A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING
ADOPTION OF GENERAL PLAN AMENDMENT 84-1.
WHEREAS, the General Plan must be periodically updated to meet new
conditions and from time to time be revised or amplified to respond to unforeseen
changes or needs; and
WHEREAS, the Planning Commission of the City of Lake Elsinore, has been
delegated the responsibilities of making recommendations for changes in the General
Plan; and
WHEREAS, the General Plan was adopted by the City Council on December
14, 1982; and
WHEREAS, proposed changes in the General Plan should be evaluated in
regard to environmental impact and consistency; and
WHEREAS, the Planning Commission of the City of Lake Elsinore has held
necessary hearings in accordance with State Planning Law for the adoption of
General Plan Amendments to the General Plan; and
WHEREAS, the Planning Commission feels the changes to the General Plan
will result in a more usable and manageable General Plan.
NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission does hereby
adopt the Staff Environmental Assessment and recommends approval of General Plan
Amendment 84-1 changing the land use from Medium Density to High Density.
BE IT FURTHER RESOLVED, that the Planning Commission finds there is not
any anticipated significaht adverse effects to be caused by this change to the
General Plan, and recommends to the City Council that a Negative Declaration of
Environmental Impact be filed for General Plan Amendment 84-1.

General Plan, and recommends to the City Council that a Negative Declaration of
Environmental Impact. be filed for General Plan Amendment 84-4.

to the General Plan, and recommends to the City Council that a Negative Declara-
tion of Environmental Impact be filed for General Plan Amendment 84-5.

General Plan, and recommends to the City Council. that a Negative Declaration of
Environmental Impact be filed for General Plan Amendment 84-6.

adopt the Staff Environmental Assessment and- recommends approval of General Plan
Amendment 84-7 changing the land use from Public/Semi Public on northern half of
site and Low Density Residential on southern half of site to Low Density Residential
with 5 acres more or less fronting Union and Corydon Road to Neighborhood Commercial.
BE IT FURTHER RESOLVED, that the Planning Commission finds there is not any
anticipated significant adverse effects to be caused by this change to the General
Plan, and recommends to the City Council that a Negative Declaration of Environmental
Impact be filed. for General Plan Amendment 84-7.

General Plan, and recommends to the City Council that a Negative Declaration of
Environmental Impact be filed for General Plan Amendment 84-8.

6.0 d.u./acre), Medium Density Residential (6.1-12.0 d.u./acre) and Special Pur-
pose Public/Semi Public to High Density Residential (12.1-20 d.u./acre - Condomin-
iums; 12.1-32 d.u./acre -Apartments).
BE IT FURTHER RESOLVED, that the Planning Commission finds there is not
any anticipated significant adverse effects to be caused by this change to the
General Plan, and recommends to the City Council that a Negative Declaration of
Environmental Impact 6e filed for General Plan Amendment 84-9.

delegated the responsibilities of making recommendations for changes in the General
Plan; and
WHEREAS, the General Plan was adopted by the City Council on December 14,

will result in a more usable and manageable General Plan.
NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission does hereby
adopt the Staff Environmental Assessment and recommends approval of General Plan
Amendment 84-10 changing the General Plan Circulation Element as follows:
Machado Street from Grand Avenue to Lakeshore Drive - revise from 100 feet
of right-of-way and 76 feet curb-to-curb to 88 feet of right-of-way and
64 feet curb-to-curb.
Lincoln Street from Machado Street northwesterly - Add 88 feet of right-of-
way and 64 feet curb-to-curb.
Chaney Street from Lakeshore Drive to Flint Street - Revise from 100 feet
of right-of-way and 76 feet curb-to-curb to 80 feet of right-of-way and
64 feet curb-to-curb.
Ortega Highway from Grand Avenue to City Sphere of Influence - Revise from
80 feet of right-of-way and 64 feet curb-to-curb to 100 feet of right-of-way
and 76 feet curb-to-curb.
_ Strickland Avenue from Chaney Street to Riverside Drive - Add 66 feet of
right-of-way and 62 feet curb-to-curb.
Baker Street from Riverside Drive to Pierce Street- Revise from 88 feet of
right-of-way and 64 feet curb-to-curb to 66 feet of right-of-way and 62 feet
curb-to-curb.
A revised map is attached hereto as Exhibit "A", entitled "City of Lake
Elsinore General Plan 1992 Land Use Map."
BE IT FURTHER RESOLVED, that the Planning Commission finds there is not
any anticipated significant adverse effects to be caused by this change to the
General Plan, and recommends to the City Council that a Negative Declaration of
Environmental Impact be filed for General P1 an Amendment 84-T0.

1. Revise Figure CIR 1 and 2 to show where bike lanes are
to be located in the protected corridor width and adding
additional bikeways.
2. Changes to collector corridor classification on Figure
CIR 2 to a right-of-way width of 76-feet and a roadbed
width of 62-feet.
3. Change Graham Avenue width from Main Street to Lakeshore
Drive (100-76 to 80-64).
4. Change Collier Avenue width from Main Street to Nichols
Road (66-62 to 76-62).
5. Change Baker Street width from Riverside Drive to Nichols
Road (66-62 to 76-62).
6. Change Strickland Avenue width from Chaney Street to River-
side Drive (66-62 to 66-44).
7. Change modified collector from (66-62 to 66-44).
A revised map is attached hereto as Exhibit A, entitled "City of Lake
Elsinore General Plan 1992 Land Use Map."
BE IT FURTHER RESOLVED, that the Planning Commission finds there is not
any anticipated significant adverse effects to be caused by this change to the
