A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE
APPROVING AN APPLICATION FOR GRANT FUNDS FROM THE
CALIFORNIA USED OIL RECYCLING OPPORTUNITY GRANT 96-98 PROGRAM
TO DEVELOP, MAINTAIN AND ENHANCE A USED OIL RECYCLING PROGRAM
, WHEREAS, the people of the State of California have enacted
the California Oil Recycling Enhancement Act that provides funds
to cities and counties for establishing and maintaining local
used oil collection programs that encourage recycling or
appropriate disposal of used oil: and
WHEREAS, the California lntegrated Waste Management Board
(CIWMB) has been delegated the responsibility for the
administration of the program within the state, setting up
necessary procedures governing application by cities and counties
under the programs; and
WHEREAS, said procedures established by the California
Integrated Waste Management Board require the applicant to
certify by resolution the approval of application before
submission of said application to the state: and
WHEREAS, the City of Lake Elsinore intends to enter into an
agreement with the State of California for development of the
local used oil collection program.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Lake Elsinore as follows:
1. That the City Council of the City of Lake Elsinore
approves the filing of an application for the 1996-1998 Third
Cycle California Used Oil Recycling Opportunity Grant Program
under the California Oil Recycling Enhancement Act for state
grant assistance for the project specified above: and

2. That the Director of Public Services shall be appointed
as agent of the City of Lake Elsinore to conduct all
negotiations, execute and submit all documents including, but not
limited to, applications, agreements, amendments, payment
requests and so on, which may be necessary for the completion of
the aforementioned project.
3. That the City will retain the services of the Oricom
Group of Anaheim, California, to develop and enhance the used oil
collection and recycling program as approved by the State of
California, Integrated Waste Management Board.
