A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LAKE ELSINORE, CALIFORNIA RECOMMENDING
TO THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE APPROVAL OF GENERAL PLAN AMENDMENT
92-5 TO MODIFY THE TEXT WITHIN THE GENERAL
PLAN LAND USE ELEMENT ALLOWING MINING AND
RECLAMATION USES WITHIN SPECIFIC PLAN AREA "D"
(NORTH ALBERHILL RANCH)
WHEREAS, an application has been filed with the City of Lake
Elsinore by Halloran and Associates to amend the City of Lake
Elsinore General Plan to modify the text within the General Plan
Land Use Element allowing mining and reclamation uses within
Specific Plan Area "D" (North Alberhill Ranch); located north of
the intersection of Interstate 15 and Lake Street;
WHEREAS, public notice of said applications has been given,
and the Planning Commission has considered evidence presented by
the applicant, Community Development Department and other
interested parties at a public hearing held with respect to this
application on March 3, 1993;
NOW THEREFORE, the Planning Commission of the City of Lake
Elsinore DOES HEREBY RESOLVE as follows:
SECTION 1. The Planning Commission has considered Negative
Declaration 93-2 for the proposed General Plan Amendment 92-5,
prior to making a decision to recommend that the City Council
approve the proposed amendment to the 1990 City of Lake Elsinore
General Plan. The Planning Commission finds and determines that
Negative Declaration 93-2 is adequate under California
Environmental Quality Act (CEQA) to analyze the environmental
effects of General Plan Amendment 92-5, and recommends City Council
approval, based upon the following findings and determinations:
a. The project will not degrade the quality of
the environment, substantially reduce fish
habitat or wildlife species, cause fish or
wildlife population to drop, threaten plant or
animal communities, reduce or restrict the
range of rare or endangered plant or animal
species, or eliminate important cultural
resources. The proposed actions will allow
uses which in turn will be required to undergo
discretionary review and therefore site
specific environmental evaluation.
b. The project does not have the potential to
achieve short-term goals to the disadvantage
of long-term environmental goals.
c. The project will not have impacts which are
individually limited but cumulatively
considerable.
SECTION 2. That in accordance with State Planning and Zoning
law and the City of Lake Elsinore the following findings for the
approval of General Plan Amendment 92-5 have been made as follows:
a. The proposed General Plan Amendment would
permit mining and reclamation operations as an
interim use prior to development and will not
alter the allowed uses under the current
General Plan Land Use designation for the
particular area.

b. Surface mining and reclamation operations will
prepare the site for future development of the
site. Mininq and reclamation practices are
currently permitted adjacent to the site to
the south and southwest.
c. The proposed General Plan Amendment is
compatible with the surrounding land uses.
d. This request will not result in any
significant adverse impact on the environment
because it is only policy action and will not
grant development approval.
NOW, THEREFORE, based on the above findings, the Planning
Commission of the City of Lake Elsinore DOES HEREBY RECOMMEND that
the City Council of the City of Lake Elsinore approve General Plan
Amendment 92-5.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
LAKE ELSINORE, CALIFORNIA, RECOMMENDING TO THE CITY
COUNCIL OF THE CITY OF LAKE ELSINORE CERTIFICATION OF EIR
93-3 AND APPROVAL OF EASTLAKE COMMUNITY BUILDERS (EAST
LAKE) SPECIFIC PLAN 93-3
The Planning Commission of the City of Lake Elsinore does
resolve as follows:
Section 1. The Planning Commission hereby certifies that
there has been filed with the City of Lake Elsinore an application
by Eastlake Community Builders, for adoption of Specific Plan 93-3,
which consists of approximately 3,000 acres, for a mix of
residential, commercial, and open space uses along with
infrastructure and public service improvements. East Lake is
located along the eastern shoreline of. Lake Elsinore and is
generally bounded by Lakeshore Drive on the north, Mission Trail
and Corydon Road on the east, the city boundary line on the south,
end the shoreline of Lake Elsinore on the west. Due notice of said
application has been given and public hearing conducted thereon
pursuant to State Planning and Zoning Law and local ordinances;
Section 2. The Planning Commission hereby finds that:
1. The East Lake Specific Plan meets the City's Specific
,.p, Plan criteria for content and required implementation of
" ~""'` the General Plan established by Section 65450 of the
California Government Code and section 17.99 of the City
of Lake Elsinore Municipal Code. ,
2. The East Lake Specific Plan is consistent with the Goals,
Policies and Objectives of the General Plan, and with any
other applicable plan or policies adopted by the City for
the reasons set forth in Section 3.1 (pp.III-1 through
III-14) of the Specific Plan.
3. The Development Regulations contained within the Specific
Plan supersede otherwise .applicable City ordinances and
codes, unless specifically stated to the contrary in the
Specific Plan.
4. The EIR has been prepared in compliance with CEQA and is
complete and adequate. As set forth in the Statement of
Facts, Findings, and Overriding Considerations, all
significant adverse impacts have either been mitigated to
acceptable levels, or have been found to be overridden by
economic, social, or other benefits derived from the
project.
5. This request will result in significant environmental
impacts associated with land use, air quality, biological
resources, energy .resources., aesthetics, agriculture,
seismicity, water quality, traffic, school construction,
utilities and services which may be partially mitigated
but are anticipated to remain significant upon
development of the site as allowed under the General
Plan. These impacts are therefore found to be acceptable
under the General Plan, specifically the provision of
quality housing opportunities by the City, the
anticipated increase in local government revenues
generated by project residents and the provision of
significant infrastructure improvements, all of which are
expected to support local commercial and industrial
development efforts and generate measurable benefits to
the local economy and fiscal integrity of City
government.
6. The proposed location of the project allows the
development to be well-integrated with its surroundings.

7. All vehicular traffic generated by the development,
either in phased increments or at full build-out, will be
accommodated safely and without causing undue congestion
upon adjoining streets.
8. Except as limited by State Law, including SB 1287, the
Specific Plan identifies methodologies to allow land uses
to be adequately serviced by existing or proposed public
facilities and services. Suitable areas are reserved for
schools, parks and pedestrian ways.
9. The overall design of the Specific Plan will produce an
attractive, efficient and stable development.
10. The proposed project will not be detrimental to the
health, safety, comfort, or general welfare of the
persons residing or working within the project area or
within the City, nor will it be injurious to property or
improvements in the project area or within the City.
Section 3. The Planning Commission hereby recommends that the
City Council certify Environmental Impact Report 93-3, and approve
Specific Plan 93-3, based upon the above findings and the
Conditions of Approval listed in the Staff Report.
Section 4. The Secretary of the Planning Commission shall
certify the adoption of this resolution and forward a copy to the
City Clerk for reference and consideration of the City Council.

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMEND-
ING TO THE CITY COUNCIL APPROVAL OF SPECIFIC
PLAN 92-1 (CAPE OF GOOD HOPE) FRIENDLY GROUP
VII.
The Planning Commission of the City of Lake Elsinore does
resolve as follows:
Section 1. The Planning Commission hereby certifies that
there has been filed with the City of Lake Elsinore an application
by Friendly Group VII, for adoption of Specific Plan 92-1, which
consists of approximately 40 acres. The project proposes to
establish 67 custom single-family residential lots at a density of
3.9 dwelling units per acre and preserve 18.5 acres of open space.
The project is located at the eastern terminus of Mountain Street
northeast of the intersection of Robb Road and Lakeshore Drive; due
notice of said application has been given and public hearing
conducted thereon pursuant to State Planning and Zoning Law and
local ordinances:
Section 2. The Planning Commission hereby determines that:
1. The Cape of Good Hope Specific Plan meets the City's
Specific Plan criteria for content and required
implementation of the General Plan established by Section
65450 of the California Government Code and Section 17.99
of the City of Lake Elsinore Municipal Code.
2. Development regulations provided in the City Zoning Code
shall apply, unless specified in the Cape of Good Hope
Specific Plan. Approval of the .Specific Plan shall not
be interpreted as waiving compliance with other
provisions of the Lake Elsinore City Code, except in
those areas where the Specific Plan expressly regulates
a use.
3. This request will comply with the California
Environmental Quality Act (CEQA). Mitigated Negative
Declaration 92-1 has been prepared with the finding that
this project will not have any adverse impacts on the
environment or that any impacts will be adequately
mitigated.
Section 3. The Planning Commission hereby recommends that
the City Council adopt Mitigated Negative Declaration 92-1, and
approve Specific Plan 92-1, based upon the findings and Conditions
of Approval listed in the Staff Report.
Section 4. The Secretary of the Planning Commission shall
certify the adoption of this resolution and forward a copy to the

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LAKE ELSINORE, CALIFORNIA RECOMMENDING
APPROVAL OF SPECIFIC PLAN 90-1 AMENDMENT #1
AND MITIGATED NEGATIVE DECLARATION 93-3 FOR
THE LAKE ELSINORE OUTLET CENTER (McARTHUR
GLEN)
The Planning Commission of the City of Lake Elsinore does
resolve as follows:
SECTION 1. The Planning Commission hereby certifies that
there has been filed with the City of Lake Elsinore an amendment
application by McArthur Glen Group for the Lake Elsinore Outlet
Center Specific Plan, an area which consists of 43 acres of land
generally bounded by Nichols Road to the west, Collier Avenue to
the south and Interstate 15 to the north for an extension of the
outlet center; that due notice of said application has been given
and public hearing conducted thereon pursuant to State Planning and
Zoning Law and local ordinance;
SECTION 2. The Planning Commission hereby determines that:
1. The Specific Plan Amendment meets the Specific Plan
criteria for content and systematic implementation of the
General Plan established by Section 65450 of the
California Government Code and Section 17.99 of the City
of Lake Elsinore Municipal Code.
2. Development regulations provided in the City Zoning Code
shall apply, unless specified in the Specific Plan
Amendment. Approval of the amendment shall not be
interpreted as waiving compliance with other provisions
of the Lake Elsinore Municipal Code, except in those
areas where the amendment specifically applies.
3. The Specific Plan Amendment complies with the California
Environmental Quality Act. All adverse impacts have been
adequately mitigated to levels of insignificance.
4. The Specific Plan Amendment will not be detrimental to
the health, safety, comfort or general welfare of the
persons visiting or working within the neighborhood of
the project area, nor will it be injurious to property or
improvements in that area or the City because of the
amendment, mitigation measures contained in the Mitigated
Negative Declaration, and Conditions of Approval.
SECTION 3. The Planning Commission hereby recommends that the
City Council adopt the Lake Elsinore Outlet Center Specific Plan
Amendment, based upon the Findings of the Staff Report and the
Conditions of Approval.
SECTION 4. The Secretary of the Planning Commission shall
certify to the adoption of this resolution and forward a copy to
the City Clerk for reference and consideration of the City Council.

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LAKE ELSINORE, CALIFORNIA RECOMMENDING
TO THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE APPROVAL OF TMC DEVELOPMENT SPECIFIC
PLAN AMENDMENT #1 FOR THE NORTH PEAK SPECIFIC
PLAN 90-2; LOCATED ON THE NORTHEASTERN
BOUNDARY OF THE CITY EXTENDING NORTH OF STATE
HIGHWAY 74
WHEREAS, an application has been filed with the City of Lake
Elsinore by TMC Development to amend the North Peak Specific Plan
90-2 by including an additional 24.3 acres, bringing the total to
1,988 acres, within the specific plan area and modifying the
ultimate alignment of E1 Toro Road. The site is generally by
bounded by the northeastern boundary of the city extending north of
State Highway 74.
WHEREAS public notice of said applications has been given, and
the Planning Commission has considered evidence presented by the
applicant, Community Development Department, and other interested
parties at a public hearing held with respect to this application
on May 19, 1993;
NOW THEREFORE, the Planning Commission of the City of Lake
Elsinore DOES HEREBY RESOLVE as follows:
SECTION 1. The Planning Commission has considered the
Environmental Analysis prepared for the North Peak Specific Plan
prior to making a decision to recommend that the City Council
approve the proposed Amendment to Specific Plan 90-2. The Planning
Commission finds and determines that previously certified EIR is
adequate under CEQA to analyze the environmental effects of North
Peak Specific Plan Amendment #1, and recommends City Council
approval.
SECTION 2. That in accordance with Chapter 17.99.100 of the
Zoning Ordinance, the findings by the City of Lake Elsinore for
approval of Specific Plans have been made as follows:
1. The Specific Plan Amendment meets the Specific Plan
criteria for content and systematic implementation of the
General Plan established by Section 65450 of the
California Government Code and Section 17.99 of the City
of Lake Elsinore Municipal Code.
2. Development regulations provided in the City Zoning Code
shall apply, unless specified in the Specific Plan
Amendment. Approval of the amendment shall not be
interpreted as waiving compliance with other provisions
of the Lake Elsinore Municipal Code, except in those
areas where the amendment specifically applies.
3. The Specific Plan Amendment complies with the California

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF LAKE ELSINORE, CALIFORNIA, RECOMMENDING TO THE
CITY COUNCIL APPROVAL OF A DEVELOPMENT AGREEMENT
WITH EASTLAKE COMMUNITY BUILDERS
WHEREAS, Eastlake Community Builders has made application to
the City of Lake Elsinore for a Development Agreement with respect
to the East Lake Specific Plan; and
WHEREAS, the Planning Commission of the City of Lake Elsinore
held a duly noticed public hearing on the proposed Development
Agreement at its regular meeting on May 19, 1993, and considered
the evidence and testimony presented in connection with the
proposed Development Agreement, including but not limited to the
environmental documentation therefore;
NOW THEREFORE, BE IT RESOLVED by the Planning Commission of
the City of Lake Elsinore as follows:
Section 1. The proposed Development Agreement between
Eastlake Community Builders and the City of Lake Elsinore is
consistent with the City's General Plan and with the East Lake
Specific Plan.
Section 2. The Environmental Impact Report prepared for the
East Lake Specific Plan is adequate and complete for the proposed
Development Agreement.
Section 3. It is recommended that the City Council of the
City of Lake Elsinore approve the proposed Development Agreement.
Section 4. The Secretary of the Planning Commission shall
certify to the adoption of this resolution and forward a copy to
the City Clerk for reference and consideration of the City Council.

The Planning Commission of the City of Lake Elsinore does
resolve as follows:
SECTION 1. The Planning Commission hereby certifies that
there has been filed with the City of Lake Elsinore an application
by the Western Company (K.S. Chen), for adoption of Specific Plan
92-3, which consists of approximately 1,202 acres, for a mix of
residential, open space, and a golf course. The Laguna Heights
Specific Plan area is located partially within the City boundary
along its northern border and is generally bounded to the north by
McVicker Canyon, Grand Avenue to the east, and the Cleveland
National Forest to the west. Due notice of said application has
been given and public hearing conducted thereon pursuant to State
Planning and Zoning Law and local ordinances, and based upon the
following Findings and determinations:
1. The Laguna Heights Specific Plan meets the City's
Specific Plan criteria for content and required
implementation of the General Plan established by Section
65450 of the California Government Code and section 17.99
of the City of Lake Elsinore Municipal Code.
2. The Laguna Heights Specific Plan is consistent with the
Goals, Policies and Objectives of the General Plan, and
with any other applicable plan or policies adopted by the
City.
3. The Development Regulations contained within the Specific

2. The proposed General Plan Amendment is consistent with the
surrounding land use designations.
SECTION 3. The Planning Commission hereby recommends that the
City Council certify Environmental Impact Report 92-1, approve
Specific Plan 92-3 and General Plan Amendment 93-1, based upon the
above findings and the Conditions of Approval listed in the Staff
Report.
SECTION 4. The Secretary of the Planning Commission shall
certify the adoption of this resolution and forward a copy to the
City Clerk for reference and consideration of the City Council.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
LAKE ELSINORE, CALIFORNIA, RECOMMENDING TO THE CITY
COUNCIL OF THE CITY OF LAKE ELSINORE DENIAL OF THE LAKE
TERRACE PLAZA SPECIFIC PLAN (SP 92-2) AND TENTATIVE TRACT
MAP 27415 - KOMERICA LAND DEVELOPMENT
The Planning Commission of the City of Lake Elsinore does
resolve as follows:
SECTION 1. The Planning Commission hereby certifies that
there has been filed with the City of Lake Elsinore an application
by Komerica Land Development, for adoption of Specific Plan 92-2,
which consists of approximately 18 acres, for a mix of commercial
and residential and Tentative Tract Map 27215 the subdivision of
the site into residential, commercial and public institutional
lots. The project site is located at the northeast intersection of
Robb Road and Lakeshore Drive. Due notice of said application has
been given and public hearing conducted thereon pursuant to State
Planning and Zoning Law and local ordinances, and based upon the
following Findings and determinations:
1. The Lake Terrace Specific Plan is not consistent with the
Goals, Policies and Objectives of the General Plan in
that it does not demonstrate considerable sensitivity to
the adjacent uses.
2. The proposed location of the project does not allow the
development to be well-integrated with its surroundings.
3. The overall design of the Specific Plan will not produce
an attractive, efficient and stable development
compatible with the surrounding uses.
4. The proposed project may be detrimental to the health,
safety, comfort, or general welfare of the persons
residing in the surrounding area.
SECTION 2. The Planning Commission hereby recommends that the
City Council deny Specific Plan 92-2 and Tentative Tract Map 27415
based upon the above findings.
SECTION 3. The Secretary of the Planning Commission shall

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LAKE ELSINORE, CALIFORNIA, RECOMMEND-
ING TO THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE APPROVAL OF GENERAL PLAN AMENDMENT
93-2 - THE WESTERN COMPANY
WHEREAS, the General Plan must be periodically updated to meet
new conditions and from time to time be revised or amplified to
respond to unforeseen changes or needs; and
WHEREAS, the Planning Commission of the City of Lake Elsinore
has been delegated the responsibilities of making recommendations
for changes in the General Plan; and
WHEREAS, an application has been filed with the City of Lake
Elsinore by The Western Corporation to amend the City of Lake
Elsinore General Plan to revise the land uses specified on the
General Plan Land Use Map of the Land Use Element relating to 22
acres currently designated Mountainous to Very Low Density
Residential; and
WHEREAS public notice of said application has been given, and
the Planning Commission has considered evidence presented by the
applicant, Community Development Department and other interested
parties at a public hearing held with respect to this application
on October 21, 1993;
NOW THEREFORE, the Planning Commission of the City of Lake
Elsinore DOES HEREBY RESOLVE as follows:
SECTION 1. The Planning Commission has considered Environ-
mental Impact Report 92-1, certified on September 14, 1993, to the
proposed General Plan Amendment 93-2, prior to making a decision to
recommend that the City Council approve the proposed amendment to
the 1990 City of Lake Elsinore General Plan. The Planning
Commission finds and determines that Environmental Impact Report
92-1 is adequate under California Environmental Quality Act (CEQA)
to analyze the environmental effects of General Plan Amendment 93-
2, and recommends City Council approval, based upon the following
findings and determinations:
SECTION 2. That in accordance with State Planning and Zoning
law and the City of Lake Elsinore the following findings for the
approval of General Plan Amendment 93-2 have been made as follows:
1. The approval of the requested designations permits
development to the highest and best nature within
mitigable means to insure maintenance of the general
health safety and welfare.
2. Granting of the requested designations will permit
reasonable development of the property consistent with
its constraints and more compatible with adjacent
properties and proposed development.
3. The proposed General Plan Amendment would establish a
land use density and usage more in character with the
subject property's location, access and constraints.
4. The proposed change will not result in any significant
adverse impacts on the environment.
