A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LAKE ELSINORE~ CALIFORNIA, RECOMMEND-
ING TO THE CITY COIINCIL OF THE CITY OF LAKE
ELSINORE APPROVAL OF GENERAL PLAN AMENDMENT
94-2 - THE CITY OF LAKE ELSINORE
WHEREAS, the General Plan must be periodically updated to meet
new conditions and from time to time be revised or amplified to
respond to unforeseen changes or needs; and
WHEREAS, the Planning Commission of the City of Lake Elsinore
has been delegated the responsibilities of making recommendations
for changes in the General Plan; and
WHEREAS, the City of Lake Elsinore desires to amend the
General Plan to revise the land uses specified on the General Plan
Land Use Map of the Land Use Element relating to an 18-acre site
located northwest of the intersection of Lakeshore Drive and Lake
Street (formerly Robb Road) from what is currently designated
Specific Plan Area "N"--Santa Rosa to Low Medium Density
Residential; and
WHEREAS public notice of said application has been given, and
the Planning Commission has considered evidence presented by the
applicant, Community Development Department and other interested
parties at a public hearing held with respect to this application
on March 2, 1994.
NOW THEREFORE, the Planning Commission of the City of Lake
Elsinore DOES HEREBY RESOLVE as follows:
SECTION 1. The Planning Commission has considered the
Environmental Impact Report prepared for the 1990 General Plan
Update, certified on November 27, 1990, for the proposed General
Plan Amendment 94-2, prior to making a decision to recommend that
the City Council approve the proposed amendment to the 1990 City of
Lake Elsinore General Plan. The Planning Commission finds and
determines that the Environmental Impact Report is adequate under
California Environmental Quality Act (CEQA) to analyze the environ-
mental effects of General Plan Amendment 94-2, and recommends City
Council approval.
SECTION 2. That in accordance with State Planning and Zoning
law and the City of Lake Elsinore the following findings for the
approval of General Plan Amendment 94-2 have been made as follows:
1. The proposed General Plan Amendment will not be:
a) Detrimental to the health, safety,
comfort or general welfare of the
persons residing or working within
the neighborhood of the proposed
amendment or within the City.
b) Injurious to property or improve-
ments in the neighborhood or within
the City.
2. The proposed General Plan Amendment will permit
reasonable development of the area consistent with its
constraints and will make the area more compatible with
adjacent projects.
3. The proposed General Plan Amendment would establish a
land use density and usage more in character with the
subject property's location, access and constraints.
4. The proposed General Plan Amendment will not have a
significant effect on the environment.

NOW, THEREFORE, based on the above findings, the Planning
Commission of the City of Lake Elsinore DOES HEREBY RECOMMEND that
the City Council of the City of Lake Elsinore approve General Plan
Amendment 94-2.
I hereby certify that the preceding resolution was adopted by the
Planning Commission at a regular meeting thereof conducted on March
2, 1994, by the following vote:

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LAKE ELSINORE, CALIFORNIA RECOMMENDING
TO THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE APPROVAL OF SPECIFIC PLAN AMENDMENT
#1 FOR GOOD LAND INVESTMENT (THE WESTERN
COMPANY)
WHEREAS, an application has been filed with the City of Lake
Elsinore by Good Land Investment (The Western Company) to amend the
Laguna Heights Specific Plan 92-3. The revised Specific Plan Land
Use Plan incorporates revisions to some of the product type and
land use locations. Revisions to product type include the transfer
of 2acre/l0acre Estate Lots and half acre minimum Canyon Lots to 1
acre and 20,000 square foot minimum Equestrian Lots, and 1 acre
average Hill-Top Lots to Hillside Cluster Home Lots. In addition,
approximately 600 units within the project will be restricted to
senior citizens and/or retired households. Relocation of land uses
include: addition of 1 acre equestrian lots along the eastern
portion of the project to conform with the existing equestrian
communities in the area, and the relocation of Terrace Villas (MF)
and golf clubhouse area to the interior of the project to lessen
impacts to existing equestrian communities to the east. The number
of dwelling units proposed on the northerly ridge of the project
site have been reduced. The maximum number of dwelling units
proposed is still 888. Aesthetics and biological impacts would be
reduced primarily due to the restriction of development along the
prominent ridgeline and increasing non-recreational open space
acreage from 477 acres to approximately 678 acres. The site is
located west of Grand Avenue, access is gained from Toft Drive,
Amorose Street or Patrick Court.
WHEREAS public notice of said application has been given, and
the Planning Commission has considered evidence presented by the
applicant, Community Development Department, and other interested
parties at a public hearing held with respect to this application
on April 6, 1994;
NOW THEREFORE, the Planning Commission of the City of Lake
Elsinore DOES HEREBY RESOLVE as follows:
SECTION 1. The Planning Commission has considered the
previously certified Environmental Impact Report 92-1, the
Addendum, the proposed Laguna Heights Specific Plan Amendment #1,
prior to making a decision to recommend that the City Council
approve the proposed Amendment to Specific Plan 92-3. The Planning
Commission finds and determines that EIR 92-1 and the Addendum
thereto are adequate under CEQA to analyze the environmental
effects of Laguna Heights Specific Plan Amendment #1, and
recommends City Council approval, based upon the following findings
and determinations:
1. The Laguna Heights EIR was prepared, submitted and reviewed in
accordance with the requirements of the California Environ-
mental Quality Act and the City's CEQA Guidelines, and is
complete and adequate in that it addresses all environmental
effects of the project and discretionary approvals required
therefore. This is also true of its subsequent addendum.
SECTION 2. That in accordance with Chapter 17.99.100 of the
Zoning Ordinance, the findings by the City of Lake Elsinore for
approval of Specific Plans have been made as follows:
1. The Laguna Heights Specific Plan meets the City's Specific
Plan criteria for content and required implementation of the
General Plan established by Section 65450 et sea. of the
California Government Code and Section 17.99 of the City of
Lake Elsinore Municipal Code.

2. This Amendment to the Laguna Heights Specific Plan is
consistent with the Goals, Policies and Objectives of the
General Plan and with any other applicable plans or policies
adopted by the City.
3. The Development Regulations contained within the Specific Plan
and its amendment supersede otherwise applicable City
ordinances and codes, unless specifically stated to the
contrary in the Specific Plan. Approval of the Specific Plan
shall not be interpreted as waiving compliance with other
Federal or State laws or City Codes.
4. This request will not result in any further significant
environmental impacts. All environmental impacts have been
addressed by EIR 92-1 (certified on September 14, 1993 and its
subsequent Addendum.
5. The proposed location of the project allows the development to
be well-integrated with its surroundings.
6. All vehicular traffic generated by the development, either in
phased increments or at full build-out, will be accommodated
safely and without causing undue congestion upon adjoining
streets.
7. Except as limited by State law, including SB 1287, the
Specific Plan identifies methodologies to allow land use to be
adequately serviced by existing or proposed public facilities
and services.
8. The overall design of the Specific Plan will produce an
attractive, efficient and stable development.
9. The proposed project will not be detrimental to the health,
safety, comfort or general welfare of the persons residing or
working within the project area or within the City, nor will
it be injurious to property or improvements in the project
area or within the City.
NOW, THEREFORE, based on the above findings, the Planning
Commission of the City of Lake Elsinore DOES HEREBY RECOMMEND that
the City Council of the City of Lake Elsinore approve Specific Plan
Amendment #1, amending Specific Plan 92-3.
PASSED AND ADOPTED by the Planning Commission of the City of
Lake Elsinore at a regular meeting held on April 6, 1994, by the
following vote:
