A RESOLOTION OF THE CITY COONCIL OF THE CITY OF
LARE ELSINORE, CALIFORNIA~ SETTING THE RATES FOR
COUNTY SERVICE AREA 152 - LARE ELSINORS TO FIIND
CITY•S NATIONAL POLLIITANT DISCHARGE ELIMINATION
SYSTEM (NPDES) PERMIT PROGRAM.
WHEREAS, the County of Riverside, by its Resolution No. 94-
385, adopted December 6, 1994, annexed the City of Lake Elsinore to
its County Service Area (CSA) 152 at the City's request to meet the
Environmental Protection Agency's requirement to obtain operating
permits for discharges from storm drain systems and to pay for
anticipated project costs that places an assessment on property
owners' tax bills to fund expenditures required by the permit; and
WHEREA3, the stormwater management program requirements will
cost the City approximately $149,260.00; and
WHEREAS, a typical benefit assessment unit would be a single-
family residential lot, other land uses will be assessed per
Exhibit A; and
itPHEREAB, the City Council has determined that assessments are
anticipated to be $13.88 per year per Benefit Assessment Unit.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Lake Elsinore that the annual assessment rate for fiscal year
1995/96 for CSA 152 - Lake Elsinore is hereby set at $13.88 per
Benefit Assessment Unit.
