HomeMy WebLinkAboutCC Reso No 1996-55RESOLUTION NO. 96 - 55 RESOLUTION OF T'HE CITY OF LAKE ELSINORE, CALIFOItNIA, REQUESTIlVG THAT THE CALIFOItNIA INTEGRATED WASTE MANAGEMENT BOARD APPROVE THE REDESI~NATION OF THE RIVERSIDE COUNTY RECYCLING MARKFT DEVELOPMENT ZONE TO INCLUDE PORTIONS OF THE CTTY OF LABE ELSINORE WHEREAS, the Integrated Waste Management Act of 1989 mandates that Cities and Counties divert 25 percent of their waste from landfills by 1995 and 50 percent by 2000; and WHEREAS, Sections 17900 et seq. of Title XIV of the California Code of Regulations provides for the designation and establishment of "Recycling Market Development Zones" by the California lntegrated Waste Management Board; and WHEREAS, the current waste management practices and conditions aze favorable to the development of post-consumer waste materials markets; and VVHEREAS, the County of Riverside applied to the Board in 1992 to create the original boundaries of the Riverside County Recycling Mazket Development Zone with the County of Riverside serving as primary applicant; and WHEREAS, the redesignation of the Zone to include portions of the City of Lake Elsinore would enhance the job creation and economic development goals of the County of Riverside, City of Lake Elsinore, and other participating jurisdictions; and WHEREAS, the redesignation of the Zone to include portions of the City of Lake Elsinore is necessary in order to assist in attracting and retaining private sector recycling business investments to the City of Lake Elsinore; and WHEREAS, the boundaries of the redesignated Riverside County Recycling Mazket Development Zone would include portions of the City of Lake Elsinore, plus other existing areas. NOW THEREFORE, the City of Lake Elsinore, California dces hereby resolve the following: SECTION 1. The City of Lake Elsinore requests that the Califomia lntegrated Waste Management Board redesignate the Riverside County Recycling Mazket Development Zone to include portions of the City of Lake Elsinore as set forth in Exhibit "A". SECTION 2. The City of Lake Elsinore is willing to pay for all costs associated with the preparation of the Redesignation Application including but not limited to the costs associated with the required California Environmental Quality Act (CEQA) clearance and the legal description of the territory being added to the zone. SECTION 3. The County of Riverside, through its Riverside County Recycling Mazket Development Zone, administers the Recycling Mazket Development Zone and review and approve the Redesignation Application prior to submittal to the State Integrated Waste Management Boazd. The City of Lake Elsinore will also serve as the primary applicant in the Redesignation Application.
