following locations, to-wit:

That, whereas, the City Council of the
City of Elsinore did, on the 22nd day of February, 1954, pass an
ordinance declaring its intention to vacate that certain portion

BE IT RESOLVED: by the City Council of the City of Elsinore that
Franchise priviledges granted Heinz Landshut DBA "Elsinore Taxi tt by the passage
of Ordinance #335 be and are hereby extended for a period of two (2) years
from the date of this resolution as follows:
SECTION 1:
The priviledge to m8i.ntain and operate taxicabs in the City of
Elsinore upon the following conditions to-wit: That the grantee of this
franchise, his heirs, successors, or assigns shall continue to pay to the
City of Elsinore, California, all license fees required by the ordinances of
the City of Elsinore,
SECTION 2:
That the grantee, his heirs, successors or assigns shall fully comply
with all the requirements of ordinances passed by the City Council of the City
of Elsinore regulating the operation of taxicabs in the City of Elsinore.

WHEREAS, a general municipal election was held and conducted in the
City of Elsinore on Tuesday the 13th day of April, 1954 as required by law, and
WHEREAS it appears that notice of said election was duly and legally r

WHEREAS, by Resolution number 810 and proceedings
connected therewith the City Council of the City of Elsinore did
on the 12th day of April, 1954 vacate that certain portion of
Heald Avenue described as follows:
The southerly fourteen feet thereof lying between
the northerly extension of the east line of Block
31, City of Elsinore, as shown by Map on file in
Book 6, page 302, Records of San Diego County, and
the northerly extension of the west line of Lewis
street, City of Elsinore, as shown on the same map,
WHEREAS, a certified copy of said Resolution has been
duly recorded in the office of the County Recorder of Riverside
County, and whereas the City of Elsinore has no further right,
ti tIe and interest in and to the said por>tion of Heald Avenue,
and whereas the Elsinore Union High School District owns the
property adjacent to the portion of Heald Avenue so vacated, and
as a matter of law succeeds to the ownership by virtue thereof
of the portion of Heald Avenue so vacated.
BE IT RESOLVED that the Mayor and the City Clerk of
the City of Elsinore are hereby authorized to execute in favor

CITY OF ELSINORE, CALIFORNIA
WHEREAS, Western Municipal Water District of Riverside
County contemplates calling an election in the reasonably
immediate future for the purpose of proposing to the electors
in the District the question of whether or not the Western
Municipal Water District of Riverside County shall be annexed
to, and become an integral part of, The Metropolitan Water District
of Southern California; and
WHEREAS, in the opinion of the members of this body the
increase, reasonable to anticipate, in the use of water for
domestic, municipal, industrial and irrigation purposes through-
out the area of the Western Municipal Water District of Riverside
County justifies and renders advisable, at this time, acquirement
of the right to secure, through the facilities of The Metropolitan
Water District of Southern California an additional and abundant
supply of water from the Colorado River all to the end that a
shortage of water in the area of the Western Municipal Water
District may not accur, and the serious, detrimental effects
resulting from possible extended periods of drought and protracted
litigation to establish conflicting water rights by lega.l processes
may be avoided,
NOVl}, THEREFORE, BE IT RESOLVED thatthe City Council of
the City of Elsinore recommends to the electors of the Western
Municipal Water District of Riverside County that they vote
in favoYof annexation of Western Municipal Water District to

ADOPTING BUDGET AND APPROVING
MEMORANDUM OF AGREEMENT FOR EXPENDITURE OF
GAS TAX ALLOCATION FOR MAJOR CITY STREETS.
WHEREAS, a memorandum of agreement has been presented
to be entered into with the State of California in accord-
ance with a project statement submitted by the City of
J~'~ for expenditure of the gas tax al-
location to 01 ties for the f1soal year 1":1 , and
WHEREAS, the city oouncil has heard read said agree-
ment in full and is familiar with the contents thereof;
THEREFORE, be it resolved by the oity council of the
Ci ty of 11161....
that said projec~ statement
be and it is hereby adopted as the budget of proposed ex-
pendituree of the gas tax allocation to cities, and said
agreement be and the eame is hereby approved and the mayor
and the city clerk are directed to sign the same on behalf
of said City, said agreement to be binding upon the City
upon its execution by the authorized officials of the State.

1. WHEREAS, the State of california under Chapter 47, Statutes of 1944, (4th
Extra Session) has appropriated funds for allotment by the Director of Finance
to provide financial assistance to Local Agencies defined therein as counties,
c;ties, or cities and counties for the purpose of defraying not to exceed one-half
of the cost of preparing engineering field surveys, engineering or architectural
designs and working and detailed drawings and specifications (hereinafter called

DETERMINING THAT THE PUBLIC INTEREST
AND NECESSITY DEMAND THE ACQUISITION
AND CONSTRUCTION BY SAID CITY OF A
CERTAIN MUNICIPAL IMPROVEMENT, AND
MAKING FINDINGS RELATING THERETO.
The City Council of the City of Elsinore, California,
DOES HEREBY RESOLVE, DETERMINE AND ORDER as follows:
Section 1. That the public interest and necessity
demand the acquisition and construction by the City of
Elsinore of a certain municipal improvement, to wit: a
swimming pool and wading pool and bath house, together with
water heating and purification facilities, lunching area,
dressing rooms, toilets and showers, the planting and 1and-
scaping of grounds, and including the acquisition of all
apparatus and equipment necessary therefor.
Section 2. That the estimated cost of said munici-
pal improvement is the sum of $120,000. That said municipal
improvement requires an expenditure greater than the amount
allowed for it by the annual tax levy.
Section 3. That said municipal improvement is
necessary and convenient to carry out the objects, purposes
and powers of the City of Elsinore.

City of E1.inore through its Supt. of Puo1ic Works, to the ccmtil!lued use of clay
pipe in house connections into the ei ty sewe~ system, ad.
WHEREAS: Said Department of Puolie Health has suggested the use of
east iron pipe and connectiollS for such purposes as a safeguard to public health.
THEREFOR BE IT RESOLVED: By the City Council of the City of Elsinore
that effective with ad.ptiC?,~f this resolution, the Supt. of PUblic Works, his
